  • [01] Godo proposes Albanian Parliament to hold a Solemn Session

    TIRANE, June 24 (ata) - By A Gjakova: The chairman of the Foreign Policy Parliamentary Commission, Sabri Godo said to ATA on Thursday that he intended to propose to the parliament the holding of a Solemn Session on the liberation of Kosova, which Godo considered as a great event of the Albanian nation.

    Godo said he was convinced that Kosova would, by all means win its independence. "I think so," he said, "because it is already decided that Kosova will be under protectorate for a year according to a resolution of the Security Council, but I am convinced that it will take a longer time to guarantee Kosova's protection from any eventual Serb aggression."

    The European community is being more and more convinced that Kosova must, by all means, secede from Serbia, otherwise human rights will not be guaranteed and no peace and stability will exist in the Balkans.

    "Milosevic is now considered an enemy to peace and stability. I have faith in the future and say that Kosova has won," said Godo. /led/xh/

    [02] Meidani demands increase of British presence in all fields in Albania

    TIRANE, June 24 (ata) - President of Albania Rexhep Meidani demanded the increase of the British presence in all fields in Albania during the meeting he had on Thursday with the British Foreign Secretary Robin Cook, who was on a one-day visit to Albania.

    Meidani asked in the meeting technical assistance for the drafting and managing of projects in the context of the Pact of Stability, the President's press and information office reported.

    Mr Cook expressed his readiness in this aspect. He considered that bilateral relations between Albania and Great Britain must "take a new intensity." Mr Cook reiterated the British approach in favour of a demand of Albania for the beginning of negotiations for association in EU, and Britain will keep supporting Albania in these processes which will encourage, besides others, the coming of foreign investors in the country.

    With regard to Kosova, Meidani and Cook shared the same opinion on the need of cooperation of Kosova factors and the creation of a structure with a representative and consultative basis. /dast/xh/

    [03] CEI foreign ministers adopt Declaration on Kosova

    TIRANE, June 24 (ata) - The process of aid for the deportees from Kosova must continue despite the high rates of their homecoming, said among others the Albanian Foreign Minister Paskal Milo on Thursday in the meeting of the Foreign Ministers of the Central Europe Initiative (CEI) in Karlovy Vary.

    The press department of the Foreign Ministry of Albania reported at the end of the meeting, attended by 16 countries members in the CEI, that the foreign ministers adopted the Final Document of the Central Europe Initiative.

    The document points out the importance of the Pact of Stability for the future of the region of South Eastern Europe. In this context, the ministers approved a declaration on the role of the CEI for the implementation of the Pact of Stability objectives. They highlighted the importance of the process of the extension of NATO and EU, pointing out the main role of NATO for peace and stability in Europe, especially in Southeastern Europe.

    The Foreign Ministers adopted a Declaration on Kosova which stressed the priority that the solution of the crisis in Kosova has for the peace and stability in the region, the contribution of Albania to the resolution of the crisis, the financial support for the reconstruction of Kosova, the measures for the preparation of the Donors' Conference for Kosova, etc. /lh/xh/

    [04] 120 Albanian pupils and students will make vacations in Turkey

    TIRANE, June 25 (ata) - By P. Shuteriqi - A diploma giving ceremony for 45 pupils, who finished a three months course of Turkish language, was held on Thursday in the Turkish Embassy in Tirana.

    Beginning with March 23 this year, the pupils attended for free 56 classes of Turkish language sponsored by the Turkish Embassy.

    The Turkish Ambassador in Albania, Ahmet Okçun, said that 120 Albanian students selected from 30 secondary schools of Tirana and youngsters outstanding in the subjects related with Turkish language, will have their vacations in tourist spots of Turkey. /dast/Na/xh/

    [05] Government adopts law "On protection of personal information"

    TIRANE, June 24 (ata) - The Albanian Government adopted last Thursday the law "On protection of personal information" in its meeting held under the chairmanship of the deputy premier and minister of government coordination, Ilir meta, the Ministry of Information told ATA.

    The law adjusts definitely the legal basis in the field of defence of the private life of the person. It sanctions the protection of the private life or the privacy of the persons as one of the most fundamental aspects of the rights of the individual.

