    [03] Folk Festival of 8th Corridor countries due in September

    TIRANE, August 17 (ATA)-By O. Kadaifciu,Folk Festival of the 8th Corridor countries is expected to be held in Durres city by the end of September, as part of the activity "Days of cultural heritage", sources from the Cultural Heritage Department at the Ministry of Culture told ATA.

    "Days of Cultural Heritage" held for the fourth year in Albania has been programmed by the Council of Europe and aims at presenting the archaeological and cultural values, to sensitize Albanian and foreign public opinion.

    Medieval town of Voskopoje hosted this activity last year.

    "The days of cultural heritage" activity envisages the development of a series of cultural activities at the archaeological centre in Durres, the organisation of a photo-competition with views from Albanian culture monuments realised by Albanian photographers and other activities. /lh/lm/

    [04] Belgium committed to helping Kosova become solid and democratic

    PRISHTINE, August 17 (ATA)-The transformation and demilitarisation of KLA is going in compliance with the agreement, but under the new conditions created after international intervention, Kosova needs its professionalised force of defence and security, said Thaci cabinet members, Hajziri and Hyseni, at a meeting in Prishtine on Monday with Belgian government's deputy director for Foreign Affairs Zojbeik and Belgian ambassadors in Belgrade and Skopje, Kosova press reports.

    Zojbeik said that he had come to bring the Belgian government's message that it is committed to helping Kosova become solid and democratic. /p.ta/lm/

    [05] AFOR to help find water resources

    DURRES,August 17 (ATA)-By S. Gjordeni,The AFOR forces deployed in Durres have opened several wells in the city's quarters of which plenty of water comes out. The French troops have been the first to bring in European experience in discovering water resources.

    The opened wells, equipped with electric pumps, provide sufficient amounts of water. Engineering specialists of AFOR say that this practice is also applied in many countries of Europe, especially in the field of agriculture. Also, the irrigation of lands through wells has been much productive.

    This experience, they say, is also necessary to be used in agriculture in Durres district to avoid splitting of drinking water pipes by private farmers who use it for irrigation. The opening of a well and the installation of water distribution equipment cost up to 150 000 leks. /a.ke/lm/

    [06] Archaeological monuments in Durres "suffer" from lack of visitors

    DURRES, August 17 (ATA)-By G.Kabashi, Durres, the most ancient city of eastern Adriatic, also during this summer season, is "suffering" in total silence the lack of visitors to archaeological monuments.

    The city's antique amphitheatre, 2626 years old, is very rarely visited by foreigners, curious to know the history of Dyrrah, whose name is mentioned in all world encyclopedias. The antique terms discovered 35 years ago have been locked for two decades now.

    Only the good will is lacking to return to Durres, the biggest city after Tirane, if not the brilliancy of antiquity, at least the echo of the golden times it has lived through over the last 3 000 years. /lm/

    [07] Operations to restore order in Tropoje continue

    BAJRAM CURRI, August 17 (ATA)-By R. Hoxha, Special forces of Public Order Ministry and those of the Tropoje district police commissariat continue operations to restore law and order in this district, the spokesman of the district police commissariat told ATA.

    He said that 40 vehicles without documents, suspected to have been stolen in other districts of the country have been intercepted. Twenty-two persons have been taken to the police station and three others have been detained.

    He added that the special forces continue to check the district's road axes creating a feeling of safety among the inhabitants and a safe movement on these roads.

    Law and order was recently disturbed in this district due to the killing of four persons in one hour in the town of Bajram Curri. This prompted the dispatch of special forces to this district and changes in the leading personnel of the district police commissariat. /lh/lm/

    [08] Changes in Tirane police department

    TIRANE, August 17 (ATA)-By Th. Thanasi,The newly appointed chief for crimes, Agim Bardhi, on Tuesday entered upon office at the Tirane prefecture police department, the spokesman of the Tirane police department told ATA.

    Lieutenant-Colonel Bardhi, who comes from the inspection office at the Public Order Ministry, replaces in this office Remzi Qerimi, who has been charged with another task at the sector of crime against the person at the Public Order Ministry.

