  • [01] Unidentified persons shot and wounded an Italian, grabbed his car

    VLORE, March 2 (ATA) - By H. Koçi: An Italian citizen was shot and wounded and his car was grabbed by unidentified persons in the city of Vlora early on Tuesday.

    The incident took place near the tunnel of Uji i Ftohte when R. Fartori, 48, from Milano was shot and wounded in the leg by a volley of Kalashnikov automatic rifle.

    Local police sources said to ATA that Fartori was alone in his car. He lived in Tirana and was married with an Albanian national.

    They added that he was taken to the hospital immediately and his life was out of danger.

    The police chased the killers but failed to catch them. The car of Fartori was found late on Tuesday.

    Police sources refused to give any details on the incident. /lh/ak/

    [02] Gymnasiums to prepare students for special professions

    TIRANA, March 3 (ATA) - By P. Shuteriqi: Programmes of humanitarian- linguistic and technical-scientific profiles will be applied in eleven Albanian gymnasiums next year.

    The Ministry of Education and Science held a meeting recently to discuss the possibility of preparing students for special professions in gymnasiums, Rexhep Çuko, director of high education at the ministry, said to ATA.

    Debates were focused on education programs to be applied next September in gymnasiums.

    The project will be applied for the first time in four gymnasiums in the capital. Other seven districts, where the project is going to be applied in the third and fourth grade of gymnasiums, are defined. /dast/ak/

    [03] Problems in schools need presence of social workers

    TIRANA, March 3 (ATA) - By Ened Mato: The increase of social problems among the students of high schools has made necessary the presence of social workers in schools.

    "The Albanian youth has fallen prey of different vices, like drugs, alcohol, smoking and these vices are filling their leisure time," says a teacher of a high school in the capital.

    The specialists who deal with the youth problems think that the psychologists or doctors present in schools would be a valuable and efficacious solution for the problems of the young men.

    Their presence would reduce the stresses and would keep the young men away from the vices. The schools and their grounds have remained the only referring point and the last hope for the reeducation of the Albanian youth.

    The cultural values like sport, art and other activities seem to fade away in front of the vices, which have physical and psychological consequences. Most part of the young men find it very difficult to feel comfortable in the school grounds.

    Despite the efforts of high school departments and teachers to organize the high school students in associations and activities during the week-end, only a small part of these students is seriously interested and ready to be engaged in such activities. /dast/mt/

    [04] Friendship association - a bridge between Balkan peoples

    TIRANA, March 3 (ATA) - A conference of the Rumanian-Albanian Friendship association was held recently in Bucharest with the participation of personalities of science, culture and Rumanian social life who were traditionally linked with Albania, sources of the association said to ATA.

    The meeting stressed the need for effective ways to make the Rumanian people familiar with the history, tradition, culture and present developments in Albania and its relations with the world.

    The conference elected the board of the association, presidency and the leading council with George Miku, for Rumanian ambassador to Albania, as the head.

    The book "Wallahs of Albania in the Balkan context" written by Kopi Kyçyku was presented at the end of the activity. The 320-page book in Albanian but with an introduction or a postlude in Rumanian, was displayed in the Museum of Rumanian Literature and was considered by many a "valuable contribution in strengthening the traditional relations between Albania and Rumania, with Wallahs being a bridge between peoples." /dast/ak/

    [05] Tour of symphonic orchestra "Madre Teresa" in Puglia

    DURRES, March 3 (ATA) - By S. Gjordeni: The symphonic orchestra "Madre Tereza" of Durres has successfully ended a tour in several towns of Puglia in Italy.

    This activity was carried out under the care of the Center "Citaliac al," which has organized recently several artistic activities mainly in the town of Durres and different cities of Italy.

    The art-loving people from Puglia have welcomed the performance of the Albanian artists, who played parts from Moxart, Bach, Tschajovski, Strauss, Rossini and others.

    The President of "Citaliacal," Franco Bruno, said that "preparations are being made for the organization of a tour of an Albanian folk group in the region of Puglia, where this center exercises its activity. This center is known for the organization of several cultural activities in Italy. /dast/mt/

    [06] Coca-Cola resumes production on Wednesday

    TIRANA, March 3 (ATA) - By A. Gjata: The Coca-Cola bottling enterprise will resume production on Wednesday after three-month suspension due to a fire, which broke out there.

    The enterprise managed to supply the Albanian market with products coming from Italy.

