Theoretical topics and exercises aimed at increasing the efficiency of these police forces in order to resolve the new tasks successfully in facing crime, the spokesman said. /lh/ak/ Albanian Telegraphic Agency[04] Police working to prevent crime - ministerKORCE, Feb.25 (ata) - By B Fejzullai: Crime in Korce and on national level is decreasing and police are working to prevent it, said Public Order Minister Petro Koci, in a meeting with reporters of Korce district.Koci, who has a meeting Wednesday with chiefs of police in the district, asked them to have a strict discipline and wage uncompromising fight against crime. "For this, a better coordination between the state structures will exist, especially between the prosecutor's office and investigation bodies," he said. Referring to contraband, Minister Koci said that the main responsibility for this falls on the customs staff. He did not rule out the responsibility for police, adding that work is going on to consolidate their structures in the sector of customs. Minister had meetings with main leaders of police also in the cities of Pogradec and Librazhd. /lh/xh/ Albanian Telegraphic Agency[05] Albanian speaker meets CoE monitoring delegationTIRANA, Feb 24 (ATA) - Albanian parliamentary Speaker Skender Gjinushi held talks with a delegation of the Council of Europe (CoE) monitoring commission, including deputies Sole Tura and Smoravinski.Gjinushi considered the approval of the constitution one of the major achievements of the Albanian democracy and stressed that it was a document of contemporary democratic standards, which was assisted by the Venice Commission and backed partly by the Organisation for Security and Cooperation in Europe (OSCE), European parliament and the like. Albanian speaker said that it was the first time that a law of contemporary standards on private and public media was approved in cooperation with the Council of Europe. He said that the Albanian institutions were engaged in observing the CoE obligations. The deputy Sole Tura praised the new modern constitution and added that its approval was an important achievement for Albania. While Smoravinski, praising the work of the Albanian parliament on the constitution, said that even the adjustment of legislation with democratic elections stipulated by constitution was also important. A parliamentary spokesman said that the meeting discussed the death penalty, CoE demands on its abrogation and efforts undertaken by the Albanian government in fight against crime. /pas/ak/ Albanian Telegraphic Agency[06] Police say no explosion substance placed in biblical centerTIRANA, Feb 24 (ATA) - Public Order Ministry said in a press communique released on Tuesday that the Monday explosion in a biblical center in Librazhd was not caused by explosive substance but a noisy rudimentary charge.Reliable information obtained from the police commissariat in Librazhd said that experts went to the center. They said that lessons were held in the center on Saturday, February 20 at 16.30 p.m. and a noisy rudimentary charge was placed in the tube of the stove coming out of the wall some 20 cm. Its explosion damaged only the tube and there were on reports on casualties and damages. "This was done by some children, who wanted to frighten their friends studying in the center," they said. The idea on a premeditated attack on the religious institution was groundless, the Order Ministry said. /lh/ak/ Albanian Telegraphic Agency[07] Fan Noli Foundation adopts projects for 1999TIRANE, Feb.24 (ata) - By Enkeleida Riza: The Foundation on Culture and Art "Fan Noli" adopted Wednesday a part of the projects it will finance in 1999.There are seven literary books and historic studies, along with a scholarship abroad, a total of 1.3 million lek, which will be funded by this foundation. With the assistance of this Foundation, during 1999 the works "Ernest Koliqi, essayist and literary critic" authored by Ernest Koliqi himself, the book "Historic-publicistic studies, 1920-1930" by the historian Selim Shpuza, "Agencies and Agents" by Nik Bunjaj, the book "National Movement in Vlore, 1887-1917" written by Bardhosh Gace, the book "On Stages of Three Continents" authored by renowned composer Tish Daija, a book on the artistic activity of the Folk Songs and Dances Ensemble and two literary works by Morava and Vjola Shkembi will be published. The Foundation is named after Fan Stilian Noli, who with his all- round activity, has made a valuable contribution to the creation of the Albanian democratic culture in 20-30s. "Fan Noli" started its financial activity in 1996. The foundation finances various artistic activities and works to ensure funds from powerful economic donors like INSIG, Telecom, etc., with its main activity to finance publications. /dast/xh/ Albanian Telegraphic Agency[08] Odyssey of Albanian Radio - Television to become a public televisionTIRANE, Feb.24 (ata) - By Flora Nikolla: Albanian Parliament adopted in October 1998 the law which institutionalized for the first time in Albania a public television. The law, which contains 145 articles in 12 