    PERMET, DEC. 10 (ATA) - By H. Cani: UNICEF has accorded assistance in medicaments, equipment for the agriculture sector and food articles for the district of Permet, Southern Albania.

    The assistance in agriculture consists of 500 packages with vegetable seeds, as well as other equipment.

    "The assistance for the health center in Kelcyre is worth 3 million leks, while for the commune of Frasher is 3 million leks," reported to ATA the coordinators of the Italian company "CESVI" and the Albanian one "TOLBA, " in Gjirokaster, which will distribute the aid.

    The preventives to help the health centers in Carshove, Bube, Katundish, Topojan, Mertinj and Zhepove, have been made ready./s.sh/kled/mt/sh/

    [02] CONTEMPORARY METHODS FOR DEVELOPMENT OF JURIDICAL SITTINGS

    TIRANA, DEC. 10 (ATA) - Albania's Ministry of Justice, along with contacts with international organizations to improve the Albanian legislation, the most contemporay methods have been introduced for the conduct of juridical sittings.

    Justice Minister Thimjo Kondi and experts of this ministry, in cooperation with U.S. justice experts, met Monday in the court of Elbasan with judges, attorneys and students of the Juridical Faculty to exchange thoughts regarding justice system, reports the spokesman.

    A judicial sitting was held in this court from the students of the Justice Faculty.

    Some 16 courts were completely destroyed during the recent riots. Actually, all the courts have been reconstructed and are put into function. /s.sh/kled/mt/sh/

    [03] IN NO CASE DID I QUESTION PERFORMANCE OF ITALIAN CONSULATE -director

    TIRANE, DEC.10 (ATA)-The director of the Tirane Police department, Pashk Tusha, said that the words quoted by Italian newspaper Corriera della Sera as if said by him during an interview with its reporter are absolutely incorrect and distorted.

    "In no case did I call in question the performance of this consulate, " Tusha told ATA yesterday.

    The Italian Foreign Ministry has officially reacted towards statements made by Tirane police authorities to Corriera della Sera about corruption in the consular office of the Italian embassy in Tirane.

    The Italian Ministry has reported that the Italian ambassador in Tirane, Marcelo Spatafora, has contacted the Albanian Interior Minister, Neritan Ceka, and asked that the embassy should immediately be provided with accurate facts, to back up the charges addressed to its staff.

    [04] WORLD BANK APPROVES $30 MILLION CREDIT TO AID ALBANIA

    TIRANE, DEC.10(ATA)-By M. Noti,

    The World Bank (WB) has approved the fund of a $30 million credit for Albania.

    Of this credit, $25 million will be provided for the Rehabilitation Credit and $5 million for the Technical Assistance Project of the Programme for Albania's Recovery.

    The project for the Rehabilitation Credit will ensure financial support for the first stage of the government's programme for the country's economic recovery after the crisis.

    This project is expected to be followed by the emergency assistance at the beginning of 1998. It will be based on a three-year IMF agreement through the Enhanced Structural Adjustment Facility (ESAF) programme.

    Both WB credits will be released through IDA (International Development Agency) and will be given for a 40 year period with a prepayment term up to 10 years.

    Since 1993 Albania has received through IDA 20 projects worth $273 million. kled/lm/sh/

    [05] FUNDS PROVIDED FOR 30 000 PATIENTS OF ALBANIAN HOSPITALS

    TIRANE, DEC.10 (ATA)-The World Bank (WB) and the fund of the EU Phare programme have recently provided some three million and 500 000 dollars in credit for the treatment of 30 000 patients hospitalised during the winter.

    According to the Ministry of Health, considerable shortages have been observed in the hospital system for the winter three-month period and, especially in the remote areas of the country.

    The aid will consist in medicines worth $ 918 000, electric energy generators worth one million and half dollars, auto-ambulances, blankets, mattresses, sheets, fuels, and heating appliances worth $500 000. k.sh/kled/lm

    TIRANA, DEC. 10 (ATA) - "State Minister Kastriot Islami addressed Tuesday to the Diplomatic Corps and international foundations and organizations," reports Zeri i Popullit under the title "Help the Albanian media." "The government is resolute to guarantee and defend the free press," underlines the paper. "No to revenge, but to clean the administration from the corrupted people," is the title of another article, published by the paper on the second page. "The opposition comments the visit of Meidani and Nano in Shkoder," writes the paper under the title "The Albanian United Right: The meeting with DP is impossible." "DP betrayed the movement of December," reports the paper under the headline "Seven years after the students' movement of December '90." The paper also carries an article entitled "Tourism, another possibility of development."

