  • [01] Flow of passengers, vehicles doubles in port of Vlora

    VLORE, July 26 (ATA) - By H. Koçi: Number of emigrants, who arrived in Albania from Italy to pass the holidays together with their relatives, and number of vehicles is doubled recently in the port of Vlora, sources from the Vlora port said to ATA.

    The same sources said that this number and that of the heavy trucks transporting goods from Italy, is twice higher than a month before.

    Some 30 trucks of heavy or average weight enter port daily while "Niobe", "Tirana", "Iliria Lines" ferryboats of the Otranto-Vlore and Brindisi-Vlore lines, have not seen the present influx of vehicles and passengers for two years.

    To cope with the situation, the directory of the port, customs house, command office, have set up special working groups to prevent anomalies and gathering of people as well as vehicles in the quay' square and along the way to the customs office. s.s/pas/ak/

    [02] Thousands of people pass holidays in Saranda, Ksamil

    SARANDE, July 26 (ATA) - By Sh. Hajno: Thousands of people from Saranda and other cities of Albania went on Sunday to pass holidays in the coastal city of Saranda, Ksamil and Borsh, south of Albania.

    "Holiday-makers include not only the residents of Saranda but also people for Gjirokastra, Tepelena, Permeti and Tirana, who arrived on Saturday and Sunday in Saranda with dozens of buses and cars," Qirjako Martiko, city mayor said to ATA.

    "Largest influx of cars and buses is recorded in weekends," Bamir Hodo, road traffic inspector said.

    Foreign tourists who arrive daily in Saranda from Corfu show that life has turned to normal in the area.

    Elida Birjani, director of the "Parnas" tour agency in Saranda said that around 80 German, Austrian, English and other tourists arrived here twice a week by ferry to visit the antique Butrint and Saranda. s.s/pas/ak/

    [03] Capital investments in Bathore, Laprake ready

    Tirana, July 27 (ATA) - By D. Koça: An IDA project of the World Bank on urban sites in Albania aims at creating fundamental infrastructure and strengthening institutional responsibilities to offer urban services both locally and nationally.

    An agreement, which was expected to be approved by parliament, foresees investments on road rehabilitation, water supply, sewerage, energy supply, road illumination and others.

    Two pilot areas where the project will start are set, respectively Bathore and Lapraka. Other possible areas are those in "Mihal Grameno" quarter in Tirana, and Selita, Kombinat, both suburbs of Tirana capital as well as some areas in Durres and Vlora cities.

    This project is estimated at $15.6 million, $10 million of which will be financed by the World Bank, $1.7 million by the Albanian government and the rest by those who will profit by the project in the area.

    It (project) will be carried out in five years and in cooperation with central government, representatives of the Public Works and Transport Ministry and local government, represented by the Tirana town hall and district council. /ak/

    [04] Unidentified persons kill head of SP subdivision in Sukth village

    DURRES, July 27 (ATA) - By S. Gjordeni: Unidentified persons have shot and killed with fire arms early on Monday Qerim Maloku in Sukth village, Durres district.

    A spokesman of the police directorate in Durres Prefecture said to ATA that Maloku, 54, resident of Katund i Ri commune, village of Sukth, was killed in an ambush at 00.15 a.m. on Monday when he was on his way home.

    Maloku was elected head of the Socialist party (SP) subdivision for the Sukth village.

    Head of the SP division in Durres district Gazmir Bizhga said that Maloku was killed for political grounds.

    Police are investigating the case and identifying the killers. s.s/ak/

    [05] Guardia di Finanza intercepts five dinghies with refugees

    DURRES, July 27 (ATA) - By G. Kabashi: Italian-Albanian forces of Guardia di Finanza intercepted on Sunday midnight five dinghies illegally carrying some 120 persons from the Vlora shores to Italy.

    A spokesman of the contingent of Guardia di Finanza, which operates in the framework of the Interforce police mission in Albania, said to ATA that thanks to good weather conditions the dinghies started navigating towards the Apennine peninsula at 23.30.

    The crew of Italian-Albanian patrol motorboats has spotted them in the space of time 23.30 p.m. until 03.00. a.m. passing the strait between Kepi i Gjuhezes and Sazan Island heading for south shores, Puglia region.

    He added that the dinghies, which have aboard some 20 to 25 refugees each were spotted separately in 6 to 8 miles area west of Sazan island. Though they (dinghies) tried to escape, the patrol boats forced them to turned back to the Albanian coast.

