  • [01] Decision of Council of Ministers of Albania to restore constitutional order impaired by armed groups

    TIRANE, Sept 15, ATA - The Council of Ministers of Albania after examining the events of Sept 13 and 14, 1998, in Tirane with its obligation to defend the constitutional order conformed to the law 7491, dated 29/04/1991 "On main constitutional provisions," decided:

    "To consider coup d'etat the events of September 14, 1998 through which, by organized, violent and armed acts, were realised, through force, also the looting of the buildings of the People's Assembly headquarters, the Presidency of the People's Assembly, the Council of Ministers, the Constitutional Court, the High State Control service, the Ministry of Law, Ministry of Finance and Albanian Radio Television and the armed strike at the Ministry of Public Order which was instigated, organized and directed by Sali Berisha and his collaborators.

    2. To eliminate definitely through respective legal state structures all the attempts and acts continuing to topple through violence and weapons the constitutional order and the legitimate state institutions.

    3. The Ministry of Public Order must efficiently respond through its forces the demands of the prosecutor's office for the penal prosecution of all the people who were organizers, executions, instigators and assistants, participants in the coup d'etat.

    The decision comes into force immediately. /das/xh/

    [02] Greek Government denounces killing of deputy Azem Hajdari

    TIRANE, Sept.15 (ata) - Spokesman of the Greek Foreign Ministry, says a report of the Greek Embassy in Tirane, condemned the killing of Albanian deputy Azem Hajdari.

    "The Greek party condemns the killing of Albanian deputy Azem Hajdari and holds that the arrest of and the trial for the authors of this criminal act would restore justice."

    The coming of the protests out of control and the tendency for destabilization in the country under the pretext of the distressful killing of deputy Azem Hajdari create great troubles for Albania and its people.

    Greece, which has undertaken and programmed for the future powerful efforts for the reconstruction and development of the Albanian economy and has participated in all international drives for the stability of Albania, takes interest also in the Greek minority living in this country and will closely follow all developments," ends his statement the spokesman of the FM of Greece. /dast/p/xh/

    [03] Greek police aid destined for MAPE forces in Albania

    TIRANE, Sept 15, ATA - The Greek embassy press office in Tirana, referring to DP chairman Sali Berisha's allegations on the supply of the Albanian police with Greek police materials, through a Greek company, clarifies that the Greek police aid delivered in Albania was destined for the Multinational Advisory Police Element (MAPE) forces operating in Albania.

    In order to avoid any possible misunderstanding it should be stressed that both the police aid and any other aid offered by Greece, is provided for the whole Albanian people, through their legitime Government./dast/lola/lm/

    [04] Nearly eight million leks of damage to education department in Tirana

    TIRANA, Sept 16 (ATA)-By P. Shuteriqi, A group of still unidentified wrongdoers, taking advantage of Monday's violent unrest attacked the educational administrative department of Tirana, causing huge material damages, Kujtim Kapllani, head of department, told ATA.

    "The damages are estimated at nearly eight million leks. Computers, photocopiers, typing machines, telephones and many other stationery were looted and broken," said Kapllani. /mima/lm/

    [05] Albanian businessmen condemn attempts for coup d'etat and demand their interests be protected

    TIRANE, Sept.16 (ata) - By P Shuteriqi: Albanian businessmen condemned the violence exerted by groups of armed people on Sept.13 and 14 against state institutions and the looting of the properties of Tirane citizens, considering these acts destabilizing for the public order and peace.

    The chairman of the Albanian Business Party, Luan Shazivari said in an urgent meeting of this party that the violent acts were considered as made deliberately to paralyze the activity of the businessmen, producers and traders.

    "The state must find the wrongdoers, compensate the owners and guarantee their properties at any cost," said Shazivari. /mima/xh/

    [06] Parliament asked to lift parliamentary immunity of Sali Berisha

    TIRANA, Sept 15 (ATA)-Albanian parliament has been requested by the General Prosecutor's office to lift the parliamentary immunity of Sali Berisha, currently chairman of the Democratic Party.

    Parliament's Speaker Skender Gjinushi at Tuesday's session, late at night, read before deputies the request of the General Prosecutor's office and said that this request would be treated according to normal procedures.

    At the beginning this request will be examined at the Parliament's Mandate and Immunity Commission and then will be submitted for approval to a plenary session. /mima/lm/

    [07] State reserves in Lunder almost completely looted - 400 thousand lek is the damage

    TIRANE, Sept.16 (ata) - The storehouses of the state reserves in Lunder (near Tirane) were violently looted almost completely by a crowd of people on Monday afternoon.