chapters, has been drafted with the assistance of the Council of Europe.According to the law which came into effect on November 4, 1998, the new Leading Council of the Albanian Radio-Television, RTSH, consists of 15 members, six of whom are proposed by the Parliament and nine by non- governmental organizations. According to the law, RTSH should have started its functioning as public institution since January 1, 1999. One month after the date set by the law, on Jan.21, the Albanian Parliament approved the new Leading Council of RTSH and eight days later, Kastriot Caushi, Rector of the Fine Arts Academy in Tirane, was elected chairman of this Council. On February 3, a meeting of the RTSH Leading Council decided "to freeze the activity of the executive for 70 days" which means that the present leaders of RTSH have no right to take any decision and consequently its various department should undertake no initiative with regard to the structure of the programs. RTSH leaders said that "the freeze does not prevent the daily work of Radio-Tirane and Television programs." The 70-day freeze has been set by the Leading Council "for an intensive work" for the structuring of the departments. Now, the present staff of RTSH cannot realise new programs. This is the situation in the most powerful TV station, the only one covering 70 per cent of the Albanian territory. On the other hand, private TV stations, for the moment cannot have the same information and organizational potential as the state-run television. Regarding the new vacancies for the leading posts in the RTPSH (Albanian Public Radio-Television) they are for anyone who thinks he meets the criteria for the election. The application and other documents may be sent to the Leading Council, which after examining them, makes the final choice through voting. Self-administration of Albanian Public Radio television - with totally new organisation Changing the Albanian Radio Television into a Public Television would bring about fundamental changes in the life of the institution. Self- administrating the budget would mean cashing of revenues from taxes provided by licence on radio television apparatus and revenues from advertisements and services for the third to the state budget. The latter include services for foreign radios, for technical capacities of RTSH radio stations as well as obligations of the state, which will finance programs for compatriots broadcasted by radio and television. Self-administration could start in the second six-month period of 1999 with the functioning of new managing structures, the RTSH Directorate General said. The same source said "the new law needs new structures and not changes in the existing laws because it is here where the misunderstanding arises. Partial reform will compromise the law itself." All the RTSH present employees, part-time collaborators or others, who have not worked there before would pass a "hard" test. Another problem related to the change of RTSH from a state television to a public one is whether it would maintain the present rapport between programs it produces and those it "borrows" from other channels during the 16-hour program. The programs produced by the RTSH staff or its part-time collaborators cover 60 percent of the broadcast while the borrowed ones 40 percent. RTSH statistics said that children programs cover some 13 percent of the programs, social-economic programs 31 percent, educational and cultural ones some 10 percent, while information 6 percent. The borrowed programs include artistic and documentary films, features and ready-made programs, which are transcribed and abridged. The RTSH staff is sceptical as regards the rapport between their programs and the "borrowed" ones. The RTSH sources said that the institution needed an annual budget worth US$500 thousand to buy foreign films. /pas/xh/ak/ Albanian Telegraphic Agency[09] Future jurists back death penaltyTIRANA, Feb 25 (ATA) - By P. Shuteriqi: Students and speakers of the Law Faculty of the Tirana University said that death penalty should be applied against those who commit felony.In a petition to president of Albania Rexhep Meidani on February 23 they said that they backed death penalty given the series of crimes and the recent inhuman massacre against the student Kozeta Hyseni. The signatures urged "such an undertaking be taken though European bodies do not agree to it. It would be important, necessary and inevitable for the transition period facing order and security in Albania whose circumstances are experienced by Albanians themselves." Students and teachers of Law also said that the execution of death penalty would serve "build up confidence in state and its forces, which are fundamental for the prosperity and democracy in Albania." "We are here to see the real situation following the approval of the Constitution and there is no doubt that the opinion of mass media has a special importance for us," said the Council of Europe representatives. According to high officials of the mass media, in the difficult situation Albania is experiencing, the implementation of the