  • [01] Cooperation with CE to fight organized crime and corruption

    TIRANE, June 9 (ata) - In the context of the Oktapus program with the assistance of the Council of Europe for the fight against organized crime and corruption, a group of experts of the Council of Europe consisting of Prof. Gilmore, expert of International Penal Law and Aigrot, adviser of the program, are paying a working visit to Albania invited by the Ministry of Justice.

    The spokesman of the Ministry said that in the working meeting that the delegation had on Tuesday with the Albanian Minister of Justice, Thimio Kondi and the deputy Minister Artan Hajdari, the focus was laid on the legal organizational and institutional measures aiming at increasing the effectiveness of the work of the judiciary and in general of the public administration for the fight against crime and corruption. /s.sh./pas/xh/

    [02] SP wants avoidance of debate on investigation report

    TIRANA, June 9 (ATA) - By K. Kostreci: The parliamentary group of the Socialist party (SP) discussed on Tuesday whether it was the right moment to debate in parliament the report of Ngjela commission in face of a grave situation following events in Kosova.

    When the parliamentary leadership has included in Thursday's agenda the final report of the Ngjela commission after being criticized for delays by the SP, the parliamentary group has called into question the fact whether to unveil those responsible for the last year unrest.

    So far, it is presupposed that the commission presents at least two reports because the report prepared by the head of the commission, the Legalist Spartak Ngjela is essentially different from that prepared by other members of the commission.

    Since the changes consist in mentioning or not in the report of former president Sali Berisha as mostly responsible for the last year unrest (Ngjela's report does not mention Berisha as that of the commission) as well as in a dilemma whether the state has given a blow to the people, the parliament is most probably to debate.

    Given these changes Majko held the idea of not delaying a debate due to the tense situation in Kosova and asked for a political honest pact between the political parties.

    He also stressed that it was difficult to reach this as a result of an absurd political race which aimed at gaining capital, based International Chamber of Commerce (ICC) "Berisha continues to split the Albanian politics manipulating the situation in Kosova," Majko Told ATA.

    The debate on the preliminary report, presented in parliament in February, lasted over five hours and has aroused dissatisfaction among deputies for not revealing those responsible for the unrest. /s.s/das/ak/

    [03] Kosova President Ibrahim Rugova to visit London

    PRISHTINE, June 10 (ata) - The President of the Republic of Kosove, dr. Ibrahim Rugova will pay a visit to London upon invitation of the British Government, the Centre for Information of Kosova reports. During his stay in London, where the meeting of the foreign ministers of the Contact Group countries will take place on Friday, President Rugova will meet with the Foreign Minister of the Great Britain, Robin Cook and with other British senior officials.

    The ministerial meeting of the Contact Group will examin the present developments in Kosove and the adoption of measures to stop the conflict there and for the solution to the question of Kosove. /pa.ta/xh/

    [04] People's names who have profited money from pyramid investment schemes to be announce soon

    Tirana, June 10 (ATA) - All persons who have directly or indirectly profited money from the loan taking companies on the expense of creditors are already known to the Supervising Group.

    "Within the week we can publicly announce persons' names," told ATA chief administrator Farudin Arapi.

    According to the chairman of Supervising Group pressed payments to creditors are carried out and based on orders issued by companies ex- presidents, contrary to the signed contracts, besides profiting from withdrawing the capitals they also have received the interest rates, though these companies shouldn't deliver a penny until their pyramidal features be verified and their delivery coefficient figured out.

    All persons, who have profited from these payments, remain debtors and have legal responsibilities.

    Also according to Arapi ex-presidents have authorised payments or have carried them out during the period, companies were under auditing process.

    Even these persons who have profited from these kinds of payments are debtors and should turn back the profited money.

    According to Arapi the lists also encompass public persons, who will be announced soon. gen/

    [05] Agani says negotiating process in Kosova harmed

    PRISHTINE, June 10 (ATA)-Fehmi Agani, coordinator of the Albanian negotiating group to attain a solution for Kosova, told reporters in Prishtine yesterday that the "negotiating process has been considerably harmed" and "it will begin when possibilities exist for productive talks".

    Agani told a news conference, after the Albanian negotiating group's meeting, which was also attended by U.S. ambassador in Skopje Christopher Hill, that negotiations cannot go on without knowing what has happened in Decan and what are the proportions of the Serbian military and police operation, according to the Kosova Information Centre (KIC).

