[01] Protocol of joint Albanian-Turkish Commission signedTIRANE, Sept.3 (ata) - By E Xhajanka: Albanian Minister of Agriculture Lufter Xhuveli and the Turkish Minister of State, Yucel Seckiner signed today the protocol of the 5th session of the inter-government Albanian- Turkish commission for economic, trade and technical cooperation.This protocol includes cooperation in the field of trade relations on which both parties agreed to exchange information on prices, tax barriers, etc. The Albanian-Turkish Council of Business which will convene in November will discuss the extension of the fields of cooperation also in other sectors such as in that of energy, economy, telecommunication and tourism. At the end of the meeting, the delegations decided that the 6th regular session of the Albanian-Turkish Commission will be held in Ankara. /xh/ Albanian Telegraphic Agency[02] Institute of monuments asks report from its affiliates in districtsTIRANA, Sept 3 (ATA)-By K. Shehu, Institute of Monuments of Culture has asked eight of its affiliates in the country's major countries to draft reports on the situation of all monuments of culture, director of the Institute of Monuments Artan Shkreli told ATA."This will help the strategy drafted by the Ministry of Culture for the development of cultural tourism, said Shkreli. The report will also include statistics of the influx of foreign or local tourists visiting the cultural centres all over Albania which will be attached to the report on the situation of the monuments' reconstruction, damages to them, relations of the affiliates with the local governments and other issues. /mima/lm/ Albanian Telegraphic Agency[03] Albanian Prime Minister and businessmen in EXPO '98 of LisbonTIRANE, Sept. 3 (ata) - By E Metaj: Albanian Prime Minister Fatos Nano and a group of businessmen from Albania will take part in the ceremonies to mark Day of Albania in EXPO '98 in Lisbon of Portugal.In the group of businessmen are representatives of state companies such as KESH, the Savings Bank, TELECOM, Agencia Taulantia, Publishers' Association,e etc. A catalogue of the Albanian pavilion sponsored by the Greek National Bank, Tirana Bank and DHL will be presented on the Day of Albania. /xh/ Albanian Telegraphic Agency[04] Private institute of pensions: 10 million lek bank guaranteeTIRANE, Sept.3 (ata) - By D Koca: The People's Assembly of Albania has adopted some amendments to the law on private institutions of pensions in order to create greater spaces for the persons interested in the establishment of such institutions. According to the law, the aim of these institutions is to grant supplementary beneficiaries more than those offered by the compulsory scheme of social insurances, consequently in more favourable conditions.When the demands for pensions are on the increase and when the compulsory scheme cannot respond to them, the creation of private institutes of pensions and the functioning of supplementary schemes of social insurances is an indispensability. According to the amended law, the employer who wants to create such an institute should have no less than 500 people employed (from 100 that was in the previous law.) In the cases when the institute is created by some employers, each of them should have more than 100 people employed, and all together no less than 500 employed persons. The amended law envisages a higher amount of money deposited in the form of guarantee by the founders of the institute of pensions. The increase of the bank guarantee aims to protect the people insured in the institute in case it goes bankrupt. Now the bank guarantee for the creation of an institute of pensions is no less than 10 million lek, which is blocked for three years from the day the institute is registered. The adopted law has another minimal limit for the contribution that the insured people have to pay in the supplementary schemes. This contribution will be no less than 500 lek per month (from 100 lek in the previous law.) Anyhow the fixed sum of money will be determined in the insurance contract that the person will link with the institute. /xh/ Albanian Telegraphic Agency[05] Germany loans 24.8 million DM for water system of Korce - agreementTIRANE, Sept.3 (ata) - By D Koca: The People's Assembly of Albania ratified today an agreement between the Republic of Albania and the Federal Republic of Germany for the financing of the water supply project and sewage in Korce.The project is estimated at 24.8 million DM, of which 24 million DM will be funded by the German KfW and 0.8 million DM by the Albanian party, namely by the Enterprise of water supply and sewage in Korce. The KfW will grant 0.5 million DM to finance the necessary measures needed for the project. The signing parties have also prepared a special agreement with the details of the project, the commodities of the services to be funded by the loan, the financial contributions, the procedure of deliveries and especially the proofs that the loan and the financial contributions are used for the set purpose. /xh/ Albanian Telegraphic Agency[06] Branch of Turkish Agrarian Bank to be opened in Tirane - Turkish ministerTIRANE, Sept. 3 (ata) - By E Xhajanka: The Turkish Minister of State, Seckiner during his recent official visit to Albania, demanded acceleration of the procedures for the establishment of a branch of the Turkish Agrarian Bank in Tirane.The