    The fire, which broke out in one of a storehouse on December 2 last year, burnt down everything plastic and wooden but the immediate intervention of fire brigades saved the machineries and other equipment.

    Its production capacity is 4.000.000 cases a year and it has employed some 200 people.

    The Coca Cola has started its activity in May 1994 with the inauguration of this center as the only enterprise in Albania authorized by the Atlanta Coca Cola Company for the production of Coca-Cola, Fanta, Sprite and Bonaqua.

    All raw materials for the production are imported by a firm authorised by Coca-Cola company to maintain the international standards of production quality.

    During summer, the enterprise works on three shifts producing some 10.500 cases of glass bottles a day and 21.000 cases of plastic bottles a day. /dast/ak/

    [07] Work to strengthen border regime continues

    HAS, March 3 (ATA) - By Riza Hoxha: The cooperation between the border police of Has and the structures of local government has brought about the constant strengthening of the border regime.

    The police chief of the district commissariat, Dritan Musa, told ATA no incident has occurred recently. Meanwhile, the border police have increased the controls in the entire border line.

    In order to cope with the situations that might occur, the structures of local government have set up the commissions of the state of emergency in each village and are also working to explain to the population the actions they should carry out in case a state of emergency is imposed.

    It is very positive the fact that the telephone connection normally functions in this district in the border villages.

    The district of Has has a border line of 25,6 km long, mainly in a mountainous terrain. /dast/mt/

    [08] Korça, Larisa sign cooperation agreement

    KORCE, March 3 (ATA) - By B. Fejzullai: Commercial chambers of Korça and Larisa (Greece) signed recently a cooperation agreement to stimulate foreign investments in the Korça region.

    Baki Shahu, head of the Commercial and Industry Chamber in Korca, said to ATA on Wednesday that the agreement was signed in Larisa and envisaged an exchange of information on prices and markets between both chambers, creation of joint enterprises and stimulation of Greek investments in production sector particularly in agro alimentary industry, furniture, construction as well as opening of some joint business exhibition.

    The agreement envisaged the participation of both sides in special pavilions of trade fairs organised by both sides.

    Larisa is the third city, after Athens and Thesaloniki, regarding size and economic potential which operates in the city of Korça.

    Shahu said that over 30 Greek firms operate in Korça city. /dast/ak/

    [10] China provides university scholarships for Albanians

    TIRANA, March 3 (ATA) - By P. Shuteriqi: The Chinese government has offered two university scholarships for the next academic year, Artan Canaj, chief of Foreign Relations at the Ministry of Education and Science, said to ATA on Wednesday.

    The first secretary of the Chinese Embassy to Tirana Gao Choglan informed the Albanian ministry on these scholarships.

    Canaj said that the Albanian applicants would apply in the Chinese Embassy for exact sciences such as mathematics, physics and chemistry.

    The Russian embassy has also offered 10 university scholarships in different sciences for the Albanian students. /dast/ak/

    [11] President Meidani awards title "Honour of Nation" to three Albanian personalities

    TIRANA, March 3 (ATA) - By E. Riza: Albania President Rexhep Meidani awarded Wednesday the title "Honour of Nation" to three outstanding Albanian personalities, Ferit Murati, Rexhep Qosja and Dritero Agolli.

    On this occasion, in the framework of the 555th anniversary of the Lezhe Assembly, a special ceremony was held in the Presidency headquarters.

    Ferit Murati, outstanding doctor in the United States, winner of the Nobel Prize for 1998, was awarded the title "Honor of Nation" by President Meidani for his contribution and works in this field, through which he has shown the dignity and pride of Albania even abroad.

    The academician Rexhep Qosja and writer Dritero Agolli were honoured with the same award for their creativity. /dast/mt/

    [12] Greek Bank offers credits for Saranda businessmen

    SARANDE, March 3 (ATA) - By Sh. Hajno: The Greek Bank in Tirana will help several businessmen from Saranda for their three plan-businesses with a credit worth 300 000 USD, sources from the chamber of commerce in Saranda reported to ATA.

    The specialists of this bank examined recently the plan-businesses prepared by those who asked for credits and three of them were approved, by also examining the objects put in the mortgage as a guarantee. /dast/mt/

    [13] Serb forces open fire at Pogaj border post

    HAS, March 3 (ATA) - By R. Hoxha: The Serb forces opened fire early on Wednesday at the Albanian border post in the village of Pogaj, district of Has.

