    TIRANA, Nov. 9 (ATA) - The political developments in the country over the past months and the realization of a political forum for the encouragement of the climate of tolerance and consensus in the political and civil life of the Albanian society were the main issues discussed during the meeting that Albania President Rexhep Meidani held Monday with Victor Rufi and Francoise de Varga.

    Rufi took the approval of President Meidani to hold soon a forum with representatives of the civil society and the Albanian politics, which will treat the existing problems of the political and social life, in cooperation with the Council of Europe and the government of the Swiss Confederation, President's press and information office reported.

    This idea, presented several months ago, reiterated by President Meidani in the reception held for the foreign delegations, participant in the Tirana International Conference, is becoming an important aspect of the western assistance for our country. /s.sh/mt/

    [02] Private Banks credit Albanian businessmen

    TIRANE, Nov. 9 (ATA) - By P.Shuteriqi: The Bank of Tirana, the Italian- Albanian Bank and the Albanian-American foundation of the enterprises are actually supporting the the small and middle business, the leaders of the reginal business agency of Tirane told ATA on Monday.

    According to Ilir Rrembeci, chief of this regional agency, the Bank of Tirane is active in supporting a business in the field of services that foresees the investment of 15 millions for setting up a gas and gasoline distributor. Rrembeci voiced that the agency supports the businessmen even in the postponing the credit restitution deadline. The Italian-Albanian Bank has given some $ 500 000 credit to "Mondial" bar restaurant.

    A successful businessman in Kavaje is also supported in building a wheat factory by postponing the deadline of the restitution of the 15 million leks credit. The agency actually is holding several consulences for businessman training, is giving information for producing and commercial companies, and is compiling development projects in different economic and service sectors.

    As a component part of the 7 agency network all over the country, ARB has focused its activity in managing the small and middle enterprise activity as well as in helping businessmen and other potential enterprises by offering consultations and trainings in order to secure safe creditors. More than 200 businessmen are trained here during March-October period.

    The state banks have not given credits recently and this has make the creditors go to the private financial sources. According to him out of 12 clients trained with technical assistance, four have secured credits through the private banks, while the rest are in wait. In the meantime are undertaken studies for businessplans in collaboration with the German foundation GTZ, which are foreseen to be concrete in January of 1999. /A.A/

    [03] Calls against Constitution favour country's destabilisation, Gjinushi

    TIRANA, Nov. 9 (ATA) - "Who calls against the Constitution does not think of the state and the consolidation of the state, but thinks of the coup d'etat, because he does not like the stability of this country, but its destabilisation," Parliament Speaker Skender Gjinushi and also Chairman of the Parliamentary Commission for the Organization of the Referendum, declared during a meeting with inhabitants of Peshkopia on Monday, Parliament press office reported.

    Gjinushi stressed that "by voting in favour of the Constitution we vote to consolidate the rule of law and its institutions, we vote for a judiciary independent from the politics and vote to guarantee the fundamental human rights and freedoms."

    Focusing on the reasons why the Constitution should be voted, he said that the new Constitution is a Constitution for Albania and the Albanians everywhere, a Constitution which defends our national interests and voices the aspiration of everyone for national unity.

    On the same day, the Parliamentary Commission for the Organization of the Referendum met with the inhabitants of Bulqize. Gjinushi said in this meeting that the new Constitution has been drafted with the participation of a wide political spectrum, the Socialist Party, Social Democratic Party, Republican Party, Democratic Alliance, Human Rights Union Party, Agrarian Party, Christian Democratic Party, Right Democratic Party, United Right, National Unity Party and others. Historical compromises were reached in this commission with the political will to draft a new Albanian Constitution.

    In the meeting with the inhabitants of Burrel, Gjinushi focused on several values of the Constitution, stressing that this document has been assisted in every stage by the most specialized institutions of the international organizations, and like never before, the international community has expressed its support for the Constitution by calling on the Albanians to vote for it.

