  • [01] Germany to cooperate with Albania on long-term plans (Milo ends visit to Germany)

    TIRANE, April 14(ATA)-Albania's Foreign Minister Paskal Milo on Tuesday visited Bonn, at the invitation of the German Government.

    The meetings with four German government cabinet members once again clearly expressed the support for the Albanian Government to cope with the difficult situations, after an influx of 300 000 Kosovars in Albania as a result of Milosevic's violence and repression.

    German Defence Minister Rudolf Scharping, in his meeting with Foreign Minister Paskal Milo, expressed his commitment to overcome the difficult situations together as real friends.

    "On behalf of the German Government, but also on behalf of NATO, we thank you for Albania's support, because this clear-cut and balanced stand of Albania has also facilitated the performance of the international community," said Scharping.

    "The German government, after coping with this difficult situation, will cooperate with Albania on long-term plans. We are also fighting to reach long-term solutions on Kosova. NATO will intensify the military operations. We are working that Milosevic accepts the already known points of the International Community. Rambouillet cannot be the final solution with the new situations emerging," said Scharping.

    German Interior Minister Schily told Milo that "We are very much committed to helping you because you merit this aid with your stand. You merit respect for all you are doing".

    Schily invited Albanian Interior Minister Koci to concretely discuss not only emergency needs but also the signing of a new cooperation agreement for 1999-2000.

    In the meantime he said "we will accomplish our duty for building camps in Albania's northern zone as soon as possible.

    Minister of Economic Cooperation and Development Vieoreckoil told Milo that Germany has put at the disposal of Albania 25 million marks but we know your problems and will increase this sum.

    In the meantime, she said, "in the Paris Club tomorrow we will discuss a Moratorium on Albania's debts. We as a German government will discuss in the cabinet to remit debts. Soon, we will also sign a new Agreement for economic and financial cooperation between the two countries for 1999. The Ministry of Finance has also planned to provide a direct financial aid for Albania's budget.

    Milo held his last meeting with German deputy Chancellor and Foreign Minister Joschka Fischer.

    "We support you in all your stands. You are a serious partner in all your efforts to resolve the Kosova issue. We are working intensively with our partners to combine military and political measures to resolve the Kosova issue. We are also intensively working for Russia to join in our stand."

    Never before has Albania enjoyed this sympathy and admiration of the German people and media. Fischer asked Milo that Albania continues to play its active role in unifying the Albanian factor also in the future.

    On behalf of the German Government Fischer invited Albanian Prime Minister to pay a formal visit to Germany in the next days.

    After the meeting Fischer and Milo held a news conference for the reporters present.

    In all these meetings Milo briefed the German ministers on the extraordinary efforts of the Albanian government to cope with the current situations. He evaluated the comprehensive and active support of the German Government and people for the Albanian Government and People and asked that the aid earmarked by the German Government be released as soon as possible.

    "We have been in constant contacts with the EU, NATO and the Contact Group for a quick, viable and long-term solution to the Kosova issue. Milosevic should be forced into accepting all the conditions of the international community."

    Milo assured the German Government of the Albanian Government's readiness to put Albania's territory completely at at the disposal of the 8 000 troops planned to come to Albania soon.

    "For us Ramouillet should now be conceived differently and with a clear political, democratic and institutional perspective for Kosova".

    [02] Over 13 000 Kosovars receive aid from Italian "Arcobaleno"

    DURRES, April 14(ATA)-By G. Kabashi, Italy's intervention to cope with the emergency situation created in Albania due to the arrival of thousands of Kosovars displaced from their lands, has entered the phase of completing the envisaged structures and planning news ones.

    A press release of the Humanitarian Operation Coordination Center "Arcobaleno" reports that 6 000 Kosovars have already been sheltered and supplied with food and other urgent materials in the camp erected in Kukes.

    The helicopters of this mission fly the seriously sick refugees in Tirane. A military field hospital is also set up in this camp.

    In Rrashbull, 5 km from Durres, 2 000 Kosovars are treated in the camp set up on the edge of the national road. Another camp, 5km near Kavaje, has been hosting 5 000 Kosova refugees since 10 days ago.

    The number of those sheltered in the reception centre in Shijak will soon reach 1 000. While in Durres, a military hospital has been functioning since five days ago.

    According to the spokesman of "Arcobaleno", five other camps have been planned to be set up. A new camp in Kukes will host 6000 other Kosovars. Some 1 800 Kosovars will be sheltered in the structures of a reception centre, 700 others in Sarande, while in Lezhe town assistance for around 3 000 Kosovars, accommodated in public structures and families, is envisaged. Some 5000 refugees will be assisted in a reception centre to be set up in Vlore. /s.s/lm/

    [03] "Mission without frontiers" provides aid for Kosovars

    DURRES, April 14(ATA)-By S. Gjordeni, The humanitarian organisation "Mission without frontiers", active in Durres since seven years ago, began distributing aid to the families sheltering Kosovars, on Tuesday. The aid consists of 4 000 blankets and mattresses, some 27 tonnes of food as well as fruit juice for children.

