TIRANA, April 15 (ATA)-By I. Paco, Albania's Foreign Ministry on Wednesday turned down, through a statement, claims that the territory of the embassy of FRY (Serbia and Montenegro) in Tirana has been violated from outside, after the event taking place on Wednesday morning when a youth went up the balcony of a two-storied building in "Durres" street and tore down the FRY flag.

"After the Interior Ministry specialized bodies examined the data obtained by the guards on duty at this embassy and reconsidered all the elements on the spot which provide material proofs, it turns out that there has been no violation of the Embassy's territory from outside as pretended," the statement of the Albanian foreign Ministry says.

The statement regards the person, who committed this act and who now is in the hands of police, as mentally sick.

[08] President Meidani refers law on new structure of government back to parliament

TIRANA, April 16 (ATA) - By K. Kostreci: Albania's President Rexhep Meidani on Thursday referred back to Parliament for reexamination the law on the new government structure, approved on Wednesday.

This was reported in today's parliamentary session by Speaker Skender Gjinushi.

The motive of refering the law back to parliament for reexamination is reported in a release of the President's press and information department.

The President thinks that the existence in the government structure of the post of the deputy Prime Minister and at the same time of the Minister of the Government Coordination seems to be not well-studied and suggests that this post is formulated in the government structure as "First deputy premier of the Council of Ministers."

President Meidani backs this suggestion on the fact that the duty of the deputy Prime Minister, who will not head any concrete ministry, is, along with the others, also to carry out the coordination between ministries and first aide of the chairman of the Council of Ministers.

The President also expresses the thought that article 2 of the law, which says that "the law enters into forces within April 15, 1998," that is within yesterday, has been not well-formulated."

"Without having the opinion of the Head of the State within 15 days, as it is envisaged in the constitutional laws, the act approved by the People's Assembly cannot assume the value of a law," says the report of the Presidency spokesman.

He suggests that the minimum time for the enforcement of this law should be the date this law is promulgated by the President of the Republic.

Along with this, the President says that "the chairman of the Council of Ministers is not included in the structure of the government."

"As a result, it is necessary to correct the structure by also adding the position of the Chairman of the Council of Ministers to its composition."

After Gjinushi declared in Parliament that the President referred the law back for reexamination, the parliamentary group of the Socialist Party, which had made the proposal for the new structure, asked an hour time to examine the request.

The chairman of this group, Pandeli Majko, had expressed Wednesday in Parliament the belief that the president would decree within yesterday the new structure, which would pave the way for the changes in the government cabinet. /s.s/pas/mt/

[09] Gjinushi says article 2 of law in government structure seemed to be imposed on president

TIRANA, April 16 (ATA)-By K. Kostreci, Speaker of Parliament Skender Gjinushi told ATA on Thursday, right after declaring that the president had referred the law on the new government structure back to parliament, that its article 2 "seemed to be imposed on the institution of the president".

Article 2, which in the draft was formulated as "this law comes into force immediately", was changed and passed as "this law comes into force on April 15, 1998", that is, within yesterday.

According to Gjinushi, this formulation does not constitute a contravention, but "it is not logically right".

"The presidency and parliament have discussed and agreed that the nearest date to a law's enforcement is when it is decreed by the President," Gjinushi explained.

"There was no reason to fix the date," said Gjinushi, who even prior to the approval of the law on Wednesday, had expressed scepticism before deputies regarding the formulation of article 2 of this law.

On Thursday the president referred back to parliament for reexamination the law on the government structure approved on Wednesday.

The SP parliamentary group, which had proposed this structure, had expressed the belief that the President would decree the law on Wednesday. /s.s/pas/lm/

[11] Opposition can ask for more time to consider laws, Speaker says

TIRANA, April 16 (ATA) - By Keida Kostreci: Parliamentary Speaker Skender Gjinushi called on Thursday as unreasonable the attitude of the deputies of the Democratic party who walked out of the parliamentary hall on Wednesday because they were not given time to consider the draft law on new government structure.

"The opposition can ask for more time to consider laws which are of its concern. The DP does not need this law," Gjinushi said.

He said that the structure had to do with the Nano cabinet, in which the DP was not included.

The DP asked for up two three days to present its alternative which is a care taker government and new elections.

"Berisha should correct his request for a draft law by his group. He should not forget that it is in minority and his governing led Albania into chaos," Pandeli Majko, Socialist Secretary General said in yesterday's parliamentary session. s.s/ak/

    By Manjola Pupa

Tirana, April 16 (ATA) - The import of vehicles in Albania marked a drop during the last year, compared to the previous years.

The car import reached the peak during October, when some 800 vehicles entered customs houses and over lek 812 were profited from custom clearances.

Around 85 percent of imported vehicles are second hand ones.

It is thought that for years to come, used cars will have the priority in imported vehicles, this due to Albanians low incomes.

Thus foreign carmaker companies, which have opened up their dealerships in Albania sell mainly used cars.

Lindi company which has gained Mercedes Benz dealership, has sold only 9 brand new cars during the last two years, seven of which are bought by state budgetary institutions.

Over 80 percent of imported vehicles are cars and 20 percent trucks and buses.
