[01] DURRES AND VLORE TO HAVE SUPERMARKETS FOR TRADING FISH ONLYTIRANE, NOV.11 (ATA)-By N. Mano, Two supermarkets, which will be specialised only in fish trading, will be built in the coastal cities of Vlore and Durres next year.The supermarkets will be financed by the European Community PHARE programme funds, worth 1.8 million ECUs. The PHARE Programme has allocated a total of 3,2 million ECUs for the development of the fishing sector in Albania, also including the funds for the two fish supermarkets. The 3,2 million ECU project also includes restructuring of two shipyards in the Sarande and Shengjin ports which costs some 700 000 ECUs, training of the fish sector specialists, 450 000 ECUs, and the rest studies in the field of fish and various equipment. kei/lm [02] PRESS REVIEWTIRANE, NOV 12 (ATA) - Referring to yesterday's meeting of the SPA General Leading Committee, the newspaper Zeri i Popullit carries the article "Debate in the GLC: SP separates from the state.""The deputies or those who are in state posts should leave the post of the SP chairman in districts," the paper writes. "I have decided to work for the party every Saturday," the paper cites the Prime Minister and chairman of the SP of Albania, Fatos Nano. In its second page the paper carries the address of Nano in the meeting of the general leading committee, under the title "People expect from us guarantees, solutions, changes." Former deputy chairman of the SP, deputy Servet Pellumbi reacts after the meeting, writes the paper in its third page, under the headline "The GLC should reply, even negatively, the letter I sent to him some time ago." "FAO has new projects for Albanian agriculture," writes the newspaper in its page on economy. "Tomorrow: A National day of mourning for the victims of Otranto," writes the newspaper. "On November 15, Albania will not have its free press, hence one of the strongest pillars for a free and democratic society will be missing," writes Rilindja Demokratike in an article entitled "Nano, remove shackles from the press!" As regards the constitution the paper carries an interview with the chairman of the parliamentary commission on the constitution, Sabri Godo. The paper carries Godo's response to a story run by Albania yesterday that Godo is going ambassador in Rome:"Someday I will go as an ambassador but only to God, when time comes for this..." The paper says that the DP has decided to stop rallies at the center of Tirane and start 'meetings of cells'. The paper says that preparations are being completed in Vlore to receive the bodies of the Otranto victims. Economic issues include: "Totalitarianism reappears in economy" and "The Albanian Bank : we will provide credits only for the foreign banks", under the headline: "Bank-government quarrel comes to light" and "The Government is destroying the Albanian banks". The paper also carries a declaration of the Albanian dailies and reviews regarding the unlimited strike of the Albanian press to start on November 15. "File of the dead pyramid investment schemes opens," writes this paper under the title "Grunjasi in the court: he has stolen 14 billion lek." "South of Albania demands teachers from the Ministry of Education," writes the paper under the title "31 per cent of the teachers and 11.5 per cent of the pupils have abandoned school." The newspaper carries an interview with the Defence Minister Sabit Brokaj under the title "The armament that has remained is insufficient for the defence of the country." "Practice of the Serbian chauvinist regime in Kosove should be put an end" is another article in the sixth page of this paper. "Thousands of Albanians protested yesterday in front of the building of the Council of Ministers of the EU in Brussels," writes the paper under the title "In support for the recognition of the Republic of Kosova." "Premier demands in the Leading Committee a vote of confidence for SP leadership in the districts," writes the newspaper Shekulli under the title "Nano: SP to pass the exam." "After the advent to power, the socialists want to improve the relations within their party," the paper writes. "Albanians use only 100 tons of legal coffee," writes the paper under the title "Trade of coffee sticks to trafficking." "Nano demands a table of talks for reconciliation. Not with Berisha but with Rugova and Bukoshi," writes the paper under the title "Nano a table of peace with Prishtine." "Grunjasi to be tried for fraud," writes the newspaper in its fifth page. While in its third page, the newspaper carries the article headlined "Municipal officials put government to trial." kled/pas/xh/lm/sh/ [03] EU COUNCIL OF AMBASSADORS SUPPORTS DEVELOPMENTS IN ALBANIATIRANE, NOV.12 (ATA)- By E.Allushi, The European Union Permanent Council of Ambassadors, at a special meeting yesterday to discuss the latest developments in Albania, evaluated the general situation there and the international activities conducted in aid of Albania.Hailing the encouraging steps taken by the new Albanian government after the June 29 elections, the EU confirmed that it will continue to follow closely the developments in Albania. The council evaluated the results of the Rome and Brussels conferences which the BE and its member states showed readiness to substantially contribute to financing the Albanian economy. The EU stressed at the meeting that it will offer its own assistance and apply all the potentials offered by the 1992 Agreement of Trade and Cooperation. Thanasi: The Lek continues to recover over the foreign currencies in the foreign exchange market on Wednesday.On Wednesday the dollar was at 142.5 leks hitting a low of 0.40 points against 142.9 Leks on Tuesday at the free market. A German mark was at 82.90 Leks in early trade from 83.46 Leks recording a low of 0.56 points. While 1000 Italian Lire tumbled to a low of 84.12 Leks or 0.50 points less, from 84.62 leks at Tuesday. The Greek Drachmas (100) was at 52.52 leks on Wednesday from 52.03 at Tuesday, hitting a low of 0.41 points. The Swiss Franc was at 100.86 Leks hitting low of 0.26 points from 101.12 Leks at Tuesday. The DP Secretary General Ridvan Bode said that the party delegation will go to Vlora "invited by a government commission charged with the organisation of funerals" of the Otranto victims. Bode urged an international investigation on the Otranto tragedy, because the commission of Albania and Italy cannot work normally for "interests of both countries are being