  • [01] DP chairman demands democratization of his party

    TIRANE, Spet.5 (ata) - By A Haxhiu: The leader of the Democratic Party Sali Berisha demanded in the National Council of DP on Sunday the further democratization of this party.

    He accepted some criticism by some DP branches in the districts for the same person holding several posts in the central forums of DP. "Such a thing will not happen in the future," said Berisha, asking that decision- making in DP be democratized.

    DP National Council convened on Sunday to discuss some amendments to the statute of that party. After 7 hours discussions, the council decided that the changes to the draft statute of the party be presented later to the members and sympathizers of the party and their final approval be adopted in the coming congress of the party due on Sept.30, 1999. Changes are also expected in the program and presidency of DP. /a.ke/xh/

    [03] Over 26 million leks for Telekom of Skrapar

    COROVODE, Sept. 6 (ata) By Ilir Manka: About 26 million leks have been earmarked by the Albanian Albtelekom for the new building of telekom in Skrapar district.

    Work for the new building will start as soon as the project is approved, said to ATA Xhelil Shahu, director of Skrapar Telecom affiliate.

    Apart from the hall of apparatuses with over 200 telephone numbers, will also have service environments, offices and other neccessary facilities. /gs/xh/

    [04] Over 900 women from all over the world at Expo 2000

    TIRANE, Sept. 6 (ata) By K Shehu: A German project named "International women University" will gather in Hannover in year 2000 about 900 women from all the world, told on Monday the Culture Attache at the German Embassy, Martin Frick.

    Taking part in the project, programmed in the framework of the Hannover International Fair "Expo 2000" to be held in July, will be approximately 190 countries, Albania included.

    The Hannover Fair is estimated to be the biggest event for the man at the end of this millenium. /gs/xh/

    [05] Foreign Minister of Malaysia to have a two-day visit to Albania

    TIRANE, Sept.6 (ata) - The Foreign Affairs Minister of Malaysia, Datuk Seri Syed Hamid Albar, will pay a visit to Albania from Sept.7-8, 1999, the press and information department of the Albanian Foreign Ministry told ATA.

    On Tuesday afternoon, the Malaysian minister will have official talks in the Foreign Affairs Ministry and separate meetings with the Prime Minister Pandeli Majko and the Minister of Economic Cooperation and Trade, Ermelinda Meksi. On Wednesday, the Minister Albar is expected to visit the construction company of Malaysia, will meet with the Minister of Public Economy and Privatization, Ylli Bufi and the Albanian President Rexhep Meidani. /led/xh/

    [06] Project for reconstruction of train station in Durres

    DURRES, Sept. 6 (ata) - By S. Gjordeni: A group of specialists of the city-hall of Durres have prepared a project for the reconstruction of the train station in that city, sources of the city-hall of Durres told ATA.

    The Mayor Arqile Gorrea said that the application of the project costs about USD200 thousand and will be presented to the Albanian Development Fund for the necessary funding.

    The project is included in the general strategy for the complete improvement at contemporary standards of the entrance of the city of Durres, whose sea port is the biggest in the country. Here are included the rehabilitation of the streets, epsecially that leading to the city centre which is near completion, of the road starting from the bridge of Dajlan to the freighter terminal, and the bridge with highways. /led/xh/

    [07] Austrian Government earmarks 9.8 million schillings for drinking water system in Shkoder

    SHKODER, Sept. 6 (ata) - By M Malja: The Austrian Government accorded 9.8 million schillings to improve the situation of the drinking water pipeline system in the city of Shkoder, sources from the public works enterprise told ATA.

    According to them, work has started for the opening of the channel in which the tubes for the drinking water will be installed at a distance of 3.6 km. This will enable the collection of all drinking water of the city and their discharge to River Buna. The work in this system is undertaken by the winner of the tender, Alfiba construction firm, which envisages to finish the whole job within September.

    With the rehabilitation of this water system, the cases of flood in those roads by the heavy rain falls, characteristic of the city of Shkoder, will be eliminated. /led/xh/

    [08] Mediterranean with its problems of emigration through the seventh art

    TIRANE, Sept.6 (ata) - By Klodi Shehu: The Central Archives of Albanian Film will take part in the international activity "Problems of emigration in Mediterranean countries," expected to be held in Athens of Greece on Sept.27, Natasha Lako, directress of the Archives told ATA on Monday.

    She added that the cinematographic productions of each country will reveal the causes of emigration which in the recent years has marked a great extension.

