  • [01] PARTIAL DATA FOR 13 CONSTITUENCIES OF RUNOFF - CEC

    TIRANA, JULY 7 (ATA) - By Dorian Koca: According to the partial data from the Central Election Commission, today until 13:30 the process-verbals had come only from 13 constituencies of the second round ballot.

    After the examination of the process-verbals, the results for these constituencies have come out and they are under the informative process.

    So, it is reported that out of 13 constituencies, in 11 of them, the SP candidates have won.

    In the other two constituencies, in constituency 10 and 64, are confirmed respectively the victories of the Albanian United Right candidate, Nexhat Xhemal Kali and Neritan Hasan Ceka, of DAP.

    According to the CEC, today in the afternoon are expected to arrive the process-verbals from the other electoral constituencies. /s.sh/jz/mt/Z

    [02] SP WINS 19 SEATS IN SECOND ROUND BALLOT

    TIRANA, JULY 7 (ATA) - By Eva Allushi: The Albanian Socialist Party won 19 seats in the second round ballot, held on Sunday, the spokesman of this party reports.

    The winners of the second round are added to 57 deputies of the first round, so that the number of the deputies of this party, together with the seats of the proportional in the next parliament with be 97.

    According to the spokesman, Kastriot Islami, no information is available for the constituency 24 in Mat and 28 in Diber. The result is not made known for the constituency 77 in Fier, while constituency 75 in Lushnje has been sent to the Constitutional Court for judgement.

    In the second round of elections, parties like Social Democratic Party, Human Rights Union Party, and the Democratic Alliance have won a candidate for deputy each, while the Albanian Right Wing has won in two constituencies of the runoff.

    Two independent candidates have also won in the the second round ballot, one in Berat and the other in Vlore. /kled/mt/

    [03] POLICEMAN INJURED IN SHKODER

    SHKODER, JULY 7 (ATA) - By Myfit Malja: Unidentified persons injured on Sunday night the policeman Kanto Vneshti, 27, in the Vrake village of Shkoder.

    Sources from the police commissariat report that the event has happened at the time when this policeman was escorting the members of the polling stations of this zone, who were transporting the documentation of the polling station for the electoral commission.

    The policeman, shot by fire weapons, has been transported in the hospital of the district, and after a difficult operation, his life is out of danger. /s.sh/jz/mt/Z/

    [04] GREEK PARTY SUSPENDS CONSTRUCTIONS FOR OPENING BORDER CHECK POINT IN SOPIK

    GJIROKASTER, JULY 7 (ATA) - By H Cani: The constructions of the Greek party for opening the border check point in the Sopik village of Gjirokaster were suspended today.

    The prefect of Gjirokaster, Thanas Merkuri, told ATA that after the preliminary verification have been made on this issue, it came out that the whole framework of the necessary documentation between both states has not been completed yet. After this, he added, based on the law "On prefectures", for the protection of the integrity of the Republic of Albania, I have ordered the immediate suspension of the constructions until a new order is issued. With the implementation of this order the police commissariat of this district is charged, as well as the commune of Pogon.

    In the order issued by the Prefect Merkuri, it is requested the explanation and completion of the necessary documentation between both states as a condition to undertake such acts.

    By the middles of the last week, Greek citizens entered some 800 meters in the Albanian territory with a bulldozer to begin constructions for opening a road in the Sopik village of this district, which will enable the communication between both countries. After this, they were turned back by the Albanian border police.

    A meeting, asked by the Albanian Foreign Ministry, is expected to be held today between the police bodies of both countries to clarify this issue. /jz/mt/Z

    [05] TWO YOUNG MEN KILLED BY FIRE WEAPONS IN GJIROKASTER

    GJIROKASTER, JULY 7 (ATA) - By H Cani: Armed and masked persons killed on Sunday two young men from Labove village, district of Gjirokaster, some 20 km in north of the town, near the national road.

