  • [01] New housing fund delivered in Tirana town-hall

TIRANA, Nov. 6 (ATA) - By G. Dilaveri: A draft-decision, which defines the use of the state budget funds for buying houses, seems to realise the dream of hundred homeless families in Tirana.

"A fund of the state budget has been defined for 3 categories of homeless people: Former political prisoners, the blind people and the citizens who have signed act-agreement with the state," said the speokesman of the town-hall, without giving details on the amount, accorded for this purpose.

The town hall of Tirana notices that the amount of fund to be profited by the citizens free of charge should be larger. According to the spokesman, "the draft-decision has defined the amount of 1.4 million leks for an apartment 2+1 (two rooms and a kitchen,) meanwhile that such an apartment costs in the free market at least 3 million lek."

Also, the town-hall complains that the deadline of 3 months for using the funds is too short, thus it asked a deadline of 6 months.

According to the Tirana Mayor, Albert Brojka, the most emergent categories of the homeless in Tirana are 150 families with act-agreement by state and 1500 families who live in the houses of the owners, expropriated during the communist dictatorship. Although the state has delivered a fund two years ago, these families continue to live in the owners' houses. /mt/

[17] New version for status of Kosove brings nothing new - Qosja

PRISHTINE, Nov.7 (ata) - The latest version for the provisional status of Kosove has no essential changes as compared with the previous versions, said Kosovar academician, Rexhep Qosja, in a meeting he had in Prishtine yesterday with the diplomat of the Swedish Embassy in Belgrade, Julius Liljestrom, the Kosove Information Centre reports.

Last Wednesday, the diplomat of the U.S. Embassy in Macedonia, Philip Riker, said that the new version of the draft agreement for the status of Kosove has "had some changes." But, according to Qosja, also in the new version that Ambassador Hill has presented these days to the Albanian party, Kosova remains in the context of Serbia and Yugoslavia, something which makes the said draft unacceptable for the Albanian party. Qosja pointed out that the agreement Holbrooke-Milosevic does not create either the necessary lasting premises for peace, or for the solution of the humanitarian drama, because, as he said, this agreement does not create the conditions for the right solution to the question of Kosove.

Kosova has been for more than 80 years a colony of Serbia, therefore the present Albanian generation has the historic task not to allow its successors have the same position, said Academician Rexhep Qosja. /pa.ta/xh/

[21] Sugar production plant in Maliq put to auction

TIRANE, Nov. 7 (ata) - By E Xhajanka: The Plant for the production of Sugar in Maliq which is listed in the enterprises to be privatized, will be put to auction.

Some Italian businessmen have offered projects of investments worth $50-60 thousand each, to re-put to operation the factory for sugar.

The projects of Italian businessmen aim to encourage the tradition of sowing sugar beet, as raw material for the factory. But in the present ruined state of the factory, the sugar would be produced at a cost 40 per cent higher than the price of sugar in the market, therefore these projects were not approved, specialists of the Ministry of Agriculture say.

In the years when the plant worked at full capacity, about 8 thousand hectares of land were sown to sugar beet in the zone of Korce and 32 thousand tons of sugar were produced every year.

At present, Albania imports annually about 52 thousand tons of sugar. /pas/xh/

[22] Tirane Municipality suggests government to reduce petroleum price

TIRANE, Nov. 7 (ATA) By G.Dilaveri Tirane municipal council has suggested the government to reduce petroleum price at 50%, which the state should subsidise it.

This suggestion aims to improve heating conditions of the population over the period November 1998 and March 1999, considering also the energetic system critical situation.

Traditionally 90 % of the Albanians have had wood heating, round 10% coal, petroleum heating and very few electric one, the report presented for approval at Tieane municipal council says.

After 1990, the energetic balance was totally disequalibrated, because the electric energy used for lightening and partially for cooking, began to be widely used for heating and cooking. Price liberalisation of the electricity brought about the increase of petroleum and liquid gas price. Thus the consumption of the petroleum in 1997 was reduced four times in comparison with 1996. The consumption of liquid gas, used for heating, was also reduced. /pas/lola/

[26] Republicans oppose government decision on referendum

TIRANE, Nov 7 (ATA)-By A. Haxhiu, Republican Party (RP) on Saturday opposed the decision taken by the government on October 19 of this year about the drafting of the lists of voters to take part in the referendum on the constitution.

"This decision runs counter to the constitutional provision because it entitles the bodies declaring the voters' lists with the right to exclude the citizens who are abroad. This would dely the right to vote to every Albanian abroad if he would be in Albania on the voting day," Aleksander Garuli, RP organisational Secretary told a news conference today.

The Republicans also accused the two major political forces (DP, SP) for cooperating with each other, excluding the RP members from the commissions.

Based on the number of the republican representatives in the councils of town-halls and communes, the RP should have its representatives in the commissions of the 28 town-halls and 132 communes, said Garuli, adding that unless this is corrected in the election commissions in three days, the RP will withdraw its members from all level commissions, beginning with the Central Electoral Commission. /dast/lm/