    On the same day Major Agron Nuredini, the new chief of anti-drugs, former chief of Public Order Information Service (SHIR) of this department, entered upon office in this department.

    According to the spokesman other changes will take place in other sectors of the Tirane police department. /lh/lm/

    [09] Government accorded 4 million leks as supplemental funds to be used in infrastructure

    Gjirokaster, August 17 (ata) - By Sh.Hajno - 4 million leks is the supplemental fund accorded these days by the Government to Gjirokastra municipality to be used in infrastructure, told ATA on Tuesday official sources of this Municipality.

    According to municipality secretary Lefter Ligu the above mentioned fund will be used in rehabilitation of Granica-Gjirokaster road, 1.5 km, and on systemizing of burial place of the town. /lh/linda/

    [10] July: Incomes from chance games in minimal values

    Tirana, August 17 (ata) - By D.Koca - The tax revenues from the chance games did not reach the figure planned for July. According to the final data from the General Tax Directorate the total value cashed this month is some 3,6 million leks, from 35 million leks planned that is to say 10.3%.

    Even during the first seven months of the year it marked low levels. During this period some 85,467 million lek are collected from 220 million leks foreseen or it is realized only 38,8% of the plan.

    So the revenues from the chance games are dropping. The highest value of these revenues is marked during the first seven months period of 1997, by some 95 million leks. /lh/linda/

    [11] Meidani sends condolences to Demirel for quake circumstances

    ALBANIA, August 17 (ATA) - Albanian President Rexhep Meidani, sent condolences through a telegram to his Turkish counterpart Suleyman Demirel on Tuesday over a deadly earthquake which devastated western Turkey, a press release issued by the press office close to the presidency reports.

    "This tragic news, is said in the message, was heartbreaking to the Albanian people, and in my own name and on behalf of Albania people let me transmit to you, and through You, to the victims' families my deep sympathy.

    President Meidani expressed to his counterpart, Selejamn Demirel, " the sincere desire that Turkey pass as soon as possible the consequences of this great and not predicted misfortune". /A.A/

    [12] Its hightime for a unified strategy on Albanian education - Majko says

    TIRANE, August 17 (ATA) - Albanian Premier, Pandeli Majko held a wide meeting on Tuesday with senior state officials and with the leaders of all education levels in Albania, Premier's spokesman, Lorenc Vangjeli, told ATA on Tuesday.

    "It is time to speak for a unified strategy of education in Albania, spread in all the areas where the Albanian factor is present. He ask the leaders of different education levels for a greater institutional engagement and the insistence for opening of a wide discussion for such an ambitious strategy.

    "We are in the most decisive moment, in the turning point to make the biggest investment for the future of Albanian factor in the Balkans", said Majko.

    Majko orientated the preparations of bilateral relations between the University of Tirane and that of Pristine, highlighting that Albanian government will forcefully affect and will support all the movements in this direction.

    Albanian Premier threw the idea of holding of a Convention on Albanian Education, thing that can be made in a second moment, that according to him, would create the necessary space in theory for education re-dimensioning. /dast/A.A/

    [13] Abuses in transit pass of fuels in border point of Morina

    Tirana, August 17 (ata) - By Elton Metaj - Many abuses in transit passing of the fuels have been evident in the custom point of Morina in the Northeastern border of Albania, told ATA on Tuesday sources from the Albanian Ministry of Finances.

    These sources explained that the fuel quantities to come in are registered as transit good in Albania, which has its destination Kosova. But this does not occur this way, because this fuel quantity by avoiding the payment of custom duties due to the transit status, is not sent to Kosova, but is on sale in Albania. False registration is performed in Morina custom, by pretending that the good left Albania, stressed sources from the Finance Ministry.

    Albanian Minister of Finances will create a work group, which will be led by the vice general director of Albanian customs Bedri Kraja and will inspect soon this border point.