Albanian Minister of Agriculture, Lufter Xhuveli said in a news conference that the opening of this bank will help Albanian farmers in the granting of credits. The establishment of cooperation between the Albanian and Turkish trade banks, including the creation of joint banks and the application of the points of the protocol both sides have signed for the extension of the economic and trade relations in many fields were decided in the bilateral talks held in Albania between the Albanian party and the Turkish party. The sector of energy, rehabilitation of the existing heat power stations in Fier, Ballsh, Elbasan, the road infrastructure were some of the fields offered to the Turkish side as possibilities for investments. /xh/ Albanian Telegraphic Agency[07] Where love for humankind begins(Special devoted to Mother Teresa on her first anniversary of death) TIRANA, Sept (ATA)- By F. Nikolla, The philosophy of life, which is within the boundaries of birth and death, conditions humankind to give its own note on each one's life. A written life cannot easily die, moreover when the deed assumes uncountable values in serving the humankind.Mother Teresa died, and Mother Teresa is not dead. Her value triumphs over death and makes it immortal. She is Albanian. Albania gains values from her symbol. She is of the whole world. Mother Teresa is of all humankind because she served it. Mother Teresa was born Angje Gonxhe Bojaxhi to Albanian parents in 1910. She took the first lessons in a school in the city of Skopje and at the age of 18 was ordained nun. After being specialised in Ireland she was lived in India, where in 1950 founded her Missionaries of Charity Order. From this moment Mother Teresa would become mother of all and dedicate her whole life to the poor. Mother Teresa's order numbers over 4000 missionaries and has extended to over 100 countries of the world, and it should not be forgotten that she began her activity with only two disciples. Her spirit said that the poor of Calcutta should not die abandoned. She, herself, described how she had felt when finding a woman alive inside a garbage container with her body bitten by mice and ants. The woman said: "it was my son who did this." "It was precisely her son who not only abandoned her but who threw her away. We took her to our house and made our utmost to help her. After few hours she passed away, but in peace. During the whole time she kept thanking us for the help we had given her. I can help someone to die in peace and with dignity," mother Teresa said. Teresa did never accept fame. She said she did everything for the sake of love for God. She lived a simple life without wealth. She travelled to carry out her mission in a ramshackle car. When Pope Paul the II was on a visit to India in 1964 he donated his limousine to her. But she sold it to secure funds for the colony of the leprous. Her fame expanded when a renown British journalist wrote a letter and shot a film on her life entitled "Something beautiful for God". A former atheist, he said that she had greatly influenced in converting him into a Catholic. Leaders from the entire world have visited her. Former Prime Minister of India, Indira Gandhi, after her meeting with Mother Teresa said: "Meeting Mother Teresa means to experience a feeling of inferiority and that of a great power of kindness and love." But one should say that not everyone valued her deed. The Catholic church, itself, was full of doubts at first. The priests of the Hindu belief were hostile at first as they thought she was trying to convert the Hindus into Catholics. But she won the admiration of all when she did her utmost to look after a Hindu priest who was dying and later she insisted that he was buried according to all the rites of his faith. From this moment the Hindus became her most ardent supporters. Debates were intensified when she declared herself against artificial means of birth control and especially against abortion. Her opponents said that Mother Teresa's stand was harmful especially in India, where, according to them, overpopulation was the main reason of mass poverty. But she continued to predicate her message of human dignity and respect for every human being born or not born. When she was awarded the Nobel prize for Peace in 1979 she addressed the following appeal: "The greatest ruiner of today's peace is the call of an innocent still unborn child. If a mother kills the child she carries then what about you and me? To kill each other? All those who have met or seen her in her traditional uniform have been moved by her. Pope John Paul II, one year ago, when all the world paid respect to the memory of the undeclared saint of this century end, privately prayed for Mother Teresa, in his summer residence, in Castle Gandolfo. "From the bottom of my heart, I express gratitude to God for giving the Church and the world a woman with an unshakeable belief. I am convinced that the memory of her extraordinary spiritual vision, of her caressing and generous love, her absolute respect for the value of life of any human being and her courage in facing many challenges will encourage her sons and daughters to carry on her mission. Mother Teresa is a woman, who gave form to the history of this century and she is an excellent example of how the love for God is turned into the love for the kin. Calcutta and the entire India paid homage to Mother