  • [01] IFAD invests 57.8 million lek for irrigation in Diber

    PESHKOPI, April 8 (ata) - By H Ruspi: The International Fund for Agricultural Development, IFAD 2 is continuing investments to increase the irrigation capacity in the district of Diber, through the application of the program "For Rehabilitation of small irrigation works."

    The chief of the IFAD office in that district, Dilaver Mera told ATA that the irrigation capacity improved last year by a fund of 44 million lek, thus increasing irrigation efficiency in 9 irrigation works.

    For this year, the improvement of the irrigation capabilities in 765 hectares of land is aimed to be realised. Work in these projects are near completion or will be completed within the first six months of the current year and IFAD has invested a fund of 57,8 million lek.

    Projects for 14 irrigation works which are in all communes of the district are being prepared for the second half of this year. /dast/xh/

    [02] Milk factory gives 25 percent of products free to Kosova people

    TIRANA, April 8 (ATA) - By E. Xhajanka: "Ajka" milk factory has sent 25 percent of its products free to the Tirana camp for the Kosova refugees.

    The factory sends daily 600 to 700 kg of milk and yougurt, 50 to 60 kg of cheese and a considerable quantity of yougurt for children.

    All the items are packed by the factory according to a set menu meeting a ratio per person.

    Sources from the Ajka factory said that the Austrian government had delivered 10 thousand marks to meet the needs of the people for food.

    At present, the factory is producing foods under a fund worth 10 thousand marks by the German government.

    This factory works under an advanced German technology based on a German-Albanian project. /ak/

    [03] Albanian Government discusses situation and measures for accommodation of Kosovars in Albania

    TIRANE, April 9 (ata) - On Thursday afternoon, under the direction of the Prime Minister Pandeli Majko, the Albanian Council of Ministers convened to discuss the situation of the Kosovars arriving in Albania and the measures adopted for their accommodation, by exploiting all the possibilities of the Albanian Government and State.

    The meeting, says a report of the Information Ministry, adopted the decision for the supply of prefectures with food and industrial articles from the contingent of humanitarian aid and from the amount stored in the State reserves storehouses. In addition, those present in the meeting adopted an amendment to the decision of the Council of Ministers according to which the Ministry of Health nominates the Fufarma company sh.a. to receive, transport, store and coordinate the delivery of humanitarian aid, which will be distributed free of charge to medical institutions.

    The decision says that the NGO-s which operate in the field of health and which cooperate with the Health Ministry, are allowed to clear the humanitarian aid through the customs house freely in their names and to deliver them free of charge.

    The government adopted the project according to which a grant of 1 billion 100 million Italian liras was approved in support of the Tirane University Hospital Centre (QSUT.) /pas/xh/

    [04] Prices of wholesale goods tend to increase

    TIRANA, April 8 (ATA) - By E. Xhajanka: In the wholesale market in Tirana there is a tendency to increase prices for main alimentary items, according to a survey conducted on Thursday.

    The prices for the imported goods including sugar, rice, pasta, flour and cooking oil recorded a light increase with oil reaching to 182,8 lek/kg against 180 lek/kg and flour to 64 lek per kg against 63,5 lek per kg.

    A price increase was recorded for imported goods as beef, chicken, eggs, fruits and vegetables. The price hike was due to a sharp decrease in imports in the last days. /dast/ak/

    [05] 34 airplanes airlift aid to Kosova people in a day

    TIRANA, April 9 (ATA) - 34 airplanes with humanitarian aid for the people, who were driven out of Kosova to Albania, arrived in Rinas airport on Thursday, according to Ministry of Information.

    About 832.8 tons of food, about 100 tons equipment, 800 blankets, 542 tents and medicaments were handled in Rinas airport.

    Only 10.6 ton foodstuffs and 11 tons of equipment out of the total were sent for the Albanian government. The rest was sent to non government organisations, Red Cross, UNHCR, GTZ, ICS.

