[01] Agreement on air transportation and radar signalingTIRANE, August 27 /ATA - By M. Pupa/ - General Department of Albanian Civil Air Transportation (DACA) and General Department of Civil Air Transportation signed in Ohrid agreement on radar signaling on air transportation."This is the first agreement of its kind in the Balkans and coincides with strategy of development of air transportation, in accordance with the European concept of harmonisation and integration of air transportation services," said to ATA, Perparim Zuna, vice director of Albanian Civil Air transportation. According Zuna, this agreement will improve services of air transportation, by advancing the system, from a procedural one to a radar service, by increasing the processing capacity of airplanes flying through our air space./fh/ Albanian Telegraphic Agency[02] Two alternatives for the privatization of trade enterprisesTIRANE, August 27 (ata) - By E Metaj: There are two alternatives for the privatization of the trade enterprises in Albania."Immediate privatization of these enterprises or their transformation first into shareholding companies and later to continue with their partial or total privatization of the state shares are the alternatives that are being discussed," sources of the Ministry of Trade said to ATA. The trade enterprises may become shareholding companies for the fact that they possess the necessary assets to continue their activity and be profitable. The transformation into shareholding companies with completely state capital will give the right to Albanian authorities to decide whether they will keep a controlling package on these enterprises or will "renounce" them completely. Whereas in the context of the privatization of the small and medium enterprises which has already started, the second alternative may be the immediate privatization of the trade enterprises as well. But this may lead to a reduction of the number of workers. /xh/ Albanian Telegraphic Agency[03] "Te & Gi" art gallery in Strasbourg with works by Albanian painters for Mother TeresaTIRANE, August 28 (ata) - By Ardi Pulaj: The private art gallery "Te & Gi" will be presented for the first time with an art saloon in the exhibition which to be inaugurated on September 5, 1998, in Strasbourg, and organized by the Council of Europe to mark the first anniversary of the death of the Albanian Mother Teresa.Prominent Albanian painters Ibrahim Kodra, Kel Kodheli and Skender Kamberi will present 20 paintings in the exhibition to be represented by "Te & Gi" "Original works of Albanian painters devoted to Mother Teresa are part of the creativeness of the latest months by these painters," said on Friday to ATA the director of the first private Gallery in Albania, Tefik Dedei. "The exhibition will open on September 5, the day which marks the first anniversary of the death of Saint Mother Teresa, while in the days to come it will be open for senior personalities throughout the world. On September 7, the exhibition with paintings by three Albanian painters will be open for the diplomatic corps," explains Dedei. The Gallery "Te & Gi" is the first private institution of figurative art in Albania. Its activity started five years ago, during which the galley has conducted many important activities, presenting Albania with dignity. /mima/xh/ Albanian Telegraphic Agency[04] Antitank shells on a police checkpoint in GjirokasterGJIROKASTER, August 28 (ata) - H Cani: Unidentified people hit with antitank shells at about 03.15 a.m. on Friday a police checkpoint in the city of Gjirokaster (South of Albania) but with no victims among the policemen, the spokesman of the police commissariat of the district reported."This act is in the course of a number of terrorist acts recently carried out in the district of Gjirokaster by set criminal elements who aim to destabilize the country and to intimidate police in realising their goals," told ATA the chief of the police commissariat of Gjirokaster, Edmond Stepa. Stepa said that police are working to find the authors of the latest criminal act and those that have occurred some days ago. Lat Thursday, an amount of TNT blasted in a quarter of Gjirokaster causing only material damage, while a week ago, an explosion shattered completely the enterprise for the production of building materials, "Arginert," one of the biggest construction enterprises in Southern Albania. /mima/xh/ Albanian Telegraphic Agency[05] 546 people employed in 6 public work projects in LibrazhdLIBRAZHD, August 28 (ata) - By H Balliu: Nearly 546 people have been employed in the projects of public service in the district of Librazhd, estimated at 15.4 million lek whose application has started in July this year, Islam Muriza, chief of the employment office in Librazhd told ATA.The projects are those for the cleaning of the streets of the city and the reconstruction of the road to the village Arrez. Short term credits take 30 per cent of the surplus, midterm credits take 38 per cent and long term credits are 32 percent of the surplus. The credits in lek are 88 per cent of the surplus while that in