[01] Albania militaries to take part in "Cooperative Osprey '98"TIRANA, June 1 (ATA) - A contingent of Albanian militaries, including students of the "Skenderbej" Academy and officers, left on Monday for North Caroline, the United States, to participate in the "Cooperative Osprey '98" multinational exercises.Sources of the Public Relations Department at the Defence Ministry said to ATA that the exercises, in which 11 Partnership for Peace member countries, NATO member states, the United States, the host country, Canada and the Netherlands, are going to take part, aimed at familiarizing them with the NATO standards and defining of procedures for interactions between the armies of different nations in the framework of the Partnership for Peace (PFP). The participation of the Albanian militaries in the exercises testifies that besides the restructuring process the Albanian army is implementing successfully the PFP program. ake/das/ak/ Albanian Telegraphic Agency[02] 473 Albanian state enterprises to be privatisedTirana, June 2 (ATA) - The Albanian government will soon privatise 473 small and medium state-run enterprises, sources from the Public Economy and Privatisation ministry reported Tuesday.The documents for their privatisation had already been prepared and would be made public within two weeks, ministry said. Most of the enterprises were factories, including metal works, steel plants, foundries, and chemical fertilisers producers. "Their privatisation is part of the government's programme to push ahead with market economy reforms in Albania," a senior official from ministry said. The enterprises had been inefficient and incurred heavy debts over recent years. Privatisation was expected to create new jobs and increase production. The past seven years have seen privatisation of more than 700 small and medium enterprises in light industries, including foodstuffs and textiles. Prime Minister Fatos Nano recently said the next step would be the privatisation of strategic sectors such as energy, mining and telecommunications. /gen/ Albanian Telegraphic Agency[03] Measures of local government of Tropoje for the Kosova refugeesBAJRAM CURRI, June 1 (ata) - By Riza Hoxha: While the wave of the comers from the villages of the commune of Decan of Kosove is increasing, as a result of the Serbian violence, the local government of the district of Tropoje (Northern Albania) is adopting measures to face the situation.On Monday afternoon, the district defence staff convened for this issue and to adopt emergency measures.Selim Selimi, spokesman of the district council, told ATA that so far about 1 000 people have come from Kosove and this number keeps increasing. The new comers have been sent to some families of the commune of Tropoje where they have found a warm shelter because most of them have also blood relations. According to Selimi, the health state of the people from Kosova is grave. There are wounded people who have received the first medical aid in the city hospital, some are sick and some women are pregnant. They have passed several days in the mountains to escape Serb violence and terror. According to the comers from Kosove, during the travel as a result of the lack of food and the long way, some elderly women went faint while a 3- year child had died and was buried in the mountain of Junik (in the northern border of Albania.) On Monday, said the spokesman of the district council in Bajram Curri city, a group of the office of the United Nations High Commissioner for Refugees went to Bajram Curri and contacted leaders of local government, while on Tuesday a second group of this office is expected to arrive together with food aid and medicaments. On Monday, a medical team led by Albanian deputy Minister of Health came to Bajram Curri to take measures to overcome the situation. Around 80 percent of Telekom incomes are invested. This year will be installed 600 phone booths with a cost of $1,5 million. All expenses are covered by Telekom itself. Some 2 million telephone cards will be put into circulation. Also international connections are encompassed in Telekom investment's plan for this year. Thus a new connection with optic cables with Montenegro will be established soon, which would enhance telephone international calls with Albania. Albania President Rexhep Meidani and his wife, prime minister Fatos Nano and his wife, parliamentary Speaker Skender Gjinushi and his wife as well as ministers and deputies were on the balconies of the parliamentary hall. The little deputies call on them to resolve the problems of the children who are obliged to leave school. He said "other 500 are in mountains of the Tropoja region on the Albanian territory and will be soon taken to the commune of Tropoja. Late on Monday, the United Nations Children's Fund (UNICEF) provided food and clothes for the people