  • [01] United Nation aids for the war against drugs in Albania

    TIRANE, Dec. 14 (ATA) - By R.Xhuvani: The United Nation office for the Control Program on Custom houses, and the Central Service of the War Against Drugs in the Ministry of Public Order, organized a ceremony on the occasion of the delivery of equipments to fight drugs, in one of PNUDI headquarters in Tirane.

    The Public Order Minister, Petro Koçi, and the British ambassador to Albania, Stephen Nesh, took place in the ceremony hold on this occasion.

    The aid consisted in $ 187.000 given in the first phase, that the British government, under the protectorship of the United Nations, accorded to Albania in the form of equipments. Some of the equipments are: 9 vehicles, 4 printers, 4 faxes, 25 typing machines, 25 narcotic apparatus and others, which are to be added to the fund of the Central Service of the war against drugs in Albania.

    According to the latest statistics of PNUDI, there are some 10 000 drug addicted persons in Albania and 8 000 out of them are inhabitants of Tirane. /lh/A.A/

    [02] Government accords 700 million leks to improve students conditions; Ruka

    TIRANE, Dec. 14 (ATA) - By P.Shuteriqi - The students scholarships are increased by 10%, the Minister of Education and Science, Et'hem Ruka, said in a press conference that he hold together with his Austrian counterpart, Gehrer, and the Director of the European Council, Weber.

    Minister Ruka, while answering the questions of the journalists about the students' hunger strike, said, that without denying the right of anybody to protect his viewpoints even by means of hunger strike, the economic demands of the students are realized or are under the realization process, but some of them are assessed as being impossible for the actual financial possibilities of the state budget. He said that the government has accorded 700 000 million leks for the improving of the conditions in the students' cities by providing new beds and mattresses, blankets and heating system in all the dormitories. Are also installed new phone cabs, improved the lightening system and the work for a new line for the automobilistic circulation is being carried out.

    "The pupils of Vienna make strikes too, but I have not seen reasonable to resign," said on her part Elisabeth Grehrer, who at the same time appealed for the placing of dialogue between the Albanian government and the strike students.

    "Democracy always needs mutual points of discussion and dialogue between partners," said Minister Ruka, who also presented the institutional improvement on the law of university education, through the application of a greater and higher academic and financial autonomy. This will be realized with the placing of a democratic system for the election of the leading posts. He added that in all the Universities despite the University of Shkodre, the lesson has normally continued. The auditories are not abandoned but they are more populated than usual, said the Education and Science Ministry in the presence of different Western European partners who took part in the scientific conference "The democracy in education", organized on Monday in collaboration with the Austrian part and Soros foundation.

    The strike groups should dialogue with the government in order to establish mutual contact points, added Mrs. Gehrer. According her the principle "Everything or Nothing" in democracy is unacceptable. /A.KE/A.A/

    [03] European Council and Austria present in Albanian cultural projects

    TIRANE, DEC. 14 (ATA) - By P.Shuteriqi: The European Council project "For the civil education" is worth $ 330 000, stressed the director of this institution for the educational, cultural, youth and sports affairs, Raymond Weber, in a press conference hold on late Monday in Tirane.

    The Austrian Minister of Education and Culture, Elisabeth Gehrer, who is staying in Tirane since Sunday, said that in collaboration with the Cultural, Youth and Sport Ministry are settled work contacts between the artists of the both countries and that the Austrian part is to reconstruct the Theater of Opera and Ballet in Tirane. She stressed that some young Albanian painters are to be invited in Vienna soon to unfold their ideas for the exhibition that will be opened in 2000, where will take place youths from all over the world. This exhibition is thought to be opened in Germany.

    The senior official of the European Council, Weber, introduced collaboration projects with the Albanian part for the restoration and protection of cultural monuments, by securing even the support of the different specialized donators and international bodies. /pas/A.A/

    [04] Albanian government confronts the measures taken with the students demands

    TIRANE, Dec.14 (ATA) - By I.Luto: Regarding the students strike, which has become more serious during the last days with the entering of students' representatives in a hunger strike, an announcement made by the Information Ministry on Monday stressed that the Albania government, after being informed for the students' demands, has made public the measures taken and the measures it is to take for the improving of the students conditions.