Constitution is an indispensability and in this context also the spirit conveyed through the press must be optimistic so that to create a warm atmosphere for every individual to implement the Constitution. Media representatives discussed in the meeting the need for evident improvements in the professional aspect and for right relations with the political stratum. The Council of Europe representative said that "Albania needs to construct a strong state which will fight corruption and go towards development." According to them, "the political forces must come to terms with one another and discuss together in the parliament." /dast/xh/ Albanian Telegraphic Agency[12] Numerous concentrations of Serb forces in eastern regions of Mount QyqavicaPRISHTINE, Feb.25 (ata) - ATA correspondent in Prishtine, Behlul Jashari reports: Two Serb military convoys left today in the morning from Mitrovice to Drenice, while a third convoy consisting of about 40 tanks and other military means left Prishtine and arrived in Vushtrri, LDK sources report.In Stanoc i Poshtem, near the Prishtine-Mitrovice road, three tanks have been deployed and two others are in the triangle of the Nevolan- Bruznik-Dubovc road, while a convoy with about ten tanks has moved towards villages Nevolan and Bukosh, the same sources say. They consider as "very tense" the situation in the commune of Vushtrri, in the outskirts of which fighting between the KLA and Serb forces who attacked some Albanian villages, have taken place. Other Albanian sources report of new forces coming from Serbia in the region of Mitrovice and Podujeve. According to Radio Kosova e Lire, in the road leading to Mitrovice and in the nearby villages, Vaganice and Shipol, a great number of military forces have been concentrated. Also heavy artillery pieces have shelled the region of Podujeve, concretely the villages Llapashtice, Burice, Godishnjak and Katunishte. /dast/xh/ Albanian Telegraphic Agency[13] What hinders Albanians integration in host countriesTIRANA, Feb 25 (ATA) - By E. Nepravishta: At present it is known that Albanian emigrants face difficulties while trying to be integrated into the life of the hosting countries.A study conducted by United Nations Development Programme (UNDP) said that most of Albanian male emigrants in Greece and Italy are employed in construction and agriculture while female in house keeping. The first difficulty the Albanian emigrants encountered in trying to be integrated in the host countries is the negative opinion on emigrants. This happens because of the images provided by media (newspapers and television) and sometimes the relations between emigrants and hosts. According to the UNDP experts on emigration said that the nationals in countries where Albanians have emigrated who had no contacts with Albanian emigrants, except from media, continued to have negative opinion on them. The large number of emigrants, who work in unqualified jobs, have hindered the role played normally by the emigration in qualifying the emigrants professionally and their familiarisation with state-of-the-art technology in hosting countries. Emigration and employment in these sectors meet the economic needs of emigrants but not the need for integration and emancipation. /dast/ak/ Albanian Telegraphic Agency[14] International bodies engaged in rehabilitating Albanian educationTIRANA, Feb 25 (ATA) - By P. Shuteriqi: International bodies such as Council of Europe, UNESCO, UNICEF, World Bank and other foreign donors are engaged in institutional rehabilitation of Albanian education.The Minister of Education and Science Ethem Ruka stressed the cooperation with the Council of Europe which was made concrete through mutual exchanges and participation of Albanian specialists in qualifying seminars. The major point in joint projects is the successful cooperation with the Center of Foreign Languages in Gratz (EFSL), while the draft of curriculums to learn foreign languages in the pregraduate education system in Albania is the fruit of this cooperation, Ruka said. Projects on teaching history, human rights, civil education as well as the project on democratic changes - initiatives on school and community basis are underway. Closed contacts with UNESCO aimed at preparing an action plan in civil education of youth and professional qualification of Albanian specialists. He pointed out the agreements with the Austrian Kulturcontact on rehabilitation of professional education network in Tirana, Vlore and Shkoder, cooperation with the Swisscontact society on modernizing the professional school in Shkozet, Durres. The attacks of Serb forces are continuing even in the afternoon hours, sources from Vushtrria report. The controls started Thursday in the courts of the prefecture of Gjirokaster, respectively in the district of Tepelene, Permet and Gjirokaster. Koraqi: The ceremony for the delivery of the Individual Program of Partnership for Peace between Albania and NATO was held Thursday in the Albanian Ministry of Defence.This program has been drafted by the military experts of Albania and NATO countries. The program