The reason for this answer was, for some of them, the low salaries. If their payment will be higher and almost close to that in the private sector, their opinion for the work in a state administration would be the opposite.

But there is also an other motive mentioned by most of the interrogated: the political motive.

"Following the March 1992 elections, 90 per cent of the state administration," they say, "was replaced by other people. If the political parties will see the state administration as a place to employ their fans, as DP acted in 1992, the abandonment of the administration will be inevitable."

Almost all those asked in the poll are for a review of the status of the employee on the basis of professional criteria.

The private sector with salaries frequently 30-75 per cent higher that in the state sector remains a serious competitor for the state.

89 per cent of those working in the state administration who are looking for a job in the private sector are men. Women prefer to work in the state administration because, they say, "this work is more comfortable and with less troubles." ake/pas/xh/

Rilindja Demokratike writes in its first page "Albania towards economic abyss." Today's editorial in this newspaper is entitled "DP Economic alternative, salvation for Albania." On its third page the newspaper writes "Government, smuggling and whisky." Citing DP leader Berisha the newspaper writes "Economy in troubles." Another article accuses Minister of Finances Malaj of wanting to "eliminate lek." "'Dollarization' of economy, financial adventure," writes RD. With regard to discussions for Corridor 8, the newspaper publishes an article entitled "Tendency for a deviation of Egnatia Line."

"Language of Creta, Serbian or Albanian?" is one of the headlines in Republika. The newspaper notes that the last time when two senior officials of Yugoslavia and Albania have met has been 1948. "In 1997, things have changed, although the climate is the same," writes the paper. In its economic page, the newspaper publishes the article "Corridor 8 in the filter of interests," under the subtitle "Albanians unprepared to assist their country, Ermelinda Meksi excludes Albania." With regard to the spring events in Vlore, under the headline "Vlore in the mouth of protagonists" the newspaper writes "The incriminated found shelter in the Interior Ministry."

Koha Jone in its editorial "Clean hands" writes that Prime Minister Nano has retreated the topic of state corruption. "Tirane in curfew," writes the newspaper regarding yesterday's police search for arms, drugs and criminals. "Ceka and Imami, struggling to control DAP," writes the paper in its third page. It reports that candidacy of Neritan Ceka for the post of the DAP chairman was voted 100 per cent. The newspaper writes in its fifth page about yesterday's news conference of DP. The paper writes that Berisha has called for fresh protests. "Berisha, now constructive?" is the title of another article in this paper. In its 11th page the paper carries the commentary "Is it better a Dayton 2 or a Bosnia 2?" under the headline "Albanian question closed within Balkan pot." The newspaper carries a reportage "South of Albania, a history waiting to be written." The newspaper writes that the process for the identification of the Otranto victims is over.

"Albania, the state of crime and smuggling," is the title of today's editorial in Albania. In its second page the newspaper carries a letter of the Jurists' Association of Albania under the title "Independence of judiciary, in danger." Concerning the negotiations in Crete, the paper caries the article "Meidani against Nano," under the headline "President devaluated Crete from Switzerland," and subtitle "Two days before Nano- Milosevic talks," Meidani calls for international intervention in Kosove. The newspaper writes that many construction firms in Albania have been based on pyramid schemes and the file of constructions of such firms will soon be sent to Prosecutor's office. Under the title "The screen becomes red with communist films" the newspaper carries opinions about the Albanian films recently shown on TV.

Shekulli writes that a new structure will be set up in the Interior Ministry to investigate into the unidentified killed people. With regard to the first DAP congress, the newspaper writes that this party is for cohabitation with and opposition also to the governemnt where this party takes part. The newaspaper writes that the Defence Ministry will demand that most of the generals who have been given this title in January 1995 be demoted. "From pyramid investment funds to Telebingo," is another article in this paper.

"Big Mass in New York to the memory of Mother Teresa," writes Rilindja. The newspaper cites President Meidani saying that "International community must intervene in Kosove." "Namo-Milosevic meeting in Crete confirmed," writes the newspaper citing a declaration of Albanian Foreign Minister, Milo.

"How did 60 million dollars of Sude 'flee'" writes Dita. The newspaper carries an editorial entitled "Does regime of Berisha exist?" The newspaper writes that Interior Minister N Ceka has said that most of the money from the pyramid investment funds are in Albania." "Ceka is reconfirmed DAP chairman," writes the newspaper on its third page.