    The spokesman of the Kukes Police Department reported to ATA that fierce fighting were held on Wednesday morning in vicinity of the border between Albania and Kosova, in which the heavy artillery was put into use. Fighting was also held beyond the border in vicinity of the border post D-7 in Pogaj village of Has district.

    At this time, the border post of Pogaj was shot by fire arms from beyond the border, added the spokesman.

    Right after this event, the Albanian border forces were on alert, but without responding to the provocation.

    The same source added that the border police experts rushed to the spot immediately to explain the circumstances of the incident. /dast/mt/

    [14] Italian parliamentary delegation visits Albania

    TIRANA, March 3 (ATA) - An Italian parliamentary delegation of the Schengen commission arrived on Wednesday midday in Tirana on a two-day visit and is holding a series of talks with Albanian parliamentarians and senior state officials.

    The Italian parliamentarians met Wednesday with the Albanian Minister of Justice, Thimjo Kondi, the chairman of Order and SHIK, Neritan Ceka, as well with the Foreign Parliamentary Commission Chairman, Sabri Godo. They will also meet with the Minister of Public Order, Petro Koci, the Ministry of Information reported to ATA.

    The Italian parliamentary delegation is expected to hold a news conference regarding the above meetings.

    The problem of the illegal traffic of emigrants from Italy towards the Italian coasts, as well as the liberalization of the Italian visas for the Albanian citizens were in the center of talks held between the Albanian and Italian parliamentarians.

    The Italian delegation will meet early on Thursday with the Parliament Speaker, Skender Gjinushi and then with the President of the Republic, Rexhep Meidani. These meetings will be followed by a working visit in Vlore, where the Italian parliamentarians will also meet with the major of Vlore. /dast/mt/

    [15] Yugoslav soldiers violate Albania territory

    TIRANA, March 3 (ATA) - By U. Bajrami: Yugoslav soldiers dressed in white uniform and with personal armaments, entered the Albanian territory on Monday.

    Press office at the Order Ministry said to ATA on Wednesday that 20 Yugoslav soldiers entered some 20 meters inland the Albanian territory from the border post C 10 in Stoberd, Tropoja district.

    The same source said that they stayed there for a few minutes and then turned back to the Yugoslav territory. /dast/ak/

    [16] Saving Bank to install MONEY GRAMM soft

    Tirana, Mar.3 (ata) - By Lolita Thanasi - The Albanian Saving Bank is preparing to put in use a new service.

    According to the sources of the General Directory of this Bank on Tuesday started the process of installing the MONEY GRAMM soft, which will realize the new service called "Money in minute".

    The Saving Bank will compete with the Financial Union, the first and the only who male possible the money transfers within a minute for its clients in or abroad.

    MONEY GRAMM is a 24-hours service concerning paying, sending and immediately taking of the money. Tirana and Durresi branches are the first to use this service. They will be followed by the other branches later on. /dast/linda/

    [17] Italian parliamentary delegation visits Tirane

    TIRANE, March 3 (ATA) - By I.Luto: An Italian parliamentary delegation of Schengen Commission, is holding several meetings with Albanian parliamentarians and senior state officials in the framework of a planned two-day visit.

    Press office close to parliament, told ATA on Wednesday that the Italian parliamentarians met today the Justice Minister Thimio Kondi, the chairman of Order commission, Neritan Ceka, as well as the chairman of Parliament Foreign Affairs, Sabri Godo. The Italian parliamentarians are to meet also the Order Minister, Petro Koçi.

    The smuggling clandestines going from Albanian in Italy, as well as the liberalization of delivering Italian visas to Albanian citizens were in the focus of the meeting hold between the Italian and Albanian parliamentarians.

    The Italian delegation has scheduled a meeting with the Speaker of Parliament, Skender Gjinushi, in early Thursday, and with the President of the Republic, Rexhep Meidani.     [18] Greek Bank in Tirana gives credit to Saranda's businessmen

    Saranda, Mar.3 (ATA) - By Sh.Hajno - The Greek Bank in Tirana will help several Saranda's businessmen.

    The credit of $300 000 given by Greek Bank in Tirana will be used for the animal products, a line and a tourist hotel, informed sources from the Trade Chamber in Saranda.

    Specialists from this Bank discussed last days, the business' plans drafted by Saranda's businessmen.