of Kosova lodged in the villages of the Tropoja commune. A team of the Health Ministry visited on Monday the commune of Tropoja to help the Kosovar Albanians. Around 2,000 people from Kosova arrived in Albania recently fleeing fighting there, according to official sources. s.sh/das/ak/ Albanian Telegraphic Agency[09] Supreme Court to be directed by a presidency and will have two more collegesTIRANE, June 1 (ata) - By Keida Kostreci: The Albanian Government has sent to the Parliamentary Commission of Laws a draft-law, according to which the Supreme Court will not be directed any longer only by the chairman but by a presidency.A government's report explains that the draft is necessary because so far, this Court had not a complete legal basis, while practice has proved that a great part of the questions are solved incompetently and subjectively by the court." "The cases for trial have been distributed to the judges on the basis of interests and corruptive factors," writes the report. The chairman of the Parliamentary Commission of Laws, Zamira Caka, said that with the new law, to the penal and civil colleges will be added the administrative and trade colleges and their chairmen together with the Supreme Court chairman will form the presidency of the court with broad competence. The law will bring about the increase of the number of the members of the Supreme Court as a necessity following the creation of the new colleges. The draft envisages for the first time the right of the Supreme Court to adopt unifiable decisions, which will be compulsory to lower rank courts. The draft introduces a new mechanism, which will serve as a link between the Supreme Court and the People's Assembly. According to it, the general meeting of the members of the supreme court is entitled the right to propose to the People's Assembly the cases when the parliament must begin procedure on possible discharge of a member of the Supreme Court. The draft law is a supplement to the law "On Judiciaries." Observing the unemployment rate in women, it has gone up. Among the most successful ones are "Teuta", Erzeni" and "Dyrrahu". The sector that turns out construction equipment is being developed rapidly and is the most profitable one. Other 1000 people are employed in this sector. Two construction sites that turnout prefabricated products are already operational, while another is under constructed. The regime of Milosevic is using the Albanian-Yugoslav negotiations to veil the crimes against the civilian population, the press release said. It also urges for a greater, serious and efficacious engagement in the negotiations. Killings, raids, exodus of the Albanian population due to ethnic cleansing, blocking of humanitarian aid, interruption of phone connections and communication, banning access of Albanian and foreign media to fighting areas show that a second Bosnia is underway in Kosova, the press release said. pta/das/ak/ Albanian Telegraphic Agency[13] Abaz Ermenji reelected chairman of Balli KombetarTIRANE, June 2 (ata) - By A Haxhiu: The 9th congress of the Balli Kombetar Party reelected on Tuesday as its chairman Abaz Ermenji, who came to Albania only some days prior to the congress of this party.There were two candidates for the post of the BKP chairman, the leader of the party, Abaz Ermenji living in France since mid-40s and deputy chairman Hysen Selfo. Reelection of Abaz Ermenji, procedure accompanied with with incidents among advocates of the two candidates, may orientate BKP towards the political formation "United Right Wing" (where the Republican Party is the largest) with which the BKP had frozen relations about three months ago, instead of the present inclination towards the DP-led Union for Democracy. This was also noticed in the address to the congress of Ermenji, who said that BKP will remain in the United Right wing. During the first days of June, scores of Albanians have reportedly been killed and massacred by Serb forces, who are continuing attacks on villages of Albanians on the border area, Dukagjin, Drenice and other territories of Kosove. Today's Serb attacks are being accompanied by Yugoslav military aviation flies over Prishtine and other cities. Xhuvani: Albanian Health Ministry sent early on Tuesday a considerable quantity of medicaments to Tropoja, northern Albania, to help Kosova refugees, according to Andrea Mato, chief of the Pharmaceutical Directorate at the ministry.The medicaments, which are expected to arrive in Tropoja late in the day, include first aid package and medical equipment for emergency. The Tropoja bound medicaments are part of the English humanitarian aid sent during the unrest of 1997 to cure those people wounded by fire arms and hospitalized in the Military hospital. In the last two days around 2.000 Albanian refugees from the Kosova villages arrived in Tropoja