  • [01] STOREHOUSE OF OIL REFINERY IN CERRIK STOLEN

    CERRIK, JULY 19 (ATA) - By P Zekthi: Sources of Elbasan police report that the storehouse of the oil refinery in Cerrik has been stolen.

    A group of armed people has entered the enterprise yesterday and taken from there commodities whose value is scores of million leks.

    The theft, said a citizen of Cerrik who did not want to be identified, might be made by people who have collaborated with the private guards of the refinery.

    Some of the goods stolen in the storehouse were seen displayed for sale in markets of the nearby villages and in Peqin.

    The value of the material basis of the plant, although its production stopped four years ago, has been great, say old managers of the plant. ssh/kled/xh/sh/

    [02] PRESS RELEASE OF DEMOCRATIC PARTY YOUTH FORUM OF ALBANIA

    TIRANE, JULY 20 (ATA) - The presidency of the Democratic Party Youth Forum held its regular meeting on July 19 to analyse the period prior to and after elections in Albania, reports spokesman of the DPYF reports.

    This organization reached the conclusion that the DP's loss in the latest elections was a result of several factors, the most important of which was the fierce communist revenge through gangs, crime and fraud, to regain the undeserved power, which the electorate did not have confidence in. In face of this bad-omened scenario, DP played the role of a fire-extinguisher, but it bears direct responsibility before Albanians for being unable to stop that revenge.

    The crisis of the pyramid investment schemes was the second mistake of DP in its governing. Despite the successes reached and which cannot be revoked, the DP governing could not be able to prevent this phenomenon since its emerging and did fully surrender when the phenomenon was transferred into a crisis of priority. For DPYF the socialist electoral fraud is related with the promise that the creditors would be compensated 100 per cent.

    DPYF suggests that as a second political force in Albania, now in opposition, DP should not imitate SP in the nihilism and revenge against the new government but it will play the role of an active and constructive opposition.

    DPYF in service to this aim and in sign of respect for the free and not plundered vote, invites DP and its parliamentary group not to take part in the first sessions of the elections of the leading parliamentary structures because even a joint oath of the democrats with the deputies and ministers of Kallashnikovs which worked out and directed crime and terror in the past four months in Albania, will be a mistake and a coo-guiltiness we do not deserve.

    DPYF considers the problem of the electoral and post electoral analysis of DP as vital for it and Albanian democracy. It believes and hopes that DPA has active and powerful intellectual forces which will be able to be engaged in this long and vital process for DP and that DP will very soon be able to become a priority political force in Albania, ends the DPYF report. lgj/kled/xh/sh/

    [03] EARTHQUAKE TREMORS IN ALBANIA

    TIRANE, JULY 20 (ATA) - Today at 5.39 a.m. the seismological Institute network registered an earthquake of 3.7 points on the Richter scale. Its epicenter was 30 km southeast of Tirane.

    The quake has also been felt in Elbasan, 5 points and in Tirana 4-5 points on the Richter scale. After the first tremor the quake was accompanied by successive other lighter tremors.

    TIRANE, JULY 20 (ATA) - Macedonian policia arrested seven other Albanians yesterday in Gostivar, reports Albanian Television. In the mean time detention of activists of the Albanian Democratic Party continues along with provocations and terrorising through most inhuman methods. kled/xh/sh/

    TIRANE, JULY 20 (ATA) - "SP withdraws for Nano," writes Rilindja Demokratike under the headline "Intensive consultations for the new government. Party leaders at the President's." "The declaration of the U.S. Senate is a great criticism for the ways that socialists used to take the votes on which the stress is laid mainly on the fraud for the return of the money," says an editorial of the newspaper entitled "Socialism but with limits." The Democratic Party - guarantor of democracy in Albania," writes the newspaper on its second page. With regard to today's meeting of the DP National Council, the newspaper cites the Secretary General G Pollo, under the title "Revival of the party according to new role. "In its third page, the newspaper carries pronunciations of political leaders, after consultations with President Berisha under the title "Prime minister to come from the majority."

    "All Albanians, especially the new majority which took more than two thirds in the parliament, expects Mr Berisha to carry out its last institutional duty to call the parliament," writes Zeri i Popullit, citing the Socialist leader Fatos Nano, under the title "Nano: We shall convene the Parliament."

    "Berisha's departure without return" is the title of an editorial of this paper. "Berisha has nothing to do any longer but to make final handing over of the presidential office and leave it," says the editorial. "The Democratic Party in struggle with itself," writes the paper on its fourth page regarding today's meeting of the DP National Council.