    Some 90.1 tons of food, 9.6 tons for the Albanian government and the rest for the Red Cross and UNHCR were handled in port of Durres on Thursday. /pas/ak/

    [06] CE earmarks 250 million EURO aid to cope with humanitarian situation

    TIRANE, April 9 (ata) - The EU Council of Ministers held an extraordinary meeting in Luxembourg on the situation in Kosove which was followed by a special meeting of the Council with the presence of the foreign ministers of the regional countries and high representatives of the international organizations which are actively helping the deported from Kosove, the information and press office of the Foreign Ministry of Albania reports.

    In its meeting, the CE Council of Ministers issued a statement stressing that EU will never accept the success of the policy of deportation and destruction of a people for brutal nationalistic objectives.

    EU made public yesterday's decision of the European Commission to provide a total of 250 million EURO in an urgent aid for the displaced people and the countries which are bearing the main burden especially Albania, Montenegro and Macedonia.

    About 100 million of the total will be used to support the budgets of the above countries.

    Taking part in the meeting on Thursday was also a delegation from Albania, led by the Foreign Ministers Paskal Milo. He stressed that Albania is bearing the brunt, lodging about 300 thousand deported Kosovars, number which is expected to increase in the future.

    Despite the very difficult situation, Mr Milo stressed, Albania would not close its borders as it happened in some country in the region and the aid and extraordinary solidarity of the Albanians is not simply because they are our compatriots but first of all because they are needy people.

    Milo voiced the concern of the Albanian Government for the stance of the Macedonian Government in their lack of will to deal with the displaced people, conformed to the international laws.

    In a separate meeting with the British Foreign Minister, Robin Cook, the latter voiced to Mr Milo his esteem consideration and that of his EU colleagues for the unprecedented solidarity manifested by Albania in these difficult moments, despite its shortages and assured him that EU and the international community will energetically assist Albania to overcome the situation.

    During this meeting, Minister Milo presented to the regional countries the draft of a statement expressing the full support of the regional countries for the NATO military actions in regard to the crisis in Kosove and which he expected to be jointly adopted by all the countries before the meeting of the NATO foreign ministers due in Brussels next week. /dast/xh/

    [07] About 6 300 Kosovars accommodated in Vlore so far

    VLORE, April 9 (ata) - By Harilla Koci: So far the number of the displaced Kosovars settled in Vlore amounted to 6 300, of whom about 5 600 are in the city, while the rest in the commune of Novosele, village Cerkovine and in village Tragjas.

    According to spokesman of the prefecture, Shkelqim Arapi, the local government structures have intensified their work to find other possibilities to accommodate the arriving Kosovars. They are seeing the possibility for other refugee camps, besides that set up days before with a capacity of about 12000 people.

    Nearly 3 170 Kosova people are staying in homes of the local people in Vlore. A problem to be solved is a contingent of Kosovars still waiting accommodation in the palace of sports, which is the reception and distribution centre for the deported Kosovars. /pas/xh/

    [08] Children admitted to Vlora hospital

    VLORE, April 9 (ATA) - By Harilla Koçi: About 27 minors from Kosova people have been hospitalized in

    the pediatric hospital in Vlora, 18 of them within the last 24 hours.

    Hospital sources said that most of them suffered from bronchitis resulting from bad conditions they had been living in the last days.

    They are accompanied by their mothers, who are kept by the hospital fund.

    The first child from Kosova was born in the Vlora child and mother hospital a few days ago. /pas/ak/

    [09] Vaccination campaign started among Kosova children

    KORCE, April 9 (ATA) - By B. Fejzullai: A vaccination campaign is under way for all the children of Kosova who are settled in Korça prefecture.

    Inspector of health service Petrika Kondili said to ATA that the campaign included vaccination against poliomyelitis, tetanus, pertussis. Some 400 children have been vaccinated so far and others, who arrived recently from the Macedonian border, are being registered.

