    TIRANA, JULY 6 (ATA) - By Kledi Shegani: The second round of elections for deputy in the People's Assembly of the Republic of Albania started on Sunday in Albania.

    The second round ballot will be held in 32 constituencies. Shkoder and Tirana have more constituencies facing the second round of elections./mt/sh/

    [02] DP PROTESTS REGARDING THREATEN AGAINST ITS REPRESENTATIVES IN ELECTORAL COMMISSIONS

    TIRANA, JULY 6 (ATA) - The Albanian Democratic Party has protested with regard to the threaten against its representatives in the electoral commissions.

    Some persons of the Socialist Party have threatened the chairman of the DP section in the Rroboshte village of Lezhe. They have cut all the vineyards in his garden and have sent a threatening letter, which DP sent it to the CEC, OSCE and Council of Minister as material proof.

    "Not only the harsh words, typical for the Enverists of SP, but also the threat for torching and killing are a clear evidence of the everlasting terror of the socialists in the whole country. Those who aim at taking the votes through violence, are increasing the acts of crime," says the protest of DP.

    The chairwoman of the polling station 12 in the constituency 37 of Durres, Donika Rexha, has been threatened by some known exponents of the Socialist Party, who have told her that "we will set you to fire on Monday if SP does not win", says another protest of the Albanian Democratic Party.

    Also in Durres, in the polling station 11 of this constituency, the chairwoman of the electoral commission, DP representative, has been threatened by Tahir Hazizi. Hazizi has told the chairwoman that "if the Socialist Party does not win, you will be taken out of the polling station on a stretcher".

    "We judge that not only the free vote, but also the life of the people is being threatened through these fascist methods," ends the protest of the Democratic Party./kled/mt/sh/

    [03] ANNOUNCEMENT OF INTERIOR MINISTRY SPOKESMAN

    TIRANA, JULY 6 (ATA) - From June 27, 1997 until July 3, 1997, in the Albanian border, near Sopik village in Gjirokaster, between the border pyramids 15 and 16, the Greek party has opened an automobilistic road which connects Sopik village with the automobilistic road coming from the depth of the Greek territory and enters some 800 metres inside the Albanian territory.

    As the Interior Ministry spokesman reports, the border police in the commissariat of Gjirokaster have intervened several times for the suspension of these constructions, but did not manage to prevent them. The Greek party, which has constructed this road, has also damaged the border pyramid which is between the pyramids 15 and 16.

    On July 4, the Albanian border bodies of the Gjirokaster police commissariat, has requested an urgent meeting to the Greek party to clarify everything regarding these constructions and to also ask their immediate interruption. This, because such an act is a grave and flagrant infringement of the territorial integrity of the Republic of Albania.

    According to the spokesman, the conduct of this meeting is accepted by the Greek party, but it was left to be held on July 10, at 10:00. /kled/mt/sh/

    [04] ALBANIAN PRESIDENT VOTES IN POLLING STATION 5 OF CONSTITUENCY 56

    TIRANA, JULY 6 (ATA) - At 9:15, the Albanian President, Sali Berisha, together with his lady, went to the grounds of the 8-year school "Jeronim De Rada".

    He voted in the polling station no 5 of the constituency no 56, where facing one another are the SP candidate, Limoz Disdari, and DP candidate, Fatos Beja./kled/mt/sh/

    TIRANA, JULY 6 (ATA) - Today's press reports on the second round of the parliamentary elections in Albania.

    Rilindja Demokratike carries the article "DP will win today in all the constituencies of the second round ballot."

    Under the title "Fino sells the borders in South", the paper reports "Grave incident in Sopik of Gjirokaster. The Greeks damage the border with bulldozer".

    "SP should be prevented in its anti-democratic revenge," says the editorial of the paper entitled "Stop the communists."

