  • [01] Funeral ceremony of Vedat Kokona organized in Tirana

    TIRANA, Oct. 15 (ATA) - The funeral ceremony of the outstanding writer, translator and lexicographer, Vedat Kokona, was organized on Thursday afternoon in Tirana.

    The mournful procession was headed for the cemetery of Sharre in Tirana. The farewell speech was held by Prof. Dhimiter Shuteriqi who said that "Due to the wide creation work of Vedat Kokona, the French and the Albanian recognized and appreciated one another through their languages, literatures, cultures and histories."

    Attending this ceremony were ministers, representatives from the League of Writers and Artists, the University of Tirana, political parties, friends of the writers.

    Vedat Kokona, renowned personality of the Albanian culture, born on 7 August 1913, died in the evening of 14 October 1998, because of a serious disease. /s.sh/mt/

    [02] 54-th anniversary of Vlore liberation commemorated

    VLORE, Oct. 15 (ATA) - By H. Koci: The 54-th anniversary of the liberation of Vlore city from the Nazi-fascist occupiers was commemorated Thursday in Vlore.

    The Prime Minister, Pandeli Majko, Parliament Speaker Skender Gjinushi, the Ministers Petro Koci and Kadri Rapi went to Vlore to celebrate this important event. Attending the ceremony was also the SP chairman, Fatos Nano, representatives of local government and others.

    The participants, gathered in the main Flag Square, headed for the martyrs' cemetery.

    Further on, an improvised meeting was held in the historic Flag Square. Premier Majko and SP head greeted the rally.

    The meeting was organized in the theatre hall of the town. The opening address was held by the governor of Vlore, Tare Hamo who welcomed the guests.

    The participants in the meeting spoke of their memories regarding this important date where three battalions of the XII Brigade, backed by the guerilla units of the town, liberated Vlore from the Nazi occupiers. /s.sh/mt/

    [03] Meidani: All Albanians proud of our football

    TIRANE, Oct 15 (ATA) - President of the Republic, Rexhep Meidani received on Thursday evening the representatives of Albanian Football Federation and the leaders of the national football team after coming back from Norway, where our national team through their dignified game, upgraded the values of the Albanian sport in the international arena.

    "President Meidani asked the leaders of the team to convey the warmest greetings, for their very nice game ,to all the footballers who, because of their commitments in the foreign teams, were not present," press and information office by President of the Republic told ATA.

    "All the Albanians, President Meidani said, feel proud of the values of the Albanian football," said President Meidani.

    He also expressed his belief that the individual abilities of the footballers who play in different European or Albanian teams will gain European football experience to practice it further in matches like that. /A.KE/lola/

    [04] Archeologist Selim Islami awards Order "Great Master of Labour"

    TIRANA, Oct. 16 (ATA) - Selim Islami, prof. in the archeological sciences, was honored with the award "Great Master of Labour," accorded by the President of the Republic, Rexhep Meidani, on the occasion of the 75-th anniversary of his birthday.

    The colleagues and friends who spoke in the ceremony organized on this occasion in the Academy of Sciences in Tirana, pointed out the values and importance of the scientific work of Prof. Islami in the field of archeology.

    His work has a special importance because it is related to the identity of our nation's survival. Through his researches and works, prof. Islami has contributed to the affirmation of the Albanian archeology by bringing cardinal values in the history of our country. /a.ke/mt/

    [05] Premier Majko condoles Vedat Kokona's family

    TIRANE, Oct 15 (ATA) - Premier Pandeli Majko sent a telegram of condolence to the family of the outstanding intellectual and professor, Vedat Kokona, who died Wednesday in Tirane.

    "After finishing the studies in the Korca art-school, he dedicated all his life, with his work and cultivated mind, to the translation into Albanian of more than 100 renowned French authors and of several works in foreign languages, written by the representative of the Albanian Renaissance. He professionally compiled bilingual language dictionaries. Kokona was author, prose-writer, novelist, skillful professor of the French language and French literature," Premier Majko said in the telegram of the condolence.

    "Vedat, with the titles "Chevalier des Arts et Lettres" and "Officer des Palmes academiques" awarded to him, honoured Albania. We, Albanians will remember and respect the talented creator and outstanding intellectual, who gave a precious contribution to the creating and pedagogic work, and also to strengthening the friendship between Albanian and French peoples," Majko said. /s.sh./lola/

    [06] "Teuta" volley team eliminated from CEVI CUP

    DURRES, Oct. 16 (ATA) - By G. Kabashi: Volley man players of "Teuta" (Durres) were beaten in both games by the Austrian team of "AC-Innbruck," thus losing the right to further participate in the Cup of the European Volleyball Federation (CEVI).