Teresa. India declared the day after the death of Mother Teresa a day of national mourning. India and all its faiths paid respect to the memory of the Nobel peace laureate. Her body was kept at St Thomas Church and buried in Calcutta, where for 47 years in succession tried to transform this city of poverty into a "City of Joy". India Prime Minister Inder Kumar Gujral placed a flower in her memory and all flags were half-masted. The whole Indian political class hailed the devotion of this catholic woman, who joined all faiths in this country, with a Hindu majority, but with a very powerful Moslem minority. A senior Moslem official, considering her "saint" said that India "lost a great spirit". /mima/lm/ Albanian Telegraphic Agency[08] Tension continues to raise in Gjakova, suburbsPRISHTINE, Sept 4 (ATA) - Serbian artillery on Friday continued to pound villages of Dushkaje, Gjakove, while Serbian forces were trying to hinder the population from fleeing the war regions, the Center for Information in Kosova (CIK) said referring to sources on the ground.The Serbian forces are setting everything on fire. They are collecting and brutally beating all the residents, CIK said. The same source said that on Thursday a military convoy left the city of Gjakova for Dushkaja. Sources on the ground said that the Serbian forces torched on Friday the villages of Cermjan Bec and part of Kodrali village. The traffic to Dushkaje village has come to a standstill but there are no reports on casualties and fate of the displaced people. It is thought that some 10 000 uprooted people, who have fled the recent Serbian offensive, are wandering through mountains and fields. The city of Gjakova is totally blocked by the Serb police, whose patrol units are controlling the roads, and access roads are closed. /mima/ak/ Albanian Telegraphic Agency[09] Serb police maltreated 745 Albanians in MitrovicaPRISHTINE, Sept 4 (ATA) - Serb police have maltreated 745 Albanian citizens in the commune of Mitrovica during August, the Center for Information in Kosova (CIK) said referring to sources of the Democratic League of Kosova (LDK) in Mitrovica.The above sources said that the Serb police have injured five Albanian citizens, tortured 123 and arrested 146. Some 20 Albanian families have been raided and 43 persons have been summoned in the so-called information talks. /mima/ak/ Albanian Telegraphic Agency[10] Rugova says international protectorate - temporary accord for KosovaPRISHTINE, Sept 4 - ATA correspondent Behlul Jashari said that the president of Kosova Ibrahim Rugova reiterated the request for a protectorate until a best solution i.e. independence, implying that an international protectorate as a transitory phase could be a temporary agreement for Kosova."Surely, you know what would mean a transitory phase and a transitory, temporary agreement," Rugova said responding to journalists on a possible three-to-five year agreement on Kosova between Prishtina and Belgrade following the recent talks of the U.S. ambassador Christopher Hill with Yugoslav president Slobodan Milosevic and Rugova. Praising the work of the U.S. diplomat, Rugova said that "a possibility for a three-year temporary, transitory agreement is being considered to help normalize the life and create conditions for a final solution to the Kosova issue what could be acceptable for all citizens in Kosova and the region." Asked if he believed in such an agreement, Rugova responded: "We should do something to prevent a negative and tragic evolution in Kosova, naturally under the international pressure and aid." Asked whether he thought that the Kosova Liberation Army (KLA) would agree to such an agreement, Rugova said: "I represent all the people of Kosova, the citizens of Kosova." He said that the situation there continued to deteriorate with the ongoing Serb military and police offensive and urged a prompt halt to the offensive which, as he said, "aims at ethnically cleansing Kosova." Rugova urged an international protection for Kosova particularly from the United States, European Union, United Nations and NATO as well as return of displaced people and refugees in their houses under international security. The humanitarian aid should not be prevented by Serb police, Rugova said. In such bad days for Kosova when even life of infants is not spared, Kosova is proudly and painfully recalling Mother Teresa together with other peoples all over the world. pta/ak/ Albanian Telegraphic Agency[11] CREDO program helps develop inter border areasKORCE, Sept 4 (ATA) - By B. Fejzullai: "CREDO" program of the European Union (EU) will finance the development of inter border areas.Ilir Mehmeti, director of the program in the prefecture of Korça, said to ATA that this program will finance 12 projects drawn up by joint groups with the Macedonian side, particularly improvement of infrastructure. There are projects which aimed at developing tourism, environmental protection, equipment of school with necessary things such as computers, backing activity of non governmental organisations and other, he added. These projects include district of Korça, Pogradec, Librazhd, Bulqize and Diber and neighbouring districts on the other side of the border. They aimed not only the economic development in the regions but also the stimulation of inter border exchanges in culture, sports and others. The CREDO program included in E.U.