    On the fifth page the paper publishes an interview with the Director of the Albanian Television, Eduard Mazi, under the title "The image of the television will soon change."

    "The conflict between the Constitutional Court and the Speaker of the Parliament of gangs is growing worse," reports Rilindja Demokratike under the title "Gjinushi before trial." "If the Constitutional Court will be infringed, the opposition will strongly react, with all the means with which the freedom is defended," the paper cites the democratic leader, Berisha.

    "The socialist government is intensifying the blow against DP and all its structures with all the means," says the editorial of the paper entitled "Terror of the state power on the opposition." The paper widely covers the news conference of the Union for Democracy, under the title "The opposition to defend the freedoms of Albanians." "Premier Nano, deputy PM Fino, Minister Malaj and some other ministers, have been now identified as contrabandists of the region in the files of Brussels," writes the paper under the title "The council of Minister, the head of smuggling."

    "Diaspora does not recognise the government of Nano," the paper quotes deputy Hajdari. "Lek subdues, the Albanians buy a little," reports the paper on the fifth page.

    "The Albanian institutions are experiencing a fatal shock," says the editorial of Republika paper. "Skender Gjinushi will be penally prosecuted for his statement in the Albanian television on December 5," writes the paper under the title "Lawsuit brought for Skender Gjinushi."

    The paper highlights the news conference of the Union for Democracy, under the title "DP will soon join Parliament." "The Ministers of Nano do not obey to Brojka," is another article of the paper, published on the fifth page. "852 families of Cerrik, town, who voted for the current president, have torched in a demonstrative manner an amount of aid, granted by a British humanitarian association," reports the paper under the title "The town of President torches the aid." "The second incident during the deactivation of mines in the zones near the military depots," reports the paper under the title "The mines exploit, three victims."

    "The recycling of politics," is the editorial of Koha Jone. "December 8 has fled away, by leaving the Albanians bewildered from reforms, smuggling and increase of prices, the sad taste of a missed holiday," says the editorial of the paper. "The international pressure forces the DP head to make the great withdrawal," reports the paper under the title "Berisha: The boycott is our mistake." "The smuggling of aliens, prostitutes, drugs, pyramids and the gangs of Zani and Gaxhai, is the evidence of the organized crime," writes the paper under the title "Mafia is in Albania." "The Constitutional Court: Gjinushi to face trial," is another article of the paper. "Shkoder: The United Right against DP," reports the paper on the fourth page.

    "Anti-smuggling group in the Prosecutor's Office of the Republic, which will examine all the files that investigate the contraband," writes the paper on the seventh page. "To thrust the knife on our wounds," is another article published by the paper on the heading of chronicle. "Financial scandal in the foreign trade sector," writes the paper.

    "The contrabandists make active the peasants of Karavasta," reports the paper on the thirteenth page, under the title "The village unloads the ship with cigarettes."

    "The seventh anniversary of toppling the dictatorship convenes the leaders of parties in Presidency," writes Shekulli under the title "Meidani invites Nano and Berisha."

    "The smuggling and the names of government officials," is the editorial of the paper. "Anyone who abuses with the state power will be arrested," reports the paper on the second page. "Minister Ceka threatens contrabandists," underlines the paper."The Albanian industry is going towards 'death'," is another article of the paper, carried on the economic page.

    "Korce, the mines seriously hurt three officers," also writes the paper.

    "Order of the Interior Minister Neritan Ceka to stop smuggling. The persons who use the names of government officials to carry out smuggling will be soon arrested," reports Dita paper.

    Under the title "The Albanian looted gold, the history continues," the paper carries an interview with Arben Puto, after his arrival from an international conference held in London.

    [07] TUBERCULOSIS IN ALBANIA IS DECREASING

    TIRANE, DEC.10 (ATA)- By A. Keko, The tuberculosis in Albania has substantially decreased in comparison with the other Eastern countries, where its symptoms have increased three to four times, according to specialists in this disease.