    The chief of "Teuta" sports club, Orest Petani, after coming back from Austria, told ATA that "the games were played for two successive days over the last week-end, after the decision taken by CEVI, in order to avoid the arrival of the Austrian team in Albania. Our team was beaten in both games 0-3.

    After a week, the volley woman team of "Teuta" will hold a four-team tournament in the framework of CEVI Cup. /LP/mt/

    [07] Film "Dasma e Sakos" to contest in Thessaloniki Festival

    Tirane, Oct 16 (ATA) By O.Kadaifciu The Albanian film, "Dasma e Sakos" ("Sakos' wedding") will take part in 39-th International Festival in Thessaloniki, which will be organised on November 13-22, 1998, Arben Lami, one of the film producers said to ATA.

    "Dasma e Sakos" ("Sakos' wedding") an Albanian-Hungarian cooperation, with the script of Vath Koreshi treats Albania early this century. It deals with the social problems among different strata of the society of that period. The premiere of this film is expected to be shown by the end of October.

    The International Festival of Thessaloniki is a yearly cinematography festival in which the contest is organised in two sections.

    New producers with their own first or second film, they have already produced, will contest in the first section and the producers with a greater activity in cinematography will compete in the second section. /f.n/lola/

    [08] Guarda di Finanza - a year in Albania

    DURRES, Oct. 16 (ATA) - It's one year today since the activity of INTERFORCE Mission began its activity in Albania, after a protocol- agreement signed on 16 October 1997 by the Albanian and Italian Interior Ministers for the restructuring and modernization of the Albanian police.

    The commander of the contingent, deployed in Durres, lieutenant colonel Giovanni Greco, pointed out that the experts of the Italian Police with the financial support of the Italian Government, equipment with logistic means and vehicles of the police commissariats in Tirana and several districts.

    The most important part of the mission was deployed in Durres and 50 financial military men of Yellow Flames (Fiamme Gialle) are assisting and preparing the Albanian border police in the fight against the illegal traffic of emigrants and narcotic plants.

    Lieutenant Greco also spoke of the aim of the mission backed by 4 vessels in the patrolling the sea in order to block men and drug smuggling.

    The mission is in its most important stage since two months: the training in the open sea of the Albanian border policemen. Two groups of 10 policemen from the commissariats of Durres, Vlore and Shengjin held during September a 2-week theoretical-practical courses in the port of Gaeta, near Napoli.

    The Albanian Minister of Order, Petro Koci, urged his Italian counterpart to extend the mission till the end of this year. The good will by both governments will also define the future of the Italian mission. /a.ke/mt/

    [09] KDL: No sign of Serb forces withdrawal

    PRISHTINE, Oct 16 (ATA) - There is no sign of Serb forces withdrawal meanwhile NATO 96 hour deadline is expiring. Sources from Kosove Democratic League (KDL) in Podujeve say that Serb military forces keep holding their positions between the villages of Llapashtice and Obrane, where soldier- loaded busses reached on Tuesday.

    Other forces were deployed about one kilometer near Perpellac, a border village while at the police road block in the entrance of Podujeve and in Lluzhan, Orllan and Kerpimeh new fortifications are carried out.

    The Serb forces, reinforced with other troops and ammunition, have not moved from the 14 villages of Skenderaj. Before March 5, when the Serb attack against the villages of Skenderaj began, there were only two police stations and one police road block, while today only in the villages of Llaushe and Likoc there are eight of them.

    New Serb forces were recently settled in Kacanik.

    Two days ago in the village of Doganaj, in the neighbourhood of Koxhaj and Fushe e Pajtimit military forces are deployed, while another contingent, which was previously settled in Fusha e Pajtimit neighbourhood moved to that of Lekaj, where a considerable number of military masked troops and vehicles are situated, Kosove Information Center reports.

