[02] Noise against Ceka creates confusion, Christian Democrats say

In a press release held for journalists on Friday, the leaders of the CDP also pointed out that "the noise against Minister Ceka aims at neutralizing the work of the ministry by creating confusion in the border and police."

With regard to the request of DP for the replacement of Godo in the post of the co-chairman of the Constitutional Commission, Bushati said that he personally does not covet this post, but asks the candidature be proposed by the opposition and decided in parliament." /mt/

[03] Albanian Government examines draft-laws and draft-decisions

The meeting also approved the protocol of understanding between the Interior Ministries of Albania and Italy regarding the consultancy and assistance for the reorganization of the Albanian police forces. /a.ke/mima/mt/

[04] Vaccination against polio by the end

Some 97 per cent of children of villages and more than 90 per cent of those in the town had been vaccinated until Saturday morning, the inspector of epidemiology in the Department of Public Health of the district, Baki Hasa, told ATA.

According to him, this vaccination which was enabled by the Ministry of Health in cooperation with UINCEF, has been realized almost 100 per cent, because the small part of the children, who have not taken the vaccine yet, belong to the children who have left to other districts or abroad.

The total number of children included in the mass vaccination against polio in this district is 25 000, 9 400 of them in the towns of Elbasan and Cerrik. /s.s/mima/mt/

[05] Police arrest two drugs traffickers

The detained persons are Tomorr Shabani and Taulant Nuredini and were caught in the act with 9 kilos of narcotic plants, cannabis sativa, right at the moment they were ready to transport it to Greece. /s.sh/mima/mt/

[06] Republicans urge changes in government

The chairman of the Republican party, Fatmir Mediu, said that it is about errors or incapabilities of certain ministries, but, however, changes in the government are indispensable.

The prime minister, Mediu said, should make a realistic presentation of the situation, which, he said, is grave, especially in economy and public order, and in the new programme he should change the logic of governing.

Mediu has requested the presentation of a new programme by Prime Minister Nano, who, he said, should request vote of confidence in parliament.

The participants in the conference said the socialists should show they know to govern and that they are able to work based on working concepts and political consensus.

Asked about the possibility of a weakening of the right if Spartak Ngjela is elected head of the Legality Movement Party and if this party joins the government coalition, Mediu responded that its inconceivable for a right party to take part in a left coalition.

He added that, however, this would not in the least weaken the right, as the legality Movement Party is small and its postition has not been very clear. /s.s/pas/lm/

[07] Bezhani Commission says files are ready for Radio's "impure"

"The commission has examined the files of the radio employees and in the next week it is expected to complete also those of the Albanian Telegraphic Agency (ATA)," the chairman of the Screening Commission, Nafiz Bezhani, told ATA.

He added that the control for the state media reporters, Albanian RTV and ATA, is within the law.

The Constitutional Court has considered anti-constitutional the part of the law which speaks of the reporters of papers of over 3000 copies.

Speaker of Parliament Skender Gjinushi, said that "all the reporters are excluded from the Commission's control."

Bezhani said that for the time being control on the TV, State Radio and ATA is carried out only for the files of State Security (which has served the communist dictatorship before declaration of pluralism) and not for those of the National Information Service (after the declaration of pluralism). /s.s/pas/lm/

[08] Gjinushi says Commissions report only before parliament

The conclusions of the commissions are reported only in parliament. The opinions provided are personal, as they are given by instances outside parliament and not on its behalf. They do not reflect the commissions' opinions," speaker of parliament Gjinushi told ATA on Saturday.

The chairman of the Socialist Party's parliamentary group, Pandeli Majko, and the secretaries of this party, at a meeting with the socialist chairmen of the parliamentary commissions, on Friday discussed the results of the control carried out by these commissions on the respective executive bodies, as regards the implementation of laws and tasks by these institutions.

According to an information of the largest party of the government coalition, the participants in the meeting "made evident not only the achievements but also the shortcomings during the several-month governing of the five-party coalition".

