[01] Yougoslav army kills eight AlbaniansPRISHTINE, Dec. 4 - ATA correspondent in Prishtine Behlul Jashari reports that eight Albanians were killed by the Yugoslav army along the Kosova- Albania border belt, near Gorozhup village, west of Prizren, yesterday morning.The news was issued yesterday also by the Serbian press centre in Prishtine, which referred to the Yugoslav army corps in Prishtine. Kadaifciu, The National Poetry competition "Best poetry devoted to Kosova", held on the occasion of Albania's independence day, has recently declared its winners, sources from Publishing House "Album" of Tetova told ATA on Friday.The jury of this competition, headed by the renowned Kosovar poet, Ali Podrimja, awarded three prizes for the best poetry presented for this competition. The first prize was given to the poetry "Balance", written by Sazan Goliku, from Tirana; the second prize to "We are Kosova", written by Arisa Avdyli from the Lac town, while the third prize to two poetry, "Kosova, the black sun is sinking", by author Jusif Sherifi from Tetova and poetry "Kosove, sister" by the Pogradec poet Dhimiter Pojanaku. The printing press "Arberia" and the Publishing house "Konica" have provided a special contribution to this contest. /pas/lm/ Albanian Telegraphic Agency[04] Festival of Balkan Theater Schools in Tirane Rumanian and Bulgarian students present contemporary stage-craftTIRANE, Dec. 3 (ATA) By K.ShehuTheater and Film University students of Bucharest performed on the stage of Fine Arts Academy in Tirane contemporary stage exercises based on the subject of one comedy. Written and staged by production student of Theater and Film University of Bucharest, Kristiana Aleksei, the subject of the performance speaks about a well-known story, which treats the destiny of two prisoners in the Siberian prisons. Both prisoners looked for freedom through a tunnel they discovered. But their plans failed. Lost in the tunnel, hungry and tired, they considered return to prison as the most appropriate solution. New University students of Sofia also went on stage on Thursday evening. The performance of Bulgarian students was conceived by Bulgarian producer Stenjovares, not as a whole part but as stage exercises performance in front of the audience. Second Festival of Balkan Theater schools, opened two days ago, will be followed by the performance of second year students of the Faculty of Dramatic Art in Prishtine on Friday evening. Albania's Stage-craft Faculty with the study "Tears" and the two documentary films and Aristotle University of Thessaloniki with the monologue "Double-bass" have so far performed. /pas/lola/ Albanian Telegraphic Agency[05] 7th Conference of Council of Ministers of OSCE nations ends-special statement on Kosova approved-TIRANE, Dec 4 (ATA)-By E.Nepravishta, The 7th Conference of the Council of Ministers of the Organisation for Security and Cooperation in Europe (OSCE) member countries, which was also attended by an Albanian delegation, headed by Foreign Minister Paskal Milo, ended in Oslo on Thursday. The OSCE current chairman, Bronislav Geremek, in his closing speech, highlighted the contribution of this organisation to the building and consolidation of the democratic institutions in Albania. The Kosova issue was at the centre of discussion also at the closing days of the conference. Many delegations blamed the Belgrade authorities for the current situation in Kosova and urged a political dialogue for a long-term and viable solution to the crisis. At the end of the proceedings, the conference also approved a statement on Kosova. It is the first time a special statement on Kosova is issued at an OSCE ministerial conference. /pas/lm/ Albanian Telegraphic Agency[06] Training Kosova teachers to teach human rights in schoolsTIRANE, Dec 4 (ATA)-By P.Shuteriqi, Teaching human rights in school is the aim of the training activity with teachers coming from Kosova, organised by the Albanian Human Rights Centre (QSHDNJ) in Tirane, in cooperation with the Ministry of Edcuation and Science.Attending this three-day activity at the Bajram Curri eight-year school in Durres are 50 teachers, of whom 34 have come from Kosova during this year, according to the QSHDNJ chairman, Kozara Kati. Kati said various topics from the Universal Human Rights Statement, issued 50 years ago from UNO, the Children's Convention and other topics are being treated with the teachers. /pas/lm/ Albanian Telegraphic Agency[07] First Albanian book fair to be openedTIRANE, Dec. 4, (ATA) By.O.Kadaifciu The First Albanian Book Fair will be opened in the environments of International Center of Culture in Tirane on December 16-20. This activity is organised under the auspices of the Ministry of Culture, Youth and Sports, the Albanian Publishers Association, the International Center of Culture and the Agency "Ekspo Prima", the agency engaged in the organisation and realisation of the fair.Some 60 publishing houses, private or state-run ones, from Albania, Kosova and FYROM will take part in the fair. They will present their last ten years editions. Fatmir Toci, chairman of Albanian Private Publishers