    The "mission" of the specialists of the Albanian custom system in Northern Albania will aim at analyzing the situation in the custom point of Morina and to take the measures on normalization the work there.

    Although Ministry of Finances did not give details, according the sources, during this period a drop in fuel clearance is made evident. /dast/linda/

    [14] Municipality drafts technical projects on each object in Tirana

    Tirana, August 17 (ata) - By M.Pupa - Tirana municipality drafts the technical projects on the investments to be implemented in this district by the credit offered by the Government, told ATA the Mayor of Tirana Municipality Albert Brojka.

    He said that for the use of the supplemental funds for 199, offered to Tirana Municipality the technical files and projects per each object, aiming at real investments, are drafted. According to him it is agreed with the Albanian Energetic Corporate and Telecom on respective projects.

    106 million leks from the sum accorded to Municipality will be used on asphalt system, 28.5 million leks on sewages canals and 5.8 million leks on projects' studies.

    While the total value of the project and rehabilitation of dyke of Artificial Lake is some 104 million leks. /dast/linda/

    [15] Tension and violence reduced in Kosove

    PRISTINE, August 12 (ATA) - Kosova press quotes KFOR spokesman, Major Roland Lavoie saying in his regular press conference in Pristine on Monday that the situation in operating zones in Kosove has marked a reduction of tension and violence during the last three days.

    He said that this was an encouraging step, but he pointed out that the crimes being committed in Kosove are higher than those which can be admitted in a free and democratic society. KFOR forces arrested a considerable number of persons who have committed different crimes and the investigation on these crimes are underway.

    The spokesman said that a progress towards the attempts of puting into operation of the railway network in all Kosove is remarked with the return of Serb employees in the Fushe-Kosove railway station. Momentarily the railway network is leaded by UNMIK and KFOR in cooperation with Albanian and Serb employees, who are trying to repair the defects in this station.

    Lavoie reported that an Albanian tried to stop the kidnaping of two women on Sunday, but afterwards he was reported to be injured. After the control made in the place where the event took place, a AK-47 rifle was found, some identity cards and other equipment. Three persons are arrested, while the investigations go on.

    The KFOR spokesman said that shots were heard on Sunday in Prizren and unidentified persons have opened fire from a car, but no casualties are reported. Three Albanians are arrested on Sunday in Prizeren while they were looting an apartment, while two persons are arrested in Leshan, Suhareke, for illegal arm possession.

    KFOR spokesman reported as well that the mine teams have deactivated in Viti several mines planted in two buildings.

    He added that Radio 97 FM started its broadcasts during the last weekend. The will broadcast in the Albanian, Serbian, English and Italian. Within a few weeks the radio will broadcast even in Spanish and Portuguese. /P.Ta/A.A/

    [16] 255 private subjects licensed on mines' exploitation

    Tirana, August 17 (ata) - By M.Pupa - Based upon the law on mines and on the policy on stimulation, development and modernization of mine sector in Albania, some 255 subjects are licensed, and 94 of them are licensed on chrome objects, told ATA the director of this sector Pandi Bombaj.

    At the moment we are completing the contracts with these licensed subjects, to start at once the work, stated Bombaj.

    The mine license sector close to the General Mine Directorate is set up based upon the mine law in Albania and functions in all mine activities, such as research, discovery and exploitation of profitable minerals. /dast/linda/

    [17] Albania and Croatia are cooperating in the framework of Stability Pact

    TIRANE, August 17 (ATA) - By I.Paço: Croatian Deputy Premier who is at the same time Minister of Foreign Affairs, Mate Graniç, will visit Tirane on Wednesday. The aim of this visit is the strengthening of bilateral cooperation through the signing of three "type agreements" between the two countries, Skender Minxhozi, aide of Albanian Foreign Ministry, told ATA on Tuesday.

    According to him, the main focus of this visit is the strengthening of cooperation between the two countries.

    Mate Graniç will visit Tirane invited by Albanian Foreign Minister, Paskal Milo, and is expected to meet the senior personalities of Albanian state.