    The number of Kosova people housed in the prefecture totalled some 13 thousand people, 39 percent of whom are children between 0 and 7 years old.

    10 thousand new arrivals, who have been stranded in no man's land for seven days and maltreated by the Macedonian police, are under special medical care. /pas/ak/

    [10] Funds required for Tirane-Kukes road

    TIRANE, April 9 (ata) - By M Pupa: Investments from the State Budget have been frozen temporarily by a decision of the Council of Ministers of Albania and a proposal of the Ministry of Finance, as a result of the use of state reserves to meet the needs of the people coming from Kosove. But the general department of roads needs funds to be used on Tirane-Fushe Arrez-Kukes road which has a great intensity of transport vehicles. According to the director of Roads, Gezim Bimbli, an emergent fund has been demanded these days to maintain this road. /dast/xh/

    [11] Other assistance for Kosovars settled in prefecture of Korce

    KORCE, April 9 (ata) - By B Fejzullai: The amount of aid for the deported Kosovars accommodated in the prefecture of Korce is arriving in that city.

    Jovan Katundi, the spokesman of this prefecture, told ATA that the assistance consisted of 13 700 blankets, of which 8 700 from the UNHCR and 3 000 from the Albanian state reserves and the Albanian Red Cross.

    According to him, the amount of food, 40 tons, are mainly rice, sugar, cooking oil and macaroni, and are donated by the Autochephalous Orthodox Church of Albania, while the Orthodox Church of Korce has donated 1 tons of food for the Kosovars in the commune of Lozhan. /dast/xh/

    [12] Contributions for Kosovars in Savings Bank reach 27 million lek

    TIRANE, April 9 (ata) - By M Pupa: Contributions for the displaced Kosovars keep increasing in the Savings Bank of Albania. Until Friday, a total of about 27 million lek, in form of contributions for the Kosovars has been deposited, said to ATA the director of the Savings Bank, Artan Santo.

    This running account "In assistance of Kosovars" started on June 1, 1998, but the greatest amount of money has been gathered after March 29, 1999. /xh/

    [13] German embassy to accord extra fund for Ajka milk factory

    TIRANA, April 9 (ATA) - By E. Xhajanka: The German embassy in Tirana confirmed that it would deliver an extra fund worth 90 thousand marks to buy foods manufactured by Ajka factory and send them to Kosova people housed in Tirana camp.

    The Ajka factory has planned to meet the needs with dairy products for the Kosova people, who are sheltered in the Durres camp.

    The factory is producing foods under another fund worth 10 thousand marks financed by the German government. Even the Austrian government has allocated 10 thousand marks for the factory to help it meet the need of the Kosova refugees in dairy products. /pas/ak/

    [14] One thousand Kosovars arrive in Shkodra

    SHKODER, April 9 (ATA) - By M. Malja: One thousand Kosovars arrived on Thursday evening in the city of Shkodra from Kukes.

    Official of the local refugee office Esma Boksi told ATA that Kosovars, mainly from the commune of Decan, arrived in Shkodra with buses at 23.30. They were housed in the collection center at the Republika cinema, she added.

    At present, the number of Kosova people in the city has totalled 8.900. About 5.100 of them were accommodated in six collection centers while others have been settled in with city families.

    Different association such as UNHCR, Albanian Karitas, Red Cross, Kestar Club, city town hall and local businessmen are supplying food and clothing to new arrivals. /dast/ak/

    [15] Foreign Commission Chairman of National Assembly of France to visit Tirana tomorrow

    TIRANA, April 9 (ATA) - The Chairman of the Foreign Commission Policy of the National Assembly of France, the envoy of this Assembly and the French Government, Jack Lang, will hold a visit in Albania on 10-11 April 1999, the Albanian Parliament reported.

    On the first day of arrival, he is expected to meet with his Albanian counterpart, Sabri Godo, and will visit two centers where the displaced Kosovars are accommodated in the capital.