    "DP chairman shot by fire weapons," reports the paper and considers it "as terrorist act of the former Sigurimi". "The Journalists' League of Albania protests for the verbal violence against the journalists," reports the paper under the title "Fino and Tusha (Director of Tirana police) start the battle against the free speech."

    "Today the second round ballot," reports Zeri i Popullit.

    "Clinton invites Fino," reports the paper under the headline "U.S. support for Albania". "The Central Electoral Commission announces the results of first round," reports the paper and underline that SP has won 53.36 per cent of the votes. "Withdrawal of the Alba forces after the establishment of the new government, restoration of order and resignation of Berisha," reports the paper on the second page.

    On the sixth page the paper carries an interview with the President of the Democratic Alliance, Nerita Ceka, under the title "The Socialist Party played the main role in toppling the dictatorship of Berisha".

    "After the elections, the people expect solution" is the editorial of Republika paper. "The hope with which the Albanians participated in voting was not simply the elections, but the solution they would find," says the editorial. "Left bullets for Tritan Shehu," reports the paper, quoting the DP spokesman as saying in a protest addressed to the CEC.

    "The Italians: ALBA in Albania until Berisha resigns!, USA: Fino Prime Minister!" reports the paper.

    "The Congress of the Albanian Democratic Party Union started its proceedings in Tetove," reports Rilindja under the title "DP - national front of Albanians in Macedonia". "The royalists continued the protest," reports the paper on the first page. "The Albanian kingdom: reality or only desire" is another article published by the paper on the third page. "Many people think that the cohabitation left government and kingdom was a normal solution for the country and the only only which could secure long-tern stability," underlines the paper.

    "Is Albania an European initiative" is the editorial of Albania. "The next parliament, which will be the most illegal parliament not only in the history of the Albanian parliament, has been accepted by Berisha as a political solution," says the editorial. "The Greeks take the 'promised land'" is another article published by the paper. "Fatos Nano began to give Albania, thinking to commit the policy of the accomplished fact, in these days when Albania does not have a government and institutions ready for resistance," underlines the paper.

    The paper carries an interview with the chairman of the parliamentary delegation of the Council of Europe, Russell Johnston, under the title "Elections not free and fair."

    "Berisha" Elections until July 27," reports Koha Jone under the headline "The constituencies with problems sabotage the elections. The voting can be postponed until the last Sunday of the month. The president decides for the procedure."

    "July: Alba leave, NATO comes," is another article published by the paper on the second page."

    "Clinton: Fino, I would like to meet with you."

    "Vlore is revived the first" is the title of the feature published by the paper on the seventh page. "Vlore is the first because it has been the vanguard for the whole Albania," says the feature. "The 'King' is crucified" is another article published by the paper.

    "The monarchists and the democrats in funeral", reports Independent. "The CEC declared yesterday the result of June 29 elections, where the victory of the left coalition is clearly noticed," reports the paper under the title "The parliament is dressed in red." "The runoff, the duels do not change anything," reports the paper with regard to the second round ballot.

    "Clinton-Fino, 45 minutes meeting" reports the paper on the fourth page. The paper carries an interview with Azem Hajdari, under the title "Nano, the money or the punishment."

    "Reflections of a voter for monarchy," is the editorial of Dita. "Nano, Premier, Fino, Speaker," reports the paper under the headline "The troika, who will govern Albania after the victory of socialists in elections, is clarified. "The monarchists lose the referendum. Only 33 % of Albanians in favour," underlines the paper.

    "Zogu in front of inquirers," reports Gazeta Shqiptare. "Mulosmani will be called for the bloody meeting,' underlines the paper with regard to the second round ballot./kled/mt/sh/

    [06] SOCIALIST LEADER VOTES IN POLLING STATION 13 IN CONSTITUENCY 46

    TIRANA, JULY 6 (ATA) - The socialist leader, Fatos Nano, voted today in the polling station 13 of the electoral constituency 46. Facing the runoff in this constituency are the SP candidate, Aferdita Stefani and the DP candidate, Emin Riza.

