[01] Attack on military unit in Gjirokaster failsTIRANE, Sept 27 (ATA)- A group of armed men, whose identity is not made known, opened fire on a military unit of Lekonja, Gjirokaster district late on Saturday, at around 22.45, but they were immediately driven away by the guards, according to the spokesman of Interior MinistryThe police forces from Gjirokaster police station who were rushed to the area carried out the initial investigations. /dast/lola/lm/ Albanian Telegraphic Agency[02] Police arrest Selita gang accused of crimes, lootingTIRANA, Sept 28 (ATA) - Prosecutor's office late on Sunday ruled arrest order for Eduard Ymeri, known as Kartela and chief of the gang of Selita, the suburb of Tirana, and three other members of his gang who were caught in the act.Ymeri, 20, once convicted of illegal possession of arms, Elidon Hima, 22, from Selita, once convicted of injuring, Arjan Prenci, 27, from Allias, once convicted of theft and Edmond Muça, 30, from Selita, were arrested last Saturday after police hunted them down for several hours. A spokesman of the Ministry of Public Order said to ATA that Ymeri and Prenci and two other gang members as accomplice driving a Nissan car grabbed in Arbana village Tirana, waited in an ambush late on Saturday for a car they thought it was their rivals'. When they saw the police car they threatened them and fired at while running away. The police followed the gang by helicopter and caught two of them Ymeri and Hima while two others managed to escape. Two other members of the gang Elidon Hima and Edmond Muça were caught in their houses after Ymeri and Prenci had provided testimonies. Manka.The number of students attending secondary schools on Berat district has increased by 20% over the last two years. This tendency runs in contrast with the past five years when the number of secondary school students was substantially decreased, Ymer Kordha, head of education department in Berat told ATA. A secondary school opened in the Syze village this year for the first time. Bleta told journalists that 47 000 tons oil were cleared against 36 000 tons in 1996 and 4 000 tons benzine and benzol to 2 000 tons in 1996. Some 280 tons of cigarette were cleared and 260 tons cigarettes were confiscated in the same period in 1998. Coffee recorded the lowest clearing figures with 200 tons and 70 other tons confiscated, according to Bleta. He added that 660 tons were cleared in 1996. Ex-director General of the Customs mentioned the work of Euro-customs Mission (CAM) in support of the Albanian customs and the drawing up of new customs' code, which is being discussed by parliamentary commissions and due to be approved. "My resignation has not had the proper support by all political forces which often accused me unjustly and put me under pressure concerning nominations in customs' structures," he said. Customs, according to a poll in July, ranked top in the list of corruption in Albania. At the end of the conference the outgoing director told that Arben Malaj, Minister of Finance will temporarily appoint the vice Director General Fotaq Cali to replace Bleta until new director is appointed by Prime Minister Fatos Nano. /lola/ Albanian Telegraphic Agency[08] UN refugee chief arrives in TiranaTIRANA, Sept 28 (ATA) - By Ilir Paço: United Nations refugee chief Sadako Ogata arrived in Tirana on Monday midday to hold talks with the Tirana- based OSCE ambassador Daan Everts after a Shkodra visit early in the day.Ogata, who entered Albania border at 10.00. a.m. after visiting Prishtina and hot spots in Kosova, said to journalists at the Rogner hotel in the capital that the situation of refugees was very difficult both in Kosova and in Albania territory. She believed that the Serb offensive would end soon. Ilir Gjoni, Albanian coordinator of the U.N. refugee office, said that the aim of her visit is to see the situation and report to the UNHCR executive committee scheduled for October 5 in Vienna. Gjoni said that Ogata visited early on Monday some groups of refugees in the city of Shkodra. Ogata was expected to meet the staff of the UNHCR office in Tirana at 13.30. p.m. and the Albanian prime minister Fatos Nano at 17.30. p.m. /s.s/ak/ Albanian Telegraphic Agency[09] More victims of Serbian terror identified in GllogocPRISHTINE, Sept 28(ATA)-Sources of the Council for the Defence of Human Rights and Freedoms in Gllogoc report that another 24 killed Albanians, four of whom massacred by the Serb forces during the latest offensive, have been found in several villages of this commune.All the killed are reported to have been found in the Eastern villages of Gllogoc, to the mountain of Cicavice, while in the other parts of the commune, like in the villages of Dobroshec, Poklek i Vjeter, Polluzhe, Abri, Baince, Terdefc, Vicak, Negroc no one has been able to infiltrate, but the number of the victims in these villages is thought to be larger. The five were taken to the local police station and were released after being verified. /pas/ak/ Albanian Telegraphic Agency[11] Woman seriously injured in front of Parliament's presidencyTIRANA, Sept 28 (ATA)-A citizen was seriously injured on Monday by midday in front of the parliament's presidency in Tirana, as a commando soldier on duty fired automatic shots.According to witnesses on the spot the soldier, who guarded the main entrance of the Parliament's presidency at "Deshmoret e Kombit" boulevard, fired automatic shots as