    In the last two weeks, the Guardia di Finanza forces have managed to intercept some 30 dinghies with refugees. Last Thursday, they in cooperation with the CAM-SEA Italian Albanian forces and rapid intervention forces confiscated 6.5 tons of cigarettes and 650 liters of gasoline as well as arrested two of smugglers in Dafina Bay, two km south of Vlora city. s.s/ak/

    [06] National conference to prevent HIV/AIDS/SST epidemic

    TIRANA, July 27 (ATA) - By R. Xhuvani: Drawing up and carrying out national policies to prevent and control HIV/AIDS/SST epidemic is on the focus of a two-day second National Conference under way in Tirana by the Ministry of Health and Institute of Public Health.

    Besides domestic and foreign doctors and specialists the conference was attended by the President of Albania Rexhep Meidani, Minister of Health Leonard Solis and others.

    The first day of the conference was held in groups dealing with social-economic and ethic-legal relations, health policies as well as the influence of mass media on that.

    Eduart Hashorva, head of the National Commission on HIV/AIDS/SST said that 82 percent of the affected persons are unemployed. He said that emigration experienced by one seven of the Albanian population, had influenced in increasing the epidemic in Albania.

    He said that the present data showed that 65,71 percent of the affected have been abroad.

    The conference said that irregular demographic movements make the control on HIV infected people difficult.

    One third of the population is located in Durres-Tirana area and this makes impossible to control the situation and secure necessary hygiene- sanitary conditions.

    The figures show that 65,71 percent of those affected from HIV/AIDS/SST have not or have finished the eight year school and 5,71 percent have graduated universities.

    85.7 percent of cases are transmitted sexually and 44 percent of the infected people are drug addict. /ake/ak/

    [07] 49 Albanians under investigation in Rahovec

    PRISHTINE, July 27 - ATA correspondent Behlul Jashari reported that the Serb court in Prizren has started inquiries against 49 Albanians arrested in Rahovec.

    There is no report on the fate of other hundred people taken away by the Serb forces during the recent attacks on Rahovec.

    Arrested Albanians, who have remained in their settlements to defend them, are accused of "terrorism", reports said adding that no one knew how the situation is there following the massacres in Rahovec where Serb forces have buried in massive graves scores of Albanians killed and massacred. /pta/ak/

    [08] Serb army launches offensive in Llapushnik Pass

    PRISHTINE, July 27 (ATA) - The Serb military offensive in villages around Llapushnik Pass, which started in July 24, is intensified recently.

    The center for the Information of Kosova (QIK) said that "some 50-60 tank units have been engaged in a fiery operation using Katjusha rockets".

    There are no reports on casualties, but the above source said that Albanian settlements have been considerably damaged and that part of Vukovc village and some quarters of Komorani are engulfed by the flames.

    QIK said the resistance forces led by the Kosova Liberation Army (KLA) are resisting the attacks of Serb forces. pta/pas/ak/

    [09] Serb police control Gjilan

    PRISHTINE, July 27 (ATA) - During the recent days the city of Gjilan is under the tight control of the Serb police forces, Center for Information in Kosova (QIK) said on Monday.

    The same source said that groups of Serb police had been deployed in access roads to the city. All the vehicles are being checked and passengers insulted.

    Serb police have put the villages of Cernice, Verbice and Zhegovc, Myqybabe and Shurdhan under tight observation.

    An armed group of Serb civilians carried out observing mission for over four hours in the Llashtice village, Gjilan recently. pta/pas/ak/

    [10] Serb forces pound villages of Shtime

    PRISHTINE, July 27 (ATA) - Serb forces continue pounding on villages of Zborc, Belince and Carraleve, in Shtime commune, Central Kosova, shelling which intensively started to days ago.

    Over 70 percent of houses have been totally destroyed in Zborc and considerable damages are also recorded even in Belince and Carraleve, Center for Information in Kosova (QIK) said.

    Two eyewitnesses, who arrived in Zborc, said that 250 to 300 Serb soldiers entered the village torching houses which escaped artillery shelling. They said that the village school was totally destroyed as well as all houses in the surrounding area. So far, there are no reports on casualties and wounded at a time the defence forces in cooperation with KLA units have remained in their positions, QIK said.

    A day before, four youths have been killed by Serb shelling in village of Bregu i Zi, in commune of Lipjan, near Shtime commune. pta/ak/

    [11] Milo asks Belgrade to give up provocations

    TIRANA, July 27 (ATA)-By I. Luto, The Albanian government has handed over a note of protest to the Yugoslav diplomatic representatives at the RFY embassy in Tirana, in regard to Monday's incident at the Morine customs in Kukes district (Northern Albania), the chief of the Albanian diplomacy, Paskal Milo, told a news conference on Monday.

    Milo stresses that the note of protest calls on Belgrade to give up their provocations near the border between Albania and Kosova.

    "We are very attentive to any movement near our northern borders and continue to maintain to the end what we have so far maintained, the peaceful profile of the Albanian politics, not allowing Belgrade for any moment to test our territorial security," said Milo.