    After the voting, Nano declared, among others, to the journalists present there, that SP is resolute not to be alone in the next governing. According to him, the formula of the next governing will be the formula of a broad-based governing. /kled/mt/sh/

    [07] VOTING FOR SECOND ROUND BALLOT STARTS NORMALLY IN DURRES

    DURRES, JULY 6 (ATA) - By Sotiraq Gjordeni: "The battle" of the second round has started quietly in the district of Durres.

    At 7:00, all the polling stations are opened according to the law. The police forces are in readiness, while the French troops of the Alba mission patrol in the streets of the town, the same as a week ago. The observers of OSCE and Council of Europe are closely following the second round of elections.

    The electorate of this district goes to vote in 5 constituencies, where two main parties, SP and DP, will face the runoff.

    According to the operative data, 27 per cent of the electorate has voted until 10:30, a lower figure compared with a week ago./kled/mt/sh/

    [08] NORMAL VOTING PROCESS IN HAS

    HAS, JULY 6 (ATA) - By Riza Hoxha: 59 polling stations of the electoral constituency 14 were opened today at 7:00, contesting are the SP candidate Gafur Mazreku, who won 42 per cent of the votes in the first round, and the DP candidate, Muhamet Ukperaj, who won 48 of the votes in the first round. /kled/mt/

    [09] UNESCO ASKS REALIZATION OF ACCORD FOR ALBANIAN EDUCATION IN KOSOVA

    PRISTINE, JULY 6 (ATA) - UNESCO has asked the realisation of the agreement for the Albanian education in Kosova, ATA correspondent in Pristina, Belul Jashari, reports.

    With regard to this, the Director General of UNESCO, Frederik Major, in a letter addressed to the Kosova President, Ibrahim Rugova, and Serbian President, Slobodan Milosevic, has warned that an UNSESCO delegation and of the Education International will visit Pristine and Belgrade.

    The agreement signed by Rugova and Milosevic on September 1 last year, foresees the return without conditions of the students and pupils of the Kosova Albanians in schools and universities. /ag/kled/mt/sh/

    [10] DP PROTESTS AGAINST ACTS OF SP REPRESENTATIVES IN ELECTORAL COMMISSION OF CONSTITUENCY 56

    TIRANA, JULY 6 (ATA) - The Albanian Democratic Party protests against the act of the SP representatives in the electoral commission of constituency 56, after blocking for three hours the beginning of the voting process in the polling stations 3, 12, 16 and 24, causing concerns and protests on the voters, who left these polling stations after being extremely irritated.

    The pretext, according to them, was the supplementary list of the citizens who reached the age of voting after June 29, 1997, and those who did not find their names in the lists last Sunday, although they were inhabitants of the zone.

    The deputy socialist chairwoman, Suzana Hakrama, of the electoral commission in the constituency 56, at 17:00, contrary to the law, without the presence of the chairman of the commission, has given the voting materials to the polling stations 8, 13, 19 and 21, only to the socialist representatives, who have taken them in their houses.

    The blocking from the socialist chairwoman, Suzana Hakrama, not only of the supplementary lists with the discussed names, but of all the lists of four polling stations, is not only contrary to the law, but aims at creating irregularities in the voting process and possibilities for manipulation of votes.

    The chairman of the electoral constituency 56 has been threatened last week by the socialist supporters. Today, the pressure reached its highest point, when the armed men of the socialist candidate Limoz Dizdari, forced him to leave the commission, replacing him with the socialist deputy chairwoman, Hakrama, who did not signed the process-verbal last week, and also exerted pressure on the SDP representative, forcing the last to erase his signature.

