  • [01] Albania and Canada to increase relations in field of human resources

    TIRANE, August 4 (ata) - By Rudina Xhuvani: A meeting will be held on August 7, 1998 in the Albanian Ministry of Labour and Social Affairs with representatives of the Ministry of Human Resources of Canada.

    The aim of the meeting is, according to official sources, the intensification of the bilateral relations in fields of mutual interest. After the talks, a contract is expected to be signed between the two ministries to make possible the encouragement and promotion of the existing cooperation. /a.ke/das/xh/

    [02] Voskopoja to host "Days of European Cultural Inheritance"

    TIRANE, August 4 (ata) - By K Shehu: Voskopoja, one of the medieval dwelling centres of southeastern Albania with special artistic, cultural and natural values, will be the place in which the activity "Days of European Cultural Inheritance," will be held on September 17-19 this year, said to ATA Virgjil Muci, head of the Department of Culture in the Ministry of Culture. He confirmed that "Voskopoja was determined as an object of the activity, as one of the centres of the convergence and cohabitation of Balkan cultures.

    Invited in the activity, which will be held simultaneously also in other cultural centres on many European countries, are foreign and Albanian scholars who, through their papers, will bring to the fore the values and the role of this ancient Albanian centre, which proves, along with other centres, that Albania is a country with ancient culture and history.

    It is the third year that the project of the Albanian Ministry of Culture for this activity will be realised under the auspices of the Council of Europe in the context of a program initiated by this Council.

    Last year this activity was conducted in the ancient city of Shkoder. /das/xh/

    [03] Seminar for law on arms accumulation held in Albania

    TIRANE, August 4 (ata) - By Enkelejda Koraqi: The Parliamentary Commission of Public Order and SHIK (National Information Service) held Tuesday a seminar with chairmen of various non-government associations on the draft law for the accumulation of arms.

    "Cooperation of the central and local governments which has not been fruitful so far is the main factor for a more successful process for the arms accumulation," said the Chairman of the Commission, Neritan Ceka.

    The chairman of the association for the accumulation of weapons, looted during the unrest of 1997, Luan Pogace expressed the idea that "the action for the gathering of weapons must be accompanied with the fact that the population must be sensitized and that the law must have a civil and not police quality."

    Njazi Jaho, representative of the Helsinki Committee presented to the commission his options for a total commitment of the forces of police to cooperate with the prosecutor's office.

    The seminar was held a day before the draft was tp be sent to the Parliament for approval. /y.pa/das/xh/

    [04] Thirteen villages set on fire and seventeen others totally evacuated

    PRISHTINE, August 5 (ata) - Thirteen villages have been set ablaze and 17 others have been completely evacuated, is the balance sheet of the Serb offensive in the commune of Gjakove, which is in its 11th day today. As the Information Centre of Kosova reports, so far the villages Morine, Smolice, Nec, Berjah, Stubell, Nivokaz, Popoc, Cermjan, Jabllanice, Zhebel, Gergoc, Bardhaniq and Krelan, have become a "scorched land" while villages Koshare, Batushe, Molliq, Brovine, Ponoshec, Shishman, Duzhnje, Ramoc, Dobrosh, Sheremet, Rracaj, Pacaj, Zylfaj, Prush, Goden, Meje and Rakovine have been completely depopulated.

    The attacks by Serb forces have caused great material damages in the villages Herec and Dujake.

    LDK sources in Gjakove report that intensive fighting is continuing in Gjakove and in the villages of Reka e Keqe and Dushkaje Serb forces used yesterday missile launchers. The number of the killed in these villages is thought to be high, but no accurate data are available because the city has been sealed off.