Association, said that time ripe for Albanian book to create its own its space of exposition also at home, therefore each December will be the month of the Albanian Book Fair. Over the fair days it is envisaged to be held different activities regarding publishing, such as talks with Albanian and foreign writers, publishers' news conferences, etc. National prizes in literature for 1997 will be awarded during fair days. /pas/lola/ Albanian Telegraphic Agency[08] Some 120 thousand tons cement for 1998 and some 200 thousand tons for 1999TIRANE, Dec.3 (ATA) By M.PupaThe Elbasan Factory of Cement (EFC), which has produced 120 000 tons cement during 1998, envisaged to produce 200 000 tons cement for 1999 and 300 000 tons cement for 2000. In November '98, the technical contract to increase the production capacity of EFC to 1 000 000 ton/cement per year within a several-years period. The factory mostly produces cement of 400 brand. In March 1997 Seament Albania bought 70% of Elbasan Factory Cement in the framework of government for privatisation. /pas/lola/ Albanian Telegraphic Agency[09] Health Ministry approves utilisation of Drinking Water Plant in BovilleTIRANE, Dec 3 (ATA)-By R. Xhuvani, Minister of Health Leonard Solis, in a written order addressed to the Minister of Public Affairs and Transport, Ingrid Shuli, on Thursday, finally approves the utilisation of the Drinking Water Plant in Boville.According to the spokesman of this ministry, Artur Rada, the Ministry of Health and the State Sanitary Inspectorate mobilised all their logistic potential and of the laboratory personnel of the Hygiene and Epidemiology Department of Tirane, of the Primary Health Care Department of the Tirane district as well as of the Public Health Institute to cope with a large number analyses, in a brief time and under difficult economic conditions in the health care institutions. Over 170 samples have been taken on October 14 and over 860 water quality tests have been carried out. After an extended consultancy on December 2, held by the Primary Health Care Department and State Sanitary Inspectorate, with leading officials and specialists of the Hygiene and Public Health Department, of the Public Health Institute, with specialists of the Public Affairs and Transport Ministry as well as of the Water Supply Enterprise and after examining the results of the analyses, the Ministry of Health decided to allow access of the water produced from the Bovilla Plant to the enterprise's new distribution network. /pas/lm/ Albanian Telegraphic Agency[10] Hospital compounds in Shkoder and Vlore to be reconstructedTIRANE, Dec. 4, (ATA) By R.Xhuvani Final documentation regarding the reconstruction of hospital compounds in Shkoder and Vlore have been processing in the Ministry of Health.These hospital centers will be reconstructed in the framework of Health project, implemented by World Bank. The bid will be held by the middle of January '99, the spokesman of this Ministry said. The fund accorded is $7 million, $4 million out of which will be used to construct new buildings, reconstruct the existing ones and their infrastructure, while $3 millions will be used to buy equipment, the spokesman explained. The project envisages complete construction of Shkoder hospital compound with an area of 3 200 square meters within 12-15 months. In Vlore hospital compound with an area of 300 square meters the constructions, envisaged to finish within 7 months, will be carried out on the existing site. /pas/lola/ Albanian Telegraphic Agency[11] Funds for public investments in 1999 higher than 1998TIRANE, Dec. 4, (ATA) By A.Gjata In 1999 draft-budget the domestic investments in Albania are envisaged to be 26.6% higher than the exepcted level for 1998. Turned into figures they reach a value of 11.3 billion leks, out of 8.8 billion leks, which are envisaged to realise the public investments for 1998.In this draft-budget the government gave priority to public investment funds, but it is noticed that while the Ministries want to withdraw as much money as possible the funds offered by the budget for 1998 have not yielded the proper results. The data regarding the first half of this year show that public domestic investments are realised by 53% of the six-month period and by 33% of the annual period. Foreign funds also are realised only by 9%. According to government's draft-budget the funds for next year public investments will be higher and the use of these funds will be strictly followed. Total budget expenditures are envisaged to be 15% higher against the expected level of 1998. Meanwhile total incomes are envisaged to be increased by 20% and budget deficit, financed by domestic sources, is envisaged to be at the absolute degree almost at the same level with the expected one of 1998, or by 5.6% of Gross Domestic Production. /pas.lola/ Albanian Telegraphic Agency[12] Albanian military trained for munition annihilationTIRANE, Dec. 4 (ATA) By Enkelejda Koraqi: Albanian military persons were trained during a six week period for munition annihilation, which actually is a big danger for the life of the Albanian people.The directory of the