    [19] Five foreign nationals refused entry in Rinas

    TIRANE, March 3 (ata) - By Th Thanasi: Five foreign nationals were refused entry in Tirana airport on Tuesday.

    The spokesman of the Police Department of the Prefecture of Tirane told ATA on Wednesday that Rinas airport police refused entry on Tuesday to Turkish nationals Sinan Nelkaj, 23, Oya Hegsberg, 30, Kenan Konak, 28 and Mehmet Eumak, 33, who had flown on the board of a Turkish Airlines plane.

    The Turkish nationals had some suspicious documents and had not enough financial means for their stay in Albania, said the spokesman.

    According to him, on Tuesday too, at 3 p.m. another foreigner, the Bulgarian Daniela Ispak, 28, was not allowed to enter Albania because she had not entry visa.

    Last week, the police in Rinas refused entry to Albania to two nationals from Moldova, while in January four other foreign girls were not allowed to enter Albania on doubts of coming to this country for prostitution. For all these cases, police have accepted as most possible version their entry to Albania as a transit country to go then to the West. /s.sh/xh/

    [20] Tirana region: Contributions' income over 100%

    Tirana, Mar.3 (ATA) - By Lolita Thanasi - According to the figures of December 1998 the total value of the contributions' incomes for Tirana region is realized more than 100%. The annual plan marks the value of 4.335.876 lek, while are realizing 4.583.184 lek. The highest value of these incomes is that of the public institutions, which is nearly 109.43%. The contributions' incomes of the private farmers are the lowest, only 31.30%.

    [21] Tense situation in Skenderaj

    PRISHTINE, March 3 - ATA correspondent Behlul Jashari reports: Sources of the Council for the Defence of Human Rights and Freedoms (KMDLNJ) report that since early in the morning heavy Serb military-police forces, backed by heavy armament, have been gathering in Skenderaj from different directions.

    A large part of these forces, which also include armoured vehicles, have been stationed at the compound of the ammunition factory in this town.

    Representatives of the OSCE Verifying Mission are trying to mediate between the Serb forces and those of the KLA. Most of the inhabitants of the villages along the Gllogoc-Skenderaj road have left their homes due to the military built-up.

    A tense situation also prevails in the villages of Kacanik, Hani i Elezit, Rahovec, Vushtri and Mitrovice, which were attacked by the Serb forces also today. /p.ta/lm/

    [22] Shells in northern, southern Kosova

    -Tanks move in Prishtine roads-

    PRISHTINE, March 3 - ATA correspondent Behlul Jashari reports: The heavy Serb artillery has continued to bombard today towards southern and northern Kosova. The villages of Pirç, Vermice and Vaganice of Mitrovice as well as the villages of Oshlam, Pantine and Liqej of Vushtrri are shelled.

    Serb attacks in southern Kosova are centered towards the villages of Pustenik, Meliq, Brav and Seqishte of Hani i Elezit, the Albanian sources report. Reinforcement of Serb forces in different regions of Kosove go on. Tanks are reported to be seen in the streets of Kosova, while the planes of military aviation have occupied the aerial space. /P.Ta/A.A/

    [23] 1 500 people employed in public affairs

    Durres, Mar.3 (ATA) - By S.Gjordeni - 32 is the number of the projects of the public affairs approved by the National Service of Employment for Durresi district. The value of the fond given is 50 million lek.

    The head of the employment office Lumturi Njala told for ATA that in 1998 eleven-important projects are fulfilled, marking the value of 35 million lek. 1 500 persons are employed by these projects.

    It is important to mention that 60 per cent of these persons were treated by financial assistance and the rest were unemployed for a long time.

    These projects aim at roads constructions and their rehabilitation, taking away the thrashes and cleaning of Durresi town.

    21 other projects marking the value of 21 million lek that start last year continue and are predicted to end in March, stated Njala.

    According to her for the work continuity nine new projects are approved, whose realization depends on the opening of the respective funds of the Nation Service of Employment. The number of the people to be employed by these projects is reckoned to be 400 persons./s.sh/linda/

    [24] Albania's left wing parties convene to discuss Kosove

    - immediate intervention of NATO in Kosove demanded -

    TIRANE, March 3 (ata) - By A Haxhiu: Political right wing parties of Albania convened Wednesday in a round table discussion in the focus of which was the question of Kosove and the approach of these parties towards the agreement of Rambouillet which is expected to be signed between the Albanian party of Kosove and the Serb party in the middle of this month.