    The law is completed with a legal package which includes the law "On right of information on official documents" and the law "On state secret."

    Besides, the meeting adopted the law "On ratification of the agreement between the governments of the countries participating in the Economic Cooperation of the Black Sea on the cooperation against crime, especially against its organized forms." /dast/xh/

    [07] Three archeological expeditions to resume their excavations in July

    DURRES, June 25 (ATA) - By S.Gjordeni: The archeological expeditions will resume again their excavations after some 10 years of interruption. The funds for continuation of work are accorded by the Academy of Sciences.

    The three expeditions will carry out their work in several sectors of this city.

    Dr.Afrim Hoti with his expedition will continue the work in the Bizantin Forum of Durres city. The second expedition is leaded by Dr. Gezim Hoxha and will work near "gate" wall in Kepi i Palit, while the third expedition is chaired by Ylli Çerova and will work in Rrogazhine.

    Surveys are going to be made in the place where the hen-rearing center was settled, place where the Bizantin Monastery called "The sea monastery" is thought to be situated to be times ago.

    [08] 2.15 million Euro for construction of Tre Urat

    -Mertzani bridge - Phare Program

    TIRANE, June 25 (ata) By E. Metaj - In its Thursday meeting the Albanian Government adopted in principle the agreement between the governments of Albania and Greece for the construction of the bridge that links the two countries in "Tri Urat Mertzani" border post.

    The bridge, estimated at 2,150,000 Euros, will be constructed by Greece and financed by the Cross Border Cooperation Phare Program.

    The government was also approved the decision for "Albania's membership in the Council of Europe Social Fund of Development", which finances up to 50% of the projects previously approved by the Fund Administrative Council. The Fund itself has paid 1 860 000 Euro for Albania's membership in this organism, an unprecedented act in the context of the assitance for Albania.

    The Council of Ministers also approved a 10USD million grant by the Japanesse government to cope with the situation created as a result of the Kosova crisis. /dast/Na/xh/

    [09] Preparations carried out on deminig of northeastern area

    KUKES, June 25 (ATA) - By Riza Hoxha: During the last three months, the northern borderline of Albania, 125 kilometers long, is countinously shelled by the military Serb forces.

    The chief of Kukes police commissariat, Ylber Durraku, told ATA that the demining of these areas has not yet started, while the respective bodies are pointing out the mined areas. He added that 15 police specialists are being trained for this aim by UNCHR.

    The situation morecritical in Has region (North of Kukes), where the bombardments of Serb artillery were more numerous. Sources from the border police said that thousands of earth hectares in this region are mined.

    Only during the last three weeks, five persons have died while 20 others are badly wounded due to the Serb shells. /pas/A.A/

    [10] Unorganized return of Kosova deportees continues - AFOR

    TIRANE, June 25 (ata) - By Enkelejda Koraqi: Also during these days, the return of Kosovars to their homes has been continuing at high rates. From June 15 until now, about 140 740 Kosovars have returned to Kosova, said on Friday in a news conference the German Colonel Volfgang Greven, in the AFOR Staff.

    According to Greven, there are actually about 140 000 Kosovars in the camps set up by NATO troops and in other reception centres of refugees, waiting the organized transport by AFOR and UNHCR. This number does not include the Kosovars sheltered in Albanian families.

    AFOR is also assisting to provide with the necessary equipment the Kosova doctors who are returning to their homes, said Greven.

    According to the plan by AFOR, UNHCR and the Albanian Government, the organized return of the Kosovars through the land and the air will start on July 1. /pas/xh/

    [11] Minister Ulqini accepts the dialogue with owners of "Parku Rinia" locals

    TIRANE, June 25 (ATA) - By E.Nepravishta: "It is the duty of Albanian government to communicate with its citizens", - this was the response Albanian Information Minister, Musa Ulqini, gave to the request of the owners of kiosks set up in "Parku Rinia", in a meeting with government representatives.

    "The issues are not resolved with ultimatums, but they need to be discussed. The government is considering all the possibilities for the solution of this issue, by deciding even the time limits", Ulqini told ATA.

    According to Minister Ulqini, kiosks removal should continue, because this process shows that the state has started to function. He added that such a thing is a necessity even for prevention of illegal constructions, which have damaged a lot the capital's infrastructure and environment.

