[01] Majko: Cooperation with WEU of priority, especially through MAPE assistanceTIRANE, Dec 12 (ATA)-Albania's relations with the West European Union (WEU) as well as the situation at home and in the Balkan region were at the centre of a meeting between Prime Minister Pandeli Majko and WEU Secretary General Jose Cutileiro on Saturday, according to the spokesman of the Prime Minister."We consider cooperation cooperation with the WEU of priority, especially in the framework of assistance for the Albanian police from the MAPE (Multinational Advisory Police Element) mission," said Majko. "The Albanian police today have psychological advantage in its fight against crime, which has also been observed in the recent successful operations." However, justice as well as other other institutions have their own role to play in the fight against crime and stabilisation of public order, added Majko. Referring to Kosova Majko dwelt on the grave situation on the ground and lack of political dialogue among the parties. The international community should exercise the necessary pressure on the parties to negotiate and agree to a transition period until a Kosova Status is found. Albanians are able for dialogue and they have testified to this in other countries of the Balkans, where they live in peace with other nations. He urged a concordance of initiatives and interventions in Kosova. Cutileiro said that the WEU considers very significant the determination of the Albanian government in stabilising the situation. Jashari, Academician Rexhep Qosja, chairman of the Democratic Union Movement, at a meeting with the deputy chief of the OSCE verifying mission in Kosova, Gabriel Keller, said that this mission is insufficient to ensure a long-term peace, as the 2 000 verifiers will also be unarmed. He said that there have remained over 25 000 Serb armed policemen and soldiers in Kosova.Asked by Keller about the possibility of holding elections, Qosja said that unless a political settlement is achieved on Kosova one cannot speak of elections. He said that any project denying Albanians the right to independence is unacceptable, because it does not clearly defines the Kosova question, the role of the international factor and what is more important it does not clearly define what will happen after the transition term. /ad.ab./lm/ Albanian Telegraphic Agency[03] Number of clients in savings bank affiliation in Permet doubledPERMET, Dec 13 (ATA)-By H. Cani,The Savings Bank affiliation in Permet has doubled the number of clients this year. According to bank's leading officials, from 34 clients it had before the reconstruction of its sectors, the bank's affiliation has now over 60 regular clients. They mainly include trade companies, private firms and juridical and physical persons. However, a problem for the savings bank affiliation in Permet is that credits issued in the previous years have not yet been returned. Less than half the number of clients have had correct relations with the affiliation, the leading officials of this branch admit, explaining that over 30% of the clients have not returned the credits. /pas/lm/ Albanian Telegraphic Agency[04] Influx of emigrants coming home for year's end holidaysPERMET, Dec 13 (ATA)-By H. Cani,Christmas and New Year holidays have increased the influx of the Albanian emigrants coming home from Greece. The chief of the Permet police commissariat, Major Fadajev Kerpaci, says that some 450 Albanian emigrants, mainly inhabitants of Permet, have returned over the last three days alone. Kerpaci said that the police have taken all measures to secure their travelling, especially on the Tre Urat-Permet road axis. On this road, groups of looters, exploiting the forest terrain, have earlier, in many cases, robbed and maltreated the emigrants returning from Greece. Meanwhile, border belt control to prevent illegal trading of smaller livestock, which in holidays assumes vast proportions, has been tightened, says Kerpaci. /pas/lm/ Albanian Telegraphic Agency[05] Delegation of 400 friends from Italy visits VloreVLORE, Dec 13 (ATA)-By H. Koci,"Peace, no deaths, no dividing wall" was the message of a several- hour visit by 400 Italian friends to the Vlore city on Saturday. The unusual Italian delegation, "popular-diplomatic", as many of them consider it, was composed of deputies and eur.-deputies, majors, businessmen, representatives from non-governmental organisations, most of whom have visited the Albanian port city for the first time. Also present from the Albanian side was the minister of Culture, Youth and Ports, Edi Rama. The visit began in the evening with a warm reception by representatives from local institutions and many citizens at the city port and then at the Vlore Sports Hall. Later a concert with the best singers and musical groups of the Vlore city was performed. The song "My Homeland", sang by little Kristi Koci, was loudly applauded and followed by the words of the Lecce mayor, Adriana Pali Bartone: "Bring the children up with love and care, to create talents like this child". The Italian group "Salto frontale", which sang several songs closed the concert. The activities closed with a cocktail at "Bolonja" restorant. Late at night the Italian friends left the city's port with the thought to come back to this hospitable city. /pas/lm/ Albanian Telegraphic Agency[06] We are determining the model of European police that Albania wants to establish - CutileiroTIRANE, Dec.13 (ata) - "We are determining the model of the European police that Albania wants to establish, and have full confidence in an efficient assistance soon for the police and public order in Albania," said today the WEU Secretary-General Jose Cutileiro to the President of Albania, Rexhep Meidani.Considering the present stage of the cooperation between Albania and West European Union as the highest so far, Cutileiro said that WEU and MAPE in Albania will continue to make their contribution across Albania, by also coordinating other European structures. President