    [10] Belgrade threatens existence of Albanian newspapers in Kosova

    PRISHTINA, Oct. 16 - ATA correspondent in Prishtina, Belul Jashari, reports:

    The Albanian newspaper "Koha Ditore," published in Prishtina, is likely to be closed by Belgrade. "Those who want to close this newspaper today, will be thrown tomorrow in the garbage and we will be engaged not to allow entering of such people in Kosova, even with passports," the publisher of Koha Ditore, Veton Surroi, writes today on the first page, by responding to the threats of Belgrade.

    More than eight years ago, the regime of Belgrade closed the only Albanian daily newspaper of that time, "Rilindja," as well as the Radio and Television of Prishtina and other private Albanian radios. /p.ta/mt/

    [11] First National Symposium on Albanian seacoast begins.

    TIRANE, Oct. 16 (ATA) - By P.Shuteriqi The first National Symposium "The applied geomorphology, the environment and littoral tourism in the Albanian coast", organized by the Insititute of Geographic Studies in the Academy of Science began in Tirana on Friday.

    In his greeting, the Albanian President, Rexhep Meidani, stressed among others that "the theme of this symposium shows that the Albanian scientific activity is vital and has survived through the difficulties imposed by the change of the economic systems in our country."

    Focusing on the change of economic systems, Meidani, pointed out that the Albanian scientists should identify and appreciate the resources of our country to the good use of Albania's progress anf their future.

    "It's high time not to treat our mineral, watery, and forest property as it has been treated until now, because the coming generations will not forgive us the destruction we will inherit to them if we go on with this non-citizen, short-term and destructive mentality, stressed Meidani.

    President Meidani also said that this society needs an alliance of its most conscious forces to cope with all these problems.

    The three-day First National Symposium on the applied geomorphology in the Albanian seacoast continues the proceedings in the presence of outstanding personalities of the science of the country, members of Majko cabinet, and several foreign personalities, invited on this occasion. /y.pa/A.A/

    [12] Prizren: 93 Albanians send to Serb prisons

    PRISHTINE, Oct, 16 (ATA) - A contingent of 93 Albanian prisoners who were held in Prizreni prison are transferred in Serbian prisons at the beginning of this month, says the Kosova Information Center.

    According to the Albanian layers, 30 prisoners are settled in Vranja prison, 35 in Prokupl prison, while 28 others are send in Leskoc prison. The same sources say also that in the following two weeks in Serb lawcourt of Prizreni, 314 accused Albanians from the communes of Prizreni, Suareke and Malisheve are expected to appear before the tribunal. In the meantime, sources from KDLMNJ reports that the leader of the Party of National Unity, and the political prisoner, Ukshin Hoti, is removed in the Mitrovica of Sermi prison. /P.Ta/A.A/

    [13] Rugova asks NATO troops deployment in Kosove

    PRISHTINE, Oct 16 (ATA) Behlul Jashari, ATA correspondent reports:

    President Rugova asked on Friday NATO troops to deploy in Kosove and "the activation order" also to remain into force also after the 96-hour ultimatum to Belgrade.

    "We consider as very important ambassador Holbrooke efforts to provide an international presence in Kosove and NATO aircraft overflying Kosove on verification missions, but we ask NATO forces to deploy as a guarantee for the people of Kosove and NATO "activation order" to remain into force," Rugova told on Friday in a press conference in Prishtine.

    Rugova considered the situation in Kosove as "grave and dangerous". Rugova said that Serb forces keep on their military operations and bombardments therefor some Albanians were murdered and there were some other victims from cold and the grave humanitarian situation of the refugees still sheltered in the mountains.

    "The Serbian forces have not withdrawn from Kosove. There has been only a repositioning of those forces and they have been entrenching themselves in many strategic points at a time when there are new forces coming from Serbia," Rugova said.

    "We ask international protection of Kosove and first of all from the U.S., EU, the U.N. and NATO," Rugova said re-affirming the well-known stand that "the best solution is the independence of Kosove with all the guarantees for the local Serbs and an international protectorate as a transitory phase."

    "We are working on a provisional agreement for Kosove, initiated by ambassador Hill," Rugova said to reporters regarding the meeting between OSCE current chairman, Geremek and the American ambassador, Hill, which is due to be held on Friday in Prishtine.

    While regarding the request for a National Reconciliation government to be represented in the possible talks, President Rugova said that "There exist the government and the Group of Negotiators, which depending on the needs can be completed by experts and other people." /P.Ta/lola/

    [14] Germany aids Military Central Hospital

    TIRANA, Oct, 16 (ATA) - By R.Xhuvani The ceremony of delivering the military medical aid offered by the German army was held on Friday by midday in one of the military units of Tirana Garnison.

