[01] BUSINESS CENTRE IN BERAT INAUGURATED

The centre is computerized and located in one of halls of the Telecom building.

According to Mr Jan Wolberg, U.N. representative in Albania present in the inauguration ceremony, the business centre will serve the businessmen of the Prefecture of Berat for the development of small and medium business. The centre will provide technical information for all those who want to progress in their activities.

Milika Jaho, Mayor of Berat, said that the local government hopes that the centre will help reduce to some extent the unemployment in the city.

The business centre will be directed by Ms Carmen Laura Zaru. kei/xh/

[02] RUSSIAN MILITARY ATTACHE LEAVES ALBANIA

On this occasion, a ceremony was held in the Cultural Army Centre last night. Attending were also the Defence Minister, Sabit Brokaj and military attaches of other countries accredited to Albania. State Secretary for Defence Policy, Perikli Teta, voiced his conviction that "the friendship between the Russian people and the Albanian people will take the place it had in the past."

"I leave Albania with my warmest impressions. The course Albanian army is presently following will help it recover. I think that ways are also opened for the relations between our two armies," Pioter Prokopcov told ATA. He said that premises are being created for a greater Russian assistance and commitment to Albania.

Mr Prokopcov will be replaced by Mr Igor Rackov. pas/xh/

[03] BRITISH FOREIGN MINISTER MEETS WITH INTERNATIONAL MEDIATOR FOR KOSOVA

A declaration of the British Foreign Ministry, Foreign Office, says that it was a warm meeting during which Mr Cook and Mr Paglja discussed Kosova and especially the need of a dialogue between the Serbian leadership and the Kosova leadership for the solution of their differences.

British Foreign Minister voiced his admiration for the activity of the community of Saint Egidio in former Yugoslavia and elsewhere and offered his strong support. lt/pas/xh/

[04] ITALIAN EMBASSY TO ENLARGE CONSULAR ACTIVITY

Opening new consular offices has been a constant demand of the Albanians and of the Italian parliamentary organisations.

This request has also been presented to Italian Prime Minister Prodi during his visits to Albania and urged at the latest meeting of the Italian parliament by the chairman of the foreign policy commission, senator Achille Occheto.

"We shall begin with the Shkoder consulate. Its opening as an honorific consulate has been approved by the Italian government, but we are waiting for the appointment of the consul of honour," the sources say further on.

The consulate will also carry out the task of gathering documents. As regards granting visas, it will again be performed in Tirane, say the same sources.

The Italian embassy admitted that as regards the opening of the Vlore consulate there are some dalays for bureaucratic reasons but added that the Italian government agrees that it opens soon.

Italian deputy minister Vito Leccese said Tuesday that the Italian government has submitted to parliament for approval two decisions: strengthening of Italian diplomatic mission in Tirane and strengthening with staff and equipment of the consular sector, also including here the opening of a consulate in the Vlore city.

Meanwhile, November 30, the date set by the Italian government to repatriate the Albanian refugees landing in Italy last March, remains unchanged. r.f/pas/lm

[05] COCA COLA LEAVES FAIR '97

The company representatives led by Christina Buzzi decided today in the morning not to take part in the Fair organized by Klik-Expo-Klik, by not accepting to display in it their Coca Cola products.

The reason for the greatest company in Albania for the production of some of most popular non-alcoholic drinks, to leave the fair, was, according to its representatives, their allegation that they "could not display their Coca Cola products along with various speculators who enter the market of non-alcoholic drinks by copying their company's trade mark."

According to sources who do not want to be identified, Coca Cola had asked the fair organizers not to allow in the fair the falsifiers of refreshments. The same source said that this request was not taken into consideration and consequently Coca Cola decided to leave the fair in sign of protest.

After this act, in the pavilion where Coca Cola was supposed to display its products one could see only a red carpet and a stand which wrote "Taste....." pas/xh/

[06] PRESS REVIEW

"No one could believe five months ago that you would be able to change the situation in the country," the paper cites euro-deputy Janis Rubatis as saying.

The paper devotes five articles to the operation against illegal emigrants' smuggling to Italy:"Quick Italian reaction", "State: 'no' to adventure with people's lives", "Legalisation of Emigrants, concrete step" and other articles.

Economic articles include: "'Deloitte & Touche' in Vefa Holding company'". Referring to radio BBC the paper says that an Italian consulate will open in Vlore soon.

"Government under surveillance" is the title of the editorial of today's Rilindja Demokratike.

"The international community has now understood after four months of socialist governing that in their statements and acts there is nonsense and lack of sincerity", the paper says.

It also carries the article:"Euro-deputies against Gjinushi". The paper says that the government has reduced food for soldiers. As regards the relations between the central government and the local one the paper says: The government does not like cooperation". The paper says that the documents on Nano's innocence are ready to be filed to the Tirane court. Nano has been found guilty by all legal power levels in Albania and that he has admitted the amnesty of former president Berisha, the paper says.

The paper also carries the article:"Usuries, protest comes after peace".

Republika entitles its today's editorial:"Appeal for national consciousness". "The political parties round table expected to institutionalise all debates on Kosova and acute problems related to the national issue," the paper says.

Under the headline "Diplomatic incident" the paper says that the escort of Meidani president yesterday manhandled the secretary of the German embassy in Tirane.

The paper also reports on the SP-SDP differences on co-governing.

As regards economic issues the paper says that whole sale traders have threatened to go on an undefined strike because of lack of security in their work.

In the feature "Opinions" the paper carries the article:"Vlore facing political prostitution".

Koha Jone entitles its editorial "Contraband, game or crime". "Even when contraband goods are intercepted, everything remains anonymous. The owner of the contraband goods is called 'long van', while the receiver of the commodity does never exist", the paper says.