Meidani asked a further institutionalization of Albania-WEU cooperation and considered as very important the aid for the legislation of the Albanian Ministry of Public Order and police. He pointed out as a priority the assistance for Albanian border police. President Meidani and Mr.Cutileiro shared the same opinion that police demand full support of the public and political opinion by avoiding the beds of artificial tensions which increase insecurity in the country. President Meidani stressed in particular the fact that the aid by the international community must help ease the economic and social problems as an indispensability which will assist the solution of the problems of public security and the fight against crime. /pas/xh/ Albanian Telegraphic Agency[07] MAPE will continue aid for Albanian police - CutileiroTIRANE, Dec.13 (ata) - By I Luto: Multinational Advisory Police Elements (MAPE) Mission will continue its technical assistance for Albanian police also in the future, confirmed Sunday the senior WEU representative, Jose Cutileiro in a news conference in Tirane.WEU Secretary-General stressed that cooperation of MAPE mission installed in Albania since spring 1997, with Albanian police has been fruitful, despite the governments that have been in power. Mr. Cutileiro said that "close cooperation between MAPE and the Albanian Government is much easier today in the conditions when a solid legal basis has been created. At the end, Cutileiro said he was optimistic for the future projects of WEU for Albania, which will ensure a more fruitful bilateral cooperation with MAPE. He also underlined the indisputable role not only of police but also of other segments of the Albanian society to help the cooperation with MAPE. /dast/xh/ Albanian Telegraphic Agency[08] Canada will assist Albania in policies of employment and social policiesTIRANE, Dec.13 (ata) - The Government of Canada promised to assist Albania in the policies of employment and the social policies of this country, the spokesman of the Albanian Ministry of Labour and Social Affairs told ATA on Sunday.A delegation of the Albanian Ministry of Labour and Social Affairs led by Minister Kadri Rrapi paid a working visit to Canada from Dec.7-12, at the invitation of the Minister of the Department of Development of Human Resources of Canada, Perre Petrigrw. The visit of Minister Rrapi is the first of an Albanian minister to Canada. Over the visit to Canada, Mr Rrapi and his delegation met with the minister of the Department of Development and Human Resources, which is a good sign for the institutionalization and the programming of a regular and long-term cooperation between the two respective ministries of the two countries. In the context of this cooperation, the Ministry of Labour of Canada will contribute to the construction of a network of electronic exchange of Labour in Albania, a project which will start soon and amounts to a total of several million dollars. During the meeting that Rrapi had with the deputy Minister of the Department of Health and Immigration, Greg Fyfe, with the General Director of the Section of Eastern, Central and Southern Europe, James Wright, the director for Southern Europe and Central Asia in the Canadian Agency for International Development, Stephen Wallace, they all expressed the readiness of the Canadian government to support Albania in the field of the policies of employment, the social and social insurance policies and in other fields. Minister Rrapi met also with the parliamentary secretary for Justice, Eleni Vakopanu, who voiced her readiness to promote the Albanian-Canadian relations in the field of parliamentary cooperation, judiciary and in other fields of mutual interest. /y.pa/dast/xh/ Albanian Telegraphic Agency[09] Funds ensured to improve living for students in campus in TiraneTIRANE, Dec.13 (ata) - By P Shuteriqi: Considerable funds have been ensured to improve the living conditions of the students in campus in Tirane, which is the main economic request of the students, representatives of the Independent Union who are staging for the third day a hunger strike in the Student campus in Tirane.Regarding the measures adopted by the Government in this direction, the director of the Student treatment department Skender Vukaj said to ATA that "9 million lek from the state budget and nearly 83 million lek from various donors have been ensured and will be used to improve living conditions in the Student Campus," said Vukaj. He added that the Albanian Government has approved a special fund to be used to replace a considerable part of the material basis, with nearly 3 000 new mattresses, 3 000 beds, 5 500 cushions. In order to improve the outside illumination of the campus, 4 million lek have been allocated by the Tirane town hall. A fund of 5 million lek will be used to construct the road "ring," in the campus. The funds for these improvement have been furnished by TELECOM (50 million lek,) INSIG and KESH, with respectively 2 and 1 million lek. The student campus has also been a priority with regard to the electric supply. Its blackouts in the evening have been no more than 20-25 minutes, with other zones in the city having longer electric failures. The representatives of the Independent Student Union are continuing their hunger strike, insisting to meet with Prime Minister Pandeli Majko, and demanding the withdrawal of the Minister of Education and Science, Et'hem Ruka. /pas/xh/ Albanian Telegraphic Agency[10] OSCE initiates a photo contest in city of VloreVLORE, Dec.13 (ata) - By Harilla Koci: OSCE in cooperation with the secondary artistic Naim Frasheri and the Arts Gallery of Vlore, opened Saturday the contest of photography with the participation of professional and amateur photographers of Vlore.The activity is conceived as a photo-exhibition the objective of which are the early and the near past, the tradition, the positive and negative as phenomena, etc. There were 200 photos by photographers of all ages displayed in the exhibition.
