Some 51 million leks were put into the state budget from the taxes.According to the chairman of tax affiliation in this district, Anastas Gjipali, this index is 45% higher than the index of the previous year. Gjordeni: Albanian prime minister Pandeli Majko held talks on Monday with the officials of the city of Durres.Mayor of the city Arqile Gorreja briefed Majko on the work for the improvement of the city infrastructure focusing first on the construction of the road leading to the city, a fish supermarket, project worth US$one million of the U.N. Development Program (UNDP) and U.S. Agency for International Development (USAID) for the former march land. Given the fact that some 60 percent of the district population lives in the city, Gorreja acquainted Majko with the project approved by Council for Territory Adjustment on the extension of the city limits. Majko praised the decision taken recently by the town hall council to destroy illegal constructions at the entrance of Durres and other areas and expressed concern over the seaside area where dozens of buildings were constructed without permit. "We want Durres and Tirana have the same treatment. The future image is: Durres and Tirana - two inseparable cities with improved infrastructure to be linked with the highway and create a big metropolitan," Majko said. Gorreja said to prime minister Majko that the owners whose kiosks would be removed from the main squares of the city had expressed their understanding and agreed to build a several-floor building near the market with US$one million invested by them and US$300 thousand by the Albanian Fund for Development for their activity. Prime minister Majko walked along the seaside to see the illegal constructions and ordered their destruction. /dast/ak/ Albanian Telegraphic Agency[05] Prosecutor holds final statement for gang of ZaniTIRANE, March 8 (ata) - By Urim Bajrami: The prosecutor Xhevat Hanaj read the final statement yesterday in the trial session in Tirane district Court for Myrteza Caushi (Zani) and his collaborators.According to him, Zani was proved not guilty for the charges in his address, kidnapping and creation of armed groups. "The only charge proved for the defendant Caushi is the illegal possession of arms," said the prosecutor. For this he demanded the jury led by Martin Deda that Zani be condemned with the detention period he has already served. Prosecutor Hanaj demanded in his final statement that four other defendants Afrim Ramoci, Kastriot Kulluqi, Edmond Dule and Taulant Shyti be also sentenced to the detention terms. Hanaj also abolished accusation for four murders and rape, for lack of proofs. "The witnesses have not supported their previous testimonies, therefore they are not registered as proofs," explained Hanaj, who withdrew charges for murder for Leonard Brishka, Niko Braku and cousins Dednika. According to the prosecutor, Arben and Klodian Latifi are guilty for killing. As for the charge 'creation of armed groups,' Hanaj said was proven groundless. "There are no proofs for the creation of such groups," said the prosecutor while reading the final statement. The prosecutor asked to cease the case for Renato Sadiku, known as "Llerka" who was executed some days ago by police of Vlore. For the defendants Dorian Saliu and Leonard Idrizi Hana demanded 20 years in prison, for Pellumb Bajrami, 5 years of imprisonment, for Gjike Gerdhuqi 10 years and for Genti Bajrami, 3 years in prison. The gang of city quarter Cole was accused of creating armed group and of crimes. The trial started on October 12, 1998, while Zani was arrested on September 27, 1997, after a joint operation between police and special forces. /y.pa/xh/ Albanian Telegraphic Agency[06] Total of weapons, ammunition collected in GramshTIRANA, March 9 (ATA) - By G. Dilaveri: Some 1500 weapons and 35 tons of ammunition have been collected in Gramsh district, south of Elbasan, so far, according to UNDP office.The Tirana-based U.N. Development Programme (UNDP), the main manager of the pilot project on weapons for development financed by the United Nations published the figures recently. The action for the weapons' collection, which started by the end of January, was over in the commune of Tunja and was continuing in Kodovjat as well as some city quarters, the same source said. Apart from the weapons' collection, a bid is under way for a road project in the commune of Tunja. The "weapons for development" project aims at collecting weapons to realize investments in district infrastructure through four projects. The project also includes a telephone communication between communes and the city of Gramsh, two-line illumination and a suspension bridge in Sulth which will reduce some 6 km road by foot for villagers. The chief of the German diplomacy was in Belgrade on Monday where he met with Yugoslav President Milosevic and his his counterpart, Zhivadin Jovanovic in an effort to convince Belgrade to sign the peace accord. "The talks on peace to be held near Paris are the last chance for Kosove," said German Foreign Minister following the meeting on Monday with the Yugoslav Foreign Minister, Jovanovic. While Yugoslav President Milosevic, after the meeting with Mr Fischer, said that "a political agreement must rule out the foreign troops." The project was approved by governments of both countries and its implementation needed a fund worth US$ 16 million. The senior officials of the Order Ministry and that of Law suggested that the project started first in Diber prefecture. It aims at training specialists, providing logistics, improving the working conditions for order bodies and judiciary. /dast/ak/ Albanian Telegraphic Agency[10] Five-year project for