public relations in the Defence Ministry announces that the 6-week course for munition annihilation was leaded by 10 experts coming from different NATO countries. Actually there are some 15 areas in the Albanian territory that contain dangerous munitions cousing a serious problem for the life security. After the training, the Albanian military specialists, directed by the Army Genaral Headquarters will intervene in these regions mainly situated near the army depots. The Defence Ministry and the General Military Staff have taken measures for the munition evidentation, classification, and protection in the mined areas, ends the announcement of the public relation directory of the Defence Minister. /dast/A.A/ Albanian Telegraphic Agency[13] Security forces must be formed in Kosove - RugovePRISHTINE, Dec.4 (ata) - ATA correspondent in Prishtine Behlul Jashari reports that President Rugova said in a news conference today that however, the forces of security of Kosove must be created to defend the citizens and to end violence. The President of Kosove made the statement after the recent escalation of the Serb terror in Kosove, with 12 Albanians killed in the last 24 hours alone.Rugova asked "an international permanent protection, the deployment of NATO troops in Kosove," and security during the settlement of the Albanians violently rushed out of their homes over the offensives of the Serb forces. He demanded from international humanitarian organizations to show more care for thousands of Kosova refugees in north Albania during this winter. Rugova said that "the approaches of the parties in the conflict are still far from each other, but work is going on to bring these approachee nearer and to find a transitory solution, with the mediation of the U.S Ambassador Hill." Rugova was in favour of an international conference for Kosove, to be held "after the transitory stage passes or earlier." Asked by ATA correspondent about the commitments of the chief of the negotiating group of Kosove, Fehmi Agani, to complete the group with other subjects as well, Rugova replied that "the negotiating group may be completed when need be." He said that this group "has worked a lot so far and has been successful in its work." "It is not important how many members the group has, when its stances and viewpoints are made public," said Rugova. He reported that the last draft that Ambassador Hill has handed over to the Albanian party is that of November 1 and that the negotiating group is continuing talks with the U.S. mediator and his team for an interim solution for Kosove. /m.k/xh/ Albanian Telegraphic Agency[14] Convention to create more space to syndicatesTIRANE, Dec.4 (ATA) - By D.Koça: Albania is expected to adhere in the Convention no. 144, "The tripartite consultations, (work international standards)", of the International Work Organization, which is expected to give more facilities in protecting the syndicates rights according to the international parameters.According to this Convent, the representatives of the employees and employers should be freely chosen by their organization and should take part in every body where admonitions are held. /l.h/A.A/ Albanian Telegraphic Agency[15] Albanian opposition must take part in Parliament - chairmanTIRANE, Dec.4 (ata) - By A Haxhiu: The chairman of the Liberal Party (party which is a member of the opposition political grouping "Union for Democracy,") Teodor Laco stressed Friday the need that all Albanian opposition must take part in the Parliament."The opposition parties must present in the parliament their remarks and options through a direct debate with its political opponents. We consider this kind of debate as one of the main forms of the fight to declare the ideas, convictions and alternatives that each political party has," said Teodor Laco to ATA. According to the liberal chairman, there are also other forms to present the alternatives, such as those used so far by the opposition, the news conferences, meetings with intellectuals, or rallies. But there is also a form which is known and efficient in the world, the direct debate with the political opponent. "This debate can be made in two places alone, round the party table or in the Parliament. When party tables, which as is known have had many problems and mostly have focused on debates among leaders, are lacking, than it is the Albanian Parliament for this purpose," said laco. Another reason for the participation of the opposition in the Parliament, and of the Democratic Party in particular, is the fact that the deputies of the opposition who are elected by the people and to represent the people, must take part in the People's Assembly. /dast/xh/ Albanian Telegraphic Agency[16] Italy to give visas to Albanians for employmentTIRANE, Dec.4 (ata) - By E.Nepravishta: In a press release on Friday, the Italian Embassy in Tirane reported that the Chancellory Office of that embassy and the Albanian Ministry of Labour and Social Affairs, have established a close collaboration since May this year, creating facilities for the Albanian citizens to take visas for Italy on the basis of an Italian labour