    Fighting tuberculosis in our country, according to recommendations by the World Health Organisation (WHO), focussed the seminar held by the Ministry of Health and Environments, in cooperation with WHO, Tirana sanatorium and dispensary of the Shkoder city.

    In the context of the general fight against this disease Tirane and Shkoder have been chosen as pilot districts for the implementation of the WHO programme. a.ke/kled/lm

    [08] DEFENCE COUNCIL CONSIDERS DEFENCE AND ORDER SITUATION

    TIRANA, DEC 10 (ATA) - The Defence Council held a meeting on Wednesday under the commander-in-chief of the Albanian armed forces Rexhep Meidani to consider the present situation in the Albanian armed forces, press and information office at the Presidency said.

    The meeting reached decisions on an efficacious organisation of police directorates on prefecture basis, abrogation of a decision on a ready police unit, a decision taken in March 21, 1997, and reorganisation of rapid intervention police.

    It also focused on the improvement of legislation on armed forces and coordination of the work of National Information Service, Army's National Information Service and Public Order's National Information Service as well as the criminal police, which will be involved in fight against smuggling and organised crimes. pas/ak/

    [09] HIGHER SCHOLARSHIPS FOR ALBANIAN STUDENTS AND PUPILS

    TIRANE, DEC 10 (ATA) - By P Shuteriqi: The scholarships for students and pupils have increased from 4 600 to 5 600 lek for 1997-1998 school year, sources in the Ministry of Education and Science say.

    Requests made by students in May 1997 were the main factor which led to the increase of the incomes for the students who attend higher studies.

    The number of students who receive scholarships during this academic year is nearly 4 100.

    Besides students, scholarships are also given to pupils in secondary vocational schools. Their quota for this year was higher than that for students, because the increase of the scholarships for the students in May this year was not applied to the pupils of secondary schools, so from 2 600 lek their scholarship becomes 4 100 lek. This scholarship is granted to about 2 000 pupils throughout Albania. pas/xh/

    [10] ITALIAN PRESS HAS MISINTERPRETED DECLARATIONS BY TIRANE POLICE CHIEFS - Ceka

    TIRANE, DEC 10 (ATA) - By Th Thanasi: The Italian press has exaggerated and misinterpreted declarations by chiefs of Albanian police, who have referred to only disorders and suspicions in the distribution of numbers and not in the procedures for the granting of visas by the Italian Consulate in Tirane, said Albanian Interior Minister Neritan Ceka in a letter to the Italian Ambassador in Tirane, Spatafora. The spokesman of the Interior Minister said that the letter is related with the latest differences between Tirane Police and the consular office of the Italian embassy.

    Minister Ceka mentions in his letter some of the cases which, beginning with September 1997, have created problems in the distribution of numbers for the granting of visas for Albanian nationals in the consular office of this embassy.

    These problems, writes Mr Ceka, are evident not only in front of the building of the Italian embassy in Tirana. According to the spokesman, Minister Ceka has asked a closer and transparent cooperation by adopting the practice applied in other embassies. pas/xh/

    [11] ALBANIAN DP REFUSES PRESIDENT'S INVITATION TO ATTEND CELEBRATIONS TO MARK 7TH ANNIVERSARY OF PLURALISM

    TIRANE, DEC 10 (ATA) - By Arban Hasani: Sali Berisha and Azem Hajdari will not take part in a meeting to be held by the President of Albania to mark the 7th anniversary of the pluralism in Albania.

    The democrat deputy Azem Hajdari refused the invitation today through an official declaration, categorically not wanting to sit by the same table with the present state senior officials and his former schoolmates, with whom he led the Student Movement of 1990. The democrat leader Berisha, too, seems to have finished with the celebrations for the pluralism in Albania and is waiting for December 12, the day when his party which met a complete failure in the latest parliamentary polls in Albania, was founded.

    Hajdari explains his absence in the meeting in the Presidency with the fact that Meidani has not joined the student movement at its beginnings. "Mr Meidani, I can's celebrate with you December 8, when precisely seven years ago, you have refused my personal invitation that as a teacher, to join the Student Movement," says the official declaration of the number 1 of December 1990.

