Serbian soldiers in the Kukes border have lifted a white flag, gave up weapons and met Albanian soldiers. They asked them bread and cigarettes instead of valuables such as watches and also weapons and urged them not to be killed if they decided to surrender. It is not known whether Annan would give a statement to the press while he is expected to leave for Kukes to visit refugee camps there. In midday, Annan was going to hold talks with Albanian senior personalities and leave Albania later in the day. /led/ak/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[03] Dobrune becomes target of Serbian army machine-gunHAS, May 20 (ATA) - Village of Dobrune in Has district was again a target of Serbian military forces deployed along the border line with Albania and Kosova, a spokesman of the local police commissariat said to ATA on Thursday.Machine-gun fire in the direction of Dobrune village, near the state border, started at 24.00 on Wednesday until 00.20 a.m. on Thursday creating a tense situation in the border. The bullets have riddled the buildings in the villages but there are no reports on casualties because the residents have left the village weeks ago. Military and border forces are monitoring the situation in the ground without responding to the fire because the shootings came from inland the Kosova territory. Early on Wednesday units of the Serbian army opened fire with machine- gun for half an hour in the direction of the area of Zherke in Tropoje, north of Has. /led/ak/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[04] 50 Albanian young boys kept hostage in KrajkoveTIRANA, May 20 (ATA) - About 50 Albanian young boys, most of them 20 years old, are being kept hostage by the Serbian police in a school of Krajkove, Gllogovc (Eastern Kosova), forcing them to carry out difficult works, Kosovapress news agency said on Thursday.The news agency said that the Serbian forces were driving the population, mainly children, women and elderly, out of Drenica and villages of Abri, Terdec, Damanek and Krajkove after raiding their houses and stealing valuables. They were sent to Shtrubullove and Cikatove e Re as well as Gllogoc. The same source said three Albanians were killed in the evening of May 18 by mines planted by Serbs in a field near the village of Lloshkobare, Ferizaj (Southern Kosova). Serbian military and police forces have mined the fields of the Jezerc village, Ferizaj. Hoxha: Secretary General of the United Nations Kofi Annan was welcomed on Thursday noon by thousand of Kukes residents and Kosova people in the central square of the city.Annan was accompanied by the president of Albania Rexhep Meidani, parliamentary deputy Speaker Namik Dokle and Foreign minister Paskal Milo. Annan, addressing the prefect of Kukes Qemal Elezi, thanked the people of Kukes on behalf of his organisation and international community for the hospitality and assistance given to the Kosova people. He said that the U.N. and the international people would offer support to Albania to cope with the situation. Prefect Elezi told the U.N. Secretary General that the very difficult situation in the district was tackled due to the solidarity of the local residents, full support of the Albanian government and engagement of the international community. Elezi said that the Serbian artillery attacks had damaged many houses in villages in Albanian territory forcing about 15 thousand residents to leave inland the district. Annan accompanied by president Meidani visited the UNHCR camp, which is a temporary center for the Kosova people as well as the Kukes 2 camp constructed by the Italian government. The Kosova people briefed Annan on the unprecedented violence exerted by the Serbian military machine against the Albanian civil population. Among the 13 paintings and seven icons there is a painting of the National Hero of Albania, Scanderbeg, pertaining to the 17th century and a donation from from Albanians of Romania: a painting of Fan Noli of 1924, realised by Vangjush Zengo: some paintings with ethnographic motives of the beginning of the 20th century by the painter Qenam Masareja: a lithography of the 20th century by an American painter in which 100 most renowned people of the world are presented in miniature and the icons of the painters of the 18th century David Selenica and Konstandin Shpataraku, who are outstanding for their efforts to enrich the tradition of painting and as users of realistic elements in the Albanian iconographic art. Secretary General, Kofi Annan, accompanied by the President of Albania, Rexhep Meidani and other senior officials of the Albanian state, visited the camp "Kukes 2," set up by the Italian Government, and a camp set up by the association "Doctors without borders."Mr Annan took interest especially in the living conditions created for the Kosova displaced people and the talk with them focused on the commitment of the international community to a just solution of the Kosova question. For this, he said, the entire international community has been engaged. Mr Anna saw closely the field hospitals of those camps and asked about the medical assistance provided in those centres. Then, Mr Anna stooped shortly in the Meteor airfield, 4 km from Kukes, being upgraded by the Arab United Emirates. There he was told of the preparations underway for the second stage of the work in the airfield. Mr Annan said that the upgrading of the airfield offers possibilities for the airlifting of humanitarian aid which will improve also the supply possiblities for the Kosova refugees. After these visits, at 2 p.m. on Thursday, the U.N. The participants are Luçian Bederi, Eris Bushati and Sonela Lulanaj, aged 9-11, pupils of "Branko Kadia" school of Shkoder city. The