    A tense situation prevails in Gjakove and its outskirts because of the highly intensive fighting in Reka e Keqe and Dushkaje. The influx of the population, mainly women, children and elderly people in the villages with clashes, is very great, says Information Centre of Kosove, adding that more than 30 000 people of those zones have been displaced in Gjakove and its suburbs. There are reports that a great part of the population of these areas have moved towards the villages of Anadrin, while still there is no report of the fate of 10 000 people of Dushkaje, who, according to the above-mentioned sources, are thought to have moved to nearby mountains, without any security for their lives, because of the nonstop bombing, while the situation of the displaced population is catastrophic: shelterless, running out of food and medicine. /p.ta/das/xh/

    [05] Sixteen villages burnt in Kline

    PRISHTINE, August 5 (ata) - During the offensive Serb forces have undertaken recently in the commune of Kline, the villages Gjurgjevik i Madh, Gllareve, Rigjeve, Stapanice, Cerovik, Qabiq, Zabergje, Ujmir, Doberdol, Siqeve, Dush, Shtarice, Jashanice, Kerrnice, Jellofc and Resnik, have been set on fire completely, the Information Centre of Kosoves reports.

    The population have fled these villages and over 30 000 people have made for the mountains of Drenice. Women, children, elderly people and youngsters have remained in the open air, running out of food and medicine, stressed the ICK, adding that the situation is becoming more and more tragic and that the number of wounded people is great. /p.ta/das/xh/

    [06] Albanian Helsinki committee urges "new law" on press

    TIRANA, August 5 (ATA) - By I.Luto: The Albanian Helsinki Committee expresses its solidarity with the concern created in the journalistic circles by a debate about 30 and 31 articles and thinks that the draft law on press should be considered carefully on what represents a state secret, said a communique of the committee obtained by ATA.

    The Albanian Helsinki Committee is much concerned on the content of the article 295 of the penal code approved in 1995 which envisaged that the spread and publication of facts which are state secret are punished by fine or to a five-year imprisonment.

    The content of the provision does not exclude from penal responsibility even journalists despite the way they can obtain the information which according to the law is state secret, the communique said.

    The Helsinki committee urges that articles 294 and 296 which have to do with the rights and freedom of press should be reviewed, the communique ended. ypa/pas/ak/

    [07] New nominations in police directorate, commissariat

    LEZHE, Aug 5 (ATA) - By Zef Pergega: Minister of Public Order Perikli Teta nominated on Wednesday lieutenant colonel Zef Prendi, former chief of the police commissariat in Kurbin at the post of the police director of the Lezha prefecture replacing colonel Fran Ndoi who is appointed to another post.

    A spokesman of the police directorate said to ATA that the lieutenant colonel Luan Sade, former inspector at the Public Order Ministry was appointed deputy police director.

    New chief of the police commissariat in Lezha was appointed lieutenant colonel Apostol Luca, former commander of the Brisku group in Tirana replacing Major Pal Bushi.

    Chief of personnel at the Public Order Ministry Pandeli Taēi who presented the newly appointed officials said that these movements aimed at improving the fight against organised crime and contraband particularly in the northern area.

    In Lezha commissariat, first captain Hysni Hoxha was appointed recently chief of order and Selman Terpa chief of crimes. ake/pas/ak/

    [08] Order ministry starts reshuffling in local structures

    TIRANA, Aug 5 (ATA) - By E. Koraqi: Minister of Public Order Perikli Teta has started reshuffling in the ranks of police officers after orders of Albanian prime minister Fatos Nano in the latest meeting of the Commission on Security Policy on July 30.

    Minister Teta said to ATA on Wednesday that "the process of changes would be dynamic what means that movements and discharges of police chiefs will be done every week including those who have been appointed recently."

    Replacement of chiefs and commissariat directors will be done because their work was not efficacious.

    Teta has started applying the changes since yesterday. New chief of commissariat Niko Brahimi was presented in Peshkopia city.

    "Replacement of Myzafer Zaloshnja was done for he was an incriminated person in contraband and he was the bad figure of the police officer in Albania," a spokesman of the Public Order Ministry said to ATA commenting on movements done by number one of the Ministry of Public Order.

    Asked about the measures to be taken by the Ministry of Order to prevent criminal activity particularly in northeastern zone considered as "the hottest", Teta said that operations of the ministry in the area are undertaken to fully secure a large number of people coming from Kosova.

