[02] Everts calls on DP leader to cooperate for Constitution

TIRANE, Oct.11 (ata) - Ambassador of OSCE in Tirane Daan Everts called on Albanian Democratic Party chairman Sali Berisha through a letter on Saturday, to put forward their comments and contribute to the process for the draft of the Constitution whose schedule for review foresees final approval by the Parliament on 20th of October.

Follow the full text of the letter:

    Dear, Mr Berisha,

As you are probably aware, a Group of "Friends of Albania" has been established, compromising many partner countries and international organizations, co-chaired by the OSCE Chairman-in-Office and the European Union Presidency. The Annexed Terms of Reference spell out the purpose of this important initiative. As the "local Chairman" of the FOA I shall be pleased to liaise with you and other political forces, both of the coalition Government and the Opposition.

In this local FOA capacity I have been requested to write to you for your final position as to whether you will contribute, directly or indirectly, to the Constitutional process. Your conciliatory public statement of 29 September as well as more recent calls for dialogue have given others and myself the reason to hope that you indeed wish to follow- up on you earlier intention to participate in the final phase of the drafting process.

As you know, the draft of a Constitution has been presented to the Parliament earlier this week, with the explicit message that input from the Democratic Party and its allies would still be welcome. The schedule for review foresees final approval by the Parliament on the 20th of October. You will also know that there is an overwhelming degree of support, both national and international for the Constitution to reflect the fullest views of the Albanian people. Significant and pleasing to note is that fully 25 % of the text of the draft has been re-written to incorporate the suggestions put forward by the people, following the period of public hearings and consultations when national comments and suggestions were invited.

There remains still time for the Democratic Party and its allies in the Union for Democracy to put forward its comments and so play its expected, important role in this historic and necessary development. Given the constitutional expertise in your party, your views would be well received, and indeed would deserve full consideration. The attitude of the International Community has always been clear and simple - the participation of your UfD is a highly desirable part of the process.

On behalf of the 'Friends of Albania' I would like to ask you therefore one more time - as time is now so pressing - to follow up on your earlier helpful stance and to provide your input in whatever way you find most appropriate. If we could be helpful in facilitating the dialogue, we would be most pleased to do so. It does not need me to tell you that such a step on you part would be welcome throughout the world and would do much to contribute to a cause of utmost national importance, a cause that clearly surpasses partisan political interests.

I will be very grateful for your earliest reply," ends the letter Ambassador Everts sent to DP leader, Sali Berisha. /xh/

SARANDE, Oct.11 (ata) - By Sh Hajno: A brick kiln of the 12th-13th centuries has been uncovered 300 meters from the Monastery of Mesopotamia (near Sasrande, south of Albania,) the chief of the Archaeological Sector of Butrint, Dr. Dhimiter Condi told ATA.

According to him, the bricks and tiles kiln pertains to the period when the monastery flourished (it was constructed in 11th century.) The kiln is 10 meters high and has 4 furnaces.

The nearness and the building materials used in the church of the Monastery of Mesopotamia urged the specialists to link the age of the kiln with the need for the construction of this church which dates back to the 13-14th centuries. /pas/xh/