    Decan has not been under the control of Kosova Liberation Army (UÇK), therefore its burning and destruction cannot be justified by the Serbian military and police forces, said Agani. /p.ta/pas/lm/

    [06] Saranda town-hall assisting the refugees from Kosove

    SARANDE, June 10 (ata) - By Sh Hajno: The town-hall of Saranda started Tuesday a campaign for the accumulation of aid for the Kosovars who have recently come to Tropoje forced by the Serb repression and violence.

    "The aim is to sensitize the traders, businessmen and all the opinion in the city to accumulate material and financial aid for our Kosova brothers," the deputy mayor Qirjako Martiko told ATA. He added that in a meeting they held last Monday there were a lot of traders, businessmen and other people who were ready to make their modest contribution.

    So far there are scores of merchants from Saranda who have voiced their readiness to assist materially and financially, said Martiko. /a.ke/pas/xh/

    [07] Candidates for Kavaje mayors begin meetings with electorate

    KAVAJE, June 10 (ATA)-By G. Kabashi, The candidates for mayors in Kavaje town have begun the electoral campaign since several days ago.

    On Tuesday evening the candidate of the "Union for Democracy" grouping, Hysen Arkaxhiu, held the third meeting with the electorate, after he was presented last Wednesday by the senior leaders of the group he represents.

    The Arkaxhiu, 45, doctor and former DP deputy in the '96-'97 legislature, will be faced by the candidates of two other political groupings, of the left and right wing spectrum.

    The "Alliance for State" has presented to the Kavaje electors its alternative, engineer Mehmet Shyti, while the United Right wing will take part in the electoral contest of June 21 with jurist Fatmir Haveriku.

    Kavaje, a town with some 33 000 inhabitants, 21 km south of Durres, has remained without mayor since October last year, when is democrat mayor Tofik Dervishi resigned, one year after his election to this post.

    In the June 29 elections last year, the DP received a heavy blow in this district, which it has constantly considered as its bastion, winning only in one, out of four constituencies this district had. /s.s/pas/lm/

    [08] Guardia di Finanzia encourages cooperation between Durres and Bari hospitals

    DURRES, June 10 (ATA0-By G. Kabashi, Cooperation between the Durres hospital and that of "Giovani XXIII" of Bari, under the auspices of the Guardia di Finanzia mission, deployed in Durres, has begun to be materialised.

    After a protocol agreement was signed between the two hospitals, a team of Italian doctors, headed by Prof.Dr. Paolo Arciprete, recently carried out a series of examinations among little patients suffering from heart diseases.

    Now the Durres hospital department has put at the disposal of the Italian doctors two buildings, repaired by the Guardia di finanzia officers, and which in a brief time will be equipped with the necessary apparatuses by the Italians.

    The commander of Guardia di Finanzia in Durres, lieutenant-colonel Giovani Greco, told ATA that everything started last January, when the leaders of the mission intervened to cure the little girl from Durres, Ilarja Belba, who suffered from a born heart disease.

    The Italian team has decided to come to Albania often to concretely help the little ones having heart problems. /s.s/pas/lm/

    [09] Implementation of projects in the fields of infrastructure between Albania and Greece promoted

    TIRANE, June 10 (ata) - The implementation as soon as possible of all the projects discussed in the fields of the infrastructure and communication between Albania and Greece was the main topic of the meeting that Albanian President Rexhep Meidani had with the ministers of transport of Albania and Greece, respectively Gaqo Apostoli and Anastasios Mantelis.

    The President's press and information office reports that they stressed in the meeting that there is a good will existing in Albania and Greece to make the bilateral cooperation as much fruitful as possible.

    President Meidani was briefed by the two ministers Apostoli and Mantelis of the short-term and long-term projects in the field of land, air and sea communication and he asked them to work for the realisation of those projects as soon as possible.

    Mr Meidani stressed what was confirmed in his latest meeting with the Greek President Kostis Simitis, the realisation of a realist solution to the question of Kosove. President Meidani said that the international presence in Kosove and Albania is an indispensable measure for the elimination of further radicalization of the situation. /a.ke/pas/xh/

    [10] Tirana citizens commemorate Albanian League of Prizeren

    TIRANA, June 10 (ATA) - By A. Haxhiu: A manifestation was held Wednesday in Skenderbej square in Tirana to commemorate the 120th anniversary of the Albanian League of Prizeren, pan national political- military organization.