    In the activity, organized by "Eureka Audio-Visual," a commission close to the Council of Europe for the circulation of film images, Albania will be represented with three cinematographic productions selected by the Central Film Archives, which are the films "Years of expectation," with producer Esat Musliu, "Bolero" with producer Besnik Bisha and a documentary film with archival documents covering the phenomenon of emigration in Albania following 90s. /led/xh/

    [09] 5th Session of 15th Legislature of People's Assembly starts on Monday

    TIRANE, Sept. 6 (ata) - By A Gjakova: The 5th Session of 15th Legislature of the People's Assembly of Albania started on Monday.

    The deputy parliament speaker, Namik Dokle who presided over the session, presented for discussion the week schedule of the parliament, stressing that the session had started with the participation of all parliamentary groups.

    Aleksander Meksi, Democratic Party deputy, demanded that a constitutional amendment be included in the program of discussion, which allows abolition or inclusion of an article in the constitution with 50 thousand signitures. He also demanded that the Assembly regulation be conformed to Constitution with regard to the functions and level of competence of the People's Assembly.

    In the next session due on Thursday, the Parliament will discussed some important draftlaws.

    The demand for debate put forward by the DP parliamentary group in support of the region's Stability Pact, will also be discussed, as was scheduled at the end of the last session. /led/gs/

    [10] Newspaper "Quit smoking" will help you stop smoking

    TIRANE, Sept. 6 (ata) - By Ardi Pulaj: "Quit smoking", the preliminary medicine by the chemist Thanas Karajani, and successfully used by thousands of smokers, now as a newspaper title as well.

    "Quit smoking" is the newest Albanian newspaper, published by the Albanian National Association against Smoking, with its first issue published in August. Through its articles, the paper wants to convey to the readers a major message for the health.

    The Albanian National Association against Smoking was formed in 1998 and its chairman is Thanas Karajani. Members of its board are personalities of various fields, medicine, chemistry, psychology, and others. It has its affiliates in several cities of the country. In the recent months the Association has established relations with many analogous associations in several countries of the world. /led/xh/

    [11] USD400 thousand for reconstruction of cinema "11 Nentori" in Elbasan

    ELBASAN, Sept.6 (ata) - By M Lulja: The company "IDA ltd" which invested the reconstruction of former cinema Republika in Tirana, has recently delivered a fund of USD400 thousand for Cinema "11 Nentori" in the city of Elbasan.

    The cinema will be of contemporary standards and it will help restore in the people of Elbasan the former desire to go to the movies.

    Before 90s, there were two cinema halls in Elbasan, of which 11 Nentori could survive. /led/xh/

    [12] Albanian Government resolute to be serious partner in Stability Pact

    TIRANE, Sept. 6 (ata) - By E Nepravishta: The deputy Premier of Albania, Ilir Meta, said on Monday in a meeting with the deputy political director of the Council of Europe, Jean Louis Laurens, in Tirane, that "the Albanian Government is making maximal efforts to meet its political commitments regarding the restoration of law and order, the fight against corruption and being a serious partner in the framework of the Stability Pact."

    Meta brought to evidence the work of Albanian police which, according to him, "are undertaking evident and efficacious steps in seizing and bringing the criminals to court." With regard to Albanian judiciaries, Meta stressed that "we must make more to improve them, an act which is decisive to fight corruption and crime."

    Mr Laurens stressed that "Kosova, Albania and the entire Southeast Europe have taken an important place in the agenda of all European diplomacies, thus proving our commitment to assist the region to establish stability and take the road of economic development."

    "I am here to see concretely the fields of cooperation of Albania with the Council of Europe and the assistance that this institution may offer, especially in creating an unbiased and independent judiciary system, " said Jean Louis Laurens. /led/xh/

    [13] Laurens considers projects to strengthen rule of law in Albania positive

    TIRANE, Sept 6(ATA)-The engagement of the Albanian Justice Ministry in projects for strengthening rule of law is a positive step, the deputy Political Director of the Council of Europe(CE), Jean-Louis Laurens, told Justice Minister Ilir Panda at a meeting in Tirane on Monday.

    Laurens, leading a CE delegation, also praised the activity of the Magistracy School and expressed the desire for a further cooperation in the future.

    Panda said that the ministry he heads, in the framework of the projects with the CE, has set up working groups to prepare the law on judicial police, the heavy crimes tribunal, the law on bailiff's office, civil state and other laws.

    The participants at the meeting also discussed the operation of the official publications office after contemporary standards. They also agreed to organising a Juridical Conference in Tirane in November 1999. /led/lm/

    [14] Investments of Public Share-holding Companies amount to $ 1 billion

    TIRANE, September 6 (ATA) - By M.Pupa: "The capital invested during 1998 by the Public share-holding companies has reached its peak with 148 billion Leks, equal to more than $ 1 billion", the Albanian Minister of Public Works and Privatization, Ylli Bufi, revealed in a press conference on Monday while presenting the financial results of these companies for the 1996-1998 period.

