    TIRANE, JUNE 30 (ATA) - By A Gjata: The polls held last Sunday in Albania did not result to any change of the average exchange rate of Lek with foreign currencies as compared with the last week of June. The currency market of Tirane opened today in the morning, one day after the June 29 polls, at the same average exchange rate as it was last week. Monday registered in the free currency exchange market a slight increase of the value of Lek in exchange with Dollar, as compared with last weekend.

    1 USD is bought today at 179 lek from 180 that was last Saturday, at noon.

    The savings banks today are buying 1 USD with 174 lek and selling it at 181 lek.

    Since the beginning of this year, Lek has devaluated with about 75 lek when exchanged with the US dollar./xh/sh/

    [02] ESTIMATION OF PRIME MINISTER FINO FOR SUCCESSFUL CROWNING OF VOTING PROCESS IN ALBANIA

    TIRANE, JUNE 30 (ATA) - The Prime Minister of the Government for National Reconciliation, Bashkim Fino, estimates with pleasure that the June 29 elections were conducted in a calm, democratic and peacful climate.

    He expresses his thanks to all Albanian people from the North to the South for the great civic and national responsiblity they manifested with their massive participation in the ballot, thus making a valuable contribution to the fates of democraci in Albania.

    The Sunday elections were a significant proof of the fact that the Albanian people and political forces in this country are totally aware of the democratic way of the country's development and that the political solution which resulted from these elections will create the necessary conditions for the mnormalization of the life in Albania.

    PM Fino recalls that the polls turnout is a victory of all the Albanian people and Albania, it is a possibility for all Albanians to take part in the stability of life of the country and its full recovery.

    On this occasion, the Primer of the National Reconciliation Government expressed the conviction that together with all his cabinet members, like so far, they would continue their work to the benefit of the homeland and the people until the mandate of this government terminates.

    Mr Fino asks all employees of the state administration, all the structures of police at all levels, the army structures, the National Information Service, the Republic Guard, judiciaries and prosecutor's office, that, with a sense of responsibility, to continue the realisation of all their tasks for the normal functioning of the state.

    The June 29 elections created the necessary conditions that the country enter the road of democratic normality, thus creating the necessary political premises that the support promised by all international institutions and friendly countries make possible that the country come out of the crisis and the rule of law be restored along with the democratic institutions and the stabilization of the country's economic life.

    PM Fino expressed his cordial thanks to all international organizations, OSCE, EU, CE, the multinational protection force and the governments of their member countries for the valuable contribution and their irreplacable role in the successful conduct of the June 20, 1997 polls.

    The coming days are an appeal for all the Albanians to proudly see themselves members in the great process of our national recovery and for a dignified participation in the great European family which is now ever closer to us. xh/sh/

    [03] VOTING RESULTS DEFINED IN LEZHE

    LEZHE, JUNE 30 (ATA) - By Zef Pergega: The election commission of the constituency 17 in the district of Lezhe has defined as winner in the parliamentary elections of June 29 the independent candidate, Nikolle Lesi, with 67 per cent of the votes, while in the second place is Zef Gjoka of DP with 33 per cent of the votes. Out of 14 052 electors, registered in the voters' lists, 64 per cent of them participated in voting.

    In the electoral constituency, the DP candidate, Lesh Kola has won 3600 votes, being in the first place over the SP candidate, Agustin Marku, who won some 3400 votes. A second round will be held between these two candidates.

    Out of 18 529 electors, registered in this constituency, 70 per cent of them participated in voting.

    While in the electoral constituency 19, the process-verbals of 17 polling stations, out of 39 altogether, have not arrived yet.

    [04] FIER DP CHAIRMAN CAR HIT BY FIRE WEAPON - DP report

    TIRANE, JUNE 30 (ATA) - A DP report says that on June 29, 1997, one hour after the meeting between Sp chairman of the district with the chairman of the Kosova association and in which the socialists were asked to respect the signed social pact, the car of the chairman of the Fier District DP branch Vasil Ndreko was hit and gravely damaged by fire weapons.

    The authors of this act, known as supporters of the left extreme and with origin from the Levan village, thinking that the DP branch chairman was in the car, have opened fire, which wounded three people, among whom the driver Isuf Alimani, Ferik Gremi, official of the prefecture in Fier and another person.

    The report also notes that the election commissions of the constituency in Roskovec and in constituency 79 in Fier were rioted with fire weapons by armed gangs. This has prevented the counting of the ballots and the poll turnout in those constituencies risks to be unreal. xh/E

    TIRANE, JUNE 30 (ATA) - The chairman of the Democratic Party of Albania, Prof. Dr. Tritan Shehu confutes energetically and rejects categorically an article of the daily "Koha jone" paper.

    Today's article is nothing more than a filthy slander of this paper. Koha jone has since long ago demonstrated its lack of real journalist professionalism.

