  • [01] Berisha refuses to appear to Prosecution Office

    TIRANE, Dec. 17, (ATA) By A.Haxhiu Democratic Party Chairman Sali Berisha declared on Thursday that he refuses the warrant as a defendant by Attorney General regarding the events of September 13-14, this year.

    "Using the legal right to respond to prosecution office, I will refuse to appear close to this office," said Berisha to a news conference.

    Democratic leader Berisha, considering prosecutors action as "political revenge", stressed that he will accept to be inquired by an independent and impartial group.

    Berisha said that he will be represented by his two lawyers Kreshnik Spahiu and Neshat Fana.

    This is the first statement Berisha made regarding his stand to the warrant of Attorney General, which summons DP chairman to appear as a defendant for September events on Friday. /lola/

    [02] Government approves several draft-laws and decisions

    TIRANE, Dec. 17, (ATA) By R.Xhuvani In the Government's meeting, held today, following the message of Premier Pandeli Majko addressed to public opinion regarding students evacuation from the hunger strike, Council of Ministers discussed and approved several draft-laws and decisions.

    A packet of fiscal draft-laws, consisting of draft-laws on axises, income tax and tax system in the Republic of Albania was adapted. This packet is part of the fiscal policies and reforms of the Government for 1999. This packet, which will have its impact on the development of business, increasing state budget incomes, fighting against contraband, has been negotiated with International Monetary Fund and International Commerce Organisation. This packet will be approved along with the draft-law on state-budget.

    Council of Ministers also decided to accord immediately to Mrs.Mirela Elezi, who had five children at a birth, an amount of 500 000 leks and a monthly assistant of 2 000 leks to any of the children till 18-years old. This decision enters immediately on power.

    Council of Ministers also decided that the students, having benefited scholarships as former politically persecuted in the previous academic years, will benefit them for all the academic years of studies.

    Government as well decided to increase the number of the scholarships for secondary school pupils from 800 to 900, thus 100 new scholarships for secondary schools level of education. /lh/lola/

    [03] Georgiou: I hope military intervention to resolve Kosova crisis will not be used

    TIRANE, Dec. 17, (ATA) - Thedossis Georgiou, current President of Atlantic Treaty Association, told ATA that European countries and the allies beyond the Atlantic observe every thing happening in Albania and give Albania a great assistance to find its proper place in Euro-Atlantic institutions.

    "I believe the presence of Greek company is welcome and that cooperation existing with the Greek force here offers a lot to Albanian army," said Mr.Georgiou in its position as a representative of NATO and not of Greek government.

    He said that on the other hand, Greek armed forces, just like those of NATO, have now a special PFP program for Albania. Through this program Greek, as a member of NATO, also assists Albania.

    "Presence of NATO in the crises of Bosnia and Kosova is very important" Mr.Georgiou said stressing that NATO countries and the allies could not be indifferent to great humanitarian issues. "Negotiations, carried out regarding it, should keep on and Milosevic-Holbrooke deal should not be 'broken'," he said.

    "NATO has deployed its forces in FYROM and in case something is going to happen, they may operate as the deal of OSCE evacuation of the people foresees. At present we are expecting a new declaration on Kosova issue, to be issued from the meeting of the Defence Ministers, held in Brussels," Mr.Georgiou added.

    "I hope and I am optimistic that we will not be obliged to use military intervention. Great efforts to avoid such an intervention have been carring out," current President of Atlantic Treaty Association, Theodossis Georgiou finished. /pas/lola/

    [04] '37-th Song Festival in Radio-Television opened

    TIRANE, Dec. 17, (ATA) - '37-th Song Festival in Radio-Television, considered as the most important artistic event of the year, opened in the Palace of Congresses in Tirane on Thursday evening.

    Surprise of the first evening performance was Luigj Gurakuqi, speaker of the first festival in Radio, who presented just those who made the first step in the stage of the Festival.

    Among the 18 songs of the first evening performance, 8 songs were sung by the new singers and the other 10 songs by the experienced singers. Their texts reflected Albanian reality.

    In this first evening performance Italian musical band "Ricchi e Poveri" stepped on Festival's stage for the first time and presented their recent song.

    The contest, which will continue for 4 evenings in succession, was presented by actor Gazmend Gjoka, accompanied by ballerina Inis Gjoni and Miss Albania '95 Hygerta Sako.