    The capital invested during 1998 by the public share-holding companies is increased by 8% compared with 1997, and it is increased by 48% compared with 1996. 0nly 39 out of a total of 94 share-holding companies, have become productive. This number in 1998 was 18, while the companies which were productive in 1996 were numbered to be 24.

    By pointing out the special importance of foreign investments for Albania, Minister Bufi expressed on Monday very positive regards on the high level of foreign investments made by share-holding companies. /led/A.A/

    [15] Albanian PM inaugurates new mobile network central

    TIRANE, Sept 6 (ATA)- By M.Pupa,

    Albanian Prime Minister Pandeli Majko on Monday inaugurated the new central, which expands the capacity of AMC company's mobile network in Tirana.

    The expansion of this network is made possible through a US$ 3 million investment from funds generated by the Albanian Mobile Communications (AMC) company's activity.

    This investment consists in the installation of a new central with a capacity of 20.000 numbers from the earlier one of 8.000 numbers.

    This system was implemented within 2 months by German company Alcatel Sel and by a very active participation of AMC engineering and technical staff. /led/so/lm/

    [16] Some 913,4 tons of coffee imported during January-August period

    TIRANE, September 6 (ATA) - By Elton Metaj: Sources from the Custom Directory told ATA on Monday that the amount of coffee legally imported to Albania during eight months of 1999 is estimated to be 913,4 tons. Compared with the same period of the outgoing year, this figure is 6,5 times higher.

    According to these sources the coffee cleared to the Albanian customs is estimated to be 913,4 tons. The amount of coffee entering the Albanian territory through the custom points during July is registered to be 513 tons, while in August this number reduced to 227,4 tons.

    According to the official sources, the amount of coffee legally imported to Albania is estimated to be 172,5 tons.

    Durres custom affiliation imported during August of the current year some 10 tons of coffee, while Gjirokaster custom affiliation imported 217,4 tons. The months where the figure of imported coffee was low were January, and February.

    The excise paid actually for the coffee import is 20%. /led/A.A/

    [17] Changes to DP draft-statute improve relations inside it

    TIRANE, Sept 6 (ATA)-By A. Haxhiu, Changes to the draft- statute of the Democratic Party (DP) by the National Council of this party help improve the relations and organisation among the DP structures, DP organisational Secretary Fatos Bejo said on Monday.

    Referring to the role of the chairman, Bejo said that the DP chairman has less powers than in several right-wing parties in the West.

    He explained the position of the chairman, to whom the draft-statute sanctions the right to chair all party forums, the right to proposal and the decision-taking initiative.

    The amendments to DP's draft-statute are expected to be approved in the Congress of this party on September 30, which will also elect the DP chairman. /led/lm/

    [18] Vlore court rules unlimited prison arrest for "Zani group" members

    VLORE, Sept 6 (ATA)-By H. Koci,

    The Vlore district court on Monday ruled unlimited prison arrest for the four persons seized by police near Zvernec village, and who were said to belong to "the Zani group", sources from this court told ATA.

    The defendants are accused of life attempt and illegal possession of weapons.

    According to the official source, Myrteza Caushi did not appear before the court today. He, unlike his friends, is not held in the Vlore police premises, but in Fier.

    The unlimited prison arrest order against Caushi was issued after the incident in which citizen Robert Shehu and his uncle lost their lives.

    At today's trial the defence lawyers of the four defendants asked from the court's panel to exclude from the case the Mifoli incident, in which citizen Leko Janku was terrorized and his nephew Agron Janku was injured. /lh/lm/

    [19] Some 4,5 billion Leks more than in 1998 cashed in the state budget

    TIRANE, September 6 (ATA) - By D.Koça: According to the operative data the sum of money encased into the state budget during the eight-month period amounts to 17,9 billion Leks, sources from the General Tax Directory, told ATA on Monday.

    According to the above mentioned source, this figure is 4,5 billion Leks higher that the same period of the previous year, when the sum cashed into the state budget was 13,4 billion Leks.

    The leaders of tax administration, the increase in the amount of Lek cashed to the state budget is due to the increase of the number of registered subjects. So,the operative data show that some 33 000 subjects are registered up to the end of July. In the meantime as many as 9 000 subjects are registered as big business subjects (about 275 of the total), versus 8 000 subjects registered till the end of 1998.

    Some 22 300 physical persons are licensed during 1998, while the figure of registered persons during the eight-month period of the current year is expected to be 24 000 physical persons.