    The Deputy Defence Minister, Ilir Boçka, other senior officers of the Defence Ministry, and the German ambassador to Albania, Hans Peter Disdorn took part on this occasion.

    "The aid coming from Germany testifies the collaboration existing between our two armies," said in his speech the Chief of Health Directory in the Defence Ministry, Kujtim Molla.

    The aid offered to the Military Central Hospital consists on an operation hall, which costs 1 million DM.

    Molla hailed the representatives of the German Army in Albania for the continuous aid that they have given for the medical care and the specializations given to the hospital staff. /A.Ke/A.A/

    [15] Albanian Parliament starts discussion of the Draft Constitution

    TIRANE, Oct.16 (ata) - By P Shuteriqi: The deputies of the People's Assembly of Albania started Friday the discussion of 181 articles of the draft of the Constitution, which consists of 18 main parts.

    In the presence of 120 deputies, of some parliamentary political groupings, the discussion started on Friday at 2 p.m. for the first 6 articles of the Draft of the Constitution, which besides the main introductory articles, has numerous articles also on the fundamental human rights and the judiciary. The draft recognizes for the first time the institution of the people's attorney, who defends the legal rights, freedom and interests of the individual from the illegal and irregular acts and failures to act by the public administration structures.

    The articles of the draft also determine the ways of the organization and functioning, the election and the term of the parliament and the deputy, the institution of the Parliament of the Republic, of the Council of Ministers, the local government bodies, the procedures for international agreements, the organization of the people's referendum, of its central commissions, etc.

    The plenary session for the debate and approval of the Draft of the Constitution article per article is continuing. The deputies of the Democratic Party are not taking part in this session. /s.s./xh/

    [17] Albanian farmers on World Food Day

    TIRANE, Oct.16 (ata) - By E Xhajanka: 16th October is the World Food Day marked by the founding of Food and Agriculture Organization (FAO) in 1946, as a U.N. agency for agriculture and food.

    55 per cent of the Albanian population live in rural areas, with agriculture and livestock as their main activity. Albanian farmers make their contribution to the economic life of the country, realising over 50 per cent of all the net production. The radical reforms in agriculture during 1991-1993 were accepted by rural population but not without cost.

    Since then until now, according to the National centre of Rural Development there are about 450 thousand farmers who have their business extended to nearly 2.2 million plots of land.

    In 1996 the agricultural products covered 27 per cent of the imports, in 1997 they fell to 21 per cent while in 1998 the agricultural products increased in Albanian markets due to the work of local farmers and the requests of consumers for these products.

    The years of transition in Albania have proved that the private management is the road to success in the agricultural and food productions therefore the farmers ask the Government to encourage the spirit of cooperation, the creation of respective infrastructure, the support for the people in rural zones and the population engaged in agricultural and livestock activity.

    In the world summit on food held in 1996, Albania signed important documents in the focus of which were the creation of food security as a basic human right for the present and the future. /xh/

    [18] Meidani hails aid of Red Crescent Humanitarian Association for Kosova people

    TIRANE, Oct.16 (ATA) - By R.Xhuvani: The president of Albania met on Friday with a delegation of the leaders of the Red Crescent Humanitarian Association, which conducts its activity in Albania since 1992.

    The President's Press and Information office said that the Director of the Association conveyed to Meidani, the greetings the President and the government of his country, confirming at the same time the delivery of humanitarian aid of the Red Crescent for displaced Kosovars who have settled in the north of Albania to escape their tragedy in Kosova.

    The $ 160 000 aid, which consists of food articles and other necessary means, is being delivered by this association itself.

    The Office of the United Nation Development Programme (UNDP) in Tirana, in cooperation with the Soros Foundation, today held a seminar on the occasion of October 17, International Day of Poverty.

    Also invited were scholars and journalists.

    The UNDP representatives said that elimination of poverty at a global level is one of the biggest challenges of this organisation, as we are approaching the 21st century.

    Hence, support will be given to the reforms which encourage the economic growth in favour of the poor, as well as a stable living standard for the poor./lm/

    [20] Weapons found on spot after Hajdari's murder are not those of crime

    TIRANA, Oct 16 (ATA)-By Th. Thanasi, The weapons found on the spot after the murder of lawmaker Azem Hajdari on September 12 by still unidentified gunmen are not those used for the crime, sources from the General Prosecutor's Investigation Department told ATA on Friday.