    Winner of the Festival will be chosen by four juries, central jury in Tirane and three district juries in Korce, Shkoder and Gjirokaster. /f.n/pas.lola/

    [06] Instead of Berisha, his lawyers show up in Prosecutor's Office

    TIRANA, Dec. 18 (ATA) - By Th. Thanasi: Two lawyers showed up on Friday morning in the General Prosecutor's Office instead of Sali Berisha, the head of the Democratic Party, summoned under the charges of being involved in the events of 14 September 1998. They deposited in the secretary of the Prosecutor's Office a statement of Berisha and a request for the expulsion of the prosecutor of this case from this process.

    The lawyers Neshat Fana and Kreshnik Spahiu, with a proxy to represent Sali Berisha, told reporters on Friday that they asked the expulsion from the investigation process of the prosecutor without giving his identity, implying that it had to do with the prosecutor who signed the invitation for Berisha to show up in the prosecutor's office.

    According to the lawyers, the request is based on the fact that times ago, this prosecutor, in a press release, "has prejudged the person."

    The lawyers went to the General Prosecutor's Office by 9:30 and addressed to reporters some 30 minutes later.

    The prosecutor of the case told ATA that the lawyers did not show before them personally and the statement of Berisha is groundless, because the person summoned by this body did not show up in the prosecutor's office to make the first procedural step, familiarization with the accusation. "The statement would have been considered O.K. after this step," they said.

    Asked by ATA about the stand of the prosecutor's office after the request of Berisha's lawyers, the attorneys said that "they will soon declare it publicly, maybe on Friday afternoon."

    Berisha had to show up in the General Prosecutor's Office on Friday by 9:30, according to an invitation that this prosecutor's office sent to him on Tuesday. The former president, actually the head of the Democratic Party, is accused of organizing the armed uprising in the middle of September of 1998 in Tirana. /pas/mt/

    [07] 24-hours permanent service for strike students; Solis

    TIRANE, Dec. 18 (ATA) - By R.Xhuvani: Specialist doctors from the Public Health Directory in Tirane, starting from Friday are to realize a 24- hour permanent service for the students who have entered the hunger strike and are settled in the grounds of Students City cultural center, the Health Ministry spokesman, Artur Rada, told ATA on Friday. This order is issued by the Albanian Health Minister Leonard Solis.

    According to him, in the framework of the measures that this ministry is taking to control the grave health situation of the hunger strike students, the University Hospital Center has sent two doctors, and a nurse a day in their disposition. The spokesman adds that the University Hospital Center has secured all the necessary medicaments for the students' cure.

    According to the official announces of the Health Ministry, the Directory of the Tirane Public Heath has offered the students the emergency service since the first signs of decease occurred. Afterwards the University Hospital Center with the order of the Health Minister Solis, charged a team made up of five doctors to attend the students' health situation every day. /pas/A.A/

    [08] Students' Independent Union holds rally in Shkoder

    SHKODER, Dec. 18 (ATA) - By M. Malaj: The Independent Union of Students, the parties of the political grouping "Union for Democracy" and the anti-communist associations, held Friday a peaceful rally in front of the University "Luigj Gurakuqi" in the town of Shkoder.

    The leaders of this Union, who spoke in this rally, supported the hunger strike of students in Tirana and asked the resignation of the government and Premier Majko.

    They said that the twelve economic requests, presented by them two months ago, have not been met by the government yet.

    The rally was also greeted by the representatives of the Democratic Front Party, the Legality Movement, as well as the Democratic Woman, who expressed their solidarity with the hunger strike of students in Tirana. /pas/mt/

    [09] Situation in Kosova urges establishment of NATO troops

    -Press conference of Rugova spokesman

    PRISHTINE, Dec. 18 - ATA correspondent Behlul Jashari announces: The actual situation in Kosove urges the settling of NATO troops in Kosova, the spokesman of President Rugova, Xhemail Rugova, said in a press conference hold today.

    "This week is one of the most tragic weeks in Kosove, marking 50 killed persons in the Albanian border in the city of Gllogjan of Dreçan as well as hundreds of wounded, bad-treated, arrested and damaged persons," said Mustafa. He assessed as "a monstrous act" the killing of six Serb youths in Peje, and stressed that the Serb regime is exploiting it as a pretext for an anti-Albanian policy.