    The Durres mayor, Arqile Gorea, told ATA that works have begun for the contraction of another reception centre, at the former URT enterprise, through concrete aid provided by the Albanian-American humanitarian organisation "Stefan". This centre will host 500 Kosovars.

    He said Dutch representatives of the organisation "Mission without frontiers", who brought thousands of US$ worth of aid for the Kosovars, have asked sites to set up a camp to be supplied by this organisation.

    According to the chairman of the district council, Mehdi Tatani, 7 700 blankets and 250 mattresses have been bought for the Kosovars with the Government's funds. /pas/lm/

    [04] Scognamiglio and Hajdaraga visit Italian military hospital in Durres

    DURRES, April 14 (ATA)-By G. Kabashi, Italian Defence Minister Carlo Scognamiglio, after his arrival at Rinas airport on Wednesday at around 11 00, visited the Italian military hospital set up in the outskirts of Durres city one week ago.

    Scognamiglio was accompanied by his Albanian counterpart Luan Hajdaraga, the chief of the Army General Staff, Brigade General Aleks Andoni and the Italian Ambassador in Tirane Marcello Spatafora.

    The commander of the hospital, Lieutenant-Colonel Marion Sumatra, told the two ministers that 28 patients, mainly children, women and old, have so far been admitted in the hospital located in the building of Children's Diagnosis Centre built by the Italian Lions Club.

    Afterwards, the two ministers visited the Reception Ccentre set up in the context of the Italian Humanitarian Operation "Arcobaleno" in Rrashbull, 5 km from Durres. /pas/lm/

    [05] Majko: Albania is facing wave of Albanian refugees inside Albania

    TIRANE, April 14 (ATA)-By E. Nepravishta, At these moments, Albania, besides the influx of Kosova refugees, is facing a wave of Albanian refugees inside Albania, Prime Minister Majko told a meeting of the Albanian Parliamentary Commission for Refugees on Wednesday. The meeting continues.

    This new wave of Albanian refugees inside Albania, said Majko, is a result of the displacement of the inhabitants from the Albanian villages near the border with Kosova, in which there have been incidents by the Serbs.

    There are still difficulties at these moments and the government is asking aid from the international organisations, said Majko.

    In the meantime, he said, "we have asked from the World Bank and other organisations the transparency of the aid for the Kosova refugees and its close verification and this has been hailed by these organisations. /s.s/lm/

    [07] Some 1 650 children from Kosova vaccinated

    DURRES, April 14 (ATA)-By S. Gjordeni, Some 1 650 Kosovar children aged between 0-14 were vaccinated in the Durres district until Tuesday evening.

    The director of the district Public Health Department, Hider Koka, told ATA that the vaccinations are mainly against diphtheria, poliomyelitis and whooping cough.

    He adds that in three days the number of the vaccinated children will reach 4000.

    "The vaccination against measles will be provided two weeks after by UNICEF and the Ministry of Health, thus closing the complete cycle of the vaccination of these children," says Koka. /s.s/lm/

    [08] Albanian, Italian defence ministers visit refugee camp

    DURRES, April 14 (ATA) - By E. Koraqi: The Italian government will continue to help Albania cope with the situation resulting from a huge stream of Albanians of Kosova, Carlo Scognamiglio, Italian Defence Minister, said on Wednesday during a visit to a refugee camp set up by Italian soldiers for the Kosova displaced people.

    Scognamiglio was accompanied by his Albanian counterpart Luan Hajdaraga, chief of the army general staff, Brigade General Aleks Andoni, Italian ambassador to Tirana Marcello Spatafora and other senior officers.

    Both ministers assessed the living conditions of the new arrivals from Kosova.

    Scognamiglio and Hajdaraga assured them of ongoing assistance from both governments as long as they were staying in refugee camps.

    The camp of Rrashbull in the Durres district has about 150 tents where two thousand people have been accommodated. The contingent of the Italian Civil Defence, operating in the camp, is trying to help new arrivals. /s.s/ak/

    [09] Serbian forces carry out provocations in Albanian border

    HAS, April 14 (ATA) - By R. Hoxha: Serbian military forces carried out provocations on Wednesday in the Has district, Albanian border.

    "15 mortar missiles landed early on Wednesday in the border village of Vlahe," a spokesman of the local police commissariat said to ATA.

    [10] World Bank to finance 30 million dollars for state budget

    Tirana, April 14 (ATA) - By Elton Metaj - "Wold Bank will start a disbursement operation of 30 dollars to finance the Albanian extraordinary budgetary needs," confirmed on Wednesday in a press conference the Country Director for Albania and Croatia near the World Bank.

    According to the Hartmann it would be a fast disbursement operation of 30 million dollars to be proposed for approval by the Board of Directors. This soft credit for 40 years, 10 years grace period and 0,75% per annum is expected to be approved and disbursed in early May.

    A delegation of the Wolrd Bank, led by Executive Director Franco Passancantando, visited Albania to see the financial situation created after the coming of great number of Kosova displaced. The Albanian budget is obliged to increase the expenditures level.

    The Tirana and Washington staffs of the World Bank are raising funds for the refugees; conditions have, to date, exceeded 29.000 dollars. The local staff is also working at some refugee camps in Tirana./dast/linda/