    The Construction Police has asked the owners of all the locals situated in "Rinia" Park, close to Tirane center, to empty the locals as far as July 1, because starting from that date on, the locals are to be considered illegal constructions and willbe demolished. The owners of these locals have written down a petition, where one issue is the organization of a meeting with government representatives. /pas/A.A/

    [12] Greek Consulate in Korçe helps institutions with contemporary equipment

    KORÇE, June 25 (ATA) - By B.Fejzullai: The General Greek Consulate in Korçe has continuously helped the institutions of this district with different contemporary equipments.

    The spokeswoman of this consolation, Lindita Grabocka, told ATA that, with the fund accorded by this consolation, was made possible the construction and the equipping of the library of "Fan Noli" University.

    Greek consulate has accorded computers, scanners, printers and the like to the Korçe Prefecture.

    This source has also secured modern equipment, such as a big washing machine, refrigerators, food items and cloths for Kosove refugees.

    A special attention is payed by this consulate to the strengthening of the interborder relations, and especially the strengthening of relations between the local governmnet of Korçe prefecture, Kozani, and the Chamber of Commerce of Korçe, Kazan, Selanik and others. /dast/A.A/

    [13] Cement Factory starts its operation

    Elbasan, June 25 (ATA) - By M.Lulja - The Cement Factory in Elbasani ECF restarted its work on Thursday after the interruption of two weeks period. This interruption was due to the fact that the Lebanon staff that manages this factory did not agree with the requests of the employees on increasing the salaries and improving the working conditions.

    According to the Vice Director of this Factory Josef Abi Kalid, after the negotiations with the representatives of the Ministry and Trade Union, the opening of the factory was achieved,where 220 employees will benefit an increase of 35% of their salary.

    The assignment of the collective contract with Lebanon part, which guarantees them the working places and the improvement of the daily diet, was realized in this meeting. /pas/linda/

    [14] Majko hails the stand of Argentina during Kosove conflict

    TIRANE, June 25 (ATA) - By E.Nepravishta: Albanian Premier, Pandeli Majko, hailed on Thursday the stand of Argentina during he conflict in Kosove, in a meeting he held with the President of Human Rights Commission in the Congress of Argentina, Edgardo Barberia, and a group of deputes of this commission, Premier's spokesman told ATA on Friday.

    Majko expressed afterwards the opinion of Albanian government for the latest events in Kosove region and its future.

    He pointed out that the Argentinean experience in coping with the situations, would be useful for finding of new identification and experience ways for uniting the divided families in Kosove.

    The deputes of the Human Rights Commission in the Argentinean Congress as well as the President, Edgardo Barberia, expressed their interest in the stand of Albanian government and the way how it considered the future of the region and the future of Kosove in particular. They expressed their willingness on searching and identifying the possibilities and ways for strengthening the future cooperation between Albanian and Argentina. /dast/A.A/

    [15] High import values due to active elaboration in 1998

    Tirana, 25 June (ATA) - By D.Koca - Imports of active elaboration during the last three months of 1998, nevertheless the tendency to fall, marked the highest value reached this year, according to the information of the Commercial Bulletin of Albanian Bank.

    Main elaborated items remain textiles and shoes respectively by 50% and 33% of the total imports for elaboration.

    Main investitures of this field are Italy by 73%, Greece by 14% and Germany by 8%.

    This period marked a considerable increase, nearly three times in imports with Germany, as a partner which is extending its activity in the field of active elaboration in Albania. /a.gj/linda/

    [16] Majko stresses Albania's role in preserving stability in region

    TIRANE, June 25 (ATA)-By E. Nepravishta, Prime Minister Pandeli Majko, at a separate meeting with the Mayor of Buenos Aires, head of the Radical Civil Union Party and candidate of the opposition for the presidential elections, Fernando De la Rua, stressed Albania's role in preserving stability throughout the region,

    Further on, Albania's Prime Minister said that the establishment of the NATO troops in Kosova has very positively affected the efforts to establish peace in Kosova and that Albania has been cooperating with NATO for all the steps taken, according to the spokesman of the Prime Minister.