    The President Rugova spokesman said that the Kosova Democratic League representatives have categorically denied every connection regarding the killing in Peje and have openly accused the Serb secrete policy as the author of this crime. "This fact shows that after the ethnic cleansing of several villages during summer, the Serb regime aims to expand the ethnical cleansing in Kosova cities and it is using the secret policy to realize this goal," added Mustafa. He also said that the Serb regime is preventing the work in the grounds of the OSCE verifying mission, undertaking actions to reduce the number of the persons of this mission, preventing the press and making preparations to realize the future attack on Kosova without the presence of the verification mission and in a complete loss of information.

    "Only the NATO forces can stop the Serb war machine and create necessary conditions for the negotiating solution of Kosova issue," concluded Mustafa. /pas/A.A/

    [10] ICRI awards Albania "International Prize for Peace"

    TIRANA, Dec. 18 (ATA) - The Institute of Culture and International Relations (ICRI), based in Napoli, Italy, accorded recently to Albania the International Prize ICRI 1998 for Peace, sources from the Foreign Ministry told ATA on Friday.

    "To Albania, the country which has gone through a difficult institutional, cultural and political situation over the past years. A country which has cultivated and cultivates a climate of understanding and peaceful cooperation with Italy and all neighbour countries, by basing its efforts on an intensive diplomatic activity, directed towards peace and cooperation," was the motivation of this prize, awarded to our country recently.

    Attending the ceremony, organized on this occasion, was also the Albanian Ambassador in Roma, Leontiev Cuci. /pas/mt/

    [11] PHARE program presents new projects in education field

    TIRANA, Dec. 18 (ATA) - By P. Shuteriqi: Albania will continue to be treated with priority by the European Union through the PHARE program even during 1999, the deputy Minister of Education and Science, Mimoza Hafizi, told ATA on Friday.

    Through several mini-projects, PHARE will continue to be present even during 1999 in different sectors of the Albanian education, continued Hafizi, pointing out that the priority will be the professional training of pedagogues and teachers in order to improve the standards of the Albanian universities and high schools.

    The director for the coordination of the development policies in the Ministry of Education and Science, Genc Vincani, stressed that two of the projects of PHARE program "include the Albanian higher education in the system of management of universities according to the requests of the western analogous institutions, as well as the establishment of the sister- like relations of these institutions with the regional ones in Puglia, Italy, Bosnia-Herzegovina, Macedonia and others. /lh/mt/

    [12] Wood afforestation in Korçe financed by WB

    KORÇE, Dec. 18 (ATA) - By Behar Fejzullai: A pilot project for the improving of woods, financed by the World Bank, has begun to be implemented in the district of Korçe.

    The director of this district Wood Service, Fori Palloçi, told ATA that with a finance of $ 90.000 accorded by the World Bank, is being implemented this project which aims to improve the 2 800 wood hectares in the Mollaj commune. This project which is being managed by the Directory of the Wood Service, in collaboration with the local government, foresees the afforestation of the bare areas, said Pollaçi.

    The whole surface is to be transformed in private communal woods, which are to be divided among the villages and the families after the improvement. The successful realization of this project will pave the way for similar projects in other communes of this district.

    The woods in Korçe district are cut down for several decades for the supplying of the wood industry with raw material, that have caused their full degradation. The pilot project will be an initiative for the afforestation of these woods. /lh/A.A/

    [13] Albania is an active partner in cooperation with NATO, says PM

    TIRANA, Dec. 18 (ATA) - Albania's Prime Minister Pandeli Majko, met Friday with a delegation of the National Atlantic Association, headed by its president, Theodossis Georgiu, PM spokesman reported to ATA.

    The meeting stressed the positive climate that has characterized the relations between Albania and this association, member of its presidency is also Premier Majko.

    According to the report of the PM spokesman, the meeting also pointed out the desire for a wider inclusion of the entire political spectrum of the country in the activities of this body. /lh/mt/

    [14] Defect on customs house computer; thousands of citizens pass the night in Kakavije

    KAKAVIJE, Dec. 18 (ATA) - By H.Çani: The previous night, many Albanian citizens were obliged to pass the night outside in the Kakavije border cross point.

    This happened because a defect of the computeristic network in the Greek custom house in Kakavije have blocked for 24 hours the circulation in this border point.

    The Albanian police authorities in this border station told ATA that the normal circulation has rebegun again on Friday, adding that a similar thing may happen again.