    The aim of president Meidani was to gather all parties of the Albanian policy in a special day to mark the 7th anniversary of the Student Movement.ssh/pas/xh/

    [12] NGOs ASK FOR A LAW TO DEFEND WOMEN'S RIGHTS

    TIRANA, DEC 10 (ATA) - By K.Shehu: A number of Albanian women associations presented on Wednesday a bill to defend and safeguard the Albanian family, a bill to be sent to parliament and urged a special government draft decision, whose approval will pave way for a rehabilitation infrastructure.

    After a 16-day campaign against abuse towards women, 40 non- governmental organisations (NGO) set up a common working group for an abuse free family. The group held a news conference on Wednesday in the premises of the Tirana International Hotel.

    Presidents and heads of associations, present at the news conference, said that women are subjected to abuse in family and at work, abuse which can be physical and psychological.

    The person who has often exerted violence against woman is her husband or partner, but also other family members or known persons.

    A survey conducted recently found that 60 percent of the women in Albania consider themselves physically and psychologically abused.

    The social-economic factors which favours violence are unemployment, jealousy and alcohol abuse. pas/ak/

    [13] 81ST ANNIVERSARY OF AUTONOMOUS REPUBLIC OF KORÇE COMMEMORATED

    KORCE, DEC 10 (ATA) - By B Fejzullaj: The 81st anniversary of the proclamation of the Autonomous Republic of Korçe was commemorated in this city, in Southeastern Albania, today.

    During the World War 1, when Albania risked to be truncated, distinguished patriots of the region of Korce, among whom Themistokli Germenji, after many efforts proclaimed Korce and "Autonomous Republic," thus avoiding the threat and chauvinistic malice of the neighbours.

    According to a protocol signed on December 10, 1916, Korça was proclaimed autonomous was to be governed by an administration with Albanian as the official language. During its 11 month life, the self-governing council of this republic drafted the law on order and tranquillity, set up the local administration, prepared the agrarian law, established taxes and judiciaries.

    Themistokli Germenji was known as the prefect of Korce and directed the Albanian administration with a keen mind and correctness. ake/xh/

    [14] SDP FAVOURS GOVERNMENT CHANGES, REJECTS GOVERNING FORMULA

    TIRANA, DEC 10 (ATA) - By Aurel Simoni: The Social Democrat party (SDP) favours changes in government but rejects changes in governing formula, Dhori Kule, SDP Secretary General, said later on Wednesday.

    Kule believed that these changes should not be a blow to "the small" (parties) but they should be done in a way to help "strengthen coalition."

    A spokesman of the Albanian prime minister said last Saturday "all ministers should undergo a test."

    Kule agreed to this saying "The six-month work of the government should be considered and any minister who failed to fulfil the objectives, though he had the possibilities, should be replaced. This is normal."

    Kule told that the changes can be done six months after the creation of the government, thus, next March.

    "If the head of government has any remark on the work of a Social Democrat minister he should say it," the SDP leader said adding that in such a case the party will replace him.

    "I do not believe that a party can be deprived of a post of a minister to pass it onto another party. This will damage the coalition and create problems," Kule said. ssh/pas/ak/

    [15] WE ACCEPT ITALIAN PROTECTORATE IF IT LEADS US TO EUROPE SOON - Albanian Premier

    TIRANA, DEC 10 (ATA) - By Aurel Simoni: Albania's prime minister Fatos Nano interviewed on Wednesday by the Italian newspaper "La Repubblica" said that Albania is ready to become an Italian protectorate if this guarantees its quick transition to Europe.

    "Italy is a European country and Albania needs precisely a European protectorate to recover its institutions," Nano said, adding that "if Italian penetration in our ministries is 'capillary' this means that it is efficient. We will show that we are able to accept 'protection' in order to become a European Union member state as soon as possible."

    "But my stance is not passive," the PM continued. "We will demonstrate that we are a partner country and not a colony. We are asking aid but also want to participate in its distribution. For instance, we have drafted a plan to modify the destination of some 210 billion Italian lire earmarked by Italy on the basis of our cooperation."