    Regarding the universities' autonomy, and the settling of the free election institution, the announcement says that the institutional autonomy is impossible without the financial autonomy. "This is the reason why the Education and Science Ministry has reobserved the actual law and has proposed deep improvements towards the institutional and financial autonomy. The new draft-law is approved by the Council of Ministers. The Education and Science Ministry will proclaim elections of the universities immediately after the time the new law is in power" - is said in the announcement.

    Regarding the demand of Shkodra students, the announcement said that the government hails the demand for placing the national symbols in universities, and makes known that it has ordered the university rectorates to make the necessary correction. The demands for the university categorization, the wage level as well as the providing of a bus for the education practices are realized.

    In the announcement is said that the Internet connection is impossible for the moment due to technical reasons, but the work to make this connection possible in a near future is under the way. The E-mail connection is to be realized within December of the current year.

    According to the announcement the demand for providing study halls and televisions is to be realized within December 1998.

    In connection with the improvement of conditions in the students' center, the announcement clarifies that the Albanian government has accorded a fund of 4 million leks, that will be realized with immediate direct procuration and the equipment of the students' center with phone lines, partial repairings, room furnishing and others are to be over within December.

    Regarding the demand of surrounding the dormitory, the announcement says that the preliminary cost of this surrounding will be settled by a special prevention, while the next demand for the building of the university campuses in the city of Shkodra is considered as impossible because of the actual financial conditions.

    The government announcement said that the Public Order Ministry has taken all the measures to fulfil the demand on security in the territory where the students inhabit.

    Concerning the demand of the whitening of Azem Hajdari killing, the announcement of the Albanian government clarifies that it has asked the competent bodies to discover the crime authors by engaging also foreign experts. Responding to the demand of releasing the political prisoners, the Albania government has denied the existence of political prisoners in Albania.

    Regarding the demand for the increase of the students scholarship by 50%, the announcement said that this increase means that the full scholarship will be approximately the same with the base wage of a teacher or two times more than a minimal pension. The Albania Government has assumed to increase the full scholarship in the amount of 10%, and to increase the pedagogues wage in the same amount starting form April 1, 1999.

    In connection with the giving of status of the students' City, the announcement stressed that this status will be decided with a rapid procedure within January 1999. The demand of functioning and modernization of libraries in the students' centers and in universities is considered as possible.

    In connection with the improving of conditions in the students centers, the announcement stresses that under the direct care of the Albanian Premier Pandeli Majko, the Albanian government has accorded 83 million leks to improve the conditions in the students' centers. From this fund only during December are realized considerable improvements of the conditions in Students City.

    In the announcement is said that the government will subsidize pri- university schools, while regarding the university texts it has accorded 18 million leks to reward the authors of these books. The government makes also known that the Ministry of Public Affairs and Transport is to settle a urban line for Kamza and Natural Science students. /pas/A.A/

    [05] Savings Bank opens its affiliation in Laç city.

    TIRANE, Dec. 15 (ATA) - By L.Thanasi: The Albanian Savings Bank is to open its affiliation tomorrow in the city of Laç. The affiliation of this city was completely destroyed during the rumors of the last years, but a full reconstruction worth 10 million leks, is made to it now.

    The Savings Bank has 23 affiliations and 123 bankar agencies all over Albania. /pas/A.A/

    [06] PNUDI gives $ 1 million to help privatization process

    TIRANE, Dec. 15 (ATA) - By D.Koça: PNUDI is to give about $1 million for technical assistance to develop the managing abilities, the reconstruction of the strategic and non-strategic sector enterprises, before and after the privatization process.

    The agreement on the delivering of this sum was signed by the PNUD resident representative in Tirane, Jan Walenberg, and the Minister of Public Economy and Privatization, Ylli Bufi.

    According to the agreement, the sum is to be made effective in January 1999 on the bases of a pilot project which will finish in November 2000.

