  • [01] High Council of Justice cracks down on 11 judges

    TIRANE, March 6 (ATA)-By E. Koraqi, The High Council of Justice, (KLD) presided by its chairman Rexhep Meidani, met Saturday and appointed jurist Vjollca Mece as member of the Central Electoral Commission, the President's press and information office told ATA.

    Based on the proposals of Justice Minister Thimio Kondi, the KLD analysed violations in the performance of several judges of various courts in Albania. These violation consisted in actions which ran counter to the regular performance of the judge, such as in disregarding the danger posed by several arrested persons and violating the legitimate rights and interests of the arrested.

    After these remarks, several disciplinary measures were taken against 11 judges and deputy judges conform the law such as warning for being dismissed from the office of the judge and deputy judge.

    The KLD also decided that the professional training test of the judges be set on May 8, 1999. /dast/lm/

    [02] Telephone line on reproductive health consultation

    TIRANE, March 7 (ATA)-By E.Nepravishta, A consultation telephone line, 48157, has been active since one month ago on psycho- emotional problems of reproductive health.

    This line is managed by social workers, members of the OSPES (Students Organisation on Sexual Education), who offer advises on various psycho-emotional issues related to the reproductive health.

    Although for the time being this line operates at limited times, a considerable number of calls have arrived, especially from youths aged between 13 and 23.

    The influx of the telephone calls, besides the youths' lack of knowledge on the reproductive health also speaks of the difficulties they have to speak with anyone on these problems. /pas/lm/

    [03] Some 28 Kosovar families arriving in Durres during February

    DURRES, March 7 (ATA)-By G. Kabashi, Some 28 Kosovar families, coming from the trouble spot, arrived in Durres city during February.

    The coordinator for the city, Mentor Morina, told ATA that most of the arrivals, according to their testimony, had crossed the border mainly from Montenegro.

    Some 361 Kosovar families, with some 2500 members, coming since the beginning of the Serb military-police repression against the unprotected population, have been settled in the coastal city.

    The U.N. refugee agency (UNHCR) in Durres has so far provided over 5 000 Kosovars of all ages with identity cards. This also provides them with aid offered by humanitarian, religious associations and the international community for the displaced people. /pas/lm/

    [04] KLD sets date for professional level test for judges

    TIRANE, March 6 (ATA)-The professional level test for all first grade judges who have worked less than 10 years is set for May 8, 1999.

    The date was fixed by the High Council of Justice (KLD) at its Saturday's meeting, according to the Justice Ministry.

    According to this decision, the judges who, for objective reasons, will not be able to undergo the test on May 8, will have the right to this test on May 15,1999.

    The list of the judges, who are legally bound to be subjected to the test, will be published within March 10,1999.

    Foreign specialists to be recommended by OSCE and the Council of Europe will monitor the development of the test. /pas/lm/

    [05] Teacher, mother - two beloved figures daily building the future of the nation

    -Message of Greetings by President Meidani on March 7 and 8-

    TIRANE, March 6 (ATA)-The President of the Republic, Rexhep Meidani, on Saturday addressed a message of greetings to the teachers, educators, mothers and sisters, compatriots wherever they are, on the occasion of March 7 and 8, the teachers' and women's days.

    "I hope these days, which in Albania are so close to each other, will help remind and make the people think more of these two beloved figures who daily build the future of the nation," says the message of greetings.

    The message stressed that there can be no emancipated society unless there are spaces of freedom and affirmation for the woman, mother, sister and friend.

    "I am convinced that this year will bring about the consolidation of a positive tendency expressed of late for a greater role of the women in leading institutions, academic circles."

    "I am also convinced that more attention will be devoted to the teacher and educator," the message goes on also pointing to the importance of the family-school axis in transmitting and cultivating the loftiest human values." /pas/lm/

    [06] Meidani meets members of Albanian delegation to Rambouillet talks

    TIRANE, March 7 (ATA)-President of the Republic Rexhep Meidani on Sunday met at a separate meeting with two members of the Albanian delegation to the Rambouillet talks, Hashim Thaci and Xhavit Haliti.

    At the warm and fraternal meeting, the Albanian head of state and the Kosova representatives first discussed the situation in Kosova, which has deteriorated of late, according to a report of the president's press and information office.