According to a report published on Friday in the SP newspaper, the General Steering Committee of the Socialist Party will meet next Monday with the head of the SP and government, Fatos Nano, thought to speak of the coming changes in his cabinet and define a structural platform of these changes, but without releasing the names of the ministers. /s.s/pas/lm/

[09] Former-heads of loan-taking companies carrying out financial acts to detriment of creditors

The report says that processing of the citizens' statements on computer, ( which will also be compared with the companies' accountancies), it turns out that some 205 000 Albanian creditors have invested their capitals, worth over one billion converted dollars, in the loan-taking companies.

So far it has turned out that the former managers of the loan-taking companies have carried out financial operations to the detriment of the creditors' interests.

The most typical case, the report says, is that of the Vefa Holding company, which in the January-March 1997 period distributed some 140 million converted dollars to seven physical persons of this company, persons who did not have the legal right to create accounts.

According to the same source, it has been proved that several creditors have been paid in a strained way and by order of the former manager, in contrast with the contracts reached, also profiting returns, besides the capitals invested, although since November 1996 these companies had not to distribute any money until the pyramid character of the activity was verified and the coefficient of distributing the money to the creditors was accounted.

All the former heads of these companies authorised payments or carried them out directly also during the period they did not have this legal right, as the companies were under administration. This fact holds legally responsible both the former heads of companies and the persons benefiting from these payments.

All the former heads of the loan-taking companies, contrary to the roles of accountancy, have created the so-called "fund of the managers" of great financial values, carrying out operations to the detriment of the creditors' interests.

They have opened personal bank accounts and created privileges for themselves and their relatives, such as the case made evident in the Italian-Albanian Bank, with Vehbi Alimucaj opening personal account of $400 000 and in the Savings Bank for the account named "Alba Vefa Kuban" of 165 million drachmas.

From the first control it turns out that the liquidating accounts in the bank, in the name of these loan-taking companies, contain relatively small financial values, which altogether amount to some 11 million converted dollars and, in comparison with the debts to the creditors, are very small. /s.s/das/lm/

[10] Draft-constitution, SP against two-house parliament

The idea of organising parliament with the house of deputies and Senate "was not accepted as it is not suitable for Albania, and most of the European countries have a one-house parliament and those countries which have a two-house parliament want to make it one-house.

As to the justice issue, the SP commission concluded that the prosecutor should be part of the judiciary and not of the executive and those to work in these bodies should have at least two years of working experience.

The socialist commission criticised the parliament's Constitution Drafting Commission that its discussion "is being procrastinated and this process is slow: it is the time to continue its discussion and approve the draft-constitution according to parliament's procedures."

The commission also criticised the Constitution Commission that in its technical staff there is no member or sympathizer of the Socialist Party. /das/lm/

[12] Greek policemen dismissed for mistreating Albanian emigrants

The policemen's acts was unjustifiable and turns them into xenophobic. For their acts their punishment should be more than a dismissal from duty, an independent paper of the Greek northern city of Ioannina said on Saturday.

Two days ago, the said policemen, while accompanying the returned emigrants from the bus to the Albanian territory, beat them with clubs without any cause.

Such act against the father of two children caused the children to cry. This aroused indignation among the emigrants who pelted the Greek policemen with rocks after entering the Albanian territory.

The Albanian police in Kakavija strongly protested against this act and asked the Greek police in this border crossing point to explain the acts of the two policemen against the emigrants returned from Patra.

The immediate suspension of the two policemen by the Greek police bodies of Kakavija also eased the tensions created. /a.ke/lm/

[13] Albanian government hails agreement reached in Northern Ireland

A press release of the press and information department of the Albanian Foreign Ministry says that the achievement of this agreement is an expression of the good will and concrete commitment of the parties concerned and of the international factor to solving the historical crisis through constructive dialogue and peaceful means.

The Albanian government hails this agreement, considering it an expression of the European civilising policies, which aim at cooperation and integration.

These practices of resolving conflicts through peaceful ways, considering the realisation of the lofty interests of the peoples to self- determination, have and should enjoy the support of the entire international opinion and global policies. /a.ke/lm/
