    TIRANA, Feb 20 (ATA) - Today's press covers the government meeting, which approved the package on anti crime.

    The daily Koha Jone considered harsh Nano's address, who has accused the opposition of using bombs and weapons. The daily quotes Nano saying that "the old politics of the DP is installing terrorism." The same daily said that Nano told his cabinet that when the SP was in opposition did use no arms to take over the power.

    "Government approves a package of draft laws on police and fight against crime," the daily Zeri i Popullit reports quoting Nano as saying that "we should ban political terrorism." The same paper carries extract of the prime minister's address.

    Gazeta Shqiptare reports: "Nano says to Berisha: It's enough ..." The paper says that "Prime minister Nano unleashes storm on the opposition: it is enough now, state cannot pardon."

    Shekulli carries the article "Nano: total fight against crime," quoting Nano as saying "the political terrorism, which is being installed should be banned immediately and this not for us but for the future of Albania."

    Dita Informacion reports that the anti crime package was approved by the government and quotes Nano as saying "DP is involved in crime." ake/ak/

    Newspapers continue to write also on Friday of the question Hajdari. Koha Jone publishes the reaction of Attorney General, Arben Rakipi, following an article published in that paper referring to a meeting he had with Prime Minister Nano. "I have consulted neither Nano nor Meidani for the request I made to lift Hajdari's immunity of deputy." This paper writes that the "police chief of Shkoder shakes the position of the deputy which risks to be arrested." The said paper publishes testimony of Mitat Havari for Hajdari, according to whom, "he ordered his men to act in the stadium of the city of Shkoder." This paper reports that the lifting of immunity for deputy Hajdari will be decided next week.

    Zeri i Popullit writes that inquiries into the event of Milot are uncovering the real circumstances. Writing of the meeting of the parliamentary commission of mandates and immunity where the Attorney General spoke, this paper points out that "the commission members considered as sufficient the proofs he presented to lift the deputy immunity of Hajdari."

    Gazeta Shqiptare writes that "policy is aggravating following the incident of Milot and there is no signal for peace between the two sides." This paper writes: "Appeal of Berisha: be ready for anything" and "Hajdari takes DP to street."

    "We see the decision for DP deputy in the proofs of the prosecutor's office-Coalition," writes newspaper Shekulli. The same paper describes Hajdari as "the pillar of the event of Milot."

    Newspaper RD carries deputy Hajdari's response to the commission of mandates: "You are illegitimate." While newspaper Albania cites Hajdari to have declared that "I don't give response to bandits." /ake/ak/xh/

    [03] ATA reporter Aleksander Milo dies

    TIRANE, Feb 19 (ATA) - Reporter of Albanian Telegraphic Aleksander Milo, 44, died on Thursday in Tirane.

    After graduation from the Faculty of Political-Judicial Sciences, branch of Journalism, in Tirane University in 1976, Milo started work in the Albanian Telegraphic Agency in the sector of home information covering economic issues.

    With his 22 year experience, Milo helped the younger generation of reporters in ATA, cultivating in them the passion for journalism.

    The untimely death of Milo is a loss for his family and for the collective of the Albanian Telegraphic Agency. das/xh/

    [04] Anti-crime package, instrument against any crime - Nano

    TIRANE, Feb 19 (ATA) - Under the chairmanship of Prime Minister Fatos Nano, the Albanian Government discussed on Thursday a number of draft laws related with the improvement of the legal framework of public order.

    Nano stressed in the meeting that the Government will examine a full package of draft laws and decisions, which improve and complete the legal frame in the fight against crime. I would wish and like that just as we are acting today with this package presented by the Interior Ministry, to continue with other packages indispensable for the relations with donors, the creation of facilitating conditions for the encouragement of investments, for the opening of the land market, freeing it from existing limitations, etc."

    Further on PM Nano focused on the package of laws of the Interior Ministry, presented for approval following the aggravation between the public order forces and set groups of people, who, as being proved, are presenting a great social threat.

    I think that such draft laws as that of "Criminal Police," "Border Police, "The use of Fire Arms," "On the right for rallies," "The Code of Ethic of Police," and the improvement of Penal Code, Nano said further on, will give police complete legal instruments in the fight against any crime, political or ordinary."

    Nano attached a special importance in the meeting to the consolidation of the fight against political crime or against political inspiration of crime.

    "The crime with political background is now a reality, a more worrying reality that the naive crime or the one instigated for banal motives, which is, anyway, understandable in the conditions of a still poor society, and armed to some extend. I want to say that the bombs in the South, the systematic provocations of police in Shkoder, the weekly violation of the law on rallies in the Scanderbeg Square are elements which are openly instigated by politics and the primitive fevers for taking the power through anti-democratic ways. I want to say that we must bar the way to the political terrorism being installed as long as it is not late, and this not for us but for the future of Albania."

    Making comparison with the institution of the opposition at various times, Nano mentioned the period when SP was in opposition and as such "it won over the morale of a state, for which prison and political punishment were the only means to oppose the alternative ideas for the governing of this country." But this has never happened with us during the years when we were in opposition, said the PM, adding that "we have not used bombs, armed resistance to police or violated the public order police and the law in order to come to power." das/xh/

    TIRANA, Feb 19 (ATA) - Albania's prime minister Fatos Nano reiterated on Thursday, in a government meeting, his statement on responsibilities of the coalition government.

    "As I have said publicly in this table weeks before, I uphold the idea that for our insufficient rates and shortcomings in state managing we should not use the past as a pretext, but on the other side we urge to face the present bravely and with professionalism. The latest events in Milot showed that not only the order forces but also all the administration and state need both parameters. Self-control and efficacy of police, apart of avoiding bloodshed, created an already guaranteed conviction of the public opinion for a direct involvement of the DP old policy in crime."

    "However, nothing is over. Police should be improved to that stage as to secure necessary proofs for the judiciary, which on the other hand faces problems and shortage in rapport with modern standards of the rule of law. I want to stir up your civilian and political sensitiveness for the problems of the future as member of this cabinet."

    "To face the road policy with legal means, overcome to extermination the mental and institutional recidivism of the pyramid schemes, carefully implement the strategy of privatisation, and undoubtedly continue to restructure administration, which is not encouraging initiative and the new philosophy of governing, are government's priorities, thus of this table we have joined and will leave together after carrying out the mission and accomplishing our program of changing the situation by reforms," Nano said, among others. das/ak/

    [06] MAPE mission representatives have not been present in Milot event

    TIRANE, Feb 20 (ATA) - Representatives of MAPE (Multinational Advisory Preparatory Elements) mission for Western European Union Police, who are assisting the restructuring of Albanian police, have not been present in the event of Milot, the spokesman of Albanian Interior Ministry told ATA on Friday.

    He said there is a misunderstanding in the address of MAPE mission regarding the event of Milot. The representatives of this mission have not been present in Milot last Saturday, when the event with DP deputy Azem Hajdari took place. /s.s/xh/

    ROME, Feb 20 (ATA) - By Ilenja Mehilli: After a year of debates and polemics, the Italian Senate has approved a new law on immigration.

    [08] Justice minister says Levante Co. scandal, product of sick mind of Berisha and those following him

    TIRANE, Feb 20 (ATA)-By Th. Thanasi, Albanian Justice Minister says that the so-called Levante Co. scandal 2 is product of the sick mind of Berisha and those who blindly follow him.

    "It is historically known that Hitler was not alone. He had Goebbels with him. This is happening today in Albania with several Goebbels who have undertaken to fabricate events and histories with the aim to misinform national and international public opinion," minister Thimio Kondi told a news conference today.

    In recent days "the Berishian press has been launching a fervent campaign of misinformation and manipulation of public opinion about the so- called 'Levante Co. scandal 2 ," says Kondi.

    He adds that these bodies have been using the former director of the PHARE programme at the Justice Ministry, Mirjan Vehbiu, as a tool to misinform the public of non-existent things.

    Vehbiu pretends that the original document of 173 boxes of aid from Italy has disappeared, but he "cannot know this thing, as he handed over all documents when he left office," Kondi explains.

    According to Kondi, their sole aim (of Berisha and his followers) is, in one way or another, to cause the Albanian government to be distrusted by the international organisations, European Community, the Council of Europe, OSCE, all donors and friendly democratic countries, which are committed to helping the Albanian people and Government in their efforts to steer the country back to democratic normality and governing according to the principles of the rule of law. /s.s/das/lm/

    [09] Nano to meet Macedonian counterpart in Ohrid

    TIRANE, Feb 20 (ATA)-By A. Simoni, Albanian Prime Minister Fatos Nano on Friday afternoon is leaving for the Ohrid city, Macedonia, where he will meet his Macedonian counterpart, Branko Cervenkovski, sources from the Council of Ministers' Information and Media department told ATA.

    "In this meeting the two prime ministers will exchange views on the two countries' bilateral ties, issues of regional cooperation and euro- Atlantic integration," the sources say.

    Nano will also attend the inauguration of the digital communication system between the two countries on Saturday.

    "This contemporary telecommunication system will provide us with high quality telecommunication services for the citizens and economic subjects of both countries," the sources says.

    "This telecommunication corridor will contribute to a more efficient cooperation among the countries of the region and a successful link of their telecommunications systems with the European and world network" the sources say. /s.s/mima/lm/

    [10] Acceleration of constitution drafting process -From Nano-Tsatsos meeting-

    TIRANE, Feb 20 (ATA)-Albanian Prime Minister Fatos Nano and Greek Euro- parliamentarian Dimitris Tsatsos on Friday discussed the need of speeding up the activity of the parliamentary commission to draw up a constitution, according the to Council of Ministers' Information and Media department sources.

    "The two also exchanged views on the obstacles emerging in discussing the constitution," the sources say.

    "Tsatsos, renowned expert in constitutional field, showed readiness to help his Albanian colleagues in this important process," the sources say.

    "Your presence is significant in these moments, when we are profoundly engaged in the constitution drafting process. We evaluate your reputation as expert in this field and welcome your suggestions. The Greek experience in this field may be another positive experience in drafting the constitution," said Nano at Friday's meeting.

    The Greek expert has been in Tirane since Thursday, in the context of a three-day visit in aid to his Albanian colleagues.

    He will make known the results of his visit during a news conference, due in Tirane on Saturday before noon. /s.s/mima/lm/

    [11] President Meidani meets foreign journalists

    TIRANE, Feb 20 (ATA)-President of the Republic Rexhep Meidani on Friday met a group of reporters from various countries whom he familiarised with his vision of the country's future, according to the press and information office close to the president.

    Meidani spoke of developments in politics, economy, public order, and other fields.

    "As a fragile democracy we are working both as regards setting up democratic institutions, development of the country's economy and as regards a correct conception of all the aspects of a civil society," said Meidani.

    He said that coping with social problems is essential for the further development of the society.

    Also attending the meeting was the UNDP representative to Albania, Jan E. Wahlberg. /s.s/mima/lm/

    [12] Greek aid for hospitals in Korce prefecture

    KORCE, Feb 20 (ATA)- By B. Fejzullai, The Prefecture of Kosan, Greece, on Friday provided the prefecture of the Korce city, south of Albania, with 100 boxes of medicine and medical equipment, sources of the Korce prefecture told ATA.

    Also attending the ceremony of granting the aid, besides the Korce city's governor, Bardhi Alicokolli, and the chairman of the Korce district council, Frederik Mico, was the Secretary of the Kosan district Council, Lefter Papadhopoullos, the sources say.

    The aid is part of the cooperation between the two prefectures which began after the visit to Kosan of the Korce city's governor last December.

    Three joint commissions of the two top central governor's offices, of health, education and order are currently operating.

    Alicokolli and Papadhopoullos agreed in their meeting that a group of doctors from the hospitals of the Korce prefecture are trained in the hospitals of the Kosan prefecture.

    They also agreed that the sick with difficult diagnoses be sent for diagnosis and treatment to Greece. s.s/mima/lm/

    [13] Italy reaffirms full support for Albania's reconstruction

    TIRANE, Feb 20 (ATA)-Italy will continue to support Albanian government's efforts for the country's institutional and economic construction, says a letter of Italian deputy minister, Piero Fassino, to Prime Minister Fats Nano, according to sources of the Council of Minister's Information department.

    The letter reaffirms "Italian government's full support in this delicate stage of institutional and economic reconstruction in Albania."

    "Italy, which has always been close to Albania, wishes to go on in this way, employing all the means at disposal to favour the development of this country..," says Fassino.

    In the letter Fassino stresses the continuation of the Italian government's initiative to provide Albania with international support in every forum and in any case. /s.s/mima/lm/

    [14] Success of Constitution - success of Albanian political forces' credibility

    -Meidani-Tsatsos meeting-

    TIRANE, Feb 20 (ATA)-President of the Republic Rexhep Meidani and Greek Professor of the Constitutional Law, Tsatsos, stressed the indispensability of drawing up a Constitution through an all-embracing process, the president's Press office reports.

    During their meeting on Friday Meidani stressed his commitment to drafting a modern constitution within 1998, as a guarantee for the improvement of the whole legislation and separation and full independence of powers.

    "This process is assuming an educational, civil and all-embracing character, which intends broad participation of the public," said Meidani.

    Meidani and Tsatsos maintained that the success of the constitution is a success of the Albanian political forces' credibility and any stand in regard to this process should be convincing and legally reasoned.

    The outstanding constitutionalist highly praised Meidani's idea on the role of the non-governmental associations in resolving the problems "held hostage" by politics.

    Readiness for aid and expertise during the constitution drafting process was expressed in the meeting, also attended by the Greek ambassador to Albania, Prevendurakis. /s.s/mima/lm/

    [15] Italian Senate adopts law on defence cooperation with Albania

    ROME, Feb 20 (ATA)-By I. Mehilli, Italian senate on Friday adopted a law on defence cooperation with Albania by 180 votes for and 15 abstentions.

    The law stipulates the setting up of an Italian experts' Commission to help the Albanian army with their experience and of a naval unit, which will act in the Albanian territorial waters.

    The law authorizes that Albania is provided with military materials.

    The law was submitted for approval to the Chamber of deputies, Italy's Lower House of parliament. /a.ke/mima/lm/