    Attending these meetings were also the Parliament deputy Speaker, Namik Dokle, the member of the Parliamentary Commission for the Organization of the Referendum, Gramoz Ruci, as well as deputies of Diber, Bulqize and Mat. /s.sh/mt/

    [04] New chief of Librazhdi commissariat nominated

    LIBRAZHD, Nov. 10 (ATA) - By H.Balliu: The new chief of Librazhdi commissariat was introduced in the presence of the Librazhdi district police effective.

    Baki Musaku, lieutenant, career officer, ex-official of Police Directory in Elbasani Prefecture, is nominated to this post by the Public Order Minister Petro Koçi, substituting the outgoing chief, Veli Myftari nominated to another post in Tirane during the previous week.

    The spokesman of the district police commissariat told ATA that Musaku is nominated to this post because of his abilities in the war against criminality, smuggling and economic crime. /A.Ke/A.A/

    [05] Referendum voter's list posted up in Durres

    DURRES, Nov. 10 (ATA) - By S.Gjordeni: The posting up of the Costitution referendum voter's list that is to be held in 22 November, have started since Monday in Durres district.

    The chairman of Durres town-hall, Arqile Gorreja, told ATA that although not having enough time in their disposition, the workers of the town-hall registration office finished this process on time.

    Some 67 000 citizens are in the lists to vote for the constitution referendum.

    "This cipher may be bigger because some 35 000 persons from different parts of Albania have come to Durres, and their registration may have shortcomings," said Gorreja.

    In the meantime the 85 polling stations of the city are decided. /pas/A.A/

    [06] Conference on Kosova in Kristiansand of Norway

    PRISHTINE, Nov.10 (ATA) - A conference on Kosova is to be held on 21 and 22 November in Kristiansand of Norway. The Kosova Information Center reports that the conference is expected to discuss the grave situation, to inform the foreign and Albanian opinion on the situation in Kosova, about the decision of the international community to send observers in Kosova, for the organization and coordination of the activities of the Albanian emigrants to help Kosova people and institutions.

    Alush Gashi, foreign relation secretary of the Kosova Democratic League, Jan Brethu from the Norwegian Foreign Affairs Ministry, Katerine Bierg from the OSCE office, representatives of Helsinki Committee, and representatives of the Kosova Democratic League branches in some countries of Europe and United States will take part in the the above mentioned conference. /Y.Pa/A.A/

    [07] Illegal constructions surround Tirana

    TIRANA, Nov. 10 (ATA) - By P. Shuteriqi: Tirane outskirts are being occupied by the construction without licenses, which are built not according to the adopted criteria and standards, specialists close to Tirana district Council told ATA on Tuesday.

    The chief of the town-planning office, Rudolf Shllaku, said that only in Paskuqani commune 47 constructions without license are made since the beginning of the year.

    Paskuqani inhabitants have not handed over any inquiries for constructions, voiced Shllaku. During this year are noticed 11 other unlicense constructions in the Petrela commune, three in Dajti commune and 44 in the Berxhita commune, the chief of the legal town-planning office in the Tirana district Council, Parid Margariti, told ATA.

    Regarding the unlicensed construction in Kamez town-hall, Margariti stressed that here we have to do with entire dwelling places that are transformed to dangerous places of social and economic conflicts. The same problems are also present in Bathore region and in the road for Zall-Herr, where the agricultural soil is turned in ground for constructions without licenses. /pas/A.A/

    [08] Two dinghies with illegals on board heading for Italy returned- Vlora Police seize 6 aliens -

    DURRES, Nov. 10 (ATA) - By G. Kabashi: Two dinghies with illegal emigrants have been returned early on Tuesday in west of Sazan island by the Italian-Albanian forces of "Guarda di Finanzia."

    The spokesman of this mission, deployed in the sea port of Durres, told ATA that despite the heavy sea, the patrolling boats V 5004 and V 5009 detected early on Tuesday two dinghies carrying illegal emigrants on board.