    The political grouping Union for Democracy, organizer of this manifestation, stressed through its leaders the importance of this Albanian League, considering it as the second Albanian league after the League of our national hero Gjergj Kastrioti (Skenderbeu) in Lezhe.

    The leaders of this grouping also protested against the Serbian violence and terror in Kosova and expressed their solidarity with the heroic resistance of the people.

    The Albanian League of Prizeren (with chairman Iliaz Pashe Dibra) was founded on June 10, 1878 in Prizeren, town of Kosova, attending were also representatives from all the Albanian territories.

    Its main decision was the protection by every means of the Albanian territories from the danger of separation from the Big Powers and neighbouring countries. /mima/mt/

    [11] A camp to house 1,200 Kosova refugees built in northern Albania

    TIRANA, June 10 (ATA) - A camp to house around 1,200 out of 15 thousand refugees from Kosova who flee Serb terror there is built in the village of Molle-Kuqe in Tropoja, north of Albania, a spokesman of the Local Government Ministry said on Wednesday.

    The spokesman said that the Kosovars were given a quantity of food for 20 days including 62 tons of wheat, 4,8 tons of oil, 7 tons of rice, 3, 3 tons of pasta, 2 tons of white bean, 8,3 tons of sugar, 0,28 tons of butter, 0,2 tons of salt and 20 packages of detergents. s.sh/mima/ak/

    [12] SOROS earmarks $20 thousand for Kosova refugees

    TIRANA, June 10 (ATA) - Representatives of the Foundation for an Open Society in Albania (SOROS) accorded on Wednesday an emergency grant worth $20 thousand for hospitals and health centers of the Tropoja district, north of Albania, where some 15 thousand refugees from Kosova came to northern Albania fleeing Serb terror, Tirana-based office of Soros Foundation said.

    The same sources said that the grant would be administered by the Red Cross which already has its structures in the district. s.sh/mima/ak/

    [13] Some 2 000 abortions in capital over past six months of '98

    TIRANA, June 10 (ATA) - By K. Shehu: There are some 2 000 women who have aborted in Tirana over the last six months of '98, according to the statistics of the Obstetric & Gynecologic Hospital.

    "There have been some 7 900 abortions per year during the last four years," said the chief of this hospital, Gjergji Theodhosi.

    According to Theodhosi, the economic reasons, the mentality and the lack of family planning force the women and girls to abort.

    The staff of the Family Planning Center, which is financed by UNDP, consider as the most concerning fact the abortion among young ages ranging from 18 to 23 years old. /s.sh/mima/mt/

    [14] One hundred thousand Albanians protest in Prishtina

    PRISHTINE, June 10 (ATA) - By B. Jashari: Around 10,000 Albanians protested on Wednesday midday in "Mother Teresa" main square in Prishtina under the message "NATO, urgently in Kosova."

    Protesters chanted "NATO stop Serb genocide and massacres in Kosova" and "Liberty and independence for Kosova". They held Albanian, American and European Union flags and launched many pigeons which were a message of peace and liberty for Kosova.

    The deployment of NATO in Kosova is a nationwide request of Albanians all over the world which are organising protests at the same hour called by the Organisation Council of the Republic of Kosova.

    The protesters strongly urged a peaceful solution to the Kosova issue through an international presence which will make evident the bloodshed caused by the barbarity of Serb police, military and paramilitary forces against Albanians of Kosova, the Organisation Council said. bca/ak/

    [16] Parliament engaged in a political ping pong on money-lending

    TIRANA, June 10 (ATA) - By Keida Kostreci: Two biggest parties in Albania, the Socialist Party (SP) and the Democratic Party (DP, opposition) were exchanged Wednesday in Parliament in mutual accusations regarding the culprits of the last year's economic crisis and unrest.

    The DP accepted having made a mistake of allowing the pyramid schemes, while SP of not warning in time on their danger.

    "I call on the people to ask the money promised. If you will not give back the money, I call on the people to protest," said the DP deputy, Azem Hajdari.

    Hajdari accused the Minister of Finances, Arben Malaj, of participating in the bloom of pyramid schemes and threaten him by saying "You will see when I return to power".

    Hajdari conceded that his only mistake as former chairman of the Commission of Order and SHIK was that "he did not have strong positions."

    "I did not have strong positions when you organized the revolts because I would have crushed you," said Hajdari.

    He did not exclude the responsibility of former Prime Minister Aleksander Meksi and his government regarding pyramid schemes and said that if they were found guilty they should be punished. He also urged Meksi, actually the DP deputy, to come in Parliament and speak for his responsibilities.

