  • [01] Testimonies by the policemen who were on duty in Albanian Public Order Ministry on September 13, 1998

    TIRANE, Oct.21 (ata) - By Th Thanasi: The group of prosecutors of the "armed uprising in mid-September in 1998 in Tirane," interrogated Wednesday 7 police staff members who were on duty on September 13, 1998, in the Ministry of Public Order.

    Sources of Investigation Department of the Attorney General office said that the policemen explained their position in front of the crowds of people, the difficulties to accomplish their task, etc. Their statements will be analyzed and compared in order to complete the testimonies gatherd so far on the event.

    On September 13, a crowd of people set on fire a car near the building of the Public Order Ministry, broke the glasses of the vehicles that were parked there, hurled stones, offended policemen and launched slogans for revenge.

    With regard to this event, all participants in the violence have been identified through films and the testimony from the policemen added to these documents, the same sources said.

    On September 13, 20 policemen were on duty in the Ministry of Public Order and 13 of them will be interrogated about the case.

    So far, employees and leaders of state institutions in Tirane and policemen who had been on duty on that day in the institutions that were stormed on September 13, have been interrogated. /pas/xh/

    [02] Violations in Durres city-halls and communes

    DURRES, Oct 21 (ATA)-By S.Gjordeni, Several working groups of the Durres prefecture have exercised controls in communes and town-halls and have ascertained shortcomings and various violations.

    Thus, the tax gathering percentage for a nine month period is very low as many subjects carry out their activity without licenses.

    In the Katundi i Ri commune, from 128 private subjects only six have licenses, in Rrashbull from 68 only 12 have licenses and in Xhafzotaj from 232 only 75 are licensed.

    The controls exercised show that during this period in the district town-halls and communes 4.564 families have been provided with economic assistance through an average monthly fund of 14 million and 500 00 leks. The violations observed in this field consist in the fact that this economic assistance has unjustly benefited 237 families in Durres, Shijak, Manza town-halls and several communes. /pas/lm/

    [03] Former head of SHKSH interrogated by Military Prosecutor's Office

    TIRANA, Oct 21 (ATA)-By Th.Thanasi, Blerim Cela, former head of the State Control Service (SHKSH) ,accused of "crimes against humanity" was interrogated by the Military Prosecutor's Office on Wednesday.

    According to the military chief prosecutor, Aleksander Goga, the prepared question sitting, the first of the time of his home arrest and the third after Cela's arrest, intended to clear up the terms of the accusation and his act on March 4 '97.

    Cela's lawyer, Alfred Abdullari, said that his client had confessed that on March 4 1977 he had flown to Progonat on a police helicopter as a deputy of the zone.

    The accusation against Cela, "crimes against humanity", means giving and receiving orders for arming a part of the population at the detriment of another part of the population, Cela's lawyer said. /pas/lm/

    [04] The number of families needing social assistance reduced

    DURRES, Oct.22 (ata) - By G Kabashi: From 3 444 families that that benefited social assistance in the district of Durres in January this year, their number fell to 3 190 in September.

    The head of the regional social assistance office in the prefecture of Durres, Luan Gaxhenji told ATA that only in the city of Durres there are 1 890 families that have received social assistance. He explained that from 10 504 lek spent for the poor families at the beginning of the current year, this fund in September was reduced to 8 725 000 lek as a result of the lower number of the families that benefited the assistance. According to Gaxhej, they were expecting improvement of some by-laws to open the way to full assistance for the families displaced from northeastern zones, whose number amounts to 7 thousand people.

    Durres district will be included in the coming year in a pilot project that the central administration of social assistance, with the financial support of the World Bank, will realise to offer concrete assistance for those categories of the population who have social problems, such as the elderly, the handicapped, the mentally sick, etc. /pas/xh/

    Albanian Soccer Federation analysed on Wednesday the match in Shkoder of Vllaznia versus Dinamo and it decided that the Shkodra player Ymeri will not play for 4 weeks because he hit, during the match, a Dinamo team member.     [06] Democratic Party must not politicize reformation of public administration - cabinet

    TIRANE, Oct.22 (ata) - By E Nepravishta: Despite the public refutation of the Albanian Prime Minister Pandeli Majko to the claims of the Democratic Party on an alleged order of the government to dismiss all those administration staff members who have attended the funeral procession of Azem Hajdari, DP still continues to misinform the public opinion, says an explanation of the cabinet of the PM Pandeli Majko on Thursday.