Concerning the Crete Summit, the paper writes that "Balkan conflicts to be discusssed in Crete." It cites DP leader Berisha that "Albanian economy reacts to the communist government."

Gazeta Shqiptare writes of a scandal in judiciary. "There have been dubious trials," writes the newspaper. The newspaper devotes an article to the coming Crete Summit under the title "Nano-Milosevic: Does Peace come from the Island?" "DAP, Ceka again in the chairmanship," writes the newspaper referring to the first DAP Congress. It reports that the DP former chairman, Shehu leaves "for a mysterious tour of Europe" with invitations from Rome, Athens and Bonn. pas/xh/

[03] ALBANIAN PRIME MINISTER LEFT FOR CRETE

The main purpose of the Summit is the establishment of cooperation and relations of goodneighbourliness among the Balkan countries. A resolution is expected to be signed at the end of the meeting, which will include two decisions; one for the creation of a coordinating body for all the Balkan activities and the second for the institutionalization of the Summit which will be proposed to be convened once a year in the state which will have the rotating presidency of the coordinating body.

The political nature of the resolution will be linked with the commitment of all participating states to respect the existing borders and the principle of non-interference in the internal affairs of one another.

In the context of the summit, a greater interest will be devoted to bilateral meetings, among which important for the Albanian party will be the Nano-Milosevic and Nano-Gligorov meetings. The main topic of these meetings will be the topic of Kosova and the Albanians living in their territories in the former Yugoslav Republic of Macedonia. The meeting Nano- Simitis is expected to treat the consolidation of the relations between Albania and Greece.

Observers from the European Union, the U.S. or Russia will, for the first time, not be present in the Summit of Crete. According to the Greek party, the reason is the fact that the Balkan countries want to discuss their questions without the participation of third parties.

Albanian Prime Minister has voiced the need of Europeanization of the Balkans and of normal and civil ethnic relations.

Before leaving for Crete, highlighting the importance of the bilateral meeting in the Summit, and the results to be reached in it, Nano said that "dialogue must be institutionalized and in order to serve this, we shall go from Athens to Istanbul. I will also propose that after the Istanbul meeting, the Balkan leaders be gathered in Tirane the following year," said Nano. ake/pas/xh/

[04] NANO CALLS FOR DIRECT DIALOGUE BETWEEN PRISHTINE AND BELGRADE

"We shall demand full observation of the human rights in Kosova and application of democracy," said Nano, referring to what will be discussed in the Nano-Milosevic meeting in Crete. "The firs thing," said Nano, "will be the implementation of an agreement between the Albanians and the Serbians."

He considered as important the institutionalisation of the inter- Balkan dialogue, and the solution of the problems related with the status of the Albanian citizens in Kosove.

Referring to the agreement on education between Milosevic and Rugova, which is not being applied, Nano said that this will be one of the priorities to be discussed in Crete. "Commitment will bring about its implementation and would create a promising climate for other steps to follow," said PM Nano. ake/pas/xh/

[05] SEVEN IRRIGATION PROJECTS TO BE COMPLETED IN NORTHEASTERN ALBANIA

The whole project envisages the rehabilitation of 26 small irrigation projects which are not included in the projects furnished by the state budget. For this IFAD, centered in Rome, has funded 10 million dollars.

The efficiency of the project, planned to be completed in 5 years, has led to the increase of the irrigated area which now has reached nearly 500 hectares. ssh/xh/

[06] PRESIDENT MEIDANI RETURNED HOME FROM SWITZERLAND

Speaking at the Rinas airport about the visit, President Meidani stressed that "the visit serves national conscience, it serves all to follow the example of Scanderbeg, who along the struggle for national identity also fought for the defence of European civilization, part of which we also are." ake/pas/xh/

[07] 35TH NATIONAL SONG FESTIVAL FOR CHILDREN ENDS IN SHKODER

At the end of the festival, the jury conferred the first prize to the song "Where is Dafina" with text and music by Paulin Shtjefni.

Participating in the festival were little singers from all districts of Albania and from Kosova, Montenegro and Macedonia. ake/xh/