    After midnight, 7 miles far from the island of Sazan, a dinghy with two powerful engines outside the board, 12 m. long, was detected. It was headed for the coasts of Puglia. After the calls of the patrolling boats, the dinghies were forced to turn back to the Albanian shore.

    According to the same source, the police patrol, which arrived on the shore, have detained six of the illegals attempting to go to Italy, while the owners of the speed-boat managed to escape.

    On the same day, another dinghy with aliens on board was detected by the Italian boats of Guarda di Finanzia 3 miles west of Kepi i Gjuhezes (close to Sazan). The dinghy was forced to turn back. /pas/mt/

    [09] Pan-Serb assembly asks plebiscite throughout Serbia on Kosova issue

    PRISHTINA, Nov. 10 (ATA) - The pan-Serb assembly, held Saturday in Prishtina, greeted every peaceful initiative in Kosova, but asked the participation of the Serb representatives from Kosova in the negotiations for the solution of the Kosova crisis, and in case of any plebiscite regarding the Kosova status, all the Serbs in Serbia should be declared, not only the Kosova Albanians.

    "We will consider invalid any agreement which would be approved without the democratic declaration of the entire Serb people, while those who will sign it will be considered as unauthorized," says the statement of this assembly, the Kosova Information Center reported. /p.ta/mt/

    [10] Italian projects on education of children and adults

    DURRES, Nov. 10 (ATA) - By G.Kabashi: In the framework of the projects financed by the Social Affair Department of the Italian Presidency Council of Ministers, begun to function in Durres "The house-family." In this "House-family" are to be brought up seven children aged 7-14, who are in a very grave social economic situation.

    Cristina Bombarda, assistant of "CTM-Movomondo" association and implementor of this project in Albania, said that similar houses are also to be set up in four other Albanian towns. Meanwhile, since five months, in cooperation with "On the benefit of the Albanian women association," some 45 children, divided in three groups, pass the hours after the school together, studying, painting and playing different games.

    Bombarda says that this organizational method has forced some children with problems to go to school and has strengthened the cooperation between pupils and parents. She adds that this daily center is supported by "Guardia di Finanzia" mission, deployed in the sea port of Durres.

    In the framework of this project, "Jan Kukuzeli" artistic school will start the activity "Youth Center".

    These projects are financed for a 18-month period and aim at creating stable structures in the future. /pas/A.A./mt/

    [11] Pan-Serbian Assembly asks plebiscite throughout Serbia on Kosova

    PRISHTINE, Nov 10 (ATA)-The Pan-Serbian Assembly held in Prishtine on Saturday hailed every peaceful initiative on Kosova, but asked that the negotiations to resolve the Kosova issue also include the Serbian representatives from Kosova and in the case of a plebiscite on the Kosova status, all Serbians in Serbia, not only the Kosova Albanians, should express themselves on it.

    "Any agreement approved without the democratic declaration by the whole Serbian people will be considered invalid, while its signatories unauthorised," the Kosova Information Center (KIC) cites the memorial of this assembly as saying. /p.ta/lm/

    [12] President Meidani leaves for Scotland

    TIRANE, Nov 10 (ATA)-By I.Luto,

    President of the Republic Rexhep Meidani on Tuesday left for Edinburgh of Scotland for a two day visit, to take part in a special session on Albania, at the invitation of the President for Civil Affairs of the North Atlantic Assembly.

    The President's Press and Information Office reports that Meidani, alongside meetings with representatives of the North Atlantic Assembly, will also address the session on the political and social life in Albania. /lj/lm/

    [13] Meidani appreciates interest of foreign investors in Albania

    TIRANE, Nov 10 (ATA)-President of the Republic of Albania Rexhep Meidani on Monday met with representatives of the "Cement" company and appreciated the interest of foreign investors in Albania.

    At this meeting Meidani was also familiarised with the investing activity in producing cement and the aims of this firm to extend its presence in Albania, according to the President's press and information office.