reproductive health, financed by USAIDTIRANE, March 9 (ata) - by R Xhuvani: The drafting and implementation of policies, processes and systems that expand the use of medical services for the family planning and reproductive health is the purpose of the project on "Technical Support and Extension of Family Planning Service (SEATS.) The project which is financed by the United States Agency for International Development (USAID) and managed by the company John Snow, is to be applied in a five year period (1995-2000.)During its application, 23 people have been trained forming a specialised team. They have trained 161 general doctors, specialists in obstetrics-gynecology, midwives, etc., in the districts of Tirane, Durres, Kavaje and Kruje. In the context of this project, the Ministry of Health continues to train its specialists in all medical service centres in the districts of Tirane and Durres. (ATA) - By Gezim Kabashi: "The law which bans the speedboats can be totally implemented and its first results are evident. Only 10 speedboats "operate their function" in Vlore out of 130 counted in total. The rest are taken by the owners of the speedboats and are settled in the yards of their houses", lieutenant colonel Giuseppe Tossini, commander of the contingent of Guardia di Finanzia settled in Durres in the framework of Interforze mission, said in an interview given to ATA on Tuesday.Tossini underlined the increase of cooperation between the Albanian areal and naval border forces, and the Italian forces in both sides of Adriatic sea, and showed the results of this mission, which mandate will last as long as the end of 1999. According to him the Italian ferry boats, with Albanian and Italian polices in board, have traversed more than 50 000 miles and have made 701 patrols in the open sea since the beginning of this mission in November 1997. More than 298 dinghies and speedboats are turned back during this period, while 28 others are sequestrated. Chief of Guardia di Finanzia, lieutenant colonel Tossini, pointed out that the blocking in territorial waters of three ships, and several speedboats, charged with smuggling material since the beginning of 1998, pulled this kind of traffic away form the Albanian coast. On the other side the cooperation between Guardia di Finanza and the police commissariat of coastal cities resulted in the reduction of number of clandestine-smugglers going towards the Italian coast. Tossini stressed that during the two first months of the current year, the collaboration of the Albanian police structures with the Italian forces operating in sea, such as the 28th Naval Group and Guardia di Finazia, was rather fruitful and has caused the return back of 60 dinghies and sequestration of nine other dinghies in the region of Vlora Bay. In answer of the question if the Albanian police had real forces for protection of naval borders from illegal traffics, Tossini stressed that there exists a mutual will not only for cooperation, but even for the training of Albanian police forces. "Albanian personnel has not got a maximal predisposition and seriousness", points out Tossini by expressing his belief that a professional force, capable of dealing with illegal clandestine traffic is to be created. The work for realizing this aim is being carried out in both countries. Regarding the functioning of Guardia di Finanzia in the Sazani island and the priorities this base creates in the struggle against illegal traffic, Tossini said that the effectiveness of this base is evident, although it is not completely finished. According to him, this base creates the possibility to block the clandestine traffic within Vlore bay. /dast/A.A/ Albanian Telegraphic Agency[13] Attacks continue in Southern regions of KosovaPRISHTINE, March. 9 - ATA correspondent, Behlul Jashari, reports: Serb forces have continued the bombardments in southern regions of Kosova on Tuesday morning. Tanks and infantry forces have attacked and are trying to enter the villages of Ivaje and Pustenik of Hani i Elezit, as some 1500 inhabitants are encircled in Ivaje and have appealed for immediate intervention of OSCE verifying mission in Kosova.According to Kosova Information Center, the Serb forces have set fire and destroyed more than 100 dwelling places in these villages. Attacks are reported to be made even in the regions in the vicinity with Albanian border. The daily newspaper "Kosova sot" reports that Yugoslav military helicopters have flied over Kosova territory and several wounded persons are send in the hospital of this city. /dast/A.A/ Albanian Telegraphic Agency[14] Advanced training centre of police in Durres inauguratedDURRES, March 9 (ata) - By S Gjordeni: The ceremony to inaugurate the advanced training centre of Albanian police was held in Durres recently.Some 100 million lek by the European Union and the Albanian Development Fund were invested for the complete reconstruction of the existing builting and for the beginning of the activity of the new police training centre. The new centre has 83 rooms, 9 halls and 5 classrooms, all furnished with the necessary euqipment. Albanian police will be instructed in the centre by MAPE specialists in four directions: investigation, higher efficiency at work by public order police, road and border police. The inauguration riboon was cut by CE Ambassador in Albania, Michel Peretti. Attending the inauguration ceremony were the chairman of the Parliamentary Commission of Public Order and SHIK, Neritan Ceka and the ambassadors of Italy, France and Slovenia. MAPE (Multinational Advisory Preparatory Elements) started its activity in Albania in spring 1997 and during this period it has made a great contribution