was presented by the end of last year in the Political Committee of the NATO Headquarters and today it is presented as approved by the NATO Secretary General, Havier Solana. Attending the ceremony was the Albanian Minister of Defence, Luan Hajdaraga, the Chief of the Army General Staff, Aleks Andoni, the deputy Minister of Defence, Ilir Bocka, the deputy chairman of the Defence Parliamentary Commission, Arber Qilimi, the State Secretary for the European Integration, Maqo Lakrori, senior officials of the Defence Ministry, as well as the chief of the NATO office in Tirana, Paolo Tonegutti and the military attaches of NATO countries in Albania. The chief of NATO office in the Defence Ministry, Tonegutti, said that "this Program is important because through it we shift into a new stage of cooperation between Albania and NATO, in the concrete actions to overcome the current challenges. The new Individual Program was given to the Albanian Defence Minister, Luan Hajdaraga, who underlined that "this Program remains one of the main guaranties of the Albanian Armed Forces towards a constant modernization." /lh/mt/ Albanian Telegraphic Agency[21] Non-expiry deposits' mark 14.6 billion lekTirana, Feb.25 (ATA) - By Lolita Thanasi - The non-expiry deposits of the banks that act in Albania reached the value of 14.6 billion lek, inform sources from the Albanian Bank.These deposits fall during the last months of the year from 17.6 billion lek in the beginning of the previous year to 13.6 billion in the end of the year. While now, they increase again. The greater sum of five billion 570 million lek is deposited by the private sector. The rest of the deposits are done by the public enterprises by four billion 421 million lek,and the other financial institutions (INSIG) by four billion 22 million lek. The rest by 654 million lek are deposited by the individuals. The non-expiry deposits of the public enterprises decrease compared with a previous month, while the deposits of the other financial institutions and the private ones increase. Actually the deposits of the common enterprises are zero./Ih/linda/ Albanian Telegraphic Agency[22] NATO should intervene in Kosove, Premier-Albanian Premier sends a letter to Secretary General of Alliance of Northern Atlantic-TIRANE, Feb. 25 - Albania Premier, Pandeli Majko, in a letter addressed to the NATO Secretary General, Havier Solana, expressed the deep concern of Albanian government for the last events happening in Kosove, Premier spokesman told ATA on Thursday. Prime Minister, stressed in his letter the conviction of the government he is leading that "NATO is the only institution which can force Belgrade to change the violent stand against the Kosova Albanians". Here are some quotations taken from the letter addressed to the general chief of the Alliance of Northern Atlantic: "The stand of Kosova Albanians in Rambouillet Conference confirmed the acceptance in principle of the "Interim Agreement" for Kosova, by involving, what is more important, the NATO presence in the ground. I express my conviction that the first phase of Rambouillet Conference would lead to a peaceful solution of crises in Kosova. However the escalations of situation in Kosova, continue to increase our concern. I am addressing this letter to You, because the information on Kosova is rather concerning. Belgrade is massively concentrating military troops in the region, violating in this way the agreement signed on October of last year. They are preparing to begin a general offensive against Kosova Albanians. In the meantime, the attacks against the civil Albanians have passed the limits of FYROM. In this case the scope will be twofolded: to give an attack to the Albanian intentions to finish Rambouillet Conference in two-weeks time, and even worse, to create an escalation of the situation in Kosova, by striking everything achieved in Rambuillet. If such a scenario happens, it would bring about terrible consequences for Kosova, my country, and the whole region". "NATO is the only institution which can force Belgrade to change its stand towards Kosova Albanians. This is the reason which urges my to ask for Atlantic Alliance intervention in Kosova. As we said during our phone coversation, we will continue to follow our policy of self-control, convinced that we won't be alone in confrontation of challenges we are to face," ends the letter of the Albanian Premier addressed to NATO Secretary General, Havier Solana. /y.pa/A.A/ Albanian Telegraphic Agency[23] Tourism: Damaged hotels this year without touristsTirana, Feb.25 (ATA) - Durresi, Pogradeci, Saranda Hotels are damaged in year 1997 and this year will be privatized.According to the sources from the Albanian Committee on Tourism Development this is the only way to bring them back to life, because the government lack the sufficient financial sources. To fulfil this objective a work group is formed by representatives of Tourism Committee and Albtourism enterprises as well. The damage in materials of the ruined hotels marks the value of 300 million lek. The preliminary estimation predicted