    Today's Rilindja Demokratike carries an order of the government which in fact admits the contrary of the DP claim, writes the explanation.

    Firstly, the order published in RD dates 19.9.1998, while the government of Mr Majko was decreed by the President of Albania on 2.10.1998.

    Secondly, the order of September 19, published in RD today, has been issued by the previous government and it envisaged the adoption of disciplinary measures for those employees of the administration who have left their work or abandoned their duties to take part in the armed violent actions against institutions, something which runs counter to the number of laws in force.

    Thirdly, once more the Government appeals to the Democratic Party not to motivate politically the reformation in the public administration.

    Fourthly, the government urges the Democratic Party to be the attorney of none and reiterates its request from any employee who might have been suspended from his job because of attending the funeral ceremony of Azem Hajdari to appeal to judiciary, ends the explanation of the cabinet of PM Pandeli Majko. /a.ke/xh/

    [07] Movements of Serb military forces continue in Mitrovice

    PRISHTINE, Oct.22 (ata) - A Serb convoy with 3 tanks and 7 transport vehicles carrying police troops left Mitrovice yesterday for Stanterg, while another convoy coming from Skenderaj was deployed in Mitrovice, the Kosove Information Centre reports.

    LDK sources in Mitrovice say that a day ago powerful explosions were heard in villages of Bajgore while reservist troops of the Serb police and citizens have opened fire in a quarter of the city of Mitrovice. /p.ta/xh/

    [08] Programme "My library" in 11 schools of Tirana consolidated

    TIRANA, Oct 22 (ATA)-By P.Shuteriqi, The programme "My library" has been applied since two years ago in more than 11 eight year and secondary schools of the capital through the project "For Albania's Education Development Programme" (AEDP) of the Soros foundation.

    The coordinator of the programme at the Ministry of Education and Science, Zana Tabaku, told ATA that the 11 schools of the capital have mainly worked for the creation of new libraries and consolidation of the existing one.

    She said that the Soros foundation has contributed to the equipment of the libraries with appliances and training of the library teachers.

    The eight-year schools "Vasil Shanto" and "Emin Duraku" have enriched their libraries through establishing sister-school relations with "Fiskeback Skolon" and "Nyararvet" in Goteborg of Sweden.

    The Swedish pupils first donated dozens of books; later 10 other schools of Goteborg joined the aid, putting at the disposal of the Tirana schools $ 8 000, to be released until the end of 1988.

    Meanwhile, 15 computers have arrived. Some $ 12.000 were recently gathered through a concert performed by the pupils of the capital in Goteborg which will serve the consolidation of the relations of these schools with the Swedish schools. /pas/lm/

    [09] Bar blown up in Tirana

    TIRANA, Oct 22 (ATA)- By Th. Thanasi, A powerful explosion wrecked a bar at "A.Toptani" street in Tirana later on Wednesday, according to the spokesman of the Tirana Police Department.

    The explosion completely wrecked the bar and slightly damaged the surrounding bars, says the spokesman adding that there were no casualties.

    The investigating group which rushed to the spot found there an automatic rifle, a light machine-gun and six cartridge clips as well as 10 pistol cartridges.

    The initial investigations show that some 400 gr. of TNT had been placed at the back of the bar. /s.s/lm/

    [10] Children's theatre in Durres openes the new thaetrical term

    DURRES, Oct.22 (ATA) - By S.Gjordeni: Durres children's theatre opened its new theatrical term with the premier "Rupi and Dupi", which is shown on screen these days in the "A.Moisiu" theatre for the children of Durres schools.

    The premier treats everyday problems, having to do with the children, the school, their lesson and education, comprising even the parents' help or obstacle in this process.

    Durres children theatre, directed by the producer Halit Vladi has shown other shows during this year as "the cunning fox". Recently, the theatre showed a concert for Kosovar children who learn in this district schools.

    The preparations for the New Year Party are also under way. /pas/A.A/

    [11] U.S.envoy and ambassadors of European Troika meet Rugova in Prishtine

    PRISHTINE, Oct 22/ ATA correspondent Behlul Jashari reports that the U.S. special envoy for Kosova, Christopher Hill, and the European Troika ambassadors, Austria, Germany and Great Britain, in Belgrade are holding closed door talks with president Rugova.

    The European ambassadors, headed by Volfgang Petric, who is also the EU special envoy for Kosova, arrived in Prishtine this morning and met with President Rugova.