    The so-called phone calls edited by this paper, which is totally linked and connected with the most extremist left and anti-Albanian clans, is an ugly provocation that aims at spoiling the Italian-Albanian relations.

    This newspaper is following the line of its like-minded sister "The independent". Together they serve to the failed plan aiming at destroying the friendly bridge between Albania and Italy, and furthermore the international relations of Albania.

    Chairman Shehu request the "Koha jone", to urgently confute the absurdities it edited today. Otherwise the Democratic Party has the right to refer to address the matter to legal institutions.

    [06] PRELIMINARY REPORTS SAY MONARCHY HAS WON IN SOME DISTRICTS OF ALBANIA

    TIRANE, JUNE 30 (ATA) - By R Floqi: According to preliminary reports from representatives of the royal court, the heir to the roayal throne Leka I has chances to have won in the referendum for the form of the regime in some of the main cities of Albania.

    According to the spokesman of the royal court, Fluturak Germenji, from preliminary reports it results that in the majority of the northern districts of Albania the voting in the referendum on the form of the regime has been in favour of the constituional monarchy.

    According to unconfirmed sources, official results may be announced, according to the law, 48 hours after the vote is closed.

    Hence, according to these reports, the monarchy has won 70 per cent of the votes in Shkoder and Kruje districts, 82 per cent in Burrel, 60 per cent in Durres, Kavaje, Shijak, Elbasan, there are suppositions that the monarchy has won in the district of Gjirokaster, whereas in Tirane, according to a partial information, the monarchy has taken 54 per cent of the votes. In the city of Vlore the monarchy has won 30 per cent of the votes.

    "The above mentioned zones have the majority of the population," said Germenji.

    According to the Statute of the Kingdom, the Parliament starts work in October. This period, Leke Zogu has said in the past meetings, will be used to restore order and peace.

    If the socialists win, the king will insist, on the basis of his exclusive right, in the creation of a government on a broad basis," said Germenji, who cites Leka I to have said: "I cannot co-govern with the socialists, as Juan Carlos in Spain, but I favour a broad-based government."

    This would create a difficult cohabitation which has concerned the socialists.

    The victory of the monarchy in Albania would automatically lead to the application of the Constitution of 1928 approved by King Ahmet Zogu, in which the governing system is a constitutional monarchy./xh/sh/

    [07] MESSAGE OF ALBANIAN PRESIDENT SALI BERISHA TO ALBANIAN PEOPLE

    TIRANE, JUNE 30 (ATA) - Albanian President Sali Berisha addressed today a message to the Albanian people, which says:

    "Yesterday, Albanian electors voted in conditions and circumstances which were far from being normal.

    But yesterday's elections have been the only road to create the country a possibility to come out of the crisis.

    Before I comment the preliminary poll turnout, I would like to avail myself of the opportunity to express my most profound gratitude to all those friendly countries, their governments, international institutions, especially the Italian Government and the governments of the countries participating in the Alba mission, OSCE and Austrian former Chancellor Franz Vranitzky for the great support they gave to Albania. Without their assistance and commitment these elections could not be held.

    I would also like to thank from my heart the Albanian voters who, inspite of the grave conditions, participated in the ballot yesterday and I assure them that, in the name of the highest interests, their vote and verdict will be fully and resolutely respected along with my previous declarations:

    Yesterday, Albanian electors seem to have voted for the Democratic Party to be in opposition. On this occasion I would like to express my most profound gratitude to all those hubndreds and thousands of Albanians who in yesterday's elections, reconfirmed their confidence in the Democratic Party.

    I invite all these electors, the members, activists and sympathizers of the Democratic Party to treat with dignity yesterday's verdict and to continue together, without stop, our efforts as opposition for the consolidation of democracy, in full conformity with its values and laws.

    The history of the Democratic Party is that of the overthrow of the savegest communist dictatorship in the continent, the history of democracy and Albania's integration into Europe.

    I invite you to continue together resolutely on this difficult road, but decisive for our survival and the future of the coming generations, for the future of Albania and the Albanian nation.

    [08] POLICE OF TIRANA THANK POLITICAL PARTIES

    TIRANA, JUNE 30 (ATA) - The Police Department of Tirana, through an announcement, thank all the political parties and the inhabitants of the capital, who welcomed and respected the official request, addressed to the political forces and the call of the Police for the inhabitants of the capital not to gather and manifest.

    In the conditions that even today gatherings and calls for manifestations in public places have been noticed, we call once again on all the political forces, inhabitants of the capital and those who want to come from districts, intellectuals and every citizen who demands the normalization of order and tranquility, not to ask and gather for public manifestations.

    The Police Department of Tirana have taken all the measures not to allow these gatherings, aiming to prevent violent acts and events which can infringe the order, life and the health of people in the capital, ends the report. /jz/mt/Z/