fleeing Serb violence and terror in their territories. s.s/das/ak/ Albanian Telegraphic Agency[16] Police arrest Frenchman who killed his Albanian interpreterTIRANA, June 2 (ATA) - By Th. Thanasi: Police arrested on Tuesday at 02.00. a.m. a French citizen who killed his interpreter in his room, according to police sources.A spokesman of the police station at the Tirana prefecture said to ATA that the French citizen Claude Cek Ben Avdel Kader, 27, resident in London shot and killed with an automatic rifle at 21.30 a.m. the Albanian citizen Leonard Vangjeli, 20. The killing happened in the house hired by the French citizen in Tirana. The arrested said that the killing was carried out for personal reasons after he and the victim quarrelled about a TV set. Police checked the house of the French citizen and found the automatic rifle and a light machine-gun. According to the preliminaries, police said that Kader arrived in Albania days before as a photoreporter of a Muslim religious sect. He had a simple identification paper, not a passport. Other four persons belonging to the same sect had been in Albania but had already left. The victim had been an interpreter to the French citizen and continued studies in the Tirana University. s.s/das/ak/ Albanian Telegraphic Agency[17] Protocol of cooperation between archives of Turkey and AlbaniaTIRANE, June 2 (ata) - Some days ago a protocol of cooperation for 1998- 2000 was signed between the General Department of the State Archives of the Council of Ministers of the Republic of Turkey and the General Department of the State Archives of the Republic of Albania, spokesman of this department reports.For the Albanian party, the protocol was signed by the General Director of the State Archives, Zamir Shtylla and for the Turkish party by the general director of the State Archives of the Council of Ministers, Isa Ozkul. Berisha called on all the Albanians to strongly protest against the chauvinist policy of Milosevic. "It is the moment that all should be led by the motto "One nation, one attitude." The Republicans also expressed their concern on the increase of violence in Kosova. "All political forces should urgently draw up a common platform in defence of the national issue," Fatmir Mediu leader of the Republican party told a news conference on Tuesday. Kostreci, The "Alliance for State" on Tuesday called on the independent candidate for mayor in Vlore, David Tushe, to give up his candidature, if he still considers himself member of the Socialist party and of the governing coalition.All the deputies of the parties of the Alliance for State for Vlore and leaders of this coalition met on Tuesday with the candidate of the Alliance for mayor in Vlore, Neki Dredha. "The participants discussed a series of measures which have to do with the seriousness and maximum preoccupation of the coalition for the victory of candidate Dredha in the partial local elections of June 21," SP secretary general Pandeli Majko told ATA. Majko said that the SP will discuss Tusha's act, as "any so-called tolerance would bring about irreparable consequences." Taking part in the Alliance for State are the SP, SDP, DAP, HRUP, AP and NUP. Socialist David Tushe decided to come out as independent candidate in the partial elections, after he was not put up as a candidate for mayor by the alliance. According to the spokesman of the Ministry of Labour and Social Affairs projects value totaled lire 20 billion. For this purpose was organized the first coordination meeting with Italian NGOs, committed in these projects and financed by the Italian ministry of Social Solidarity. The meeting was presided by the Italian representative of Social Affairs Department, Mauro Valeri and Albanian representative of MLSA Alfred Kocollari. During their four-month activity the four motorboats of Guardia di Finanza have sequestered two ships and one speedboat carrying 48.334 kg. of contraband goods, mainly cigarettes. A speedboat and eight dinghies transporting Albanian emigrants to Italy, have also been sequestered and another 66 intercepted. At the same time 145 illegal emigrants have been detained and 35 arrested. Kabashi, Sixty-one containers of Italian aid for the Albanian army and the Ministry of Justice arrived in Durres port on Tuesday.Italian freighter "Altinia" brought 61 containers, 57 with some 700 tonnes of various materials for the Albanian army, mainly food, clothes, blankets, and various appliances and four with aid for the Albanian prisons such as Tv sets, clothes and other articles. The Italian government in nine months has brought a number of contingents of aid to restructure the Albanian armed forces. The Italian Delegation of Experts (DIE), headed by General Cantone, has closely cooperated with the Albanian Defence Ministry for the arrival and delivery of the aid on time. a.ke/lm/ Albanian Telegraphic Agency[23] Decan and suburbs under heavy artillery attackPRISHTINE, June 2 /ATA correspondent Behlul Jashari reports:This morning, for three hours in succession (from 7.00 to 10.00) the Kosova villages Drenoc, Prejlep, Strellc i Eperm, Carrabreg i Poshtem, Rastavice, Izniq, Lluke e Eperme, Lloçan and Junik have been targets of the Serbian heavy artillery attacks, according to the chairman of the sub- council of Defence of Human Rights in Decan, Musa Berisha. Many houses have been destroyed, others, after being looted have been set to fire by the Serbian troops, says Berisha. He says that many inhabitants have left their lands to cross into Albania. Today's attack comes from the military base of Hulaj and Podi i Geshtenjave. Most of the houses in Decan town have been burnt and ruined and life is paralyzed. In this area many are the animals killed and, according to Berisha, an epidemic is likely to spread. Meanwhile, reports from Decan say that today, in early morning hours, dozens of tanks and troops came fron the direction of Peja and were deployed at the villages of Lubeniq, Strellce i Eperm, Lluke, Izniq and Decan. The troops are mainly concentrated in the vicinity of Izniq. After a cease-fire, at around 14.30, the attack resumed on these villages and the situation continues to be very grave. /p.ta/mima/lm/ Albanian Telegraphic Agency[24] On eve of European Children Song FestivalTIRANA, June 2 (ATA)-By F. Nikolla, Eighteen countries will take part in the European Children's Festival of the best voice, due on June 4-7 at the Palace of Congresses in Tirana.The participating children arrived at Rinas airport on Tuesday, Vera Ibrahimi, member of the "Pentaton" association, one of the main organisers of this inter-European activity, told ATA. "The young singers, systemised at "Dajti" Hotel, one of the traditional hotels of the capital, will be accompanied during the whole activity of the European song by a special team of the Public Order Ministry," the source said. In this musical spectacle, the participating children from Italy, Switzerland, Russia, Malta, Greece and other countries, will be divided in two groups according to their ages: six to nine and 10 to 14. The organisers of this festival are members of the Artistic Association "Pentaton", whose president is the renowned composer, Tish Daija. At the end of the Festival, after four nights, an international jury will declare the winners of the two age groups. The aforesaid villages continue to be under siege, and there is no possibility to learn about the full proportions of Serbian attacks' aftermath. /p.ta/mima/lm/ Albanian Telegraphic Agency[26] Government takes measures on situation in northern AlbaniaTIRANA, June 2 (ATA)-Albanian Prime Minister Fatos Nano on Tuesday declared that the Albanian Government, also in cooperation with international organisations for refugees, will provide a priority treatment in food, medicine and clothes for nearly 1400 Albanians coming from Kosova to Northern Albania to escape Serbian terror."The Belgrade policy intends to ruin the talks started in Prishtine, by attempting ethnic cleansing in Kosova. With Milosevic not giving signs of stopping the violence, the Albanian government should reconsider its policies towards the factors involved in this crisis. "Diplomatic contacts should be increased, asking from the western allies of the Contact Group more pressure on Belgrade," said Nano at the government's meeting today. Nano added that in Kosova (where 90 per cent of the population is Albanian) people have taken up arms to defend themselves and their organisation in structures is a reality that should not be ignored. "Ibrahim Rugova still remains the main element of the talks, this mission given to him also by the March 22 elections in Kosova," said Nano. The President of the Republic of Kosova, Ibrahim Rugova, on Monday met with U.S. president Bill Clinton and Secretary of State Madeleine Albright, to exert pressure for independence for Kosova. The beginning of direct talks between Belgrade and Prishtine did not help ease Serbian repression on the Kosova Albanians. Over 200 Albanians have so far lost their lives as a result of the conflict which began in February 1998. "Albania's position does not change as regards the solution of the crisis through peaceful means, but this stand should not be stiff, but be adapted to the new situations and realities created on the terrain. "Safeguarding the country's sovereignty and independence, also accompanied by a moderating policy, which aims at saving as much lives as possible, will remain sacred for us," said Nano. Nano said that the Government will continue to make all efforts that the Pole of Peace, also expanded of late with the victory of Djukanovic in the parliamentary elections of Montenegro, be preserved in the Balkans.