    Later, the talks were also joined by ambassador Hill. So far no statement has been given to reporters, while a news conference is expected at the U.S. Office in Prishtine. /p.ta/lm/

    [12] Publishing House Toena to republish complete works of Vedat Kokona

    TIRANE, Oct.22 (ata) - By Ornela Kadaifciu: The publishing House Toena has decided to republish all works of the translator Vedat Kokona (posthumously) the director of Toena, Fatmir Toci, told ATA.

    "We will republish all the works of the distinguished translator, novelist, poet and linguist Vedat Kokona, who passed away some days ago," said Toci.

    The pen of Vedat Kokona translated into Albanian works by great masters of the world literature, such as Balzac, Hugo, Dickens, Pushkin, La Fontaine, Omar Khayyam, Tolstoy, Zweig, etc.

    Kokona worked all his lifetime for bilingual dictionaries such as French-Albanian, Russian-Albanian, Italian-Albanian, Albanian-English, etc.

    The last dictionary by the great translator came off the press only a week before he died.

    "This is the work of my life," said Kokona for his Albania-French dictionary with 35 thousand words. /f.n/xh/

    [13] Deputy PM meets senior officials of Justice Ministry

    TIRANA, Oct. 22 (ATA) - By E. Koraqi: The Albanian deputy Prime Minister, Ilir Meta, held Thursday a working meeting with senior officials of the Ministry of Justice.

    Conveying the greetings of Premier Majko, Meta hailed the two deputy Ministers of the Justice Ministry, Arta Mandro and Sokol Çomo, for the new posts.

    "We should have contemporary concepts regarding justice, we should return the confidence on the state and government. We should be totally engaged in the fight against corruption," said Meta during this meeting.

    The Minister of Justice, Thimjo Kondi, briefed on the work carried out in the institution he heads and said that the Ministry of Justice will work with devotion for the Albanian justice. /pas/mt/

    [14] Two new Deputy Ministers of Justice Ministry named

    TIRANE, Oct. 22 (ATA) - E.Koraqi: Sokol Çomo and Arta Mandro are the two Deputy Ministers of the Justice Ministry, nominated after the discharging from duty of the deputy Minister Artan Hajdari.

    Mr. Sokol Çomo was born in Fieri in May. 17 1972. He has done the Faculty of Justice during 1990-1994. From Aug. 1994-1995 he has worked as assistant attorney at law, while from Apr. '95 till Oct. '98 he has worked as a lawyer in Tirana District Lawcourt. He is engaged and knows English well.

    Mrs. Arta Mandro was born in Vlora in 1963. She is a Juridical Doctor of Science. She has finished the studies in the Faculty of Justice in 1982- 1986. After finishing the studies she has worked as a pedagogue in the Justice Faculty, in the Public Right Department. She knows English and Italian 2well.     [15] Some 5.8 million olive-trees produces around 5 500 tons olive- oil

    TIRANE, Oct 22 (ATA) By E.Xhajanka The number of the olive-trees in Albania estimates some 5.8 million, of which four million produce. They are the poperty of around 73 000 families, which do not have enough financial support to provide better services to the olive trees.

    In the period between 1991 and 1998, over 400 thousand olive-trees were damaged and lack of proper care is risking other thousands. The farmers can not yet afford the cost of these services.

    Annual needs for the oil in Albania are around 70 000 tons and the olive-tree is the only source of oil production in Albania, because the sunflower and other plants to produce oil have not been cultivated.

    During the most productive years, the production reaches an average of 50-60 thousand tons olive, while now it has decreased to 12 thousand tons.

    The olive-tree in Albania covers an area of around 40 000 hectars. A study of the Albanian Association of Mechanics and Agriculture Eqipments "AVALB" regarding devices and euipments, used for the services to the olive- trees, points out that during the period between 1991 and 1997 there was paid not enough interest while after the collapse of the former investment pyramidal schemes the interest has been increased.

    During 96-97 some equipments were imported but they could not carry out the maximum of the work, over 20 hours per day, the factory should do.

    That is the reason why the factories in Fier, Mallakaster, Sarande, Himare and Vlore, which are the zones the olive-trees are highly cultivated, were closed.

    The imported olive-processing lines last years from Italian firm "Pieralisi" to Lunder, Narte and Qeparo reach all the standarts settled by the European Community.