    "Besides this, it is important to secure tranquillity to help distribute aid avoiding problems arising daily," Teta said.

    As regards Tuesday's incident in Rogner Hotel where Natalia Cea, the chief of the Division 21 mission, the spokesman said that all measures have been taken to secure the life of foreigners.

    "This is nothing but an attempt to destroy the image of Albania to create a destabilising situation in Albania," the spokesman of the ministry said. ypa/pas/ak/

    [09] Parliament approves law on weapons collection, ammunition

    TIRANA, Aug 5 (ATA) - By Ylli Pata: The Albanian parliament approved on Wednesday the law on collection of weapons and ammunition.

    The law, which was overwhelmingly passed, said that the operation for the collection of weapons and ammunition, which were looted by the state army depot during March '97 unrest, will end within a year.

    The law, which was presented in parliament as an initiative of the Council of Minister, defines the way how to collect the weapons, structures to be engaged in this work and funds for the operation.

    Special structures in central and local level will be set up to carry out operation for the collection of armaments, structures which will operate in every town hall and commune.

    The central commission on weapons' collection includes vice prime minister and minister of local government which is the chief of the commission, minister of Public Order, as vice chairman and members which are minister of Defence, head of SHIK, chief of staff of Albanian army, director general of police and director general of local government.

    Commissions in prefectures will be run by prefects and includes police directors, heads of districts, town halls and commanders of military units.

    Every structure of police commissariat will have a special police unit which will be charged with weapons' collection. This structure is dependant on the Directorate General of Police.

    The law on weapons' collection defines that the operation will be financed by the Council of Ministers and the Defence Ministry will set where to place the collected weapons.

    The law also defines the categories of persons who have the right to possess weapons legally and they are presidents and partners of trade companies as well as inhabitants of border areas and isolated areas whose public order is under threat.

    Weapons should be voluntarily handed in, the law said. Otherwise, the special police carry out checks in houses to confiscate them. If the weapons are not handed in, the law envisaged sanctions and fines from 10 thousand to 100 thousand leks and imprisonment to six months. ypa/pas/ak/

    [10] "Tropoja '98" complex exercise to be launched soon

    BAJRAM CURRI, Aug 5 (ATA) - By R. Hoxha: Preparations for "Tropoja '98" complex exercises of the Second division infantry forces deployed in northeastern Albania are under way.

    A spokesman of the division said to ATA that the exercises are launched in the framework of the annual plan approved by the Defence Ministry. In Luzhe village, Tropoja district, where the exercises will be launched, the problems with former land owners have been resolved and 22 million Leks have been accorded by state budget for the exercises. s.sh/ak/

    [11] People from Gjakova arrived in Has

    HAS, August 5 (ATA) - By R. Hoxha: Firefighting between forces of the Kosova Liberation Army and Serb military forces in villages of Gjakova commune has forced the residents of the area to head for Has district, northeastern Albania.

    "In the early morning on Wednesday some 55 persons from Gjakova entered the village of Letaj, Has district, through the Prushi Pass," Muhamet Ukperaj, head of the commune of Golajt said to ATA.

    He added that over 50 people entered the village of Zogaj in Tropoja district, north of Has and later headed for Bajram Curri.

    A spokesman of the district council said that the number of people who arrived until Wednesday midday from Gjakova is 200.

    Officials of the local government have gone to Letaj village to take measures for their accommodation and food.

    The first refugees from Kosova arrived in this district in March and their number is estimated at 287. s.sh/pas/ak/

    [13] Austrian, German ambassadors visit Kosova

    PRISHTINE, Aug 5 (ATA) - The Ambassadors of Austria and Germany in Belgrade urged on Wednesday the Albanian political parties and associations to unite forces and present a joint platform to start negotiations as soon as possible with Belgrade.

    The Ambassador of Austria said that the Yugoslav government has been asked urgently to refrain from military operations, enable return of refugees in their houses and avoid humanitarian catastrophe.

    Both diplomats held close door talks with president Rugova. bj/ak/