    Meidani said that competition of various companies in all sectors of economy is very significant to increase productivity and decrease the cost of production. /lh/lm/

    [15] Albania, one of few countries without local air transport

    TIRANE, Nov. 10 (ATA) By G.Dilaveri Albania is one of the few countries in the world and the only one in Europe having no local air transport service.

    "In 1993 the Institute of Transport carried out a study on the development of air transport in the Republic of Albania but the state did not undertake any step in this direction," chief of Air Transport Department, Muharrem Kucuku said.

    The Institute has resumed carrying out the study on local air transport taking in consideration country's conditions. The new study is expected to be finished round the second six-month of the next year.

    This transport existed in Albania since before the war. During dictatorship it was partially used for agricultural and military purposes. At present, local transport is carried out by road and railway transport. /pas/lola/

    [16] Distribution of new telephone numbers begins in Shkoder

    SHKODER, Nov 10 (ATA)-By M.Malja, The distribution of new telephone numbers by the Shkoder telecom affiliation started on Tuesday.

    Telecom Director Kujtim Shala said that 6 000 new telephone numbers will be distributed in the city in two to three months.

    He said that five Telecom brigades are working to distribute the numbers.

    Through a fund worth 70 million leks from the state budget, a new Post Office has been built at the city's centre, equipped with apparatuses of the Italian company "Alcatel".

    The works to lay the underground cables in all the city's streets were carried out by the local firm "Albibua". /pas/lm/

    ERSEKE, Nov 10 (ATA)-By B.Fejzullai, Orthodox believers of the Erseke town commemorated angles Mikael and Gavril at the church of Shengjergj on Tuesday.

    Father Ilia Kotnani told ATA that at the Mass, which was celebrated by the Korce Metropolitan, His holiness, Monseigneur Johani, respect for the deed of the angels and prayer for the Albanians to be guided by the goodness of their messages and light of God was conveyed to the worshipers. /lh/lm/

    [18] Berat football is 75 years

    Berat football celebrated its 75 years on Tuesday. Through several activities, generations of football players commemorated this landmark for them and the life of ancient city.

    The football team, "Tomori", founded in 1923, along with all the other old football clubs of the country, have given their precious contribution to the progress and extension of this sport in Albania. /pas/lola/

    [19] Defence Ministry denies General Andoni's connection with illegal emigrants' smugglers in Vlore

    TIRANE, Nov 10 (ATA)-By E. Koraqi, The chief of the Army's General Staff, Brigade-General Aleks Andoni, has no connection with the arrested for illegal emigrants' trafficking in the Vlore city, spokesman of the Defence Ministry Albert Mullai told ATA.

    The spokesman referred to an article carried by newspaper Albania on Tuesday, under the title "Nephews of Aleks Andoni and Eduart Allushi, who were transporting to Tirane money of illegal emigrants' smuggling, arrested".

    The spokesman says that "I addressed myself to the Vlore police commissariat on this issue and found out that the five arrested on charges of illegal emigrants' trafficking, Kanani, Tartari, Jazaj , Allushi and Mino have no connection with General Andoni."

    "Moreover, Andoni has no nephews in Vlore. After being arrested by the police the smugglers were sentenced to prison arrest and have not been released as the reporter of Albania says."

    Mullai says that this article is a "slander by the reporter of this editorial board who wants to involve in such events pure figures of the Ministry of Defence like General Andoni." /lh/lm/

    [20] Albanian-French bilingual school inaugurated

    KORCE, Nov. 10 (ATA) By B.Fejzullai The Albanian-French bilingual class was inaugurated on Tuesday in the secondary school "Raqi Qirinxhi" in Korce.

    The inauguration ribbon was cut by the ambassador of the Republic of France in Tirane, Patrick Chlistmant.

    According to the school director, Gjergj Cikopani, this school will be a continuity of the tradition of French Liceum in Korce.

    The bilingual class consists of 30 distinguished pupils.