a group of youths were teasing him, but a stray bullet hit a citizen who was passing by in that moment. The injured woman, whose identity is not made known, was immediately rushed to hospital. Some 300 village families, to be surveyed in Durres district, will be chosen by chance according to the enrollment in the district register. While the rest, to be surveyed in Durres and Shijak cities, will be chosen according to their locations in the plans of these cities. Poll questioneer includes the section on family composition, the position of the women in the family, the number of the children, their location and their relations with the families. Malja, The U.N chief for refugees, Sadako Ogata, visited the Kosova refugee reception centers in the Shkoder city, Northwestern Albania, on Monday morning.Accompanied by governor Lacaj and priest of the cathedral church of Shkoder, Dom Luciano Agustini, Ogata visited the refugee reception centres of Caritas and that of the Arre e Madhe Church. During the meeting Lacaj familiarised Ogata with the projects prepared by the local government for the accommodation of the Kosova refugees and their concentration in several points. He said there are some 2.100 refugees in Shkoder. Most of them have been accommodated in Shkodra families. Lacaj added that four refugee reception centres have been prepared for which the World Bank has allocated some one million leks. Ogata thanked the Albanian people for their hospitality, stressing that poor peoples always are more hospitable. She said that the aid of the U.N. This meeting discussed the remarks and proposals presented during the meetings held with representatives of Non Governmental Organizations (NGO- s), state institutions and the letters received from several people. "I reiterate the invitation for the representative of the Democratic Party, and if not possible, we are ready to monitor any suggestion or remark that will be issued regarding the constitution draft, because later on everything will pass to the parliament," said Sabri Godo according, to whom "the date in which the constitution will be signed is unchangeable." Every German government or political party that stands behind it, follows a constant foreign policy, continued the German ambassador adding that in today's Europe no other variant will be applied. Like the Europeans, the Germans think for the future, said Disdorn. The youths have been trained in various trades such as tailoring, electricity, masonry, secretary and computers, foreign languages, etc.Don Bosco was inaugurated about 5 years ago as a contribution of the Italian Government and as a personal contribution of the Italian Minister Livia Turco, who has assisted the centre and cooperated with the Ministry of Labour and Social Affairs of Albania. The centre has established now another one-year course for social workers. The exports in August were estimated to be 2.611 billion leks against 3.349 billion leks in July.According to the Custom Department evidences, the main place in the Albanian exports is still hold by the goods of active elaboration. The bullet that took her life was fired from the machine gun of a commando who was on duty there and who opened fire with his machine gun in self-defence when he was threatened by the unidentified men.The injured named Roza Ali Mehmeti, 35, despite the medical aid given to her in the hospital, died. Hajdar Zeneli, Guard officer of military police, told ATA that according to preliminary investigation by a group of prosecutors, the soldier, Alban Kapello, 21, from Tirane, has fired into the air while he was on duty, to protect himself, by injuring accidentally Mehmeti, who was passing by. Two armed yet unidentified people had threatened at about 1.30 p.m. the soldier while he was guarding the Parliament's presidency building. According to first investigation sources, when the two strangers caught the soldier from the chest and brought out their pistols, Kapello fired his weapon into the air with the aim of frightening them, explained Zeneli. The cabinet chief in the Ministry of Culture, Blendi Gonxhe told ATA that "we are creating the working group which will follow and realise the project." Albanian iconographic art has been displayed only in the Mediaeval Art Museum in Korce and in Museum Onufri in the city of Berat, museums which consist the fund of cultural heritage in this genre in Albania. Luto: Albania's State Secretary for the European Integration, Ilir Meta, met Monday with the United Nations High Commissioner for Refugees, Sadako Ogata, who arrived in Albania on the same day. Meta expressed his appreciation for the very important visit of Mrs. Ogata in our region and in Albania.Meta voiced the thanks for the precious contribution of the United Nation High Commissioner for Refugees in treating the Kosova refugees. Meta also estimated the stands of Mrs. Ogata in the meetings held in the region, and mainly the stands against President Milosevic who continues to ignore the appeal of the international community to stop the war in Kosova. He pointed out that only the resolute operation of the international community and other powerful organizations like NATO, can force Milosevic to accept a solution and not to cause greater tragedies and conflicts in Kosova and the region. Mrs. Ogata voiced her deep concern for the situation in Kosova and for the fact that the Serbian violence continues with great intensity.