    In the name of the political grouping Union for Democracy, the chairman of the Democratic Party, Sali Berisha, said that it is high time that all Albanians, wherever they are, think of the settlement of the question of Kosove.

    Reconsidering again the conference of Rambouillet on the question of Kosove and after highlighting the road to be followed for its independence, Berisha said that such a process does not end only with the signing of an agreement.

    The chairman of the Republican Party, Fatmir Mehdiu, expressed the same opinion in the name of the grouping "United Right Wing". He supported in his address the right of the Albanians of Kosove for self-determination and independence.

    After discussions of these two political groupings, the participants agreed to drafting a resolution on Kosove, which would recognize the right of that population for self-determination and would demand the immediate intervention of NATO in Kosove to guarantee the Rambouillet accord. To this end, two representatives of these two political groupings were named to present the resolution also to the government coalition parties, which did not take part in the meeting. /y.pa/xh/

    [25] Macedonian Businessmen ask for close links with Durresi' ones

    Durresi, Mar.3 (ATA) - By S.Gjordeni - A meeting is hold in Durresi Prefecture with the businessmen and directors of the public enterprises to define together a work program concerning the request of the Macedonian businessmen about close and direct cooperation with Durresi' businessmen.

    According to the Prefect Martin Cukalla the Macedonian part is so interested to have close and special connection with Durresi due to its importance, for its port, railway, eight corridor and to enlarge the cultural and sportive common activities.

    Actually, the idea is the renting of some port warehouse and the acceleration of the projects on railway, gaz and oil.

    Macedonia is so interested to have direct business with Durresi' businessmen due to the lack of the sea. Establishing this relation it will help both parts in tranfering their goods./linda/

    [26] Dutch project to invest US$ 1.5 million on pesticide control

    TIRANE, March 3 (ATA) - By E.Xhajanka: The Dutch project for protection of plants begun to equip the laboratories of this sector and has planed to finance US$ 1.5 million for 1999.

    This sum will be used for equipping the labs for control of pesticides and the pesticide centers in all custom houses in Albania.

    The laboratory of control of pesticides in Durres is the only laboratory of this kind where analyzesare made for more than 60% of kinds of pesticides entering Albania.

    "The control of imported pesticides in the moment they enter Albania, is very important because it bans the entrance of pesticides which do not meet the Albanian standards", sources from the Ministry of Agriculture and Food report. /lh/A.A/

    [27] Draft-law on antidumping presented at parliamentary commission

    TIRANE, March 3(ATA)-By E. Metaj, The draft-law anti-dumping has been presented for discussion at the Parliament's permanent commission of Economy, Finance and Privatisation by the Albanian government. Later the project will be discussed and approved by the deputies at a plenary session.

    The aim of this law, drafted by the Ministry of Economic Cooperation and Trade, is to prevent access to the market of products below their normal value, export price and of similar product. Based on the project, which will be discussed by the Albanian parliamentarians, the normal value of the product is defined on the basis of the comparative price paid or payable by the consumers, when this product is destined for consumption under normal trading conditions on the market of the exporting country.

    While the price of export is considered the paid or payable price when the product is sold for export by the exporting country to the Republic of Albania.

    The product will be considered object of dumping, that is, a protection tax can be imposed on it, if its sale in our market causes damage or hinders the development of industry. The kinds of taxes on this occasion are taxes on value, specific and variable.

    An anti-dumping commission has been proposed to be set up to investigate the cases of dumping in the draftlaw.

    This draft-law helps strengthen and reconstruct the Albanian industry and is a protective means in the trade talks with the major and most powerful exporting countries.

    The draft-law on anti-dumping is also a demand for Albania's membership in the World Trade Organisation. /lm/

    [28] Two billion lek cashed by "Black Jobs"

    Tirana, March 3 (ATA) - By Lolita Thanasi - The scheme of social insurance(pensions) lost nearly two billion lek. In order to minimize this phenomena a common agreement is assigned in Tax branch proposed by the Public Inspectorate of Work.

    According to this agreement no license will be given without the provision of the Public Inspectorate of Work and without the participants'list.

    According to the spokesman of the Ministry of Work and Social Affairs Naim Zoto the Public Inspectorate of Work in this Ministry did the annual analyze, where it is discussed annual conclusions and the further steps to be taken in the future, as well.