    Only two days ago, this defect blocked the removal of the citizens on both sides of the border cress point for 12 hours. The officials of our policy in Kakavije transmitted to the Greek part their concern about the creation of a similar situation by citing it as undesirable. The Greek part announced that such a thing will not be repeated, however they added that they were not informed in time for this defect. /lh/A.A/

    [15] Albania students carry on their hunger strike

    TIRANA, Dec. 18 (ATA) - By U. Bajrami: The students who have staged a hunger strike in the grounds of the cultural center continued their protest. They said they have not given up their request for the resignation of Majko government.

    The students who resumed their strike on Thursday after the police intervention, continued to stay today in the grounds of the cultural center "Studenti," while some of them were sent to hospitals to take the medical treatment.

    According to one of the striking students, there is a new stand on their side: they give the current government two weeks time to resign.

    This has to be confirmed even by the other part of the students, who will convene to decide regarding this. Anyhow, they said they were ready to set up a pact with the government, but without giving up their requests.

    Meanwhile, the police have stayed in the usual roadblock, and continued patrolling in the grounds of the Students' City. /lh/mt/

    [16] Berluskoni promises support for Berisha

    TIRANE, Dec. 18 (ATA) - By A.Haxhiu: The chairman of the Democratic Party (DP), Sali Berisha, got a phone call on Friday from the chairman of the Italian opposition coalition, "Freedom pole" and the leader of "Forza Italia" party, Silvio Berluskoni, the press office close to the DP told ATA on Friday.

    According to the DP spokesman, Berluskoni expressed to Berisha his solidarity and the solidarity of the party he represents, and secures him for the support that he is to give in the parliament and in the Italian government.

    The DP leader Sali Berisha, after thanking Silvio Berluskoni for his support, said that the process against him is "completely political," ends the announcement of the Democratic Party press office. /lh/A.A/

    [17] Yugoslav soldiers enter Albanian territory

    TIRANA, Dec. 18 (ATA) - On 17.12. 1998, in the region of the C-9/7 border post in vicinity of Zherke village in the district of Tropoje, a group of Yugoslav soldiers made up of six persons entered 30 meters inside the Albanian territory, while 14 others have stayed beyond the border line and have observed our territory and shot by fire weapons towards Zherke village from 10:15 until 11:00. Later on, they withdrew towards the Yugoslav territory.

    The press office in the Ministry of Public Order reported to ATA that Abania has urged the Yugoslav party to hold a meeting regarding this incident. /lh/mt/

    [18] Soros donates three chemical laboratories for schools

    SARANDE, Dec. 18 (ATA) - By Sh.Hajno: The Soros foundation, AEDP project, donated three new laboratories to the Saranda district schools for the chemistry subject.

    These laboratories are part of the project of AEDP programs for Saranda district, as well as the install of several libraries recently, the AEDP representative for Sarande, Delvine and Himare, Xhorxhi Vasili told ATA on Friday.

    According to AEDP sources in this city, the value of each of the laboratories is more than $ 6.300.

    Saranda is one of the 13 districts included in the AEDP projects for 1997. Soros foundation supported the education in Sarande for the first time in 1995 by setting up an informatics laboratory in the general high school "Hasan Tasini" /lh/A.A/

    [19] Inter-state initiatives must be taken for accommodation of emigrants, Mandro

    TIRANA, Dec. 18 (ATA) - The Albanian, deputy Minister of Justice, Arta Mandro, invited by the President of the Bari region (Italy), Francesco Sorrentino, and the President of Puglia region (Italy), Giovanini Copertino, took part in the Conference "Borders with equal possibilities," organized in Bari on 15 December. The conference treated mainly problems of women and children, the spokesman of the Justice Ministry reported to ATA.

    Mandro held a speech in this conference regarding the emigration of Albanians and the efforts of the Albanian government for their integration in the society. According to the statistics, in Greece there are some 400 000 emigrants, in Italy some 150 000, in Germany some 12 000 and in the United States some 10 000 emigrants.

    The deputy Minister Mandro urged the governments and institutions of guest countries to create the legal and institutional conditions to facilitate the integration of the Albanian emigrants in these countries. The Albanian government, to ease this problem, will strengthen the cooperation with the international forums and organizations which deal with the problems of labour and emigration, ends the report of the Justice Ministry spokesman. /lh/mt/