    The agenda of the visit is very busy in the afternoon. After the meeting with the young francophone in Tirana and representatives of the French humanitarian organizations, Lang will meet with the President of the Republic, Parliament Speaker, Prime Minister Pandeli Majko, and will have a working dinner with Speaker Gjinushi.

    During the second day of his visit, Lang will go to northeastern Albania by helicopter where he will visit the camps of Kosova refugees in Kukes, Krume and others. /dast/mt/

    [16] Parliament approves enlarging of commission for refugees

    TIRANA, April 9 (ATA) - By E. Koraqi: The Albanian Parliament approved the enlarging of the parliamentary commission for refugees from 11 deputies to 21 deputies with the participation of all parliamentary groups during a special plenary session on Thursday.

    The head of this commission, Jonuz Begaj, upon a special document, urged the chairman of the parliamentary group of the Democratic Party, Genc Pollo, to send its deputies in this commission.

    Given the current situation, the Albanian Parliament Speaker, Skender Gjinushi, has put at the disposal of this commission most of his staff, headed by the Secretary General of Parliament, Artan Banushi.

    The Parliamentary Commission for Refugees has to closely follow the implementation of the tasks of the government and international bodies in helping the refugees, sensitization of the public opinion for the difficulties that might be created in special zones where the refugees are sheltered through the visits in these zones or through the information to be collected by this commission from the deputies, prefectures, town-halls, communes or from the refugees themselves.

    The commission should report to Parliament on the situation of refugees, the problems they may have and should suggest measures for their solution. /dast/mt/

    [17] Italian Military Hospital starts work in Durres

    DURRES, April 9 (ATA) - By Gezim Kabashi: The Italian military hospital begun its function in Durres on Friday. The hospital is destined to treat the displaced Kosovars settled in the city of Durres.

    Albanian Defence Minister, Luan Hajdaraga, the Chief of the General Military Headquarter, Aleks Andoni, as well as the Italian ambassador to Tirane, Marcello Spatafora, payed a visit in this hospital at about 11 a.m. This visit marked the official beginning of work in this health structure, which is very necessary in this emergent situation.

    The hospital is situated in the suborn of Durres city, and has got a capacity of 100 patients. More than 200 patients can be visited in the urgency and nursing wards of this hospital.

    Some 10 doctors, 12 nurses, and 8 volunteers of Red Cross are in the disposition of the ill persons. Albanian military doctors, specialized in the neighboring countries, are also reported to work in this hospital in the near future. /dast/A.A/

    [18] Government of Arab United Emirates offers aid for Albanian Govt.

    TIRANA, April 9 (ATA) - By E. Nepravishta: The government of the Arab United Emirates has offered its aid for the Albanian government in coping with the situation created due to the influx of Kosova refugees.

    The deputy prime minister and minister of government coordination, Ilir Meta, met Friday with the representative of the government of the Arab United Emirates, Faris Almazrouei.

    Almazrouei said his government will build a camp for 2000 persons. He also promised a contingent of aid for the order forces, which will be transported by their vehicles.

    The Arab United Emirates have sent until now 4 airplanes with aid, mainly food items and tents for the accommodation of the Kosova refugees. /pas/mt/

    [19] UNICEF accords a contingent of vaccines for displaced Kosovars

    TIRANE, April 9 (ATA) - By R.Xhuvani: The vaccination of people coming for Kosove has begun in the districts which had reserves of vaccines.

    The spokesman of Health Ministry, told ATA that the organization "Doctor without limit" has made the first vaccines against the measles to the children.

    UNICEF confirmed that the Health Ministry will be supplied on Saturday with a contingent of vaccines to be used for this campaign.

    The figures of special teams of Health Ministry, and Public Health Institution shows that the Kosova people are partly vaccinated, and that is why the vaccination against measles and polio will be carried through the National Immunization Day. This Ministry has scheduled to make the forthcoming vaccination according to the gradual schemes. /pas/A.A/

    [20] World Bank accords US$ 10 million on rehabilitation of Albanian education system

    TIRANE, April 9 (ATA) - By P.Shuteriqi: The World Bank is offering aid and assistance for the privatization of the Publishing House of school books and the Enterprise of the school books delivery, Director of Investments in the Ministry of Education and Science, Isuf Bogdani, told ATA on Friday.