to the rehabilitation and qualification of Albanian police in the fight against crime. Chief of the German diplomacy was in Belgrade on Monday to hold talks with the Yugoslav president Slobodan Milosevic and his counterpart Zivadin Jovanovic in an efforts to persuade Belgrade sign the peace accord. Xhuvani: The Albanian state has accorded a fund worth 100 million leks to repair the heating system in the pediatric hospital at the University Hospital Center "Mother Teresa" in Tirana, a spokesman of Health Ministry said to ATA on Tuesday.He said that the building, infrastructure, equipment, diagnostic apparatus were in a poor-maintenance state. In order to put the work into full efficiency, the Japanese government has accorded a fund worth US$five million for equipment and apparatus. The fund will also be used to provide necessary equipment for hospital rooms and replace outdated diagnostic apparatus for contagious diseases. Funds accorded by the state budget will be used to rehabilitate the infrastructure within the hospital and reconstruct the building. /pas/ak/ Albanian Telegraphic Agency[17] Final response for signing Rambouillet accord will depend on KLA stand, QosjaPRISHTINA, March 9 (ATA) - The final response for signing the Rambouillet accord will depend on the stand of the Kosova Liberation Army (KLA) leadership, the academician Rexhep Qosja told reporters in Prishtina on Monday. He issued this statement after a meeting that the German Foreign Minister, Joshka Fischer, the EU foreign commissar, Hans Van der Brook and the EU emissary on Kosova, Volfgang Petric, held Monday in Prishtina with representatives of the Kosova political subjects, participant in the Rambouillet Reunion, the Kosova Information Center reported.Attending the meeting was the President of Kosova, Ibrahim Rugova, the academician Rexhep Qosja, chairman of the Democratic Union League and the academician Fehmi Agani, Mehmet Hajrizi, Veton Surroi and Blerim Shala. After this meeting, Qosja told reporters that the final response regarding this accord will depend on the stand of the KLA leadership, which met on Monday with the U.S. envoy on Kosova, ambassador Christopher Hill. Qosja said that the representatives of the Kosova political forces agree to sign the accord, but the final response of the Albanian party can be given upon the complete consensus of the political and military forces of Kosova and after the strong guaranties of the international community that the implementation of the accord will be carried out by the NATO forces. Qosja said that the change of character by the implementing forces cannot lead to an agreement on Kosova. /pas/mt/ Albanian Telegraphic Agency[18] Tepelene police arrest 35 persons in 20 daysTEPELENE, March 9 (ATA) - The police of Tepelene have carried out over the last 20 days a series of operations against the criminal elements and have arrested 35 persons.According to the police chief, major Besnik Kuci, who was appointed in this duty two weeks ago, the police are working to detain elements considered very dangerous, but most of them have gone to Greece, he said. Kuci added that the leaders of Interpol have been contacted to enable their extradition. The police chief said that the control carried out by groups of policemen from the rapid reaction force and forces of the criminal police have paralysed the criminal activities of masks in the national road. Shuteriqi, The School Book Publishing House (SHBLSH) in Tirane, with a fund of nearly 30 million leks, or 10% more than last year, has began preparing the texts for the new academic year '99-2000."We aim that the second edition of nearly 100-120 titles, including almost all books of compulsory and secondary education begins in September, " SHBLSH director Teuta Mati told ATA on Tuesday. Several additional booklets to the existing texts of chemistry, physics, mathematics and biology are planned to be prepared for the pilot schools. /pas/lm/ Albanian Telegraphic Agency[20] Taxation bodies: unlicensed businesses to be closedKORCE, March 9 (ATA)-The taxation bodies of the Korce city have declared March 15 as the deadline for licensing businesses."Following this deadline all unlicensed businesses will be closed under the force of law," the head of the the district's taxation branch, Niko Kreku, told ATA. He said this time the taxation police will not act alone but will coordinate actions with the public order forces. No physical or juridical subject will work unlicensed this year, said Kreku. This branch has so far licensed 1 464 physical and juridical subjects, out of 1 646 licensed last year. According to operative evidence provided by the taxation branch in Korce, around 1800 physical subjects working in small business continue to be unlicensed. Hajno: The town-hall of Sarande will set up sister-like relations with the town-hall of the Italian city of Galiopoli.Sources from Saranda townhall told ATA that this relation is enabled after the contacts that the district council chairman, Thoma Papagjika had with the official representative of the Italian town-hall, Nicola Bintichi, who is also a consul of honor of the Republic of Albania. According to the foreign relations department in the Saranda town- hall, in cooperation with the district council, a material has been prepared for the Italian townhall with reports on history, economy, demography, etc., as well as with the natural resources of Saranda, which will help the Italian investors of this region. Minister Bufi make known the concrete steps taken by the ministry in preparing of the legal documents of the sectors to be privatized. The mission of IMF was informed with the schedules and the expiry time predicted