    Meanwhile, with the financial support of the Ministry of Agriculture and the USAID project, the work to destroy the olive pests has begun. /lola/

    [16] Work for Fest '98 continues

    TIRANE, Oct.22 (ATA) - By E.Riza: The nonapproval of the organization platform of the Song Festival in Radio-Television (the biggest song activity of the year), have not prevented its creators and organizers to carry on the artistic work for this festival, told ATA, the artistic leader, Zhani Ciko.

    According to Ciko, "during this period the song creators together with ART (Albanian Radio Television), are working with all the component parts of their creativities."

    The Director of the state-run Television Edi Mazi, told ATA, that "despite the existing problems, such as tariff problems for the creators and the financial practices of the sponsors with which abuses are made last year, Fest '98 is to be held." /dast/A.A/

    [17] Tirana town-hall decides to construct memorial for Azem Hajdari

    TIRANA, Oct. 22 (ATA) - By G. Dilaveri: A memorial will be constructed in the center of Tirana to commemorate the former deputy of the Democratic Party, Azem Hajdari. This was decided in the ceremony organized in the International Center of Culture to honor Hajdari with the award "Citizen of Honor of Tirana."

    In this ceremony, which coincided with the 40-th day of the murder of Hajdari, the Mayor of Tirana Municipality hand the decoration to Azem Hajdari' son.

    The chairman of the Democratic Party, Sali Berisha in his speech considered Azem Hajdari as "the tribune of Albanian nationalism". Berisha expressing the gratitude to Tirana town-hall Council evaluated the decision on the construction of the memorial as "historic".

    Tirana town-hall, in a meeting early this October, decided by a unanimous vote to award Azem Hajdari the title "Citizen of honor of Tirana". /dast/lola/

    [18] New constitution, expression of progressive forces' aspirations

    TIRANA, Oct. 22 (ATA) - By E. Nepravishta: The chairman of the Socialist Party, Fatos Nano, told a news conference on Thursday that the approval of the new constitution is the fulfillment of aspirations of all the Albanian progressive political forces.

    "Being convinced that the legitimacy remains one of the main dimensions of the new Constitution, the political progressive forces, the People's Assembly and the government of this country succeeded to institutionalize a wide participation of all political and non political subjects of the Albanian civil society, which promises a lot for the success and the large participation in the people's referendum for the approval of this document," Nano declared in the news conference today.

    Further on, Nano focused on several important achievements of the new Constitution, stressing that this document envisages the organization and functioning by law of any constitutional body, which lays the foundations of a real rule of law in Albania.

    SP head voiced the confidence that the Albanian people will know how to appreciate the work done for drafting the new constitution through his vote in the referendum. /dast/mt/

    [19] DP should submit to open confrontation with Albanian voters

    TIRANA, Oct. 22 (ATA) - By A. Haxhiu: The head of the Albanian Socialist Party, Fatos Nano, given the claim of the Democratic on the organization of the referendum in the same conditions with those of 1994, told the news conference that DP should accept the rules of the game, which are those of the open confrontation with the Albanian voters with clear alternatives in favour or against this document.

    Then, the SP head said that the Constitution, which has been drafted by a supreme institution of a Parliamentary Republic, by the Parliament, along with the support of the wide Albanian civil society, has been also appreciated by the international experts and institutions.

    A referendum was held on 6 November 1994 for the approval of the constitution drafted by the then parliamentary majority, dominated by the Democratic Party and was signed by the then President Sali Berisha. In the people's referendum on November 1996, the people voted against the draft constitution with 60% of the votes. /dast/mt/

    [20] Rumania accords 90 scholarships for '98-'99 academic year

    TIRANE, Oct 22 (ATA) By F.Nikolla The Rumanian state accorded for '98- 99 academic year, 90 scholarships for the high school, university and postgraduate studies, at a time when the mentioned contingent of the Albanian pupils and students is at present in Rumania and they have begun the new academic year.

    Rumania is one of the fewest states in the region and broader which after 1990 systematically accords scholarships for the Albanian pupils and students according to their preferences.

    "Rumania expenses one 1.5 million dollars per year for 700 Albanian pupils and students who study in some cities of Rumania," sources from Rumanian Embassy in Tirana say.

    Diplomats from Rumanian Embassy in Tirana have always stressed the fact that "the most efficient way to extend and improve the cultural relations is the correct implementation of the agreements and the existing cultural and educational exchange-program between the two countries." /dast/lola/