    5371 is the number of the economic subjects inspected in 1998, having nearly 129.508 employees. 9,6% of the total number of the employees do not have the contract, do not pay any tax of social insurance or health. 36.1% of the checked subjects do have any contract.

    According to the polls of this Inspectorate 1/3 of the businesses that act in Albania are not covered in the tax jurisdiction by avoiding them.

    1/3 of the private employers do not pay the social and health insuarence./linda/

    [29] EU provides Ministry of Justice with aid to modernise judiciary

    TIRANE, March 3 (ATA)-By E. Koraqi, The Ministry of Justice, through the "Phare" Project Application Unit, is committed to improving infrastructure in the justice system, the spokesman of this ministry, Agim Neza, told ATA.

    The coup d'etat events in September 1998 in Tirane had their effect also on the Ministry of Justice. The damages in the internal infrastructure were huge and created unpredictable difficulties.

    With the aim to lessen these difficulties the Ministry of Justice took measures which consisted in drafting and approving programmes for a supply with equipment worth 70.000 Euro, financed by the "Phare" programme.

    The release of this amount has already started, said Neza. Measures have been taken for the realisation of technical assistance, informatisation of the Ministry of Justice, Supreme Court, General Prosecutor's office and for six district courts, which are being rehabilitated at 450.000 Euro.

    Through the active plan (COP 98) according to the programmes drafted by the Ministry of Justice, 500 000 Euro have been planed for drafting the application-project for the Tirane court, defining the supervising company for this court, studying and projecting a new prison in Fushe-Kruje as well as 3.200.000 Euro for completing works in the Tirane court, Neza concluded. /lh/lm/

    [30] February 1999: 151 million lek cashed by tax incomes

    Durres, March 3 (ATA) - By Gezim Kabashi - 151 million lek or 18 million more compared with value marked in January 1999 is the value of the incomes cashed in February in Durresi district.

    The head of this branch Pellumb Rakipi told for ATA that in February more than 700 private subjects are licensed and the number of businesses that renew their licenses in the beginning of the year is more than 1 000.

    According to him this thing make possible to take regularly the economic duties from these subjects.

    During the last days the renewment processes of the licenses and taking the new ones it is accelerated, especially after the controls done in the transport sector.

    [31] Dutch project to invest 1,5 million dollar in pesticides' check

    Tirana, March 3 (ATA) - By E.Xhajanka - The Dutch project on plants protection started to finance the equipment and the devises for the labs of this sector. It has predicted to invest nearly 1,5 million dollar for year 1999.

    This sum will be used on provision of the labs with equpiments necessary for pesticide examinations and of pesticide's center in all Albanian custom houses.

    The control lab of the pesticides in Durresi is the only one of these kinds in Albania. It analyses 60% of the pesticides kind that enter in Albania.

    "Pesticides' control, the imported ones, is the most important step of the entrance, because it hinds the pesticides that are out the expected level in the Albanian registration", inform sources from the Ministry of Food and Agriculture./lh/linda/

    [32] Albanian NGOs helping in collection of weapons

    TIRANE, March 3 (ata) - By G Dilaveri: A number of non-governmental Organizations coordinated by UNDP are now committed to sensitize the people for the question of disarmament in Albania.

    The group of these organizations consisting of 12 NGOs, will make the people aware of the need of the collection of arms in those regions in which programs on disarmament will be applied, the UNDP representatives in Tirane charged with the collection of arms programme in the district of Gramsh told ATA on Wednesday.

    On January 26 this year, a pilot project financed by the United Nations started in Gramsh for the disarmament of the region in which 10-12 per cent of the weapons looted during the unrest of March 1997, are deposited. /lh/xh/

    [33] We are here to cooperate in fight against men-smuggling - chairman

    TIRANE, March 3 (ata) - By Urim Bajrami: "We are here to talk with Albanian authorities on the fight against men-smuggling and to establish further cooperation between Albania and Italy in the fight against this phenomenon," said on Wednesday in a press conference Fabio Evangelisti, chairman of the Italian parliamentary delegation of the Commission Schengen.

    According to Evangelisti, in the conditions of the illegal border crossings, Albania represents an important segment in which the cooperation and fight of police against illegal trafficking must be considered in the context of all the countries which have signed the Schengen Program.

    "We think that there is an organization in Albania which favours such as traffic," said Evangelisti, adding that "we shall go tomorrow to Vlore and the Island Sazan to see the situation closer."