    In this school 7 projects of Soros Foundation, providing supplementary knowledge on natural sciences, music and environment, are being applied.

    "Raqi Qirinxhi' school, entering the international French bilingual school network, will enable its pupils to follow their studies in all the French universities.

    International French bilingual school network records 100 schools in the world with round 100 thousand pupils. /lh/lola/

    [21] Illegal alcoholic drinks production competes honest business

    KORCE, Nov. 10 (ATA) By B.Fejzullai Illegal alcoholic drinks production in Korce has been competing honest business.

    Chief of local tax department, Niko Kreku told ATA that they have identified 10 cases producing illegal alcoholic drinks in the cellars. Taxation police have sequestrated illegal alcoholic drink productions with false labels. Law bans taxation police to raid the houses, therefore tax department is cooperating with local Prosecutor's Office to prevent this phenomenon.

    According to him illegal alcoholic and soft drinks production has dishonestly been competing licensed companies productions and becoming a threat to people's health. /lh/lola/

    [22] Melo says new constitution both for present and future

    TIRANE, Nov 10 (ATA)-By Th. Thanasi, The new constitution gives response not only to the current but also to the future problems, Vasil Melo, head of the Human Rights Union Party (HRUP) told a meeting with the supporters of this party in Tirane on Tuesday.

    Melo said that the Constitution not only stipulates the rights of all citizens, but also those of ethnic minorities and this gives it real democratic values.

    Referring to the efforts to oppose the Constitution or abstain from it, Melo said that "we have long since been demanding a constitution and, maybe also for subjective reasons of the previous constitution compilers who primarily considered party interests, we failed to get it for eight years, but now the constitution presented is among the best and for all.

    "It has no objective reason to be refused," said Melo.

    Also present at the meeting were representatives from organisation "Omonia", associations of Roms, Wallachians, Egyptians of Albania, of Serb- Montenegrins, Macedonians and other associations. /lh/lm/

    [23] U.S. envoy asks investigation of war crimes in Kosova

    PRISHTINE, Nov 10 (ATA)-Ambassador David Chaffer, war crimes special envoy of U.S. secretary of State Madeleine Albright, asked, at a meeting with Kosova President Ibrahim Rugova last night, that the war crimes likely to have been committed in Kosova should be investigated and uncovered, the ATA correspondent in Prishtine told ATA.

    Chaffer, after visiting regions affected by the Serb forces' offensives, stressed in his meeting with Rugova that the prosecutors and investigators of the Hague Tribunal should be enabled to investigate all crimes likely to have been committed in Kosova.

    Rugova said that the tragic proportions of the Serb military and police forces' offensive in Kosova are now being uncovered.

    He also asked a greater pressure by the international community on Belgrade so that the latter allows investigation of crimes in Kosova by the Hague Tribunal inquirers. /dast/lm/

    [24] Explosion near jewelry shop in Tirane

    TIRANE, Nov 10 (ATA)-By Th.Thanasi, An explosion wrecked a car and smashed the windows of the bars near cinema "Partizani" in the centre of Tirane on Tuesday but caused no casualties.

    Preliminary reports available from the Tirane police department say that at around 19.30 on Wednesday an amount of explosive device wrecked the car of the owner of a jewelry shop near the "Partizani" cinema.

    The investigating police were rushed to the area to carry out the procedural acts, throw light on the event and identify the culprits. /dast/lm/

    [25] AMC charges decrease 40 %

    TIRANE, Nov. 10 (ATA) By M.Pupa

    Albanian Mobile Communications (AMC) from November 5 to 15 has begun applying the reduction of enrollment charges for the three categories by 40%.

    AMC information office says "it's the second time we are applying charges reduction, first in 1996 and secondly now in 1998. It aims to extend mobile communication network and invest incomes."

    "Mobile guaranty" has also been reduced from 300 USD to 200 USD and it will continue to be on power after this promotional campaign.

    Thus 40% reduced charges regarding different categories are as follow:
