  • [01] Consultation on Kosova in Malaysia

    TIRANA, April 4 (ATA)- By S. Gjoka, A consultation on Kosova was held in Kuala Lumpur between April 3 and 4, 1998, on the initiative of the Political Studies Institute.

    The consultation was attended by senior authorities of the Malaysian state, diplomats, scholars, and reporters.

    "The citizens and governments around the world should join and raise their voice in chorus in order to avoid another tragedy in Kosova this time, " said Malaysian Prime Minister Mahatir Bin Mahamet.

    Deputy Prime Minister Anvar Ibrahim said that "the Serbian leadership showed once again its tendency towards brutality and complete neglect of international opinion."

    He said that Serbian leadership's handling of the Kosova issue "has been completely barbarous and has opened the spectrum of another wave of ethnic cleansing in the Balkans."

    "The international community, especially Russia and the United States, should have real objectives in connection with Kosova," Ibrahim said. /cela/pas/lm/

    [02] U.N. envoys visit Kosova

    PRISHTINE, April 5/ ATA correspondent B. Jashari reports : A monitoring mission of the U.N. Commissariat for Human Rights on Sunday began a several-day visit to Kosova. This mission has held the first meetings with Albanian humanitarian activists in Prishtine, Gjakove and Decan.

    Other visits are planned in Kosova by senior U.N. envoys next week.

    According to the Prishtine press, Jiri Dienstbier, U.N. Human Rights investigator, who has replaced Elisabeth Rehn, is expected to arrive in Kosova.

    The high commissioner for Refugees, Sadako Ogata, is expected to visit Kosova by the end of the week.

    Investigation of human rights violations, cases of violence and crimes against the civil population, ethnic cleansing and problems of refugees from the zones of Drenice and Decan, attacked by the Serbian forces, are at the centre of the attention of the U.N. investigators.

    According to Albanian sources in Kosova, Serbian forces attacked on Saturday morning the Laushe village with machineguns and other armaments.

    The sources confirm that movements of Serbian forces in the suburbs of the Mushitisht village, south of Kosova continued on Saturday. /RXH/das/mt/lm

    [03] Albanian Fund of Development applies projects for rural areas

    POGRADEC, April 6 (ATA)-By B. Fejzullai, The Albanian fund of development (FSHZH) has financed and is applying three projects for the rehabilitation of the roads in the Pogradec district rural areas, southeast of Albania.

    The chairman of the district council, Sokol Vako, said that a $150 000 worth of fund has been secured and 30 percent of the works has been carried out.

    Vako says that a bid has also been declared for the rehabilitation of the Trebinje commune road, for which the FSHZH has earmarked a fund of 22 million leks. /s.sh/das/lm/

    [04] Cooperation between Albanian and Greek trade-unions increased

    TIRANA, April 6 (ATA) - By P. Shuteriqi: The chairman of the Albanian Trade Unions Confederation, Kastriot Muco, held Monday a meeting with the deputy president of the Workers' Center of Athens, Kostas Goutzmanis. During the meeting, they stressed the engagement to accelerate the legalization of the Albanian emigrants who work in Greece, to avoid the wave of xenophobia and hatred against the Albanian workers and their families.

    The Greek delegation favoured the further cooperation for a greater engagement in the solution of the problems also treated through the coordinating office, opened by the Greek Confederation in cooperation with the Albanian party, close to the Workers' Center of Athens. /das/mima/mt/

    [05] Albania's PM greets Moslem believers on Greater Bairam

    TIRANA, April 6 (ATA) - Albania's Prime Minister Fatos Nano greeted Monday Moslem believers on Eid-al-Adha (Greater Bajram) feast.

    In a greeting, addressed to the chairman of the Albanian Moslem Community, Haxhi Hafiz Sabri Koci, Premier Nano formulates the best wishes for all the Albanian Moslem believers inside and outside the country.

    "The moral conveyed by this feast encourages us to join our energies and minds in order to face the challenges by showing consciousness, understanding, determination and confidence in the future of our people and nation," stressed Nano. /s.s/mima/mt/

    [06] Political forces reach consensus on parliament's draft-regulation

    TIRANA, April 6 (ATA) - By Keida Kostreci: All the political forces represented in the Parliamentary Commission of Mandates, Immunity and Regulation, approved Monday with consensus the new draft-regulation of the Albanian Parliament.

    "The commission was convened to examine the final remarks of the parliamentary groups regarding the project, mainly those of the Democratic Party Group, which were analysed and approved by considering them fair," the chairman of this commission, Spartak Braho, told ATA.

    The remarks had to do with the provisions which regulate the legislative procedures, the parliamentary control, and others.

    The new draft-regulation of Parliament envisages the establishment of fair relationship between the majority and the opposition. This draft makes possible the participation of one deputy in two commissions at the same time, and gives the initiative even to the deputies of the opposition to introduce an issue in the agenda of Parliament.

    The new regulation provides the transparency of parliament by defining the organization of open sessions and by giving the possibility to media to familiarize with the process-verbals and the draft-laws before the sitting is held. /s.s/mima/mt/

    [07] Last campaign against polio begins

    TIRANA, April 6 (ATA) - By K. Shehu: The last campaign against poliomyelitis started Monday in Albania and include children under five years old. It is organized by UNICEF and World Health Organization (WHO).

    "This campaign aims at eradicating this epidemic in Albania and the campaign is decisive because it will consider Albania a free country from polio virus," the director of Public Health Department in the Albanian Ministry of Health and Environment, Petrit Vasili, told ATA on Monday.

    The vaccination will be launched in two stages and will include 350 children. /s.s/mima/mt/

    [08] Scheme of changes in government to be drafted by Premier, Majko

    TIRANA, April 6 (ATA) - By A. Simoni: "The scheme of changes in the government should be drafted by the Prime Minister," the Secretary General of the Albanian Socialist Party, Pandeli Majko, told ATA on Monday.

    "We, as a party, have urged the government to make the balance-sheet of its work during these nine months," said Majko, adding that "this balance-sheet has begun to be made; I cannot say when it will last, but the procedures will not be never-ending."

    "The process of changes in the Government is expected to happen without trauma, what is more, after the statements of the coalition parties, it seems as if they are prepared not only for changes, but also for strengthening the coalition," said Majko.

    Several days ago, the Secretary General of the Democratic Alliance Party (DAP), Prec Zogaj, told the press that if any change happens with the DAP ministers in the government, this party might review its stand in the coalition.

    "I have not understood like this his statement," said Majko, by excluding the removal of any ally party of SP from the coalition.

    But, as the Socialist Secretary General says that the changes should be drafted by Premier Nano, the other parties of the coalition have said that these changes should be discussed in the table of parties, participant in the government. /mima/mt/

    [09] Union for Democracy has asked nothing regarding Constitution Commission

    TIRANA, April 6 (ATA) - By K. Kostreci: Union for Democracy has not presented any request to parliament presidency regarding the composition of the Constitutional Commission, but it has only familiarised it with its claims, Albania's Parliament Speaker Skender Gjinushi told ATA on Monday.

    According to Gjinushi "the document, sent to Parliament's presidency by the representatives of the Democratic Party parliamentary group, Genc Pollo, and the Center Right, Guri Durollari (Union for Democracy members), does not ask examination in parliament, but only informs."

    The parties of Union for Democracy have asked reexamination of the Constitutional Commission composition, by pretending the blocking minority, that one of the co-chairmen be representative of the opposition, and not a co-chairman coming from the executive.

    Meanwhile, one of the co-chairmen of the commission, Sabri Godo, who has declared that the Venetia Commission and the Council of Europe have considered quite right the composition of the commission, is representative of the Republican Party (opposition.) /mima/mt/

    [10] Ngjela commission to present its relation before parliament on Wednesday

    TIRANA, April 6 (ATA) - By K. Kostreci: Albania's Parliament Speaker Skender Gjinushi urged the investigation parliamentary commission on last year's turmoil to prepare the final relation, which should have been presented to parliament by the end of March.

    "The commission must be able to response on Wednesday regarding last year's riots," Speaker Gjinushi told ATA on Monday.

    "The commission aims at finding the political responsibilities for what happened last year," continued Gjinushi.

    The chairman Spartak Ngjela and the commission members, mainly the socialist ones, have accused each other of revealing the secret of investigations. /s.s/mima/mt/

    [11] Italy has repatriated 550 Albanian aliens last week

    VLORE, April 6 (ATA) - By H. Koci: The Italian police repatriated last week some 550 illegal emigrants coming from Albania by the ferryboats which land in the port of Vlore (Southern Albania), sources of the captain's office and border police of this town reported.

    Meanwhile, different sources, referring to the statistics of the Italian Police, which are published in the local newspaper "Vlora news," confess that the number of the Albanian illegal emigrants who have fled from Vlore towards the Italian coasts over the first trimester of this year was 5000, of whom 3000 were detained and repatriated. /s.s/mima/mt/