    The project will not only help the enterprises orientation towards the laws of the market economy, but also the developing of the Albanian business and culture. The assistance aims also the creation of the competition market of the Albanian productions, which actually misses in several sectors.

    The Management Consulting Center for the production, service and other sectors will be set up for the successful implementation of the project. /pas/A.A/

    [07] New office for displaced Kosovars

    DURRES, Dec.14 (ATA) - By Gezim Kabashi: The office for the displaced Kosova refugees, which is to handle with problems that the refugees settled in Durres and Kavaje districts encounter every day, has started to operate some days ago in the city of Durres.

    Following Bajram Curri, Kukes and Shkodra, Durres is the fourth city in which the Local Government Ministry and UNHCR (United Nations High Commission for Refugees) has opened an office for the displaced Kosovars.

    The chairman of this office, Trifon Llupo, said that the primar duty of this office is the registration of the refugees and their equipping with identification cards. According to Llupo, despite the accurating of the number of refugees, this process aims also the avoiding of the abuses that are seen in some cases, especially in the delivering of the aids.

    The office for Refugees will coordinate the actions of Durres local government bodies in Durres and in Kavaje for the systemising of the displaced Kosovars and will observe the activities of the organizations and non-governmental association. /pas/A.A/

    [08] Vaccines for Hepatitis B ensured for coming year

    TIRANE, Dec.15 (ata) - By Rudina Xhuvani: 9 million lek funded by the Albanian Ministry of Health, an aid from the Italian Government and a donation expected from a foreign association have have ensured the vaccines for Hepatitis B be ensured for the coming year.

    Sources from the Institute of Public Health say that these reserves will meet the needs for the next year and perhaps for a longer period.

    The program for the vaccination for Hepatitis B being realised in Albania for 5 years now was at risk recently because the reserves were running out. After an alarm by the Public Health Institute, the Ministry of Health provided a fund of 9 million lek which is sufficient for the first half of 1999.

    According to the spokesman of the Ministry of Health, Artur Rada, after a contact of Minister of Health Leonard Solid with representatives of the Italian Government, the latter offered its assistance with 130 thousand vaccines against hepatitis B.

    During summer, a great number of children affected by Hepatitis B were hospitalized. /xh/

    [09] Turkish Embassy assistance for dystrophic children's hospital in Tirane

    TIRANE, Dec.15 (ata) - By Rudina Xhuvani: In the context of the aid that the embassy of the Republic of Turkey in Tirane is giving for various institutions, a new package of aid with food articles, detergents etc., was delivered to the dystrophic children's hospital in Tirane today.

    As the Turkish Embassy in Tirane told ATA, First Lady Lidra Meidani and the Ambassador of Turkey, Ahmet Rifat Okcun, who accompanied the aid, visited the hospital and took interest in the care by the staff in the hospital for the children with health and social problems.

    The director of the hospital, Nino Kushi, expressed his thanks to Ms Meidani for the visit to the hospital and her interest and voiced his gratitude to Ambassador Okcun for the continuous aid from the Turkish Embassy. /pas/xh/

    [11] Sako and Gjoni to present Fest.98 with Gjoka

    TIRANE, Dec.15 (ata) - By Enkelejda Riza: Gazmend Gjoka, 27, will present the 37th Song Festival due on Dec.17 together with former Miss- Albania 1995 Hygerta Sako and ballerina Inis Gjoni, presenter of Miss Albania 97 and of the Spring Festival.

    Affirmed as actor in some theater shows, Gjoka said to ATA that he hoped his cooperation with the two partners will be easy.

    Sako and Gjoni will wear dresses by fashion designer Taulant Pustina while for Gjoka, Pustina has planned a dinner jacket.

    The festival will last on Dec.20 with 36 songs in introduced for the first time in the competition. /pas/xh/

    [12] Another collaborator in crime arrested in jails

    TIRANE, Dec. 15 (ATA) - By Urim Bujari: The other collaborator in the killing of the police Kastriot Cici was arrested on Monday.