involved." Both Bode and Arbnori said that the Albanian ship was deliberately sank "from a collision with the Italian military ship." The other DP member Azem Hajdari said that the trial against Gafurr Mazreku, the person who tried to kill him, is a political one and "it will be repeated when the Democratic party comes into power." ssh/kei/ak/k [06] UNEMPLOYED TO BE ENGAGED IN PUBLIC LABOUR, OTHERWISE ASSISTANCE INTERRUPTEDTIRANA, NOV. 12 (ATA) - By L. Thanasi: With the beginning of 1998, the unemployed, who will be engaged in public works, will receive a supplement assistance plus the existing one. While those, who will refuse, will lose even the assistance received until now, sources from the Ministry of Labour, Social Affairs and Woman report. The Ministry will allocate a fund worth 2.7 milliard leks at the disposal of unemployed "workers," if they will be integrated in public jobs.Only the families registered in the labour offices will profit from the fund of public jobs. According to the Ministry of Labour, the fund will be administrated by the town halls and communes. Thus, the local government will employ the families registered in the labour offices and those who have lived on economic assistance. With the collapse of production enterprises, which brought about unemployment in 1992, a new concept of Social Assistance was introduced. But along with the unemployed, there are also families, which had less or no money, thus two new concepts were introduced, payment of unemployment, which was given only for a year and the economic assistance, which had not any defined deadline, but it was given until the family had enough incomes. From now on the economic assistance will be not given in vain. Those who want to receive it should do public and communal works, and any other work done with the funds of the town hall. /pas/mt/k [07] GOVERNMENT AND PRESS REPRESENTATIVES TO DISCUSS PROBLEMS OF ALBANIAN PRESSTIRANA, NOV. 12 (ATA) - By Eva Allushi: Albania's Prime Minister Fatos Nano charged Monday the State Minister, Kastriot Islami and the Minister of Finances, Arben Malaj, to discuss with the representatives of the Commission of newspapers' leaders and publishers to find a solution regarding press problems.The publishers of the daily press have warned during a meeting held Monday on the taxes against the press, which according to them "cannot be afforded." After a series of warnings, the publishers of daily papers declared Tuesday that the whole press will go on strike, until the existing problems are solved. The increase of tariffs by printing-offices, those of transport and the raise of VAT, according to publishers, will force them to close the press. /s.sh/kei/mt/k [08] WORLD BANK ALLOCATES $50 MLN FOR WATER PIPELINE AND SEWERAGETIRANA, NOV 12 (ATA) - By M. Noti: Districts of Elbasan, Pogradec, Lezha and Durres will profit from a credit of the World Bank on water pipeline and sewerage.Arben Bakllamaja, a World Bank specialist has said that two foreign companies are working in Pogradec to rehabilitate the water pipeline and sewerage. He said that this project is expected to end next year while foreign firms, which will start working in other cities are going to be selected at the end of November and the beginning of December this year. Lezha and Fier should be the other cities to be included in the same project. The project worth $50 million on running water and sewerage aims at improving infrastructure in this sector. kei/ak/k [09] PARLIAMENT PASSES LAW ON INVESTIGATING JANUARY-JUNE EVENTSTIRANA, NOV 12 (ATA) - Albania's parliament passed on Wednesday the law on a parliamentary commission, which will investigate on the events taking place in Albania during January-June 1997."Parliament on Wednesday considered the law referred to by the President of the Republic according to his constitutional right resulting from Fundamental provisions," parliamentary spokesman said. Deputies said that the law does not damage the constitutional provisions and the principle on powers division. After an amendment to the law, for which the permanent law commission, its initiators and president's representative reached a consensus, "which besides the concept on accusation envisaged by the code of penal procedure also excludes both detention and arrest," was voted and approved. ssh/kei/ak/ [10] COOPERATION WITH INTERNATIONAL COMMUNITY - SIGN OF SUCCESS OF FOREIGN POLICYTIRANA, NOV. 12 (ATA) - By E Allushi: Albania's Foreign Minister Paskal Milo held Wednesday an interpellation, requested by the Center Right Group in Parliament. The interpellation focused on the orientation of the Albanian foreign policy followed in the first hundred days of the broad-based government.After a "capricious" tensioning of relations in the foreign policy, where according to Milo, the main contribution has been given by former President Berisha, the international community now has the necessary confidence, also showed in the intensification of contacts and aid for Albania. Minister Milo dwelt at length the importance Albania devoted to the consolidation of relations with USA, European Union, as well as with the neighbouring countries of the region, appreciating the contribution given by Italy, mainly in the last crisis that swept Albania. "Safeguarding of national issue cannot be subjected to the interests of set clans, even of a party," said Milo, stressing that Berisha has led the foreign policy with an iron hand, where number one has dominated. Anyhow, according to Milo, the foreign policy today needs coherence and not avoidance or artificial stimulations of tensions which generate crisis. /s.sh/kei/mt/k [11] NO DP REPRESENTATIVE WILL BE ALLOWED TO ENTER VLORE - AssociationFrom ATA envoy in Vlore, Arban Hasani VLORE, NOV. 12 (ATA) - The town of Vlore is making the last preparations to receive the bodies of the Otranto victims. The streets of the town are under mourning atmosphere, a day before their arrival.Information from Brindizi report that the ferry-boat "Iliria" has left with 52 coffins of the Otranto victims. The coffins will be white for the children, and brown for the others. The coffins are transported by 13 military trucks aboard the "Illyria" ferryboat. A ceremony is planned on Thursday with arrival of the ferry boat in the port of Vlora. The Association of the Otranto victims said on Wednesday that it will not allow any representative of the Democratic party (DP) to enter the city of Vlora.