    Just returned from a workshop hold in London on April 2-6 with World Bank representatives, Bogdani told ATA that the alternatives proposed by specialist of this bank who have visited Albania several times, and have seen closely the difficulties encountered by these institutions depending from the Ministry of Education and Science, are actually being observed.

    He added that the privatization of these two institutions is a part of the World Bank program "Education in Albania", where are invested more than US$ 10 million for the physic rehabilitation of school objects in several districts of Albania. /pas/A.A/

    [21] WB to allocate $20 million for Albania within April

    TIRANA, April 9 (ATA) - By E. Metaj: The World Bank will approve a credit worth 20 million dollars within April 1999 to support the budget efforts of the Albanian government in the conditions created after the arrival of displaced Kosovars.

    The project of credit of 20 million dollars is expected to be delivered soon.

    Along with this credit, the World Bank is also disbursing a grant worth 2 million dollars, given to Albania to deal with the influx of displaced Kosovars.

    After the situation created in Albania, the international financial body, WB, is trying to reorientate several projects in the zones where the refugees are sheltered in order to deal with the emergent problems. The World Bank will continue to implement the projects in Albania as long as no operation difficulties exist. /lh/mt/

    [22] European Council accords assistance for Albanian justice system

    TIRANE, April 9 (ATA) - By Enkelejda Koraqi: The European Council (EC) will offer all the necessary assistance for the improvement of the Albanian justice system, the special representative of EC Secretary General in Tirane, Reyhan Akant, said in a meeting with the Albanian Foreign Minister.

    The spokesman of Justice Ministry, Agim Neza, told ATA that Minister Kondi informed the EC representative on the development of the Action Plan on the legal and justice system in Albania between the EC, EU and Albanian government.

    The participants in the meeting exchanged different thoughts especially on the new project laws, the opening of official publication center, on the organization of lawyers' tests and others.

    The representative of EC Secretary General in Albania, Reyhan Akant, is just nominated to this post which was previously carried by Andreas Papaconstantinou. /lh/A.A/

    [23] Some 3 000 pupils in Kukes unable to attend school

    TIRANE, April 9 (ATA) - By P.Shuteriqi: Albanian Minister of Education and Science, Et'hem Ruka, had a visit in Kukes and Has on Wednesday, and got acquainted with the grave situation created due to the influx of Kosovars. Many of Kosova refugees are sheltered in many school objects used as hosting centers for refugees.

    Consequently, the number of pupils who can not attend school because of this phenomenon amounts to 3 000 pupils. Some 700 out of this number belong to the high-school level.

    The evacuation of refugees in others districts of Albania, in cooperation with the local government is going on with quick rhythms, and the Kosovars sheltered in the schools are of high priority.

    The Minister of Education and Science appealed to the representative of the World Bank in Albania for immediate aid in the process of physical rehabilitation of school buildings in the districts of Kukes and Has. Albanian Education Ministry in cooperation with the WB representatives in Albania will draft soon the respective regulations which will enable the successful close of the academic year even in these two districts. /lh/A.A/

    [24] Ioannina municipality to contribute with aids for displaced Kosovars.

    SARANDE, April 9 (ATA) - By SH Hajno: The chairman of Ioannina town- hall, Nikollas Zarballa, confirmed in a meeting he had with the chairmen of Albanian southern districts, invited in Ioannin town-hall, the readiness to help these districts.

    The first aid consisting in 500 blankets, was taken on Thursday in Sarande and Delvine.

    Sarande council vice chairman, Kosta Barka, said that other aids are expected from Ioannina municipality.

    Participating in the meeting was also the general council in Albanian Consulate in Ioannina. /lh/A.A/