    The spokesman of the Public Order Ministry told ATA that on late Monday the police forces of the Fieri commissariat arrested the citizen Eduart Andon Jorgji, aged 19, inhabitant in Roma of Mallakaster, accused of being collaborator in the killing of the police Kastriot Cici.

    According to the spokesman, Agim Rushit Seiti, aged 49, inhabitant in Banaj Patos, has also been arrested because he sheltered in his dwelling place, the citizen Eduart Jorgji.

    Kastriot Cici was killed while accompanying the bus of the line Athens-Tirane by an armed group, who afterwards looted all the passengers.

    Immediately after the event the police forces organized the work for the identification of the four members of the gang.

    [13] British Government assists Albanian border police

    TIRANE, Dec.15 (ata) - By Urim Bajrami: British Government is assisting forces of Albanian police.

    The press office in the Public Order Ministry told ATA that the British Ambassador in Tirane Stephen Nash presented to Albanian Minister of Public Order, Petro Koci, 6 Landrovers for the Albanian police as a gift from the British Government, thus reflecting the high priority the British Government attaches to support for police in Albania.

    Five of the vehicles will go to the Border Police in the following districts: Shkoder, Peshkopi, Krume and Kukes and to the Special Police in Gjirokaster. One vehicle will go to the scientific Police to support the British Government funded projects for the Forensic Laboratory. /s.s./xh/

    [14] Serb forces shell outskirts of Gjakove - 37 killed in a day -

    PRISHTINE, Sept.15 (ata) - ATA correspondent B Jashari reports: The village Hereq on the Gjakove-Peje road was covered by fire and smoke as a result of the shelling by Serb forces, which lasted for more than four hours. Still there are no reports for the consequences because the region has been sealed off. But over the past night, Serb forces have bombed the village Plancor and damaged some homes, the school building and the Albanian Catholic Church.

    The KLA general political representative Adem Demaci accused today the Belgrade regime for brutally violating the truce and that it is pouring fuel to the fire in Kosove.

    At least 37 people were killed in Kosove yesterday when, according to reports, the Yugoslav army killed 31 Albanians west of Prizren, while 6 Serbs were killed in a club in the city of Peje. Though the killings in Peje are not yet uncovered, Serb media has blamed the Albanians for these acts. /la/xh/

    [15] Deloitte & Touche at the end of first year of administration

    Tirana, Dec.15 (ATA) - By Lolita Thanasi - Hugo Green, one of the administrators of Deloitt & Touche announced in a press conference the results of the first year administration of 5 piramidal schemes, including Vefa company, Silva, Kamberi, Cenaj & Co and Leka company. $1 milion is the total sum of the assets sold.

    "The challenge, we are facing with, is very important", said Mr. Green in the press conference. " Although we are very pleased to inform you that we have done a great progress within this year. A number of achievements took place during this year such as the closing of the useless activities and taking into control the profitable ones. The succssesful begining of selling process, from which 1 milion dollars have been realized until now, as well. The creation of the infrastructure needed for finishing the work".

    According to D&T company, although some are profitable activites, again the liquidation remain the only solution to pay the money back.

    Considering the bank deposit accounts of the five piramidal schemes (hibrid as he called them), he said that 10 milion dollars are actually in their frozen bank deposit accounts. According to the statements of Supervising Group and the information presented by D&T to the goverment, a sum of 11 milion dollars was frozen, while now are only 10 milion dollars. Mr.Green justified the reduction of the bank deposit accounts sum by using them for workers' salaries (some of which are still working), and different investments, thinking they can benefit from them./linda/

    [16] About USD1 million accumulated from selling of assets of former pyramid investment schemes

    TIRANE, Dec.15 (ata) - By Lolita Thanasi: An amount of USD1 million has been accumulated from the selling of the assets of the former pyramid investments schemes in Albania, namely Vefa, Kamberi, Cenaj, Silva and Leka. This money and the amounts in the banking accounts of these firms will be used to pay the creditors.

    About 60 per cent of the sales are real estates and 40 per cent are machineries and equipment. 7 out of 59 real estates and 473 of 1 105 machineries and equipment have been sold so far.