    Spokesman of the Police Department in the Prefecture of Tirane said Wednesday to ATA that after 2.00 p.m. on Monday, armed people and other groups of people looted violently all the commodities sequestered and stored in Lunder and a part of the reserves in the storehouses there.

    After looting they set on fire all documents in the offices, said the spokesman, stressing that the damage from the lotting is estimated at nearly 400 million lek.

    Invetigation police are gathering facts for the identification of the organizers of the theft, ends the report of the spokesman of the Police Department. /mima/xh/

    [08] Two victims and 54 injured on Monday in Tirane

    TIRANE, Sept.16 (ata) - By Th. Thanasi: According to police sources in Tirane, during last Monday the citizens Ardi Osmani, 20, and Adem Shehu, 57, were killed and 54 people, among whom 17 members of police and the Guard of the Republic, have been injured.

    The chaotic situation in Tirane on Monday created the conditions for groups of bandits and armed and unarmed looters to set on fire and steal state institutions and private shops in Tirane.

    In state institutions were stolen and abused computers, office equipment, while Albanian Radio and Television was not damaged. In the depots in the Branch for the Protection and Security of Important Institutions in the RTV were looted 150 kallashnikovs and a police van was burnt.

    Great damages from the violence and theft were also caused in the building of the Council of Ministers, the Presidency of the People's Assembly, the Storehouses of the State Reserves in Lunder, in Coca-Cola factory, Alb-Construction, Ada, Pacific, Souvenir, etc, few of them were also set on fire like many other private shops in the capital. /mima/xh/

    [09] Two Jugoslav citizens of Albanian nationality arrested

    TIRANE, Sept 16 (ATA)- By Th.Thanasi Two Jugoslav citizens of Albanian nationality were arrested in Tirana on Tuesday on charges of violating state institutions.

    Yugoslav citizens Dritan Shemsi Xhjeci, 33, from Podujeva and Agron Nezir Tosuni, 27, from Junik, with temporary residence in Tirana, were arrested on Tuesday at 20:00, the spokesman of Tirana Police Department told for ATA.

    "Both citzens are accused of violating state institutions and looting automatic weapons found in these institutions," the spokesman said.

    They were arrested on Monday evening in the state-run Albanian Radio- television premises carrying the weapons stolen from this institution, the spokesman explained.

    The case will be prosecuted by the distrcit prosecutor's office. /mima/lola/lm/

    [10] Police control demonstration of Albanian Democratic Party

    TIRANE, Sept 16 (ata) - By U Bajrami: Forces of order held under full control on Wednesday the demonstration of sympathizers and members of the Democratic party (opposition) in Tirane.

    At 12.00 the demonstrators, who were in front of the DP headquarters, made for the central square of the capital while the road police present with vehicles and forces have created them the possibility for a free movement. After the demonstration, the DP members and sympathizers gathered in front of the DP headquarters.

    Police forces and the special forces supported by tanks and armoured vehicles are protecting the building of Council of Ministers, the Public Order Ministry and other state institutions. /mima/xh/

    [11] Rugova does not agree with U.S. proposals for Kosova status: Koha Ditore

    PRISHTINE, Sept.16 (ata) - ATA correspondent Behlul Jashari reports: The President of Kosove, Dr Ibrahim Rugova "has not agreed with the U.S. proposals for the status of Kosove," writes today the newspaper Koha Ditore of Prishtine, referring to sources close to the presidency, following a meeting that Rugova had yesterday with the U.S. envoy for Kosove, Christopher Hill.

    No official statement has been made from the closed door meeting, while after the meeting, Hill declared briefly before reporters that they "had discussed the situation in Kosove, the humanitarian questions and the possibilities for negotiations."

    The same paper said that "sources close to the presidency report that during the meeting with Ambassador Hill, the U.S project of September 3, which has been offered to both sides, was negotiated."

    "Rugova has not supported the U.S. proposal and the document of September 3, which, as is said, runs counter to the conclusions of the Contact group," writes the newspaper.

    According to it, the letter that the Albanian party had presented to Ambassador Hill and the remarks of the Albanian negotiating group for the U.S. projects on the status of Kosova have also been discussed.

    Sources close to the presidency say that they had expected more from Ambassador Hill and the U.S. side for the correct examining of the future status of Kosova, writes Koha Ditore among others.

    The U.S. envoy for Kosove, Christopher Hill, after talks in Prishtine yesterday, went to Brussels to take part in a meeting of the NATO Council, which is discussing today the question of Kosove. /mima/xh/