Under the title "Autopsy of police begins", the paper says that investigation is underway to find those who ordered the crush of the uprising last Spring.

The paper says that Europe has asked the Albanian parliament to legalise the Communist Party. An article says that a conflict has broken out inside the leadership of Albanians in Kosova.

"According to Bukoshi's latest pronouncements, one can see that he is not pleased with the current policy of Rugova and the DLK." the paper says.

Under the title:"DP, return to parliament", the paper says that the European Parliament's delegation has called on Berisha to reexamine the decision of boycotting parliament.

The paper also says that Albanians' boats, which took illegal emigrants to Italy last March, are unlikely to return to Albanian ports.

"Your vessels are only a pile of iron-scraps and are not worth bringing again," the paper cites Italian port authorities as saying.

Italy repatriates the Albanians of March, the paper says.

Among the economic articles the paper says that the donors' conference in Brussels has put off deadlines to launch reform in public administration and has asked for a sound and uncorrupt administration.

The paper entitles the article on the opening of the Fourth International fair in Tirane: "Nano 'forgets' to visit the 'Vefa Holding' pavilion".

Newspaper Albania entitles its editorial "Policy of gangs." It writes that the return of DP to Parliament will give it more possibilities to denounce and oppose the policy of the Government but this would not put an end to the policy of confrontation for which the newspaper accuses the prime Minister Nano. In its second page the paper carries an article entitled "Ceka licenses the speedboats," under the headline "Does Albanian state want to stop the mortal trafficking? Police make the inventory of speedboats" and the subtitle "Speed boats owners were main supporters of rebellion in Vlore city." The newspaper carries a testimony from Vlore saying that "The Staff for the Public Salvation" of that city had ordered the elimination of people. "What did that Staff defend at a time when Vlore was torched and they warmed themselves in the fire they had themselves set?" writes the paper. In the page headlined "Actualities," the paper writes that pyramid investment schemes are, besides construction firms, also the factories of bricks and those of leather.

Newspaper Dita carries a replication between the Interior Minister Ceka and DP representatives, Demi. "Give me 10 million dollars and I will gather the weapons within two months," the paper cites Minister Ceka in a talk with Euro-parliamentarians. The paper writes that 300 communists of Elbasan will send SP to court under the charge that "It has plundered the properties of the PLA and newspaper ZP." Under the headline "Kerosene merchants accuse the customs house 'leadership'" the newspaper carries the article "Trafficking in the name of fighting it." In its 13th page, the newspaper writes that the Association of Albanian Consumers accuses the traders of increasing the prices on occasion of national celebrations.

Shekulli entitles its editorial "Customs houses and state authority." In its first page the newspaper writes that President Meidani will convene the Defence Council to discuss control over customs houses. The newspaper carries a pronunciation of the Minister of Privatization Ylli Bufi regarding the strategy of privatization. "High ranking State officials confess before Doris Pack," writes the paper referrring to the visit of the delegation of European parliamentarians in Tirane.

Newspaper Rilindja carries an article on the meeting of the Parliamentary Foreign Affairs Commission and the institutionalization of Kosove-Albania relations. "Stabilization of Albania, encouragement for Croatian investments," is the title of another article in the newspaper. On its third page, the paper publishes the article entitled "Kosova is Eldorado for Serbs."

Gazeta Shqiptare writes of the accusation of Elbasan communists towards SP. "We want Zeri i Popullit," the paper cites them. On its first page the paper carries an article entitled "The mystery of the treasury of Zani" and subtitle "Where did 1 million dollars go?" Citing traders, the paper writes that during the unrest, Zani managed to make a colossal property for himself. "SP conference, a formality?" writes the paper on its second page. "Bank reduces interest rates," is the title of another article of this paper. pas/lm/xh/

[07] PUBLISHMENT OF "BUJKU" NEWSPAPER IS NOT ALLOWED

The Serbian enterprise "Panorama," which is installed and has arrogated the Press Palace and the largest printing-office of Albanian publications in Prishtine, continues to print the daily Serbian newspaper "Jedinstvo," while with regard to the Albanian paper "Bujku" it says that there is no paper.

In Kosova, where more than 90% of the population is made up of Albanians, "Bujku" newspaper is the only daily paper allowed to be published by the Serbian administration. /ag/pas/mt/k

[08] TIRANA, DURRES CELEBRATE 85-TH ANNIVERSARY OF RAISING THE FLAG

Attending the ceremony were hundred of inhabitants from the capital, as well as the Interior Minister, Neritan Ceka, Prefect Makbule Ceco, deputies, the chairwoman of the district council, Hatixhe Kellezi and other leaders of local government, representatives of religious communities, and others.

The mayor of Tirana, Albert Brojka, raised the national symbol in the Flag Square.

The artistic ensemble of the town hall gave a performance for the participants and the orchestra played patriotic marches.

A similar ceremony was also held in the square before the town hall of Durres to commemorate the 85-th anniversary of Independence. /kei/mt/k

[09] ATTORNEY GENERAL BANS SPECULATIONS ON FILES BURNT IN COURTS

Turbulent situation created during March and April this year caused anomalies even in some legal processes. Due to the turmoil, many files were burnt causing a suspension of legal processes for lack of evidence.

Articles from 450 to 461 of the code of penal procedure provide a law, which envisaged a "review of decision" which, based on new evidence, allows ruling a decision different from the first.

"This procedure has caused more abuse," Rakipi said conceding that many people come to the Prosecutor's office with a copy containing the first verdict calling it "unjust".

"These cases will first be discussed in the General Investigation Directorate and then will be referred to General Prosecutor's office. Files will be referred to courts only after een considered," Rakipi said. pas/ak/k