young painters under the direction of Igbal Bushati, will paint for nearly a week the nature and the streets of Bitola city. This meeting is the 18th edition of this activity. By majority of votes, the Parliament elected the four new members of the High Court, namely Thimio Kondi, Agron Lamaj, Nikoleta Kita and Artan Hoxha. The appointment of the above persons was made after the completion of the seven-year mandate of the former members of the High Court. The propose was made by the delegations of Greece, Croatia, Holland, Austria, Rumania and Russia and it was supported by other countries. /lh/A.A/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[16] Dangerous land sliding on road in Qafe ThanePOGRADEC, May 20 (ata) - By B Fejzullai: The sliding of a massive piece of land on the roadway in Qafe Thane has gravely damaged the track of the road and the wall round the sharpest bend on that road.The director of the regional road enterprise, Koco Angjeli, told ATA that the land-slide has damaged about 200 meter road and has narrowed the bend from 22 to 8 meters. As a result, the movement of vehicles especially the long ones, has been difficult in the past three days, he explained. According to Angjeli, the enterprise is taking measures to repair that part of the road. Minister Ruka said that our orientation is to create conditions for opening of these schools primarily in massive places where the displaced Kosovars are settled. Another option was the setting up of places by different international organizations which in cooperation with the directories of the existing schools near the communities where the displaced Kosovars are accommodated, would accomplish them with the necessary materials. Other issues discussed in the meeting were the finding of teachers from Kosove. Albanian teachers are to be placed in disposition of these summer schoos as well. All the meetings of U.N Secretary General were held in the Palace of Brigades. He had a meeting with the Albanian President, Rexhep Meidani, with the Parliament Speaker, Skender Gjinushi, and with the Premier Majko. The meetings were held in closed doors. Annan did not give any declarations after the meetings with the Albanian leaders, and a press conference scheduled to be held at the end of his visit in Tirane was annulled. Solana appreciates "the excellent cooperation between the NATO forces and the Albanian authorities to alleviate the situation of the refugees" and assures Majko of NATO's full and constant support in this direction.` /a.ke/lm/ D'Arc Avenue 23, Tirana, Albania E-Mail: Albanian Telegraphic Agency[25] Humanitarian aid increase import volume in AprilTirana, May 20 (ATA) - By Elton Metaj- High import levels are marked during April 1999 due to the considerable increase of non-taxed imports and the humanitarian aid addressed for Kosova expelled sheltered in Albania.According to the data took by the General Custom Directorate the value of the imports in April 1999 is 19,680 billion lek, by recording so the value 45,910 billion lek for the period of first four months. So the import values increase by 99% compared with value marked in March 1999 and this is due to the increase of four times of non taxed imports and the taxed imports by 7%. The difference between taxed and non taxed import has changes considerably in favor of non taxed import. The structure in April marked the following values' 37% and 63%, while in March the figures were 69% and 31%. The value of the custom incomes during this period is almost the same with the one recorded at the same period previous year, when the customs offices cashed in the state budget 10,755 billion lek. The fall of the custom incomes is predicted even by the Minister of Finances Anastas Angjeli, who declared " till the end of the year, due to the difficult situation in Albania, the customs will lose 9.2 billion lek". Secretary-General Kofi Annan on Thursday, the spokesman of the Prime Minister told ATA."The Albanian government holds that the solution will come from the fulfilment of the five conditions NATO has put forward to the Milosevic regime, not considering Milosevic, himself, a factor in the talks." "The war underway necessarily requires a loser. There can be no more new 'Dayton', with Milosevic saying "No losers, no winners". This conflict necessitates a loser, otherwise all values created after the World War Two, are called into question," stressed Majko. "The Serb troops' pullout from Kosova and NATO's protectorate would guarantee the necessary equilibriums for the return of the Kosova refugees to their homes," said Majko, who repeated the view of the Albanian government that NATO is the most efficient mechanism for the conflict's solution. Majko assessed that a halt to NATO's bombardments on the Serb military targets would bring destabilisation in Albania, Montenegro and Macedonia. Therefore such an idea is unacceptable for the Albanian government. Majko stressed the need for UNHCR to assist the Albanian host families, along with the Kosovar families. Annan said that he hoped for a quick solution to the conflict in Kosova and for the Kosovar war refugees to return to their homes, under guaranteed rights. Annan assessed that the responsibility of the international community would not be limitted only to Kosova's reconstruction, but to the whole region, which would be realised through a long-term strategy based on the rule of law, principles of democracy and economic development. "It is important that what is happening in Kosova is not repeated and for this all necessary efforts should be made," said Annan. Annan said that from the point of view of the objectives to stop the conflict he agreed with the stand of the Albanian government.