    The interest for the assets of the former pyramid investment schemes increased following the unrest of last September. While in August only 90 catalogues were sold, after September the number of the sold catalogues increased to 264. /lh/xh/

    [17] One milion dollars total sum of assets

    Tirana, Dec.15 (ATA) - By Lolita Thanasi - Around 1 milion dollars is the total sum of piramidal schemes (Vefa, Kamberi, Cenaj, Silva and Leka) assets. These money together with those in the bank deposit accounts are going to be used for paying the creditors back.

    Around 60% of the sale are real estate and 40% are machineries and equipments. Only 7 from 59 real estate are sold and 437 is the number of the machineries and equipments sold.

    There is an increase of interest on the companies estate after September troubles. During September 264 catalogues are sold as against 90 sold in August./linda/

    [18] Penal prosecution demanded for former senior police officers

    TIRANE, Dec.15 (ata) - Some former senior police officers will be penally prosecuted.

    Public Order Minister Petro Koci has asked the Attorney General Arben Rakipi to start penal prosecution for some former police officers, because they have violated the law 7566 dated 25.05.1992 "On weapons" and have made a number of financial abuses, the spokesman of the Ministry reported.

    The indictment came immediately after the controls made in the Guard of the Republic and in the Public Order Academy.

    Some of the former senior officials of the Public Order Ministry and Albanian police officers who will be prosecuted are former Public Order Minister Belul Celo, former director of Public Order Academy, Hysen Arapi, former commander of the Guard of the Republic, Xhadit Xhaferi, ex-chief of the Police Commissariat No.2 in Tirane, Sali Shehu and some ex-officers of the Ministry of Public Order.

    The controls are continuing, the report stresses, and all those militaries who have committed penal acts will be prosecuted. /lh/xh/

    [19] Normal classes in Tirane University

    TIRANE, Dec.15 (ata) - By E Nepravishta: Classes in the faculties of Tirane University have continued normally on Tuesday.

    "Attendance has been high today and the deans of the faculties have reported no incidents," the rector of the Tirane University, Marenglen Spiro, told ATA.

    According to data in the Tirane University, the students taking part in a hunger strike are 71-73, and only 32 of them are students of Tirane University. /lh/xh/

    [20] Democratic Party calls for solidarity with striking students

    TIRANE, Dec 15 (ATA)-By P.Shuteriqi, The Secretary General of the Democratic Party (DP), Ridvan Bode, on Tuesday called on the DP members and sympathizers, gathered in front of this party's headquarters, and who gather daily at the Students' campus, in token of solidarity with the students on strike.

    Bode considered insufficient the government's response to the demands of the representatives of the Students' Independent Union in Shkoder and of the students who have gone on a students' strike since a week ago.

    Responding to the striking students' demands, the Albanian government in a statement made public on Monday, set forward the measures being taken to improve the living conditions of students, also including here a greater autonomy for the university, fulfilment of the economic demands of the "Luigj Gurakuqi" university in Shkoder, a raise in the student scholarship and teacher salary by 10 per cent, status for the Students campus and other demands. /lh/lm/

    [21] Ocalan cannot be extradited in Albania

    TIRANE, dec.15 (ata0 - By I Luto: There will not be any extradition of Abdullah Ocalan in Albania even if this country is chosen as the state that would solve the diplomatic crisis between Turkey and Italy, the press department of the Albanian Foreign Ministry told ATA.

    This report was announced right after the news from some foreign agencies that there is a possible chance for the extradition of the Kurdish communist leader, Abdullah Ocalan in Albania, a country to which both Italy and Turkey had no objection. /lh/xh/

    [22] 270 workers still at Vefa Company

    Tirana, Dec.15 (ATA) - By Lolita Thanasi - 270 is the number of the workers that actually continue their work at Vefa Company, comparing with 1.500 workers in the end of 1997 and begining of 1998.

    "Vefa invests in about 200 objects and never benefit from them", said Hugo Geen the common administrator of Deloitte & Touche company in the press conference.