    "Those who organized and encouraged usuries should face trial, as well as those who have had money in pyramid schemes by mentioning former Premier Meksi and his ministers," said the Socialist deputy Speaker of Parliament, Namik Dokle, who considered former President Berisha, former deputy Interior Minister Agim Shehu and former chairman of SHIK Bashkim Gazidede "extreme" of the pyramid schemes.

    The chairman of the parliamentary group of the Socialist Party, Pandeli Majko declared that the international mafia had operated at that time in Albania and the people did not protest for the money but to topple the state.

    "The prosecutor's office is afraid because some of the people responsible for the pyramid schemes, who are in opposition today, are still powerful," said Majko.

    At the end of the debates, parliament approved the law "On the criteria and ways of distributing the assets of non banking juridical persons who have taken loans from the public," without the presence of the DP deputies who walked out. mima/mt/

    [17] Albanians of Kosova defend Albanian state border

    TIRANA, June 10 (ATA) - By Keida Kostreci: Vice chairman of the Albanian parliamentary Defence commission Arber Qilimi said on Wednesday that if there had been no armed resistance on the part of the Albanians in Kosova, the Serbian forces would have reached the border with Albania.

    Without dubbing the Albanians who fight against Serbs KLA (Kosova Liberation Army), a reality which was being accepted by the international community and the Albanian political forces, Qilimi said that "they are defending their territories from the ethnic cleansing but at the same time they are preventing Serb forces to advance towards the border between Kosova and Albania."

    "I do not think that there will be any danger of violating the border in the days to come as the international factor would not allow such a thing due to the measures it is adopting," Qilimi said.

    He said that it was right to recognise KLA because "it is normal to counteract for self-defence when one tries to destroy you."

    Qilimi also accepted that the KLA was very well organised militarily.

    "The Serb police and military machine is the strongest in the Balkans and since the KLA is braving it this means that the latter is also well organised," he said.

    The Defence commission held an urgent meeting on Wednesday to listen to a report of Qatip Arapaj the deputy chief of the General Staff on the measures adopted by the Albanian army, but Qilimi refused to elaborate saying "it is a military secret."

    "The General staff and the Defence Ministry have adopted extraordinary measures for a state of emergency, which de facto has been imposed in some districts in the north such as Has, Tropoje, Kukes and Diber," Qilimi said.

    Saying that the government was more informed on the situation in the north, he added that the parliament would approve a state of emergency when the government considered it necessary.

    He reported on measures taken by the Ministry of Defence for new recruits and said that the civil defence regiment (MCR) was already in Tropoja. mima/ak/

    [18] SP urges debate on state of emergency

    TIRANA, June 10 (ATA) - By K. Kostreci: The parliamentary group of the Socialist party (SP) urged on Wednesday that the government and parliament start debate on a possible state of emergency in some areas in the north of Albania.

    "The parliament and government will start dialogue to impose a state of emergency in some areas in the north, both in humanitarian emergency for the Kosova people and in the military aspects," Pandeli Majko, head of the SP parliamentary group told today's parliamentary session.

    The parliamentary deputy Speaker, the Democrat Jozefina Topalli, had asked for accommodating the people coming from Kosova to other areas of Albania considering the difficult situation especially in Tropoje.

    "A second Bosnia is threatening Kosova and the war has broken out. It is a question of time Kosova has not become like Bosnia," warned Topalli, who is speaking on behalf the Democratic party (DP) parliamentary group when no Democrat was present.

    Majko backed the DP statement on settling the Kosova people in other areas but added that they should contact legitimate authorities of Kosova.

    Later, he added that the situation was really difficult in the north and the Albanian state should start distributing humanitarian aid to these people.

    The parliamentary Speaker Skender Gjinushi conceded that a possible state of emergency should be considered and stressed the readiness of parliament in setting up a parliamentary commission or a special one to closely follow the situation in the north. mima/ak/

    [19] First group of Kosova people arrived in Lezhe

    LEZHE, June 10 (ATA) - By Z. Pergega: The city of Lezha received on Wednesday the first families of refugees coming from Kosova fleeing Serb terror and violence there.

    Gjok Cari secretary of the city municipality said that the 29-member group was accommodated in Lezha families.

    A municipality commission will register all refugees from Kosova and will adopt measures to shelter them.

    They have also called on all the residents to contribute financially and materially for Kosova brothers. s.sh/ak/