    "A state without lost groups of people," writes the newspaper in the feature "Actualities."

    In its editorial newspaper Republika writes that "DP National Council convenes today. Perhaps it is the first time that this Council has a great number of antagonistic groups, which will demand the triumph of a party directed by President of the Republic," writes the editorial. This paper also published the article "Albanians in face of insecurity, Alba starts to withdraw." "Shkodra people want a government which speaks Geg dialect," writes the newspaper headlined "North against SP leader."

    "Urgency and indispensability of governing" is the title of an editorial in Demokracia. "Constitutional impasse - Berisha President or deputy?" writes this paper on its second page.

    "Consultation with the new government and the parliament," writes Rilindja regarding the meeting yesterday of the President Berisha with leaders of the political parties. "Unprecedented police massacre," writes the newspaper on its sixth page.

    "Population and development - mutually conditioned" is another article of this paper.

    "All against Nano" writes Albania. "The parties demands Berisha not to charge Nano with the creation of new government," writes the paper.

    "U.S. seem to have attached a firsthand importance to the great electoral pledge of Fatos Nano for the restitution of all the money lost in failed pyramid schemes," writes this paper in its editorial "U.S.: Nano, in the test for the return of the money." "Democratic Party in front of the history and the present situation" is an article published in the same paper. "The fact that SP has always considered DP with dictatorial criteria is a calamity of dramatic consequences," writes the newspaper.

    "Nano: We will convene the parliament ourselves," writes Koha Jone.

    "In a democratic system, moreover in a new democracy like the Albanian one, the opposition has vital importance for the future of democracy in the country," writes this paper under the title "DP, will there be a return to December?" "Position - President, final battle" is another article of this paper.

    "The last joke of Berisha," writes newspaper Independent." "It is common knowledge that Berisha is between a very small margin from the post of the deputy or the president," writes the paper.

    "Local elections: time for changes," is another article of this paper on the political page.

    "Resolution is needed" is the title of an editorial newspaper Dita. Under the headline "Today in the National Council of the Democratic Party: opponents of Berisha attack," newspaper carries the article "Rallies of Berisha caused bloodshed." "Albania increases foreign debt," writes newspaper in the economic page.

    "Parliament without Berisha's permission," writes Gazeta Shqiptare." "Nano reacts suddenly after President's invitation for meeting," underlines the newspaper.

    "Foreign soldiers patrol in operation with Albanian police," writes this paper on its second page. kled/xh/sh/

    [06] DECLARATION OF ALBANIAN SOCIALIST PARTY PRESIDENCY

    TIRANE, JULY 20 (ATA) - A statement of the Presidency of the Albanian Socialist Party said that on June 29 and July 6 the Albanian people, through their free vote, elected their representatives to the People's Assembly of the Republic of Albania.

    With the announcement of the final communique of the Central Election Commission the road to the meeting and constitution of the new Albanian parliament was opened. The meeting of the Parliament created the possibility for the creation of the new Government and of all institutions depending on it.

    The meeting of the new parliament in its first plenary sitting is an urgent need in the conditions Albania is. Any procrastination in this direction is of grave consequences for the life of the country and people.

    The Socialist Party of Albania, continues the declaration, notices with great concern that the meeting of the People's Assembly in its first plenary sitting is deliberately being prevented by President Sali Berisha. Through this delay, he is showing that even after the clear verdict of the people, expressed in the elections, he has not yet renounced his efforts to keep the country in crisis and in a political, constitutional, and economic chaos.

    As a result of these delays by Berisha scores of citizens are victims of the armed criminal groups every day, the paralyze of the economic life, the lack of foreign investments, etc.

    With these acts, Berisha wants to prevent the creation and the work of the new government on which all the people have pinned their hopes.

    He also is seeking to sabotage the Rome meeting due in July 31, which will open the way to a great economic assistance that the international community plans to grant Albania.

    The Socialist Party of Albania denounced the political farce of President Berisha on Saturday on allegedly "consultations with the parties for the meeting of the new Assembly and the appointment of the Prime Minister," and the pretext he has found on the so-called "technical problems" of the Parliament.

    Sali Berisha has no more the political mandate to decide on the coming institutions of the Albanian state. He has declared he would withdraw if his party lost in the elections. After the plebiscitary victory of the opposition in those elections, the only act for Berisha remains to decree as soon as possible the new Parliament and to declare his stepping down from the post of the President of the Republic. All the institutions of the new Albanian state will be set up by the political forces which received the mandate of the people for such a thing in the June 29 polls. The Socialist Party will not negotiate with Berisha on the new Government.