foreign currency takes 12 per cent of the surplus.In the total of the credit, the credit not paid in time takes 52 per cent or are valued at 4795 thousand lek in which are included short term credits which take 56 per cent, midterm credits with 21 per cent and long term credits with 23 per cent of the unpaid surplus. The analysis of the structure of the bank credit shows that unpaid short term credit is in the amount of 96.6 per cent, unpaid midterm credit 30 per cent and the unpaid long term credit in the amount of 35.4 per cent. As for the credits unpaid in time, according to banks, for the Savings Bank this index is in the amount of 17 per cent and for the National Trade Bank it is 25 per cent. /xh/ Albanian Telegraphic Agency[08] OSCE organises a round table with representatives of media in VloreVLORE, August 27/ ATA - By H. Thanasi/ - A citizen was arrested Thursday, while returning from USA, four years after committing a murder in "Studenti" town.Spokesman of Police Department of Tirana prefecture, told to ATA on Friday, that on Thursday evening, Bledar Aleksander Backa, was arrested under the accusation for murder. According spokesman, Backa, 22 years old, inhabitant of Tirana, was arrested in Rinas airport, while returning from the USA, with an Austrian airliner. "Four years ago, in 1994, Backa has murdered a policeman in Studenti town," said spokesman Seferi. His arrest was realised by forces of criminal police in cooperation with forces of Police Commissariat 1 in Tirana, which had declared him a wanted person. Documents of the accused were handed to prosecutors office for further investigations./fh/ Albanian Telegraphic Agency[10] Grave situation in commune of SuharekaPRISHTINE, August 28 /ATA/ - Situation in Suhareka commune is very grave, because of massive presence of Serbian military forces, which keep under siege regions where many displaced families are staying, said Kosova Center of Information (KIC), referring to sources of KDL branch in Suhareke. Under siege are the villages of Reshtan, Doberdolan, Semetisht, Peçan, Sllapuzhan, Bllace and others, at a time when in some af them have started to enter the Serb troops.An activist of KDL in Suhareka, said to KIC that in this region are situated about 100,000 civil Albanians. The attacks of the Serb troops are continuing and the above sources said that they are attacking in direction of these villages and units of infantry have managed to enter villages of Semetisht, Doberdolan and Samadraxhe. Serb police is scorching every day in Suhareke houses of the Albanian population, especially in a quarter leading to Reshtan. They first plunder the houses and then scorch them. This situation is continuing in villages Peçan, Reshtan, Studençan, Samadraxhe and Shiroke. Serbian police and army troops undertook a week ago an offensive against 13 Albanian villages, for the first time since the eruption of the fight in Kosova, and causing a new wave of displaced people. Then Rugova asked "the opening of Prishtina airport for humanitarian aid" and added that these aid "should not be hindered by Serbian police." "The dangerous situation in Kosova makes difficult the opening of the new school year. Tens of schools have been destroyed by Serbian attacks, while many others are crowded with refugees, but nevertheless the new school year will start," said Rugova. "We have resisted all these long years and did not surrender, we wll continue like this, we will resist and continue to work", added he. Answering to a question about announcement of Serbian vice premier, Tomoslav Nikoliç, about penal process against those people who verbally incite fighting, where, is meant according to the journalist, the representative of KLA, Adem Demaçi, Rugova answered that he had no comment about this problem. "These are standard phrases, non political and primitive actions of Serbian regime," said Rugova. About an announcement of the US ambassador, Christopher Hill, who is negotiating between Prishtina and Belgrade, that the negotiating process is in the middle of the way, president Rugova said: "I may say that it is under way, and I thank ambassador Hill, who is exerting great efforts for the preparation of talks, concrete result and first of all to give an end to this grave situation in Kosova."/mima/fh/ Albanian Telegraphic Agency[13] Greek consulate in Gjirokaster asks security for Greek minorityGJIROKASTER, August 28 (ATA)-By H. Cani, The Greek consulate in Gjirokaster, through an official letter, asked the Gjirokaster police on Friday to take security measures for the Greek minority in this district.According to the chief of the police commissariat in Gjirokaster, Edmond Stepa, the anxiety of the Consulate came after an incident, which had occurred earlier, in the Greek minority village of Dervican. Three persons, in a car with Tirana target plate, had threatened several inhabitants of this village and drove with speed along the roads of this village. Representatives of the police commissariat went to the Dervican village yesterday and met with inhabitants and representatives of the village council.
