  • [01] Serbia will not accept a referendum of Albanians for status of Kosove - Nikolic

    PRISHTINE, Sept.21 (ata) - Serbia will not accept a possible referendum of the Albanians for the status of Kosove, three years after an eventual agreement for a provisional solution in Kosove, Serb Government vice chairman and deputy chairman of the Serb radicals, Tomisllav Nikolic, stated accordign to reports of Kosove Information Centre.

    Nikolic said that "the fate of this part of Serbia will never be solved with a referendum of the Albanians in Kosove." He refuted such a possibility saying that nobody from Serbia will sign such a thing, which would be a treachery.

    He considered as unofficial the talks of the U.S. mediator Christopher Hill and Albanian representatives for the project forwarded by the U.S. on a provisional solution in Kosove, saying that only "the Government of Serbia may draft an agreement which belongs to Serbia." /p.ta/xh/

    [02] Leader says US proposal unlikely to resolve Kosova issue

    PRISHTINE, Sept 21 (ATA) - The US proposal for a temporary accord on Kosova is unlikely to ease or resolve the complicated issue of Kosova, Center for Information in Kosova (CIK) quoted Vojislav Kushtunica, leader of the Democratic party of Serbia, as saying.

    "The proposal is fully contrary to stands adopted by international organisations and forums, especially the Contact Group attitudes, which exclude the possibility for Kosova to be independent," he said.

    This proposal, the way it was published and presented by Serbian media, offered a limited independence to Kosova, CIK quoted him as saying. /pta/ak/

    [03] Charred bodies in Dobratin like in Serb crematoriums - Sejdiu

    PRISHTINE, Sept.21 (ata0 - "What we saw in Dobratin is a model of Serb crematoriums," said the Secretary of the Kosove Assembly, Fatmir Sejdiu in a statement for the Kosove Information Centre.

    "In the home of Fehmi Rekaliu we saw three or four charred bodies, whose traces showed they were first hit by fire weapons or massacred and later were completely burnt in the building were they were," said Sejdiu. He underlined that such massacres are practiced by Serb forces towards Albanian civilians of all ages and added that these acts are after the patterns of Serb crematoriums. /pas/xh/

    [04] 700 new students enrolled in Shkoder university

    SHKODER, Sept 21 (ATA) - By M. Malja: Some seven hundred students have been enrolled for the new academic year at the "Luigj Gurakuqi" University following a contest.

    "Some 700 students, who passed the contest two weeks ago, are going to follow lessons in 12 faculties of the university," Artan Haxhi, deputy rector of the university said to ATA on Monday.

    The Italian chair is opened for the first time in the university, he added.

    Preparations are under way for this new academic year and the enrollment of new students has started.

    Measures have been taken to equip the dormitory with a fund worth 7 million leks accorded by the state.

    The university library has 200 new titles particularly for economy and business as well as German language from the University of Gratz, Austria, Haxhi said. /pas/ak/

    [05] Cooperation between Australian University Viktoria with Tirane polytechnic university established

    TIRANE, Sept.21 (ata) - By P Shuteriqi: First contacts of cooperation were established between the Tirane polytechnic university with the technological University Viktoria in Australia, sources of the Albanian Ministry of Education and Science told ATA.

    Aleksander Xhuvani, chief of the foreign relations sector in the polytechnic university of Tirane said Monday that a delegation from the Australian university arrives on Sept.26 to sign the agreement of cooperation.

    The polytechnic University of Tirane has relations of cooperation with nearly 30 universities in different countries of the world. /pas/xh/

    [06] Nearly 150 000 ECU for post-university European studies

    TIRANE, Sept.21 (ata) - By P Shuteriqi: During 1998-2000, the project "European Studies" with the institution of Louvain in Belgium as the main coordinator, will be applied in the Tirane University.

    The project includes the Albanian universities of Tirane, Elbasan, Shkoder and the Universities of Montpellier (France,) Granada (Spain) and Salonica (Greece.)

    Nearly 150 000 ECU are expected to be spent on the project, for the training of the new university pedagogical staff through 3-6 month specializations and short-term training courses of Albanian teachers in universities of the other countries included in the project. /pas/xh/

    [07] Fighting in Drenice between KLA and Serb forces

    PRISHTINE, Sept.21 (ata) - ATA correspondent Behlul Jashari reports: Fierce fighting are taking place today between the KLA and Serb forces in Drenice (northwest of Prishtine,) and in the strategic village of Likovc, in Makermal, Polluzhe, etc. Likoc and its nearby zone, according to sources of the Human Rights Council in Skenderaj, has been hit by Serb forces today at about 7 a.m.

