[01] CIVIL MISSION ON ALBANIA's RECONSTRUCTION TO FOLLOW ALBATIRANA, JULY 12 (ATA) - By G.Malo: Italy will organise a civil mission to reconstruct Albania which will follow Alba mission, a special coordinator for Albania said on Friday in Marina di Pietrasanta of Lucca."If the scenario is the same, referring to the time for the establishment of a new Albanian government and planned withdrawal of the Italian forces, the mission will continue under another name. It will no more called Alba and will have civil features having the same ambitious results as the military ones," Angioni said. "U.N. Security Council favours the involvement of military forces on the request of the Albanian side, while the European Union and OSCE have defined the need to participate in the reconstruction of Albania," he said. Angioni said that logistic assistance can be realised only on the based of a bilateral agreement between Albania and Italy, which will offer anything needed. kei/ak/k [02] OSCE OBSERVERS TO OVERSEE RUN-OFF BALLOT IN TWO LAST DISTRICTSTIRANA, JULY 12 (ATA) - By Eva Allushi: The OSCE observers will oversee on Sunday the run-off ballot in two cities, Puke and Fier.The OSCE observers, determined to oversee the early elections in Albania and accompanied by the Alba forces, left on Saturday for constituencies 11 and 77 in Puka and Fier respectively. The election authority said that a second run-off ballot will be held in these districts. The Republican candidate will face the Socialist one in Fier, while in Puka the Socialist candidate meets the Democratic one. The early parliamentary elections in 115 districts will end with this run-off ballot. This election process was considered a key to overcome the economic political crisis in Albania and was overseen by many international observers. Based on the observers' reports the OSCE drafted the final report on elections considering them "acceptable and correct". ak/k [03] VLORA TELEVISION RELAY DAMAGED BY MACHINE GUNSVLORE, JULY 12 (ATA) - By H. Koci: The television relay of the city of Vlora has been damaged recently by machine guns. Volleys of gunfire by machine guns targeted the hill called Kuzbaba where the television relay for the city is installed causing flames and damaging the apparatus.Since then, the city does not receive signals of various television stations. The relay placed there years ago enables the Vlora people to watch television stations such as Rai Uno, Rai Due, Rai Tre and others. kei/ak/k [04] FUNDS FOR ROAD REHABILITATION AND AQUEDUCT ACCORDEDTIRANA,12 July/ATA/After a relatively long period due to the current difficult situation Albania is experiencing, some funds from the state budget earmarked for the infrastructure sector have reached Elbasani district, central Albania.The injected sum worth 28,8 million leks will be used to construct two roads and aqueduct on the rural areas, sources from the district finance council report. The bulk of funds will be used to construct Dumre aqueduct worth 7,6 million leks and for that of Godolesh village are planned to be spent 5,1 million leks. Though on a limited mandate and on financial difficulties, the current Fino cabinet has taken care for the renovation of linking roads among villages. So work is underway for the construction of the road between Gjinari and Byshek villages with a fund estimated to be five million leks. When the work will be over, taking into consideration the marvelous landscape of Gjinari woods, good prospective will be opened up soon for the development of tourism sector. [05] PENSIONERS AND EMPLOYEES GET NO MONEY FOR TWO MONTHSSARANDA, JULY 12 (ATA) - By Shkelqim Hajno: So far no possible way has been found to bring money to Saranda which will be given to pensioners and employees, a source of the Police Commissariat of Saranda, the Southern district of Albania, said to ATA."This is expected to be done soon but in cooperation with the multinational forces of the Alba mission which are presently deployed in Fier," the source said. The pensions and wages were distributed only once during the last two months in Saranda and Delvina districts. An unsafe free movement through the main national road axis Saranda-Fier and the attack on the police convoy which left for Saranda a month ago to escort the money for pensioners and employees complicated this problem. In the Economic column the paper says "Economy, consequence of Socialist piracy."Zeri i Popullit carries the editorial "Responsible and civil engagement," referring to the creation of future government. The paper says "Socialists - missionaries of reconciliation." The paper carries the article "Berisha damages DP." In the economic column, the paper says "Pyramids: How the image of economic bum rises and sets". The paper covers the meetings of prime minister Bashkim Fino with