    "We believe the Albanians will be guided by the sense of self- restraint in face of these provocations," minister Milo responded to a reporter's question.

    As to the treatment of the wounded from Kosova in Albania, Milo said that "One should not mistake the humanitarian aspect for the political one; we would maintain the same stand towards any kind of nationality and no one can accuse us of this." /a.ke/eva/lm/

    [12] DP conditions participation in constitutional process

    TIRANA, July 27 (ATA)-By A. Haxhiu, The Democratic Party (DP) expressed its commitment to taking part in the constitutional process, but not forgetting to condition this participation.

    "We will engage in studying the constitutional draft in a 21-25 days time and later will ask a round table of the political parties in which we will set forward all our options regarding the constitutional issues," DP leader Sali Berisha told a news conference on Monday.

    He said that if the other parties, participating in this round table, will accept the DP remarks, they (DP) will immediately sign the constitutional draft. Otherwise, said Berisha, "we will ask Albanians' assessment".

    Since the creation of the Parliamentary Constitution Draft Commission, the DP has not agreed to take part in it. /a.ke/das/lm/

    [13] Albanian-Bulgarian cooperation in Justice expanded

    TIRANA, July 27 (ATA)-By E. Koraqi, Cooperation between Albania and Bulgaria in Justice was in the focus of a working meeting between Albanian Justice Minister Thimio Kondi and the Bulgarian ambassador in Tirana, Bobi Bobev, on Monday.

    Kondi said that Albanians are interested in a fruitful cooperation between the two countries, the spokesman of the justice minister told ATA.

    "We should sign cooperation agreements in judiciary, concentrating on extraditions, penal, civil and other cases," said Kondi.

    Within September the two countries' justice ministries will present the drafts on the cooperation agreements. Albanian and Bulgarian experts will exchange views on signing the convention of cooperation between the two ministries. /a.ke/eva/lm/

    [14] Kosova remains main concern of Albanian diplomacy - Milo

    TIRANA, July 27 (ATA)-By I. Luto, Albanian diplomacy continues to be preoccupied with the crisis that has overwhelmed Kosova, while Albania itself is undergoing difficult moments.

    "The Kosova issue has and continues to be on the agenda of high-level diplomatic meetings," Albania's Foreign Minister Paskal Milo told a news conference on Monday.

    "We will continue to look for possible solutions and support any alternative which favors a peaceful way out of the crisis," he said.

    Referring to the international diplomatic mission to resolve this issue, he considered it "very slow as compared with the developments the crisis in Kosova is assuming".

    Milo considered very significant the issue of making the media more conscientious. "They should be more responsible and careful in providing information," he said. /a.ke/eva/lm/

    [15] Constitutional commission fails to approve section on "Second House"

    TIRANA, July 27 (ATA)-By Y. Pata, The parliament's Constitution Drafting Commission today failed to approve the section on the Assembly's Council, or as it is otherwise called "Second House" of Albania's Parliament.

    As the second paragraph on the Assembly's Council, which was debated throughout the meeting, failed to be approved, Godo and Imami put off its discussion for Tuesday, when the final voting will also be held.

    The head of the SP parliamentary group, Pandeli Majko, rejected the article of the draft constitution which defined the People's Assembly powers.

    He expressed himself against the draft's article 88 which says that "The Assembly's Council, by a proposal of the Council of Ministers and decision of Parliament, is also delegated the lawmaking right."

    This is also expected to be the last meeting of the commission, before the draft is submitted to parliament for approval and then to the people's referendum.

    The Venice commission, two weeks ago, gave its final approval for the draft of the fundamental law of the Albanian state.

    Even the "Second House" had been proposed by the chairman of this commission Prof Antonio la Pergola. /a.ke/das/lm/

    [16] Belgium ready to take part in NATO military operations

    TIRANA, July 27 (ATA)-By E. Korraqi, President of the Republic Rexhep Meidani on Monday met with a Belgian delegation, led by the head of the Belgian Parliament Foreign and Defence Commission, Anne Marie Lizin, and stressed the importance of further strengthening Albanian-Belgian relations in economic and social field as well as in the context of a civil society.

    The meeting focused on the discussion of issues linked with the role of Albanian and International factors in finding a solution which would avoid the spread of the bloody war in Kosova and broader.

    Senator Lizin said that her delegation has come to Albania to specify the proposals Belgian parliament intends to make to its Foreign Minister and Government for a more active role in the developments in Kosova.

    "We are ready to take part in the military operations in the framework of NATO," she said adding that "the Belgian army will be represented wherever and whenever required by NATO."

    Meidani, referring to the current crisis in Kosova, said that it is indispensable that a realistic, viable and long-term solution is found and imposed.

    "The international community is always welcome in Tirana and we will do everything we can for a synchronized settlement with the friends and allies," he said. /a.ke/das/lm/
