[01] Black Sea Bank and EBRD interested in financing in AlbaniaTIRANE, Sept 16 (ATA)-By E. Metaj.Albanian Minister for Public Affairs and Transport Ingrid Shuli met on Wednesday evening with representatives of the Black Sea Bank and of the European Bank for Reconstruction and Development (EBRD), ministry sources report. The manager of the Black Sea Bank familiarised Shuli with the structure of this bank and expressed its interest in projects of transport development in Albania. She underlined that the projects of the Bank set no conditions. Of special interest for the Bank are projects for the development of ports and those for the development of transport inside cities. Shuli presented the projects of Durres port as an access to the 8th Corridor and Rinas airport. At a meeting with EBRD leaders Shuli discussed the financing of the Elbasan-Librazhd road section, part of the 8th corridor. Xhuvani, Continuation of works for the rehabilitation of infrastructure in Albania and support of the KFOR forces with logistic means, is the main aim of the Communication Zone West (COMMZ(W), the spokesman of the mission's press center reports.COMMZ(W), over its stay in Albania, will carry out various operations under the command of KFOR. It will also maintain the communication lines between Durres and the Kosova border, the Durres seaport as well as the Rinas airport. At the same time COMMZ(W) will be the point of contact and coordination between NATO and Albania and of the major international organisations. COMMZ(W) has drafted and will implement several engineering projects for Rinas airport and the road leading to Elbasan. The NATO mission, AFOR, which acted for nearly five months in Albania, was replaced early in September by COMMZ(W), whose commander is Italian General Pietro Frisone. Albanian and Serbian employees will work there, while television transmission will be directly supervised by UNO administration and OSCE mission", UNO's spokeswoman reported. After the resumption of broadcasting in Albanian, of Radio Prishtina and other local radios in Kosovar territory and the return of written press, only Kosove television remained a problem due to disagreements between Albanian and Serbian employees of Prishtine Television. Xhuvani, The Albanian and German armies will strengthen cooperation between them through new projects to be drafted, sources from the Ministry of Defence reported on Thursday.The project of cooperation between the Albanian and German armies for the year 2000 are at the centre of the talks underway between a team of Bundeswehr experts with their Albanian counterparts at the Ministry of Defence. The programme of the year 2000, based on the ongoing experience, also aims at increasing cooperation between the two armies in efforts to reform and reconstruct the Albanian army. The team of German experts is headed by Colonel Arnold, head of Department for cooperation with Southeastern European countries. At the moment state insurance association extends its branches all over the country and covers all the kind of insurances. INSIG operates in market as share joint association and its privatization is foreseen to be completed within 2000. "We are aiming at INSIG reconstruction, to make it face the competition with other associations", said Minxhozi. According to him "these processes have to do with the service quality and the speed toward the client. Also, we are studying the possibilities of dropping the administrative cost". At the moment INSIG has some 625 employees, while the other private associations have nearly 35 ones. As far as the competition with the private enterprises, Mr. Minxhozi said that it has already started mainly in motors field and the property. INSIG specialists are working to implement the new scheme of damage administration. "We are working on paying back the clients. Referring to the law we will pay the clients within the period of 90 days. To fulfill it before the deadline we have planned to give more competencies to our branches in districts and to increase the estimation intensity". The aim of establishing such camp is the integration of the infants in society far way from the crime, stated the minister. They talked about the assistance to be offered by the Council of Europe to Albanian justice about the treatment of the infants that perform penal acts. According to the spokesman, the assistance of the Council of Europe will consist in treating of the judges dealing with these issues and of the staff to serve in such camps.