    In these conditions, the Socialist Party asks President Berisha to urgently decree the meeting of the new People's Assembly. Any delay in this issue charges him with more legal and moral responsibility before the Albanian people.

    If Berisha does not undertake these steps urgently, the Socialist Party and its allies in the latest elections have the political mandate to convene and constitute themselves the new Parliament in time and with the two thirds of the new Parliament, to eliminate from the political scene the factors of the type of Berisha, ends the declaration of the Presidency of the Socialist Party of Albania. ssh/xh/sh/

    [07] EXODUS OF IRON SCRAPS CONTINUES IN SHKODER

    SHKODER, JULY 20 (ATA) - By M Malja: The exodus of iron scraps continues in the district of Shkoder, Northwestern Albania, through the border point of Mariqan.

    There are scores of vehicles from Shkoder, Lac, Durres, Tirane and other cities which carry out this exodus of scraps, which in fact are equipment and machineries of heavy industry, says that mayor of Shkoder, Bahri Borici. ssh.kled/xh/sh/

    [08] PLUNDERING OF LIVESTOCK AND ITS SMUGGLING - A GROWING PHENOMENON IN DELVINE

    DELVINE, JULY 20 (ATA) - By Shkelqim Hajno: In the southern region of the prefecture of Vlore, which includes Saranda and Delvina, during the recent months, besides the arms-trafficking, drug-trafficking and transfer of illegal Albanians towards Greece, the phenomenon of stealing of livestock is also emerging.

    Groups of armed people steal mainly small cattle to sell them to traders for meat or beyond borders in some zones of Greece.

    Only some days ago, in the village Varfaj, 10 km from Delvine, local farmers noticed that some people coming on a van had stolen some livestock, and after a gunbattle some of the plunderers were injured, handed over the livestock and left the village.

    The most affected zones by this phenomenon are Finiqi, Livadhja and some villages in the region of Cameria, near the state border with Greece. kled/xh/sh/

    [09] GREEK TRADER TAKEN HOSTAGE IN GJIROKASTER

    GJIROKASTER, JULY 20 (ATA) - By H Cani: Two days ago, while travelling from Gjirokaster to Kakavije, together with three Greek officials of Rekord-Albania firm, a Greek trader was taken hostage by eight armed masked people in the vicinity of village Goranci of Gjirokaster. The masked people asked from the Greek trader 50 million drachmas in exchange of his release.

    The hostage, Makis Makri, Greek national from Athens, 45 years, is a representative of the Greek party in the joint venture Rekord-Albania, which operates in the city of Gjirokaster.

    This is the second case, when a foreign trader is kidnaped, after that of a trader of coal in the zone of Tepelena, who was released after he paid 5 million drachmas. ssh/kled/xh/sh/

    [10] DAY OF INCIDENTS IN DISTRICTS OF GJIROKASTER AND TEPELENE

    GJIROKASTER, JULY 20 (ATA) - By H Cani: Sources of police commissariat of Tepelene report that yesterday, as a result of gunbattle three people were wounded and another, citizen of Gjirokaster, lost his life.

    Some people in a passengers' bus are reportedly wounded by some unidentified people.

    A person has been killed in the town of Tepelene today.

    According to sources of the regional hospital of Gjirokaster, there are people who are wounded today who are receiving medical treatment there. Aspasi Taci, 70, was gravely wounded by a stray bullet in her flat. She was taken to the hospital of Ioannina. Two Albanian injured youths are also under treatment in the hospital of Gjirokaster. ssh/kled/xh/sh/

    [11] FOUR GREEK HOSTAGES RELEASED IN DEVOLL

    TIRANE, JULY 20 (ATA) - Police commisariat in Devoll, southern Albania, reported that yesterday, at about 4 p.m., citizens Alket Sina, Lulezim Serani, Olti Kallcinaku and Urim Dule from Miras village of Devoll district, seized and kept hostage four Greek nationals, who were harvesting wheat with their combines in village Rrekan of Devoll.

    The Police Commissariat was informed of the event on July 20, at 10 a.m. and it immediately and after many efforts made possible the discovery of the place where the hostages were hidden and released them.

    The four Greeks were taken hostage to be released in exchange of a sum of 2 million drachmas.

    Today afternoon they were released by police without any physical damage and were handed over tho the Greek authorities.

    The authors of this act had left in the deep forest of Morava mountain. Police are working to catch the authors, at a time when the Prosecutor's Office has started the penal case against them. xh