    Dangerous developments are noticed today in the outskirts of Podujeve (northeast of Kosove) with rounds of bullets and blasts heard since early in the morning in the direction of village Llapashtice, while the road leading to Podujeve was blocked by Serb forces.

    Yugoslav forces stopped on the road today the professor Hasan Potra and gave him the ultimatum that today until 2 p.m. he had to gather the parties of villages Llapashtice and Obrance under the Serb command, warning him that if he did not do what was told the villages would be attacked. In the mean time Albanian civil population are fleeing these regions. /pas/xh/

    [08] Decree on free entry of foreign citizens of Albanian origin in Albania in force

    TIRANA, Sept 21 (ATA)-By I. Luto, Qirjako Qirko, head of Consular Juridical Department at the Albanian Foreign Ministry, on Monday rejected information provided by several right wing Albanian papers that several Yugoslav citizens of Albanian origin have been prevented to enter Albania.

    "The decree which allows free entry in Albania of all persons of Albanian origin, but of foreign citizenship, remains in force as no other decree or law has been issued to make the current decree invalid," Qirjako told ATA. /mima/lm/

    [09] Legal norms and regular functioning of rule of law should be respected - Albanian Helsinki Committee

    TIRANA, Sept 21 (ATA0-By I. Luto, The Albanian Helsinki Committee on Monday called on the Albanian political forces not to prejudge the solution of issues which are an exclusive power of the justice bodies.

    The Committee, through a statement referring to the latest developments at home, "wants to reiterate that it is a permanent duty of the competent bodies to rigorously abide by the legal norms, especially those which have to do with the rights of the detained, therefore in no case should they justify neglect or violation of these norms."

    "The committee asks the competent bodies, charged with the task of investigating the criminal murder of democrat lawmaker Azem Hajdari, to make their maximum efforts and act without losing time to track down the culprits," the statement says.

    In conclusion, the statement calls once again for dialogue and understanding among the Albanian political forces to avoid any kind of confrontation and put an end to the language of hatred which generates only violence." /mima/lm/

    [10] Prosecutor's house grenaded - Berisha accused

    TIRANA, Sept 21 (ATA)-By Th. Thanasi, The house of one of the prosecutors investigating the cases of six senior officials of the Democratic Party (DP, Opposition), accused of "crimes against humanity", and of the armed uprising was grenaded on Monday morning.

    "We blame the crime on Sali Berisha (DP leader) and his armed gang," the prosecutors' group say in their statement.

    The statement, which is addressed to the President of the Republic, Government, diplomatic corps and media, stresses that it is the law and the martyred people's will for justice that gives them strength to be more persistent in rigorously implementing the law.

    The prosecutors say that this terrorist act would not have happened if the law and police had implemented the law, since in the afternoon of September 14 '98, by detaining and dismantling the base of the rebels and of Sali Berisha who are accused of staging the coup d'etat.

    Considering Berisha the spiritual leader and active organiser of the coup, the prosecutors stated that they would directly blame him for any possible future act of violence employed against them. /mima/lm/

    [11] The Albanian Defence Minister says: Army out of politics

    KORÇE, Sept. 21(ATA) - The Albanian Defence Minister, Luan Hajdaraga, said on Monday in Korçe that the Army will be on high alert, and is to be modernized according to NATO standards, staying outside of every kind of politics.

    Hajdaraga, who made this declaration during a meeting with leading officials of military unit of the division of the district of Korça, stressed also the relationship of the Albanian Army with NATO. He mentioned some mutual training as "Biza '98", "Komando '98" etc.

    The commandant of this division, Ethem Shkurta, stressed the moral and the high readiness of the military persons during the turmoil of 13-14 Sept., that defended the military wards threatened by armed forces.

    [12] Latest crisis, result of destructive stand of Berisha- speaker

    TIRANA, Sept 21 (ATA)-Albanian Parliament's speaker Skender Gjinushi said that the latest crisis is result of Berisha's constant destructive stand by refusing to recognise the June 29 '97 elections and the emerging legitimate institutions.

    Gjinushi made this statement at a meeting on Monday with OSCE special envoy, ambassador Herbert Grubmayr, and Austrian Foreign Minister's representative Saube.

    "Unreasonable boycott of parliament and its Constitutional Commission as well as Berisha's continued calls for toppling the government, at all costs, clearly speak of his tactics and strategy," said Gjinushi.

    He said that "Berisha is the author of provoking people for civil war for more than once but the Albanians have reconciled with each other. There is no conflict among them."

    "Berisha is and remains the sole inspirer of violence and with him calm is impossible to be returned to Albania. We are determined to defend the country's security and peace through democratic means," said Gjinushi.