    The settling of the tax of solidarity as well as the current payment of all taxes foreseen by the law has positively affected the increase of incomes for the eight-month period of 1999. /lh/A.A/

    [20] Monument to Mother Teresa inaugurated

    TIRANE, Sept 6 (ATA)-Ardi Pulaj, A monument to Mother Teresa, work by Macedonian sculptor Tome Serafimoski, was inaugurated in Skopje on Sunday, on the second anniversary of the death of Albanian saint and Nobelist Mother Teresa, Kosova press said on Monday.

    An exhibition of paintings, books and philatelic collection devoted to her has been opened in the context of the activities in commemoration of Mother Teresa on Skopje. /lh/lm/

    [21] Deputy PM leaves for Greece on Tuesday

    TIRANE, Sept 6 (ATA)-By E. Nepravishta, Deputy Prime Minister and Minister of Government Coordination Ilir Meta will visit Greece from September 7 to 9, the Ministry for Information reported on Monday.

    Meta will meet with the Minister of Interior, Public Administration and Decentralisation, Vaso Papandreou, as well as with the Minister for Development, Evangelos Venizelos.

    He will also conduct separate meetings with senior Greek politicians such as the Secretary General of PASOK, Costas Skandalidis, and the head of the Parliamentary group of "New Democracy" Party. /lh/lm/

    [22] We will continue to help normalise life in Kosova - Milo

    TIRANE, Sept 6 (ATA)-By A. Haxhiu, Situation in Kosova and restoration of normality there, Albania's contribution to the Stability Pact as well as capital punishment were the main topics discussed at a meeting of Albanian Foreign Minister Paskal Milo with the deputy Political Director of the Council of Europe (CE), Jean-Louis Laurens, in Tirane on Monday.

    They confirmed the engagement of the international community in restoring normality to Kosova and discussed the need for building democratic institutions there, according to the Foreign Ministry press and information office.

    Milo reaffirmed contribution of Albania during the war in Kosova and expressed the commitment of the Albanian government to continue to contribute to the elimination of the war aftermaths in Kosova, construction of governing institutions, Kosova's participation in all the regional reconstruction projects.

    Milo highlighted Albania's interest and commitment to realise the Stability Pact. He spoke of the various projects Albania has undertaken, in the regional framework, in infrastructure, energy and other fields.

    As to the death sentence issue Milo said it is closely linked with the security and order situation in Albania. /lh/lm/

    [23] Albania is working on joint projects with countries of region - Lakrori

    TIRANE, Sept 6 (ATA)-Security problems, Albanian government's and people's hospitality to the Kosova deportees were the main issues discussed at e meeting of the Albanian Secretary of State for European Integration, Maqo Lakrori, with the deputy Political Director of the Council of Europe, Jean-Louis Laurens, in Tirane on Monday.

    Responding to the interest of Laurens in the Albanian government's engagement in implementing the Stability Pact for Southeastern Europe, Lakrori said that the government is currently working on joint projects with the countries of the region in infrastructure, telecommunication, energy, free movement of people and other fields.

    The two also discussed the issue of scrapping capital punishment. Laurens said that scrapping this punishment is a signal of trust in Albania from other countries as well as a consolidation of democracy and final dissociation from the past.

    Lakrori said that the common aim is to improve public order, while as regards to the removal of death sentence he said this will be gradually realised, by implementing a special strategy on this issue. /lh/so/lm/

    [24] Permet police chief changed

    PERMET, Sept 6 (ATA)-The chief of Permet police has been changed, the spokesman of this commissariat said on Monday.

    He said the former chief of Permet district police commissariat, Lieutenant-Colonel Besnik Kuci, has been appointed to the same office in the Mallakaster district police commissariat.

    He has been replaced by Major Bektash Sina, former chief of Skrapar district police commissariat.

    The changes are part of the reconstruction of the southern districts police commissariats. /lh/so/lm/

    [25] Some 200 tons of unprocessed oil sold by auction

    TIRANE, Sept 6 (ATA)- By E.Xhajanka, Some 200 tons of unprocessed vegetable oil, estimated at US$ 500/ton, was sold by auction, conducted by the Agricultural and Food Ministry in Tirane on Monday, sources from this ministry reported.

    The quantity put up to auction was approximately 4600 tons and the money gathered from the sold vegetable oil will go to the state budget.

    Food control specialists said the oil stored in state reserves depots for several months is of high quality in compliance with consumption parameters.

    Another auction, for a quantity of 4400 tons of oil, will be conducted next week.

    The unprocessed vegetable oil, 6300 ton, based on an agreement, is a five million worth of aid provided by the U.S. Government for Albania. This aid arrived in Vlore in December 1998 and has been stored in state reserves depots. /lh/so/lm/