international personalities in the Madrid summit. Republika says "Berisha's portraits removed". The paper carries the editorial "To be in opposition." The paper says "Nano asks for Lunik as the Bank governor." It also carries an interview with a former money lender Maksute Kademi at the court hall under the title "I am afraid someone may kill me." Referring to a Tirana press conference of the so-called South Committees, the paper says "Committees return into associations." Covering the reactions on the recent events in Macedonia, the paper says "Albanians denounce attitude of the Macedonian police." It carries a report of the Albanian ministers in the government of Macedonia under the title: "Government has not discussed undertaking any action." It says "U.S. ready to help Albania." Regarding the trial against 15 Albanians accused of terrorism, the paper says "Indefensible Albanians: 264 years in prison." "Barbarians arrive in Tirana," the newspaper Albania says in its first page referring to a press conference of the representatives of the Vlora and Tepelena committees in Tirana International hotel. An article covering this press conference is published in the third page under the headline "Committees which damaged the South, issue guarantee for SP power." The title of today's editorial is "Precedent of the Musolinian Prime Minister." "Fatos Nano, the man who seemed to have won the Italian-Greek cold war in favour of Athens in Albania, is the persons who will import from the Italian political system only the competencies of Musolin at the time of fascism", the editorial says. Referring to the situation in FYROM, the paper says "Macedonian government has declare war to Albanians." As regards the killings in Vlora, Berat, Peqin, the paper says "Political-criminal gangs: 24 hours, eight killed." Referring to the same topics, it carries the articles "Vlora remains a ghost city" and "Businessmen, hostage of the gangs". In the third page, the paper Albania carries an interview with the former prime minister Aleksander Meksi under the title "Albanians will remember five years of DP governing." Dita carries a talk with the Albanian writer Dritero Agolli under the title "That's why I do not want to be a president." In today's editorial entitled "Once again for government," the paper says it seemed that "Vlora people will have the lion's share in the future government of Albania." "Seven main figures of the future government are in the Vlora-Gjirokaster axis," the paper says. The news that Leka Zogu has left Albania is published in an article with a threatening subtitle by the minister of the royal court Mulosmani "You'll see what's going to happen." Under the title "Italy, waits the white cheque be filled" Koha Jone says that the Italian Foreign Minister Lamberto Dini will convene an aid conference on Albania at the end of the month. "Berisha abandoned the post of president", the paper reports. The same paper reports that the Vlora Salvation Committee opposes that the parties which gained a small percentage in elections be given seats at the parliament. Regarding the meetings of Premier Fino with head of states in Madrid, the paper says "Clinton, U.S. will back a new Albanian government." Yesterday's press conference of the leaders of Salvation committees in Vlora and Tepelena, is covered by Independent under the title "Salvation Committees: We will change only the name." It says "Three cabinets for a government." In the political column the paper carries the article "Leka Zogu leaves Albania." It reports that election authority decided that Sali Berisha will be a DP deputy from the proportional representation. "Turmoil continues in Macedonia" the paper reports. In the 12th page the paper covers yesterday's legal proceedings of former money lender Sude. Under the title "Vlora occupies Tirana", Gazeta Shqiptare says "Committees, for the first time in the capital: We are against Zani". It carries an interview with the DP secretary General Genc Pollo, under the title "This parliament will not stay longer." "Vlore, a ferry to Greek destination diverted", the paper reports. kei/eva/pas/ak/ [07] LEKA ZOGU LEAVES ALBANIATIRANA, JULY 12 (ATA) - The pretender to the royal throne of Albania, Leka Zogu, left Albania on Saturday. He left Rinas airport in a private plane, heading back to his house in Johannesburg.In several rallies, Leka I had considered the turnout of the referendum for the form of regime manipulated. During a rally of his supporters in Tirana on July 3, near the Palace of Congresses where the Central Electoral Commission (CEC) is installed, a monarchist supporter died and five others were injured. Leka Zogu and the minister of the royal court, Abedin Mulosmani, did not respond to the request of the prosecutors to appear in the court for questioning about