    Grubmayr thanked Gjinushi for the detailed analysis about developments in Albania. /y.pa/lm/

    [13] National Environment Agency's appeal for Clean Cities' Day

    TIRANE, Sept 21, (ATA) By Rudina Xhuvani National Environment Agency (NEA) made an appeal to all the citizens that on the occasion of Sept 22, World Day of Clean Cities, to take care of the environment where they live, in order to improve their way of life.

    For this reason, this agency has started a sensible campaign, whose objective is to make the individual conscious to create a healthy environment for himself as well as to grow up healthy children in healthy environment.

    Maksim Deliana, Chairman of NEA, said to ATA on Monday that "The department made an appeal to the citizens of Tirana to take active part in cleaning the environment near their houses. The department also appealed the teachers and professors to teach and encourage pupils and students to take part in cleaning activities at their schools'environments."/mima/lola/

    [14] Police arrest citizens charged with participation in armed uprising and violation of institutions

    TIRANA, Sept 21 (ATA)-By Th. Thanasi, Citizens Alfons Zeneli, director of Radio "Kontakt", and Ilir Zhilla, ex-director of the Albanian Telegraphic Agency (ATA), were arrested on Sunday on charges of "participating in the armed uprising of September 14 '98", sources of the general Prosecutor's Office of Investigation Department told ATA on Monday.

    According to the sources, testimony and facts in video-cassette show that the two directly took part in staging the armed uprising.

    Although the arrest order included nearly 20 persons, only three of them were arrested. Many persons were not found and are declared wanted by the police.

    Meanwhile another citizen, Eduard Oreshka, was arrested on Sunday evening, charged with violating state institutions on September 14 '98. /mima/lm/

    [15] Nano asks closer cooperation of prefectures with police

    TIRANA, Sept 21 (ATA)-By E. Koraqi, Albanian Prime Minister Fatos Nano on Monday said that the stickiest problem of the prefectures is legitimacy which can be realised through coordination and closer relations of these institutions with the police.

    "Legitimacy is considered indispensable in the conditions when law violations up to a coup d'etat become a gangrene for the Albanian administration and this does not exclude the local governors, either," said Nano during a meeting with governors of all the country's districts.

    Nano said that the mid-September events testified to the fragility of the Albanian democracy, at a time when the Albanian political reality continues to be affected by populist, revolutionary, violent and extreme psychologies and philosophies, rooted in the Albanians' minds for more than 50 years.

    Nano said that "after the victory of the Albanian progressive forces in the elections of June 29 '97, we were conscious that we had to carry the weight of a destroyed country, which would have as an opposition a destructive force, such as the political formation of Berisha, leader of the largest opposition party, the Democratic party."

    Sali Berisha is charged with organising the abortive coup on September 14, the day when the funeral ceremony of democrat lawmaker Azem Hajdari, who was killed on September 12 by yet unidentified persons, was organised.

    Nano said that Berisha resorted to extreme acts when he saw that his strategy of tension was failing and the democratic and state-building strategy of the government was succeeding. /mima/lm/

    [16] Import: 80.6 billion leks in 8 months

    TIRANE, Sept 21, By D.Koça

    Albanian imports, for the first eight months of 1998, reached the value 80.6 billion leks, Customs Department said to ATA.

    However, in August, the imports recorded a fall in comparison with the previous months. The imports in August were estimated 9.370 billion leks with a fall of 16 %, as a result of the low import season, in comparison with July.

    During this month also, the import of the taxed goods led with an value of 7.378 billion leks, recording an increase of 0.3 %.

    In August, the ratio between the taxed import and not-taxed one changed in favour of taxed import 79 % : 21 %.

    In the structure of the imports, food and mineral products, machineries and equipments consisted the greatest specific weight. In August, in comparison with the previous month, it is noticed an increase of imports of transport vehicles, paper, cardboard and building materials. While almost all the other groups just as food, plastic and chemical products, recorded a fall.

    Also in August, the customs of Durres and Tirana recorded the import highest values. The goods passing through these customs, in this month, had the respective values 2.596 billion leks and 1.691 billion leks./lola/

    [17] District Court: Prison arrest for traffickers

    TIRANE, Sept 21, (ATA) By Urim Bajrami Prison arrest for the trafficker and his two accomplices. This is what judge-panel, headed by the judge Ridvan Shkembi, at Tirana District Court decided.

    Arben Rustan Xhabrahimi, 33, born in Tirana and with residence in New York, was arrested on Saturday by Tirana anti-drug Police, with 1.5 kg heroine in two hidden packets, in his way back from USA.

    The court also decided the arrest of the two Xhabrahimi's accomplices, Luan Haxhi Bulku, 39 and Hysen Osman fjolla, 32, policemen of Rinas Police station./A.Ke/lola/