    The investigations to throwlight on the murder of Hajdari are conducted on several tracks but they are not made public for investigation reasons. One of the tracks remains the version presented by several DP representatives, the sources said.

    Accroding to sources from the Prosecutor's office, the laboratory expertise of the weapons and shell casings on the spot concludes that the weapons found there have not been used for killing Hajdari and his bodyguard.

    The prosecutors of this case say that an obstacle to this investigation is the lack of facts and proofs on this murder to be provided by the DP, which it claims to know.

    "The prosecutor's office is interested in any proofs presented by the DP," the sources said.

    The DP has not yet responded to an earlier request by prosecutor's office to pronounce itself on the event. However, the same request will be repeated very soon, the sources added. /dast/lm/

    [21] Albanian army to have its own inter-communication system

    TIRANA, Oct 16 (ATA)-By E.Koraqi, Albanian Army's intercommunication forces on Friday received the radio-relay communication apparatuses, aid provided by the German army.

    The ceremony on the delivery of these apparatuses, which will upgrade the intercommunication system of the Albanian army, was held in the premises of the Inter-communication Brigade in Tirana, at the presence of deputy minister of Defence, Ilir Bocka, the chief of the General Army staff, Brigade general, Aleks Andoni, the ambassador of the Federal Republic of Germany in Tirana, Hans Peter Disdorn, the representative of the NATO office, Lieutenant-Colonel Vllakojanis, and other officers of the Defence Ministry.

    The aid of the German army for intercommunication and medicine was made possible after an agreement signed between the two friendly armies one month ago.

    The aid also enables the erection and completion of a modern operation theatre in the Military Hospital in Tirana. /dast/lm/

    [22] We support approval of new Constitution - Bushati

    TIRANE, Oct.16 (ata) - By P Shuteriqi: The Friday's plenary session of the People's Assembly of Albania which discussed the draft of the new constitution was also attended by deputy Zef Bushati, chairman of the Christian Democratic Party, ally of the Democratic Party in the political grouping "Union for Democracy."

    The presence of Bushati was greeted by Prime Minister Pandeli Majko at the beginning of the session of the People's Assembly.

    In a reply to a question by ATA reporter for his presence in the Parliament at a time when other forces of the DP-led grouping continue to be absent in the parliament, Bushati said that "it is a decision of the recent National Conference of the CDP, to make public this party's remarks and proposals for the constitution." The proposals made in the name of the party he is leading were "included in the articles of the draft of the constitution which is being discussed today," said Bushati.

    One of our important proposals which was taken into consideration, said Bushati, is the recognition of the right of the Albanian people to express their belief in God also through the Constitution, and precisely in the introductory part of the fundamental act of the state. /dast/xh/

    [23] Serb forces continue to bomb the Albanian villages

    PRISHTINA, Oct. 16 - ATA correspondent Behlul Jashari reports: The Serb forces settled in Krelan of Gjakova have proceeded today the bombardments, that resumed late on Wednesday, towards the Jabllanice village and its outskirts, while the inhabitants have left their villages and are settled in the Albanian catholic church in Gllogjan village. Several villages, and Skenderaj city are shelled from many combative positions of Serb troops in Drenica, while a military convoy made up of 8 tanks and other military means are established on Friday in Liofc village. Sources from the Council of Human Right say that an Albanian is killed while another is wounded in Makermal of Skenderaj.

    During the last 24 hours, the Serb forces have attacked the villages of Sferke, Perçeve, Volljake of Klina commune, where they have encounter the resistance of Kosova Liberation Army units.     [24] Kosova president Rugova meets Christopher Hill

    PRISHTINE, Oct.16 (ata) - The President of the Republic of Kosova, Ibrahim Rugova today met in Prishtine with Ambassador Christopher Hill, mediator in the negotiations between Prishtine and Belgrade and talked with him the latest developments in Kosove.

    Hill informed Rugova of the agreement on the presence of OSCE and NATO monitors in Kosove and the implementation of Resolution 1198 of the U.N Security Council.

    Rugova considered important the efforts of Ambassador Holbrooke and Hill to mediate in the question of Kosove. They also talked a possible acceleration of the political process for the solution, through negotiations, of the question of Kosove. Present in the meeting also was dr. Fehmi Agani, coordinator of the negotiating group of Kosove.