    The victims, respectively 31 and 33 years old, who were travelling from Odrie village to Kakavije, have been shot by fire weapons near Subash village by armed and masked persons, who fled away. The motives of this crime are not known yet, meanwhile that investigations have started to detain the authors and uncover the motives of this crime. /jz/mt/Z/

    [06] MESSAGE OF ALBANIAN PM FINO TO FRANZ VRANITZKY

    TIRANA, JULY 7 (ATA) - The Albanian Prime Minister, Bashkim Fino, sent on July 7, 1997, a message of greetings to the personal representative of the OSCE current chairman, former Austrian chancellor, Fraz Vranitcky.

    According to the PM's spokesman, Fino informs Vranitzky with joy and special pleasure on the end of the second round ballot in 32 constituencies, which were held normally in general. Thus, continues the message, we have come to the end of the electoral process, opening the way to the parliament to convene as well as to the establishment of the new broad-based government.

    I avail myself of this happy occasion, continues Fino, to express once again our profound gratitude and warm thanks for the whole international community, OSCE, Council of Europe, European Union, multinational protection force, for all the contributing countries, for the understanding and complete support they have given and continue to give to this government and to me personally.

    I should also confess, with full conviction, that the best words and congratulations for this success of the Albanian and international policy belong to You, honorable Chancellor, as well as to your honoured staff. Your help has been decisive in closing a dismal chapter and opening of a new page of the Albanian modern policy. Since in your first mission, it is underlined in the message, in those stormy days and later on, you have conveyed to all the Albanians, on behalf of western democratic family, the messages of peace and hope, perspective for the future and return of confidence in the values of the democratic system. You united the politicians of any colour, all together in a dialogue and understanding which led to the compromise and all including consensus. Thanks to your precious experience and inexorable will, your skill as negotiator and mediator, You became the necessary instigator to all of us.

    I am convinced that your role and extraordinary efforts which led my longsuffering country to the memorable event of June 29, will be marked as component part of the Albanian history of this decisive year for the fates of Albania.

    Even to me, as a new politician and citizen of this country, continues the message of the Albanian Premier addressed to Vranitzky, it has been more than an honour and privilege that I have closely worked with You in these historic days which can be never repeated. The modesty, understanding, solidarity, visions and your benevolent proposals will remain for a long time in my memory, ends the message of Albanian Premier Bashkim Fino. /jz/mt/Z

    [07] PARTIAL OUTCOME OF SECOND RUNOFF BALLOT FOR 20 CONSTITUENCIES

    TIRANE, JULY 7 (ATA) - By Dorian Koca: According to partial reports by the Central Election Commission, that commission had received until 7.30 p.m. the protocols from 20 constituencies that had a second runoff last Sunday.

    Hence, after the protocols were examined, the CEC announced the outcome of the elections for those constituencies.

    Hence, SP candidates have won in 14 constituencies out of 20. SP candidate Ndrec Mark Pema has won in constituency 19, Pellumb Mystfar Shullazi in constituency 30, Alush Fiqiri Xhihani in constituency 33, Zihni Mahmut Beqiraj in constituency 35, Ilirjana Ramazan Kercuku has won in constituency 36, Natasha Sotir Paco in constituency 38, Lush Martin Perpali in constituency 41, Spartak Dilaver Poci in constituency 45, Aferdita Stefan Stefani in constituency 46, Koci Stavri Blushi in constituency 49, Limoz Hulesi Dizdari in constituency 56, Enver Beqir Reci in constituency 57, Ejup Isuf Tabaku in constituency 58 and Ismail Xhavit Togu has won in constituency 59.

    The DP candidates have won in four of 20 constituencies which have sent their protocols so far to the Central Election Commission.

    In constituency 1 the winner is DP/CDP candidate, Sander Ndue Uldedaj, in constituency 3 Valentin Tish Palaj, in constituency 7 Jozefina Filip Topalli and in constituency 9 Mark Filip Krroqi.

    In two other constituencies, in 10 and 64, the winners are respectively the candidate for deputy of the Albanian United Right, Nexhat Xhemal Kali and the DAP candidate, Neritan Hasan Ceka. xh/