    The documents have been blocked for two days in the commission of the constituency, exerting pressure on the representatives not to sign for the second round ballot, ends the protest of DP. /kled/mt/

    [11] ALBANIAN FOREIGN MINISTER ASKS EXPLANATION TO GREEK MINISTER REGARDING EVENT OF SOPIK - Foreign Ministry reports

    TIRANA, JULY 6 (ATA) - The Albanian Foreign Minister, Arjan Starova, called in an urgent on July 5, 1997, in the late hours of evening the Greek Ambassador in Tirana, Kostandin Prevendurakis, press and information department in the Foreign Ministry reports.

    Explanations were requested to the Greek ambassador regarding the event of Sopik in Gjirokaster (Southern Albania) which is a grave violation of the territorial integrity of the Republic of Albania, despite the circumstances in which the incident has happened.

    The Albanian Foreign Ministry, on behalf of the Council of Ministers, has asked from the Greek authorities that the Joint Greek-Albanian inter-border Meeting be held within July 7, 1997, ends the report of the Albanian Foreign Ministry.

    [12] SP INFORMS ON IRREGULARITIES IN SECOND ROUND BALLOT

    TIRANA, JULY 6 (ATA) - Press and information department of the Socialists Party reports in its announcement:

    Explosive has been planted in two polling stations of the electoral constituency 1 in Malesi e Madhe. At 01:00 a grenade was thrown in the house of the commission member in the electoral constituency no 7 in the district of Shkoder. No reports no victims are available so far.

    While in the polling stations 12 and 13 of the electoral constituency 9 of this district the chairmen of the commissions did not appeared until 10:00.

    In the electoral constituency 37 of the Durres district, the chairman of the polling stations 12, Donika Rexha, has taken all the ballot papers out of the polling station and distributed them to the people to fill them in cafes. Meanwhile the Mayor, Arqile Gorreja, has asked the chairman of the polling station 13 some 100 ballot papers for manipulation.

    Meanwhile, in the polling station 6 of the electoral constituency 18 in the district of Lezhe and in the polling station 11 of the constituency 19 of this district, the voting has not started because the DP representatives have not come, although they have taken the material base. /mt/

    [13] SP PROTESTS FOR IRREGULARITIES IN POLLS IN SHKODER, DURRES AND RROGOZHINE

    TIRANE, JULY 6 (ATA) - A report of the Media and Information office of the Socialist Party says that in the polling station 5 of Hoti i Ri, included in the constituency 9 in Shkoder district, some people tried to bring in the polling station ballots through force. The voting process in this polling station and in that number 4 is suspended because the ballots have been plundered by mobile groups of the Democratic Party.

    In the polling station 8 of the constituency 37 the names of 60 voters have been removed from the lists under the pretext that thay have left.

    In polling station 2 in constituency 60 in Rrogozhine, some unidentified people opened fire by arms thus threatening the voters present. In the polling station 3, there were only 500 out of 800 ballots. The members of the election commission have not accepted to start the voting process. The polls have been suspended in the above two polling stations." xh/Z/

    [14] PREMIER FINO MEETS WITH DELEGATION OF EUROPEAN UNION MONITORING DELEGATION

    TIRANE, JULY 6 (ATA) - Premier Bashkim Fino had a meeting today with a delegation of the monitoring mission of the European Union in Albania, led by Ambassador Daan Everts. Attending the meeting also was the State Secretary in the Foreign Ministry Pavli Zeri, Albanian Prime Minister's spokesman says.

    After expressing his congratulations on the successful conduct of the polls and the victory of the Socialist Party, Mr Everts and other delegation members stressed the predisposition of the European Union and the international community to intensify the all-sided aid and support for Albania. Mr Everts said that he had also noticed that European political will during the recent days in Luxemburg, when ththat country took the rotating presiding turn of the European Union.

    PM Fino expressed the conviction that also the coming Government will continue to further expand its cooperation with EU.

    Hailing the acceptance of the loss and the promised withdrawal of the President of the Republic, Fino underlined the importance that the Parliament be convened as soon as possible along with the creation of the new government, solving at the same time and through normal legal ways also any question or possible contention which, nevertheless, does not lead to essential changes, the less so to the change of the final polls turnout.