    The U.S. will cooperate closely with Ibrahim Rugova and Kosove leadership until an agreement is reached for a just and lasting resolution to the question of Kosove, stressed Hill. /B.J./xh/

    [25] 40 monuments of culture in Albania have mosaics - specialists

    TIRANE, Oct.16 (ata) - By K Shehu: The Institute of the Monuments of Culture of Albania has in its inventory about 40 objects rich in different mosaics, most of which located in southern Albania.

    Specialists in the Institute of Monuments told ATA that only one mosaic is in northern Albania, and precisely that in the city of Shkoder, pertaining to the 6th century of our era.

    Albania has a rich fund of mosaics proving of the culture of the Albanian people in centuries, and most of them are in the shape they are have been when uncovered, while another part of these monuments are in the form of traces. So far, these mosaics are only protected, at a time when they need to be maintained and displaced to other layers of land. But specialists say they are lacking funds for the realisation of these processes.

    The first place in the 40 objects is taken by the ancient city of Apolonia (west of Fier) founded at the beginning of the 6th century. It has six mosaics inside and a number of traces of other mosaics which are not yet uncovered. Specialists say that their are not yet uncovered for lack of funds.

    Another ancient city is Butrint, (south of Sarande) mentioned for the first time at the end of the 6th century, with its 7 mosaics on the surface and with traces of other mosaics which have been only identified in that city during a recent joint Albanian-British expedition in Butrint. /xh/

    [26] Jup Kastrati included in Cambridge encyclopedia

    SHKODER, Oct 16 (ATA)-By M. Malja, Prof. Dr. Jup Kastrati has been included in the encyclopedia of the International Centre of Cambridge (England) which publishes biographies of the world's renowned intellectuals.

    This is made known through a letter the director general of the International Centre of Cambridge, Nicholas Sloe, has recently sent to Prof. Dr.Kastrati. He informs him that "your name has attracted the attention of our research Centre for your systematic work in the field of linguistics."

    Kastrati in his 57 years of his research-scientific work has prepared works in linguistics, literature and other fields, has published 31 scientific books and read a series of lectures at the universities of Naples, Calabria, Tetova, Prishtine, New York and other universities.

    In 1987 he was awarded the title "The People's Teacher". /dast/lm/

    [27] Creation of a battalion of professionals of Army Special Commandos approved

    TIRANE, Oct.16 (ata) - The Defence Council of Albania held a meeting on Friday presided over by the General Commander of the Armed Forces of Albania, Rexhep Meidani, to analyse the situation in Albania and in its state borders.

    The President's press and information office reported that the Defence Council adopted a proposal of the Defence Ministry and the Army General Staff for the creation of a battalion of professional experts as special commando groups in the army.

    The Defence Council charged the Defence Ministry and the General Army Staff to determine the structure, composition, the deployment and the technical military equipment for this group, along with the regulations and respective instructions to identify the framework, the tasks and the way how the special commando group will operate. /dast/xh/

    [28] Albania's draft Constitution is in full conformity with European democratic standards

    TIRANA, Oct 16 (ATA)-By I. Luto, Fully committed to assist the Albanian Parliament in its work on a new constitution, the European Commission for democracy through Law, "the Venice Commission", through its representative, Prof. Matthew Russell, participated in a final review of the new draft Constitution for the Republic of Albania during the period 13- 16 October 1998. This review was conducted with the full cooperation of both the Albanian Parliament and its constituent commissions.

    This is said in a press release issued in Strasbourg on Friday by the Council of Europe regarding Albania's new draft constitution.

    Mr.Russell participated in an intense schedule of commission hearings. The draft was reviewed in each of the following commissions: Public Order and National Information Service, Industry, Public Affairs and Trade; Agriculture and Food; Foreign Affairs, Health and Environmental Protection; Economy, Finance and Privatisation; and Human Rights and Minorities.

    At the commission hearings, members debated the various provisions of the draft text, consulting Mr.Russell and other Albanian specialists on a variety of points.

    Mr.Russel commented favourably on the amendments, which have added clarity and new insight into the draft text. Furthermore, he noted that the draft had previously benefitted from substantial public input. In line with the Venice Commission expertise and assistance provided to date, Mr. Russell stated in very clear terms, "The draft Constitution is in full conformity with European democratic standards". /das/lm/