    Fernando De la Rua expressed his satisfaction over the visit of Prime Minister Pandeli Majko and accepted the invitation to visit Tirane in a near future.

    He praised the efforts of the Albanian Government and People in coping with the situation created due to the influx of the Kosova refugees and expressed the readiness of Argentine to continue its aid for the establishment of peace in Kosova.

    [17] Re-exports by active elaboration increase exchanges with Germany

    Tirana, June 25 (ATA) - By D.Koca - Re-exports of active elaboration during the last three months increase considerably.

    According to the Commercial Bulletin issued by the Albanian Bank for 1998, the exports on textiles and shoes represented respectively 53% and 35% of the total value. The commercial exchange in this field marked 74% with Italy, 15% with Greece and 5% with Germany.

    Even during this period continue the tendency of increasing the volume of re-exports addressed to Germany, tendency which goes on even this year.

    Meanwhile, exports after elaboration, addressed to Germany marked a fall of 4% compared with the value of the same period previous year.

    [18] Germany pledges building flats for Kosovars

    TIRANE, June 25 (ATA)-By G. Dilaveri, A bilateral agreement was signed Thursday between the German Interior Ministry, represented by the director of the German mission for technical aid to Albania, Gunter Scharl, and the Tirane prefecture, represented by governor Makbule Ceco, for building flats for the Kosovars remaining in Albania during winter.

    "The agreement consists in the reconstruction four dormitories of the Agricultural University in Kamez and the construction of new flats for Kosovars, financed by the Federal Agency for Technical Aid (T.H.W), close to the German Interior Ministry," sources from the Tirane prefecture told ATA on Friday.

    Although the rate of spontaneous departures is high, the number of Kosovars remaining in Albania until Wednesday was estimated to be 338 483 refugees. On July 1, NATO and several international aid agencies have planned to begin their organised return. /lh/lm/

    [19] "Sulaj" company asks for cooperation with "Dinamo" Sport Club

    Tirana, June 25 (ATA) - One of the well-known commercial company in Tirana, "Sulaj" Company, wants "Dinamo" Sport Club to gain again its position in different sport games starting with volleyball, famous weight lifting clubs and other sports, such as football,shooting, basketball, etc.

    The President of "Dinamo" Club, Sokol Morina, is optimist about the cooperation request of "Sulaj" company, which at the moment is involved in giving to "Dinamo" its real name. /a.gj/linda/

    [20] Czech President Havel to visit Albania on Sunday

    TIRANE, June 25 (ATA)-President of the Republic of Albania, Vaclav Havel, will pay a formal visit to Albania on Sunday, June 27, 1999.

    The Czech President will be received and accompanied by his Albanian counterpart Rexhep Meidani. After meetings at the Palace of Brigades in Tirane, Meidani and Havel will issue a press release.

    In this visit an agreement of cooperation between the Defence Ministries of the two countries will be signed.

    The activist of human rights and civil association, Vaclav Havel, has always expressed himself in support of the cause for freedom and democracy against human violence and barbarism. /dast/lm/

    [21] 200 million lek subventions on railways

    Tirana, June 25 (ata) -By Manjola Pupa - Trade Union of the Railways and Transport will not start the strike in the beginning of July. This is announced by the representatives of this Trade Union during a meeting held on Friday with the Minister of Public Affairs and Transport, Ingrid Shuli.

    "200 million lek subventions will be given to the railways employees by the part of the Albanian Government. They will be distributed as rewards to them, and the distribution procedures will be checked in order to avoid the abuses", stated Shuli.

    Representatives of the Railway Transport of Trade Union, which represent 70% of the Albanian Railway employees, asked a special treatment for their employees and a special status, as well. /linda/

    [22] New order on security measures

    Tirana, June 25 (ATA) - By M.Pupa - The great number of the accidents in Albania during the construction process made the Minister of Public Affairs and Transport Ingrid Shuli to issue a new order on taking urgent measures of security for all construction companies.

    According to this order all the companies that do not respect the security measures are obliged to suspend their operations.