for the privatization of the public sectors during 1999. According to the calendar drafted by this Ministry the privatization process will start with privatization of AMC and will go on with Albchromium, Albcooper, Albtelecom, etc. At the end of the meeting the mission of IMF agrees about this program, by stressing that its accomplishment will make possible the further development of the Albanian economy. Albanian Telegraphic Agency[23] Work Inspectorate: "10 000 subjects to be controlled this year"Tirana, March 9 (ATA) - By Lolita Thanasi - "During this year 10 000 economic subjects are going to be checked, which means that inspections will increase twice", told for ATA the sources of the Public Work Inspectorate (PWI).Last year the number of the economic subjects checked is 5371, having in total nearly 129.508 employees. By the control done in these subjects resulted that 9.6% of the employees do not pay any social or health insurance and only 36.1% of the total number of the subjects do not have any employment contract. In order to minimize the phoneme of "black job" an agreement proposed by PWI is assigned between it and the tax branch. Kabashi: The schools of the Kavaje district are under the care of Soros foundation since 1994, which has helped not only for their reconstruction and equipment, but also for the implementation of draft-programs to be adopted by the teachers of Kavaje.Mukades Gugashi, director of the district education department, told ATA that with the investments of this foundation, the reconstruction of three 8-year schools has finished, as well as the dormitory of the high school in Golem and the high school in Synej. The works for the construction of high schools in the town of Rrogozhine, and the villages of Shtodhen and Rikaj continue with the funds of Soros foundation. Nepravishta: The situation in Kosova, strengthening of bilateral relations between Albania and Germany, the relations of Albania with the European Union were the main themes discussed in the meeting between the Albanian Foreign Minister, Paskal Milo and the German Foreign Minister, Joschka Fischer, and the delegation accompanying him.Press and information office close to the Albanian Foreign Ministry reported to ATA that with regard to the situation in Kosova, the Albanian Foreign Minister, Paskal Milo, assured his German counterpart that Albania is working for a peaceful solution of the conflict in Kosova. "The Albanian Government has been and continues to be completely engaged to encourage the implementation of the accord, started in Rambouillet, near France," stressed Milo, by also asking that the Rambouillet accord must not be divided into political and military accords, as Belgrade claims. The German Foreign Minister, Joschka Fischer, expressed the thanks of his government for the constructive stand and the help given by the Albanian government for the solution of the crisis in Kosova. Minister Fischer stressed that the international community, and especially the Contact Group, is very interested that the Kosova Albanians sign the accord as soon as possible, because it will be a base to force the Yugoslav party sign this agreement. "The Rambouillet accord is one. It cannot be divided into political and military accord, as a guarantee for its implementation. If Belgrade will not sign it unilaterally, then it will be subjected to all pressures of the international community, both political and military. We have clearly expressed this opinion more than once to Belgrade," said Fischer. Minister Milo also thanked the German government for the help given recently to the Albanian people in the consolidation of the democratic institutions in the country, as well as in coping with the difficulties of the transition period. Both foreign ministers considered the bilateral relations as very good and agreed to strengthen the economic cooperation between the two countries. Haxhiu, President of the Republic Rexhep Meidani on Tuesday met with German Foreign Minister Joschka Fischer and High Commissioner of the European Commission Van den Broek and analysed the situation ahead of the March 15 meeting, when an active reaction of the international community is expected for a political solution to the crisis in Kosova and the presence of the NATO troops there.Meidani regarded the situation in Kosova as very grave, with the Serbian forces increasing their military presence and provoking armed incidents to prevent the success of an agreement between the warring parties. Meidani expressed his conviction that the Albanians are very close to accepting the agreement and stressed that signing this agreement before March 15 would facilitate and focus the whole attention of the international community on Belgrade not to allow any more this war machinery to sow destruction and loss of human lives. Meidani and Fischer considered the presence of the NATO troops on the ground a determinant factor for the success of the agreement. Fischer said that the sooner the Albanians sign the agreement, the more does Milosevic's space for tactical games and movements narrow. He said that the International Community and the Contact Group do not in the least doubt the fact that without a military presence on the ground there is no peace and and if there is no peace bloodshed will continue. There is a unique thought of this, both of the Europeans and of the U.S., he said. During the meeting, which passed in a warm atmosphere and full understanding, they also exchanged thoughts on the role of the NATO forces on the ground and the commitment of the OSCE, EU and other international organisations in all the necessary aspects to guarantee the implementation of the agreement.