    Later they concentrated on the need to enhance the cohesion between the political and military factors in Kosova as regards a constructive stand of the Albanians towards the peace agreement, proposed by the international organisations, also pointing to the indispensability of the NATO troops's presence as a guarantee for its realisation on the ground. /s.s/lm/

    [07] We are on right track for the signing of agreement - Thaci

    TIRANE, March 7 (ata) - By I Luto: The Kosove party will continue to insist in the presence of the NATO in Kosove and in the present status of the KLA, said Hashim Thaci, charged to form the "provisional government" of Kosove, in a consulting meeting with the Albanian Minister of Foreign Affairs, Paskal Milo, on Sunday.

    "The process for the signing of the agreement in the coming talks in France is progressing and we are resolute to reach a peaceful settlement of the question of Kosove," said Thaci after the meeting with the chief of the Albanian diplomacy.

    "But we are still insisting, he said, in the U.S. led-NATO presence in Kosove which would be the only force to guarantee the implementation of the agreement.

    Minister Milo highlighted today's meeting as indispensable for its historic importance of this period before the second round of talks for peace is held in France.

    "It is natural that we do support completely the work made so far by the Albanian party for a peaceful solution of the crisis in Kosove. Our political institutions in these moments must represent our nation as a whole," said Milo.

    The minister accepted that the contacts with the political factor of Kosove will continue, and an Albanian delegation will follow closely the March 15 talks.

    Hashim Thaci, KLA high official, was charged some days ago to form the "provisional government" of Kosove. He has been coordinator of the Albanian delegation in the talks in Rambouillet. /dast/xh/

    [08] Socialist Party of Albania sets date of its congress

    TIRANE, March 6 (ata) - By Ilir Paco: The Socialist Party set on Saturday the date for its congress in a meeting of the General Leading Council of SP, (KPD) while former Prime Minister Fatos Nano "threw again down the gauntlet" to the government of of Pandeli Majko, thus erecting the fence that divides in two parts for a long time now the biggest party in the country.

    Nano, who declared his resignation from the post of the chairman of his party on January 20, said that very few not to say none of the present leaders in SP or in the executive have won their posts on the basis of real political contributions or on the basis of a contest of ideas, programs or platforms of governing. They are, if not donated, left vacant by the free will of the SP chairman.

    Pandeli Majko, premier, who in the recent period has felt more than ever the support of the international community and especially of the U.S. towards his cabinet, listened to Nano calmly and without reacting until the end of the meeting, when he considered as normal the existence of a crisis in the SP, which, he said "cannot make an exception from the crisis that the whole society is experiencing today."

    Premier Nano said that in the final analysis, he had no other possibility but to open the way to what he described as "unrestrained and event violent will of a part of the SP to take the executive power.

    F Nano criticized the government for the state of the public order, the corruption in judiciary and the ways of privatization of the economic sectors, which he considered as "suspicious."

    Former Socialist deputy chairman Servet Pellumbi, Nano's opponent, who is not a member of the KPD, declared that "the present position of Mr. Nano is that of the splitter of the party."

    Deputy PM Ilir Meta said that SP does really need a division. "It is true, we need only one division between the responsible and the irresponsible, " said Meta not naming concretely who are the responsible and the irresponsible within his party.

    He considered the address of Mr Nano as "a step forward from that of the past meeting," and declared that he had no interest to candidate for the post of the SP chairman.

    The coming congress of the Socialist party will be held on June 26-27, 1999. /xh/

    [09] Tri Urat, zone for livestock smuggling

    PERMET, march 7 (ata) - By H Cani: Tri Urat, the border crossing point with Greece which is in an woody and little populated zone, is for the smugglers of livestock a comfortable outlet for their very profitable business.

    Police have it difficult to control the whole border line in Tri Urat, because the place is in the woods and the livestock are smuggled to the Greek land during the night, said to ATA a police source in the border post. According to it, the livestock are smuggled to Greece in a place only 500 meters from the border post, in the Albanian village Lapshoter and in the Greek one named Labocice. Greek police authorities have it easier to control the border line because they possess the necessary means for this purpose.

    According to the commander of the border police Preng Laskaj, the Greek police are interested to stop this kind of illegal business, because most of the livestock, being unvaccinated, transmit diseases threatening both the herds of the Greek farmers and the health of the people when they are used as food.

    A year ago, Greek police eliminated over 800 heads of livestock smuggled to Greece from the Albanian border. /dast/xh/