    Minxhozi said that three agreements are expected to be signed on Wednesday: the Cooperation Protocol between the Foreign Ministries of respective countries, an Agreement between the Agricultural Ministries and an Agreement in the hydro-sanitarian field. /lh/A.A/

    [18] Berisha hailed agreement about Mitrovica

    Tirana, August 17 (ata) - The Head of Democratic Party Sali Berisha hailed on Tuesday the agreement reached between the Albanians and Civil Administration of UNO about Mitrovica town and hailed, as well, the decision of the civil administrator Mr.Kushner on drafting of a new legislation for Kosova, told ATA the press office close to Democratic Party.

    Democratic Party, declared Mr. Berisha, considered as necessary the constructive cooperation of Kosova Albanians with KFOR units that entered in Kosova as liberators and are located there to secure Kosova from Serb aggression and to keep the peace in Southern Balkan.

    The ones that want to create problems with NATO troops in Kosova represent manipulated elements of anti-NATO and anti-Albanians forces, said Berisha, by appealing to all Kosova Albanians to cooperate with loyalty with Civil Administration of UN to make possible the establishing of institutions, law execution and the construction of a civil society in Kosova.

    At the same time, Democratic Party hailed the recent decision of UN for Kosova, Kushner, on establishing of Juridical Council and to draft the new laws of Kosova as very important step toward the stabilization of the situation. /lh/linda/

    [19] A dinghy, three kilometers north of Durres, sequestrated

    DURRES, August 17 (ATA) - By Gezim Kabashi: The forces of Durres district border police, helped by their Italian collegues of Inteforce mission, blocked on late Monday a dinghy, situated three kilometers north of Durres city. This news was confirmed to ATA by lieutenant Colonel, Asqeri Zemani, chief of Durres border police.

    The operation on blocking of the dinghy started after a signalization given at about 21.00 p.m.

    The chief of Guardia di Finanzia, Giovani Arpante, told ATA that during the action organized on Monday, Albanian police blocked in Kallmi area a dinghy with a length of 7.5 meters, with a total force of 300 horse powers. Two people who were in dinghies managed to escape.

    According to the same source, the aim of the dinghy was to head for Italian coast, but it did not managed to start its journey because a considerable oil quantity was found on its board. /dast/A.A/

    [20] MAPE mission joins Vlora Police Directorate

    Vlora, August 17 (ata) - By Harilla Koci - MAPE mission is attached at the Police Directorate of Vlora Prefecture, told on Tuesday the General Police Director at the Ministry of Public Order Mr. Veli Myftari.

    Mr. Myftari explained that the presence of MAPE mission officers in Vlora is performed in the frame work of a pilot project, which includes the police directorates of Shkodra, Gjirokastra and Vlora prefectures. The aim of this project is the further training of the policemen in combating the crime, contraband and establishing of the order in all the aspects, he said.

    The group of MAPE mission in Vlora includes high ranking officers from different countries such as France, Italy, Holland,etc. They will advisers in all the levels of leading the Police Directorate, by including even the staff training. /s.sh./linda/

    [21] Vlore police eliminates 6 000 narcotic plants

    VLORE, August 17 (ATA) - By U.Bajrami: Forces of the sector of the fight against narcotics in the police department of the prefecture of Vlore, southwestern Albania, started recently an operation to destroy narcotic plants planted in some villages of Vlore city, press office close to Public Order Ministry told ATA on Tuesday.

    The press office said that 6 000 roots of cannabis were destroyed in the plots of 16 peasants in Karbunare, for whom legal procedures have started by respective structures. The narcotic plants were sown in the plots of 14 citizens.

    The villages of Karbunare, Armen, Llakatund, Kanine and Treblove as well as other zones of Vlore district, are "distinguished" on cultivation of narcotic plants. After being cultivated these plants are sent to Italy by set persons.

    The same source stressed that such operations will continue and extend in other villages and zones as well.

    Police forces engaged in these actions have eliminated in those villages some 50 thousands of narcotic plants. /dast/A.A/