    In reply to questions by reporters, Evangelisti stressed that our visit is not a routine one, moreover this is our first visit. "After consultations with chairmen of the parliamentary commissions of the foreign policy and the public order and SHIK, respectively with Sabri Godo and Neritan Ceka, we thought to promote these relations to a parliamentary level," he said.

    Evangelisti stressed that a joint politics must be built with other countries of Schengen program regarding the liberalization of visas for Albanians. /lh/xh/

    [34] Tarchys says CE against capital punishment in democratic society

    TIRANE, March 3 (ATA)-Daniel Tarchys, Secretary General of the Council of Europe (CE) has adressed a letter to the President of the Republic, Rexhep Meidani, through which he officially makes known the CE stand on the application of death punishment.

    The letter says that the latest developments in Albania have made senior authorities as well as Government representatives call into question a commitment by Albania when it became member of the Council of Europe in 1995 to sign, ratify and apply Protocol 6 of European Convention on Human Rights on lifting capital punishment within three years after this membership and base on a moratorium on executions until a complete removal of the capital punishment, the President's Press office reports.

    Tarchys reminds Meidani that regarding the round table discssions called by him in Tirane on December 19, Tarchys's deputy, Hans Christian Kruger, a day earlier, on December 18, had expressed CE's concern to Albania's Permanent representative to Strasbourg, Ambassador Andrea, reiterating that the CE parliamentary and executive branches expect Albania to meet its commitments in the framework of its CE membership.

    Tarchys says that the Ministers' Committee also included in its statement of December 10,1998, on the 50th anniversary of the Universal Statement on Human Rights, the following section: "The governments of the CE member countries ask from all states to lift the death punishment as soon as possible and keep e moratorium on executions until the complete removal of death punishment or refrain reappearance of death punishment."

    "We are fully conscious of the fact that capital punishment is still popular in large segments of public opinion. Therefore a far-reaching stand of the country's leadership is very significant," adds Tarchys.

    "The CE is ready to offer its assistance to Albania also in this field, like in other fields. A special file including the texts and speeches on the CE policy on the death punishment has been sent to the permanent representative of Albania in Strasbourg with the aim to inform the respective authorities of your country," he clarifies.

    "Likewise," said Tarchys, "we are considering the organization of information activities on the removal of capital punishment (seminars in Tirane and Strasbourg." These activities will present the cases of how other member countries have treated the question of death penalty. These meetings will be held on March 1999."

    As is also seen in the latest acts of many other member countries, the tendency for the removal of the capital punishment is clear. "For the Council of Europe," said Tarchys, "the death penalty runs counter to the accepted standards of the human rights and dignity and there is no space for it in a democratic society."

    In conclusion, the CE Secretary General required the personal commitment of the Head of the Albanian State to guarantee the strict implementation by Albania of all the international obligations and commitments, by respecting the moratorium on the executions of 1995, to improve the legal reform on national level and consequently for the ratification of the Protocol 6 of the European Convention on the Human Rights." /lh/xh/

    [35] Albania's security has a special importance for Turkey - Turkish Premier

    TIRANE, march 3 (ata) - The first official visit of Albanian Prime Minister Pandeli Majko to Turkey, invited by his Turkish counterpart, Bulent Ecevit, started Wednesday with a talk between the two premiers, the Albanian Ministry of Information reports.

    Such visits to Turkey at a time when the Albanian nation is passing decisive moments, are quite normal, said Premier Majko. "We knock at the door of a friendly country, which has been always open to us, and I think that it will continue to be so for ever, regardless of the type of governing," said Majko.

    Albanian PM focused at length on the grave situation in the Balkan region and especially on the Albanian concern over the crisis in Kosove.

    Referring to these issues, Ecevit said that "We know the dangerous game of Serbia in the Balkans. We believe that if NATO acts in a firm and active way the conflict can be avoided. Turkey wants this stand of NATO and is determined to realise its obligations in the NATO context. For Turkey, Albania's security is of special importance."

    Ecevit also said that the Kosova Albanians should keep to formulas that can be supported, "although their demands are just."

    The two delegations also discussed issues of bilateral ties in military, economy and education.

    On the same day Prime Minister Pandeli Majko visited and laid a wreath of flowers at the Mausoleum of Kemal Ataturk, founder of modern Turkey.

    A memorandum of Understanding was signed at the Albanian embassy in the afternoon according to this some $40 million will be invested in the chrome extracting and processing industry. /lh/xh/lm/