    In response to the interest of European observers PM Fino explained the priorities of the coming government with regard to the restitution of law and order, radical reorganization of Albanian police on professional basis and stressed the need of technical and material assistance from the international community. These, along with the solution of many social-economic issues, Mr Fino pointed out, will be the pillar of the coming government.

    PM Fino also focused in principle on the concepts of cooperation and political cohabitation between the parties in position and those in opposition as a vital issue for the future of Albanian democracy. He mentioned the question of the further presence of the Multinational Protection Force and of the EU monitoring mission.

    The EU observers expressed their full agreement on all explanations and correct positions of the Albanian Government and Prime Minister. They stressed that even if set political forces have any complaint or claim, including here also those on the referendum on the form of the regime, must be solved through proper legal ways, and never through violence, armed demonstration or imposition, ends the report of the Albanian PM's spokesman. xh/Z/

    [15] PROTESTS OF DEMOCRATIC PARTY OF ALBANIA

    TIRANE, JULY 6 (ATA) - A protest of the DP of Albania says that in the polling station 13, constituency 9, the chairman of the election commission and DP representatives have left under the pressure of the force of arms. The voting process continued for about 2 hours without the presence of the DP commission members until they were replaced.

    In the polling station 12, constituency 4 in village Zotaj Shkoder, the chairman of the election commission was threatened with weapons and the voting materials were taken.

    "Four vehicles with criminal exponents of SP have blocked the road to the polling stations for all the DP chairmen and members of the election commissions of constituency 45 in Tirana and have threatened to death those who would not sign the protocols in favour of the socialist candidate Spartak Poci," says the protest.

    Until 9 a.m. the police on duty had not appeared in the polling station 8, constituency 57.

    In the village Luzi i Madh and Luzi i Vogel, Kavaje town, the voting process was interrupted because armed groups of SP had threatened DP commission members, says another protest of DP.

    "We denounce the vile SP game in those constituencies where in the first round of polls, the DP candidate Luan Skuqi has won over 80 per cent of the votes," says another DPA protest. kled/xh/

    [16] DP PROTEST FOR IRREGULARITIES IN TIRANE AND DURRES

    TIRANE, JULY 6 (ATA) - A protest of the DP of Albania press and information office says:

    In the polling stations 15 and 16 of the constituency 57 in Misto Mame school in Tirane, the SP observer has threatened with fire weapon the election commissions. Also present in this situation was the U.S. Ambassadress in Tirane Mariza Lino."

    The SPA chairman of the Durres branch, also candidate for deputy of this party in constituency 37, together with SP secretary, branch of Durres have threatened the chairwoman of the polling station 4, in front of the town hall of Durres.

    The sister of the SP candidate of constituency 37, Durres, Bardhyl Agasi in the polling station 4, hit the DP observer in the presence of the members of the constituency election commission. She is making threats in the polling stations of that constituency.

    The SP commission chairman in Durresi city quarter 8, Tahir Harizi, threatened the chairwoman of the polling station Balbona Behika saying the they would take her violently out of the polling station. xh/Z/

    [17] NORMAL VOTING IN CONSTITUENCY 64

    ELBASAN, JULY 6 (ATA) - By P Zekthi:The only runoff poll in the city of Elbasan is that in constituency 64 between the Democratic Alliance Party chairman Neritan Ceka anmd the SDP Elbasan branch chairman Bahri Myftari. Since the first hours of the poll until midday the voting process continued calmly and normally, said to ATA sources of the constituency election commission presidency.

    A report received at 2 p.m. from constituencies 11, 12 and 9 says that about 50 per cent of the voters had already voted. According to the member of the constituency commission, Natasha Canaj, none of the political subjects has complained of any irregularity.

    In order to oversee closely today's second round of polls in that constituency, two OSCE teams along with local monitoring groups, have reached that constituency and contacted the commissions of its 24 pollings stations. xh/