contract.This cooperation has made possible the issuing soon of about 650 visas for the motive of employment, which is added to 561 other visas that the Chancellory Office of that embassy has issued over the first four months of this year. The decree approved on Oct.16 this year in Italy, envisages a special quota in favour of 3 000 Albanian citizens, who have an Italian labour contract. There are 2 000 people with a state labour contract and 1 000 others with a personal labour contract. The Italian Embassy has sent the necessary information to the Ministry of Labour so that the process ends before December 31, 1998, which is the deadline. This embassy had advised the trade unions of Vlore and Durres to exploit their contacts with local authorities including the Italian Chambers of Commerce to ensure labour contracts for Albanian citizens. In the mean time, the total number of the labour visas issued by the Italian embassy for Albanian citizens during 1998 has been 1 285. /dast/xh/ Albanian Telegraphic Agency[17] Successful visit of Albanian PM Majko in BrusselsTIRANE, Dec.4 (ata) - By Y Pata: The Ambassador of the Republic of Albania in Belgium, Idriz Basha qualified as successful the two-day visit of Albanian Prime Minister Pandeli Majko to Brussels.Basha said to ATA on Friday that all personalities of the European Union and Belgium whom PM Majko met, expressed the support for the Albanian government and hailed the approval of the constitution in this country. The previous day, Majko met with the NATO Secretary General, Javier Solana, the President of the European Parliament, Rubles, Belgian Prime Minister Jean Luck de Hann, Foreign Commissioner of the European Union, Hans Van der Broek and the Prime Minister of Luxembourg, Junker. According to Basha, European leaders voiced the EU will to assist Albania and demanded that now that Albania approved its constitution, steps must be made towards the consolidation of the rule of law and economy. Friday evening, Albanian PM Majko will have a news conference in Brussels and on Dec.5 he will return home. /lh/xh/ Albanian Telegraphic Agency[18] Student strike in Shkoder turns into a politically-motivated strikeTIRANE, Dec.4 (ata) - By E Nepravishta: The Friday dailies write that the student strike is degenerating by changing its character from economic to political.The students' strike, initiated by students in Shkoder University, and directed by the Student Union of Shkoder, initially had economic demands but recently these demands were also added with the request for the release of the political prisoners and the demand that the killer of deputy Azem Hajdari be found. According to the daily Zeri i Popullit on Friday, a number of student associations have condemned in their statements the physical violence exerted on them in front of their auditoriums only because they had wanted to resume classes. Gazeta Shqiptare wrote Friday that three student associations had declared a day before that set political segments wanted to instrumentalize the strike of the students in order to destabilize the local situation. These associations have called on students to disassociate from the politically-motivated demands. The daily Koha Jone wrote on Friday that while the students were going to the university premises for classes, groups of civilians, who had no relation at all with the lecture halls, had blocked the entrance of the university and pressurized the students, teachers and the University rector. According to this paper, with the Thursday attempt did also change the economic character of the several-day strike of the Luigj Gurakuqi University of Shkoder. /lh/xh/ Albanian Telegraphic Agency[19] Commemorative slab in the spot where deputy Azem Hajdari was killedTIRANE, Dec.4 (ata) - By G Dilaveri: The Municipal Council of Tirane decided Friday to fund a commemorative slab to be put in the place where former deputy Azem Hajdari was killed last September.According to the vice-mayor of Tirane, Buron Kaceli, the slab will serve as a commemoration for the leader of December Movememt. Other municipal council members agreed for the commemorative symbol and demanded that in the future, a memorial be erected to the honour of this figure of Albanian democracy. /lh/xh/ Albanian Telegraphic Agency[20] EU envoy, Volfgang Petric meets with KLA representativesPRISHTINE, Dec.4 (ata) - ATA correspondent Behlul Jashari reports: The EU special envoy for Kosove, Volfgang Petric, and a delegation of the Foreign Ministry of Austria met Thursday in Prishtine with the delegation of the KLA political department, consisting of H Thaci and B Mahmuti.The KLA General Staff said that the participants in the meeting, held at the invitation of Petric and the Austrian Foreign Ministry, talked the political situation in the region and its tendency to deteriorate, and on the latest provocations of the Serb forces which are a big challenge for the KLA self-restraint. During the meeting, they talked of the Hill-Petric project on the solution of the problem of Kosove, for the political process as an indispensability for the solution to the question of Kosove.