    The brick factory and the supermarket are profitable, while Selenica mine has problems due to low level of sales./linda/

    [23] Ministry of Health closely follows state of striking students

    TIRANE, Dec 15 (ATA)-By R. Xhuvani, Minister of Health Leonard Solis, by an order dated December 15, 1998, has asked from the University Hospital Center department "Mother Teresa" to set up a commission of five doctors to follow the health state of the students staging a hunger strike in one of the cine-club premises of the Students' Campus.

    According to the order, the doctors' team, composed of Prof. Kristo Pano, Prof. Bashkim Resuli, Dr. of Sciences, Mihal Tase, Dr. of Sciences Ilir Ohri and Dr. Llesh Rroku, will visit the striking students at 08.00 on Wednesday.

    On Tuesday at 13.00 a considerable contingent of medicine was sent to the Students' campus.

    The director of the Public Health Department of Tirane, Valbona Doci, has offered the striking students aid from the emergency service in Tirane.

    These measures of the Ministry of Health make up the second phase of the medical aid necessary for the striking students. /lh/lm/

    [24] Deloitte & Touche : Cognac factory ready for sale in spring

    Tirana, Dec.15 (ATA)- By Lolita Thanasi - "Cognac Factory, belonging to M.Leka company, actually is profitable apart from the insurance costs, but the income are not sufficient to pay the money back", said Hugo Green, common administrator of D&T company.

    Cognac Factory is going to be ready for sale next spring. This information is presented by the administrator of D&T company in a press conference.

    [25] Silva's bussiness on sale in spring

    Tirana, Dec.15 (ATA)- By Lolita Thanasi - "Being a profitable company, does not mean that Silva is able to pay the creditors money back", said Hugo Green administrator of D&T company. "The only solution to pay them is the selling of assets, that are going to be on sale in January".

    According to him, in the begining of the year Silva does not function at all. The administrators fully support its survival, and December 1997 it ristarted the work. Anyway, the income are not sufficient to pay the creditors./linda/

    [26] Berisha, defendant for November 13-14 events

    TIRANE, Dec 15 (ATA)-By Th. Thanasi, Former President of the Republic and current chairman of the DP, Sali Berisha, is considered defendant for the September 14, '98 event in Tirane by the General Prosecutor's Office.

    The spokesman of the General Prosecutor's Office, Ardian Visha, told ATA that on Tuesday, judicial police officers issued a summons for Sali Ram Berisha to appear before the prosecutor's office on December 18, '98 at 09.00, as defendant for the September 13-14, '98 events in Tirane.

    According to initial investigations, he is accused of being one of the organisers of the armed uprising on September 14 in Tirane and according to article 221, section 2, "Taking part in the above acts as leader or organiser is punishable with life imprisonment or death penalty," the spokesman explains.

    The fact why Sali Berisha, accused of organising the armed uprising of September 14, is not arrested, while many persons accused of this act have been arrested, was explained by the spokesman as: "Berisha as chairman of the biggest opposition party at home does not risk to flee from Albania".

    Over 20 persons, linked with the September 13-14 events in Tirane, have been arrested so far. The prosecutor's Office has issued arrest- warrants also for other persons, declared wanted by the police. /lh/lm/

    [27] Four students taken to police station

    -They have forcibly prevented students from attending classes- TIRANE, Dec 15 (ATA)-By Th. Thanasi, Four students, who forcibly prevented the students from attending classes at the Law Faculty, were taken to the police station on Tuesday.

    The spokesman of the Public Order Ministry told ATA on Tuesday that students Erion Hysen Cumani, aged 19, from Memaliaj, Valentin Zef Preci, 21, from Fushe-Arrez, Gentian Estref Trenova, 19, from Tirana, and Shkelzen Sali Berisha, 19, from Tirana, students of this faculty, were taken to commissariat 2 in Tirane for disturbing public order.

    The four students, at 07.30 on Tuesday, forcibly prevented access to the Law Faculty and called on the students to boycott classes.

    The situation was back to normal after police intervention at 08.00 and lessons continued as normal, the spokesman of the Public Order Ministry explained. /lh/lm/