that the 8-10 million dollars is the needed value for this hotels' survival. Specialists of this Committee thought that it is impossible the reopening of these hotels for the coming summer vacations, but a priority will be given to the procedures of their privatization process./Ih/linda/ Albanian Telegraphic Agency[24] Government adopts decisions of economic characterTIRANE, Feb. 25 (ATA) - Albanian Premier, Pandeli Majko, leaded on Thursday the regular meeting of the Council of Ministers, where were adopted several important laws.One of the laws adopted was that "On the value of apartments financed through state budgets by the National Dwelling Institution" which explains the financial obligation that the citizens, sheltered over the last five years with the state funds, owe to the National Dwelling Institution. During this period, about 7 000 families have entered new apartments, for building of which are expended US$ 12 million. About 50% of the citizens have not have contracts with the National Dwelling Institution. Was adopted as well another law which prevents the import of used wheels. They present a problem for the ecology of Albanian cities. According to this law, the candidatures for the senior leaders of universities are presented by the universities themselves and will be approved by the President of the Republic. According to this law, the pedagogues have the right to carry out research and scientific activities. While the draft-law "On standardization," approved by the deputies, aims at strengthening the legal base for the solution of problems faced by the consumers in Albania today. The law puts the norms of security for the products in the Albanian market and completes the legal framework for the adherence of Albania in the World Trade Organization. The Assembly also adopted the draft-law "On the ratification of the protocol accords connected between the Albanian Defence Ministry and the General Army Staff of Turkey." According to this agreement, in the military base of Pasha Liman, a Turkish military force will be deployed for the reconstruction of this base and the construction of the Navy School in Vlore. With the approval of these draft-laws, the Assembly closed the parliamentary activity for this week. /lh/mt/ Albanian Telegraphic Agency[27] Technical Institution to be opened in VloreVLORE, Feb, 25 (ATA) - By Harilla Koçi: The project on the 5-year Technical Institution is to be realized with the help of the Italian government and is foreseen in an agreement signed months ago between the Education Ministers of both countries.This agreement foresees the creation of two institutions of this kind in Albania. The other institution is thought to be built in Shkoder. The institution in Vlore will be realized on the bases of reconstruction of the building of industrial school and the accordance between its teaching program with the parameters foreseen in the project of realization. Mihallaq Argjili, Director of Vlore industrial school, told ATA that the reconstruction project is towards its end and the implementation procedures are to start in May. "In September, everything will be ready," added Argjili. A delegation of Roma Technical Institution "Alexander Volta", which has undertaken the implementation of the project visited Vlore some days ago in order to accelerate the realization procedures. In the transition scheme the line 220KV, Nr.11 Fierze-Koman is still out of work. Nevertheless the bad weather situation the attempts to put it in work continue. The greatest difficulties in this system took place yesterday in the period of time from 19.20 to 20.30, in the line 220 kW of Vau Deja-Tirana and the line 220 KW in Vau Deja. It is in use only hydro power stations of Fierze, Ulez, Shkopet and Bistrice, that do not feel the customers needs all over the country. In this situation from the Electro Energetic Corporation are taken the emergent measures to normalize the scheme of the system. It is limited the weight in this system to last the life of the sources in work and it is increasing the import from Prizreni in 100 MW. Koraqi: The delegation of the monitoring commission of the Council of Europe, in a meeting with the Chairman of the Supreme Court, Avni Shehu, expressed his support for the independence of the judiciary as a necessary element for the functioning of the rule of law and democracy.The spokesman of the Supreme Court reported to ATA that the Commissioners of the Council of Europe were interested in issues having to do with the Albanian judiciary, like the organization and functioning of the Supreme Court, the independence of the judiciary, death penalty and others. The head of the Supreme Court, Avni Shehu appreciated the establishment of the office for the administration of the judicial budget in the Council of Europe. He presented to the CoE representatives the concerns created by the approval of the law on the judicial organization, lack of criteria in appointing judges in the Supreme Court, the difficulties created to this court for the implementation of laws, adopted by Parliament and others.