    "We will also discuss this with the Italian Foreign Minister Lamberto Dini during his visit to Tirane on December 18," Nano said. "We want to develop the capital and other most important cities, to rehabilitate buildings and roads. The only buildings which are still in a good state are those constructed at the time of fascism."

    Referring to charges by Tirane police chiefs that the Italian embassy is abusing with the visas, Nano said to "La Repubblica": "These accusations result from irrational behaviour; a police official, who believes rumors and emotions coming from bars, and which are groundless, is not worthy of a country, which wants to be European."

    "We will officially confute it. The Albanian government has no problem at all with the Italian Embassy in Tirana," Nano told the Italian daily. s.sh/ak/

    [16] HERZOG SAYS GERMANY ALWAYS SUPPORTS ALBANIA

    TIRANA, DEC 10 (ATA) - President Roman Herzog told the Albanian ambassador to Germany on Wednesday that his country supports the Albanian government, the press and information office at the Foreign Ministry said.

    He assured Bashkim Zeneli, the Albanian ambassador, who presented credentials, that Germany supports the Albanian government in its efforts to normalise situation and establish democratic institutions.

    "We will always support Albania," Herzog said.

    Ambassador Zeneli said that Germany is a priority in the foreign policy of the Albanian state both in the bilateral framework and in that of the European Union. He thanked German President for the Germany's support for Albania in all fields and also highlighted the latest French-German drive for Kosova.

    Voicing his concern over the situation in Kosove, the German President stressed the new policy of dialogue with the neighbours that the Albanian Government has initiated, stressing that dialogue is the only way for the solution to problems and a contemporary principle of the present- day policy.

    Ambassador Zeneli briefed President Herzog of the situation in Albania, the measures adopted by the government for the consolidation of the democratic institutions and reiterated the clear policy of the Albanian state for national reconciliation. ssh/pas/ak/xh/

    [17] ALBANIAN GOVERNMENT IS COMMITTED TO LIFTING CAPITAL PUNISHMENT - Justice minister

    TIRANE, DEC 10 (ATA) - By A Keko: Albanian Minister of Justice Thimjo Kondi had a meeting today with a delegation of the European Committee for Prevention of Torture, led by Leopoldo Torres-Boursaul.

    In response to the interest of the delegation in the commitments of the Albanian government during the procedures for its admission in the Council of Europe for lifting the capital punishment, Minister Kondi pointed out that Albania is facing great difficulties related with the unrest during last March and the phenomenon of blood-feuds, which make more difficult the lifting of death penalty in these moments. Kondi said that regardless of this, the Albanian Government is committed to lifting the death penalty within the demands of the Council of Europe.

    Minister Kondi made a panorama of the work made by the ministry of Justice and the General Department of Prisons to restore situation in jails which were completely ruined during March, and of the conditions and the humane treatment of the inmates. He told the delegation that they could visit all the institutions which depend on the Ministry of Justice.

    Mr Kondi pointed out that the Academy of Penitentiary System is formed close to the General Department of Prisons, to train the staff of prisons for the best humane treatment of the prisoners and their integration in the civilized and democratic society." pas/xh/

    VLORE, DEC 10 (ATA) - By H Koci: The Otranto-Vlore sea line is expected to resume its service on December 13, 1997, a joint meeting between representatives of the local government and businessmen from Vlore and those of Salento and Lecce in Italy, held in the city of Otranto, confirmed today.

    The meeting initiated by "Vlora e Re" Union of Investors also dwelt on other questions related with the growth of Italian investments not only in Vlore but in Albania as well. ake/pas/xh/

    [19] ALBANIAN SECRETARY MEETS A EUROPEAN DELEGATION ON PREVENTION OF TORTURE

    TIRANA, DEC 10 (ATA) - By Th. Thanasi: A delegation of the European Committee on prevention of torture, visiting Albania to inspect prisons, detention rooms and police commissariats, held a meeting on Wednesday with Ndre Legisi, the State Secretary at the Albanian Interior Ministry.

    The European officials urged closer ties with the Interior Ministry on problems, which could arise in the future.

    Legisi said that though two third of the commissariats were burned down during unrest last March, the work is underway for their rehabilitation and that of detention rooms, a spokesman of the Interior Ministry said.

    Albania has become a full member of the Convention on torture prevention since February 1997. pas/ak/
