[01] REGIONAL CENTERS OF ALBANIAN CONSUMERS ASSOCIATION TO SET UP

According to him, the association has defined the grouping of branches in four regions: Tirana, Elbasan, Fier and Lac, which represent three zones North, South and Middle Albania, while the branch of Tirana will lead the whole work of the association.

This association exercises its activity since a year in the entire territory of the country with more than 2600 members and 37 branches.

The regional centers, which will start their activity in January next year, will offer legal advice for the citizens, will inform and sensitize the bodies of local government, regarding the rights and interests of consumers and their protection in the trade of goods and services; social insurances, health service and others. /a.ke/kled/mt/

[02] ALBANIA'S PARLIAMENTARY COMMISSION OF MEDIA ENDS VISIT IN GREECE

In the meetings held with leaders of the Greek radio television, as well as with the Institute of Visual Media, information and opinions were exchanged on the situation of media in both countries, and were examined the possibilities to overcome the difficulties currently faced by the Albanian media, private or state-run ones. The attention was focused on the electronic media, with Albania being in its first steps.

The delegation had particular meetings with the Greek Parliament Speaker, Apostolos Kaklamanis, Foreign Minister Pangalos, Minister of Press Repas, with the counterpart commission, as well as with the chairman of the friendship group with Albania in the Greek Parliament.

This was the first visit held by a parliamentary commission in Greece. A foreign policy commission will also hold a visit in Athens soon. /a.ke/mt/

[03] PRESS REVIEW

Rilindja Demokratike carries an interview with the chairman of the Constitutional Court, Gjata, under the title "Parliament to find his own way for coming out of the crisis." With regard to the visit of Mrs. Malloy in Albania, the paper writes "Malloy: No order, no law, no compromise in Albania." On the fourth page the paper reports "The government of Nano supports deportation of refugees." On the topic of smuggling, the paper writes "Smuggling, the cancer of Nano government," with the subtitle "Fino, Ruli, Brokaj, Ceka, as well as the families of Nushi and Kapo, are considered the heads of the illegal activity with catastrophic consequences for the economy." On the same topic the paper publishes the article "The smuggling commission is a funny farce." On the economic page the paper writes that the calls for liquidation of two state banks are before all irresponsible political statements.

Republika entitles its editorial "The state - monopoly on smuggling." The paper carries on the first page a statement of the Republican Party regarding the confrontation Parliament-Constitutional Court, and on the ninth page another statement regarding the current problems in the banking system of Albania. "SP is hindering the table of parties," the paper cites the Republican chairman Mehdiu. "Jail 313 rioted, the prisoners take the policemen hostage," writes the paper. On the economic page, the paper carries the articles "Bluff in customs, the TV sets are cleared based on the weight," and "Bluff in the privatization of the Rural Bank."

Koha Jone entitles its editorial "When the referee misses." President Meidani, after the removal from his party, perhaps does not feel himself able to play the role of a referee in the confrontation between institutions. But who will be in the role of the referee in this conflict between the legislative and the institution that guarantees its respect," writes the paper. The paper highlights the visit of Mrs. Malloy in Albania under the title "Malloy: The time of compromises." "Revolt in the nest of crime," writes the paper on the second page, under the subtitle "Five policemen taken hostage in the cell. Zani mediates the compromise, after five hours they were set free." "Zogaj number two in the Democratic Alliance Party," reports the paper regarding the post of Secretary General of DAP. On the heading of "Actuality," the paper publishes an interview with the Interior Minister Ceka "Smuggling has its people in the state." "What we are and how can Albania become," is the title of an interview with former Premier Meksi.

"The government to continue the democratic reforms," Rilindja cites Mrs. Malloy. The paper writes that the former U.S. Ambassador in Tirana, Rayerson, in an interview for Illyria paper, published in USA, has declared that "Every one who believes in the right for independence of USA, should be ashamed of rejecting the same thing for Kosova." "The government of Kosova does not have an army," reports the paper, quoting the Premier of Kosova, Bujar Bukoshi.

"Changes in the government cabinet," writes Shekulli, referring to the PM spokesman. The paper entitles its editorial "Fino, the enigma of a statement. On the third page the paper quotes former Premier Meksi as saying "There is no opposition in Albania," under the headline "Former Prime Minister declares Berisha illegal chairman."

"Wood in the claws of smuggling," reports the paper on the economic page.

Gazeta Shqiptare report "Ministers to face examination," with the subtitle "Shakeable are Vukaj, Apostoli and Sherifi." The paper highlights the meeting of Premier Nano with IMF representatives under the title "Nano to IMF: More tolerance with banks."

"Republican alarm: Banks on danger," writes the paper on the third page. /pas/mt/

[04] POSTPONEMENT OF INVESTIGATIONS REQUESTED FOR GANG OF TAN KATESHI AND "MANDELA"

The reasons of this act have to do with other facts and denunciations against the members of these gangs, sources from the district prosecutor's office report.

No penal case has started so far in the court of Elbasan regarding the names of the three most dangerous persons isolated in the local commissariat. From 80 detained since July of this year, some 30 of them are considered very dangerous for the society. /a.ke/pas/mt/

[05] KOSOVA ALBANIANS REFUSE SERBIAN ELECTIONS

The Albanians in Kosova, as well as the members of other nationalities, expressed unanimity for independence in the Referendum of 1991, while in 1992 the independent elections were held, the first pluralist ones, presidential and parliamentary.

The future elections in Kosova, as it was reported by the Albanian political subjects, will be declared by the end of this year and will be held by the beginning of next year. /b.j/pas/mt/

[06] ALBANIA'S FOREIGN MINISTER VISITS RUSSIA AND AUSTRIA

According to sources close to the Foreign Ministry, Milo will hold talks with his Russian counterpart, Jevgeni Primakov, with Parliament Speaker Selezhnjov and a group of albanologists.

The second stay of Minister Milo and the delegation he heads, will be Austria, where he will meet with his Austrian counterpart, Schussel. /a.ke/pas/mt/

[07] OPERATION AGAINST PERSONS WHO ILLEGALLY EXPLOIT FORESTS STARTS

The operation is organized by the department of the forest service, the police commissariat no. 4 and the taxation offices and aims at putting before law the authors of massive cutting, who supply without licenses the elaborating workshops and enterprises. According to the Director General of Forests, Kol Malaj, only the district of Puke has some 40 points which destroy the forests of this very enriched zone.

A finance worth 20 million dollars has been accorded by the World Bank and the Italian government for the forest sector, but they have requested the improvement of legislation before delivering this amount.

While it exists a law which prevents the export of elaborated woods, according to statistics it comes out that some 130 million leks in wood articles are exported, as well as furniture and semi-elaborated timber. At the same time, in Albania there are imported within a month some 400 million leks of ready made wood articles, with furniture in the first place. /pas/mt/