    The Police Construction is ordered by the Minister Shuli to suspend all the constructions that are against the laws "On city-planning", "On the control and discipline of the construction process", "About standardization" and all the regulations on implementing the security technics in construction process. /lh/linda/

    [23] Frowick said a sub-regional meeting will precede the Balkan summit

    TIRANE, June 24 (ATA) - By Y.Pata: The ambassador of United States of America accredited to Tirane, Robert Frowick, said on Friday that a meeting between the leaders of Balkan countries is expected to be hold soon for coordination of the aid, International Community will deliver for this region now that the war in Kosove is over.

    Mr. Frowick briefed in a press conference on Friday that a meeting with the leaders of Albania, Macedonia, Monte Negro, and Kosove, with the participation of Majko, Georgevski, Jokanovic and perhaps Thaçi will precede the regional summit, where participating will be all the Southeastern Europe countries.

    U.S.A and the European Union, decided to accord a great plan of aid for the postwar Balkan, which is also called "Marshall 2 Plan". This plan was materialized in the "Pact of Stability for the Southeastern Europe", which was decided by the summit of seven industrialized countries plus Russia, organized last week in Germany. /dast/A.A/

    [24] Frowick says U.S. will help Albania go ahead

    TIRANE, June 24(ATA)-By Y. Pata,

    The U.S. ambassador to Albania, Robert Frowick, on Friday said that the relations between the U.S. and Albania at present are at a very high level and are expected to be intensified further in the future.

    "Now, there is a great chance for Albania to enter the new century with an extraordinary possibility to go ahead and the U.S. Government will greatly help the Albanian people in this direction," the U.S. representative in Tirane told a news conference today.

    Frowick said that the relations between the two countries are constantly increasing and the U.S. will be side by side Albania to consolidate the state, order, law and recover the economy.

    Referring to the developments at home, the U.S. ambassador said that the situation is complex and maintenance of law and order remains a problem, but he expressed optimism that the situation will improve.

    The U.S. ambassador hailed the decision of the leadership of the Democratic Party to return to parliament.

    The ambassador also said that Albania would benefit a great deal from the "Pact of Stability for Southeastern Europe", which was decided upon at the G8 Summit in Cologne of Germany. /dast/lm/

    [25] Three months for clearing mines along northeastern border

    KUKES, June 25 (ATA)-By R. Hoxha, The complete mine-clearance along the border belt of the country's northeastern zone will be carried out in three months, the spokesman of the Infantry Second Division, Azem Parllaku, told ATA.

    He said forces of the Defence and Order Ministry will also help in this process. The fact that the mined areas are known is facilitating the performance of the mine-clearance teams.

    Around 6000-8000 shells are thought to have been fired during the three month period, when the Serb artillery bombarded the border line of the northeastern area.

    Parllaku said that only 30% of them have been removed so far and this process is expected to be completed by the end of September. /lh/lm/

    [26] Meidani congratulates Everts for his future mission in Prishtine

    TIRANE, June 25 (ATA)-President of the Republic Rexhep Meidani on Friday met with OSCE ambassador Daan Everts and congratulated him for his future mission in Prishtine.

    Everts, who continues to head the OSCE office in Tirane for some more time, has recently been communicated the future task of organising and heading the OSCE mission in Kosova.

    Everts told Meidani he would pay a brief visit to Prishtine to closely get to know the situation and the conditions for the OSCE mission to organise and start work in Kosova.

    Meidani said that the OSCE role in Kosova will be very significant for setting up the democratic institutions, holding free elections, developing the juridical system and encouraging a positive climate of a multiethnic society.

    Meidani also expressed his conviction that the OSCE office in Tirane will continue to intensify its aid in consolidating the democratic institutions in Albania. /lh/lm/

    [27] Poci asks measures to organise movement of Kosovars towards Kosova

    KUKES, June 25 (ATA)-By R. Hoxha, Minister of Public Order Spartak Poci, at a meeting at the Kukes prefecture police department, on Friday, asked the adoption of measures for a better organisation of the Kosova refugees' movement towards Kosova.

    "The beginning of the operation for the mass transference of the refugees to Kosova requires a total engagement of the police units," said Poci.

    Poci also asked the reactivation and reconstruction of all the border posts, especially that of Morine, with all the necessary infrastructure, offering at the same time all the assistance needed. /lh/lm/