the incident of July 3. Leka Zogu left Albania for the the first time when he was only 2 days old, on April 1939, together with the royal family. After the death of his father, Ahmet Zogu, when he was 22 years old, he was declared heir to the royal throne of Albania. The Central Electoral Commission is expected to give today the final result of the referendum, where the monarchy has not won./mt/sh/ [08] GREEK KILLED IN SARANDE, SUSPENDED FOR DRUGS TRAFFICSARANDE, JULY 12 (ATA) - By Sh Hajno: A Greek citizen was found killed by fire weapons today in the southern town of Sarande.After the verification which was enabled by the help of the Greek authorities, the victim was identified as Janis Thanas Viqelepi, 51, from Athens. Sources of the police said that the circumstances of the commitment of this crime are not made known yet. According to the Greek television media, the victim could have been involved in illegal traffic of emigrants and drugs, because he has been identified like this even by the Greek bodies of the fight against the drug traffic. The chief of the Saranda Police Commissariat, Mustafa Golemi, reported today that it is excluded the possibility the killing to have been committed for robbery motives, because in the pockets of the Greek citizen were found the identity paper, 500 dollars, as well as two cheques of $ 5000. Vilqelepi had come to Albania in Durres from Italy on July 6. This is the first case a Greek citizen is killed in the district of Sarande. The Greek press, quoted several times by the Albanian press, published some times ago a series of facts which show that the Albanian mafia is really an apprentice to the Greek mafia. "We have information that the Greek mafia keeps contact with the Albanian apprentices through 300 mobile phones, but we do not have the apparatus to register the calls which order them for drugs, women and arms traffic," the Republika paper on June 25, quotes a Corfu high-ranking police official saying to the Greek media. /pas/kled/mt/sh/ [09] ANNOUNCEMENT OF ALBANIAN FOREIGN MINISTRYTIRANA, JULY 12 (ATA) - With regard to the article published by Koha Jone paper on July 12, 1997, for the so-called blocking of the diplomatic and service passports upon this or that anonymous order, press and information office in the Foreign Ministry explains:"The information published by this paper is inaccurate. There is a decision of the Council of Ministers issued some months ago which regulates the legal framework of the distribution of the passports of service and the diplomatic ones. The Foreign Ministry has provided individuals with these kind of passports according to the criteria envisaged by law. As so, no order can be issued to block the passports given in legal way." We inform the public opinion that the Foreign Ministry issues orders to block passports of service and diplomatic ones in cases when they are product of the illegal activity, concludes the report of the Foreign Ministry. /kled/mt/sh/ [10] STATEMENT OF ADP AGAINST REPRESENTATIVES OF COMMITTEESTIRANA, JULY 12 (ATA) - The Albanian Democratic Party considers that the appearance in Tirana of the representatives of the rebellious southern committees, their statement that they brought to power the Socialist Party and that their only goal was to overthrow the Democratic Party, is a new desecration of the Albanian democracy.May be it is not useful to make other comments on these committees, because they are already known by the Albanian public opinion and the international institutions, who at least have called them illegal and consider responsible for the murders, robberies and for the situation of terror in the zones they control, but we are incited by the scandalous fact that the representatives of these committees are received by the SP Secretary General, Rexhep Mejdani, elected deputy without facing the fair competition in Cerrik and now proposed to become President of the Republic. The connection of the Socialist Party with these committees, which although in the May 9 Accord promised to dissolve them within a period of 45 days, is more evident than ever. The Albanian Democratic Party calls on the Socialist Party, which is now in the brink of taking the responsibilities of the government, not to continue further on in the way of cooperation with the crime, but to distance from it. Otherwise, the socialist governing will lead the country in a worse situation than that led by the armed insurrection and its rebellious committees./mt/sh/ [11] AID OFFERED TO ALBANIA BY INTERNATIONAL RED CROSSTIRANA, JULY 12 (ATA) - By A Keko: The Albanian Red Cross addressed recently an appeal to the International Red Cross and the International Federation of the Associations of the Red Cross and the Red Crescent. This request resulted in the accord of 15 million Swiss franc.
