  • [01] SERB POLICE MALTREAT ALBANIAN YOUTH IN GJAKOVA

    PRISHTINA, JUNE 18 (ATA) - The Serb police have questioned and physically maltreated eight Albanian youth during the recent years.

    The Serbian Sigurimi accused the youth of being alleged members of the "territorial defence."

    They were violently forced to sign untrue statements and some of them were order to come again at the police station, said the Information Commission of the Democratic League of Kosova (LDK) in Gjakova. ag/ak/sh/

    [02] ELECTION CAMPAIGN GOES ON NORMALLY

    KUKES, JUNE 18 (ATA) - By Riza Hoxha: Elections committees in both constituencies in Kukes, Northeastern Albania, continue the preparation for elections of June 29 normally.

    In the constituency no. 15 which includes 17 000 voters and the city of Kukes as well as the communes of Shishtavec, Topojan and Shtiqen, the candidates have been registered and the voter lists posted. The area has 36 polling stations, three of them in private buildings, because there are nine candidates from political parties. The SP has presented its Organisation Secretary Namik Dokle as deputy of the area.

    Candidates of seven political forces and two independent candidates have presented candidacy in constituency no. 16. The Socialist party will support a candidate presented by Democratic Alliance because its candidate failed to overcome the Commission on Scrutiny of figures. Its wide geographical territory has conditioned a large number of polling stations which are 60 and placed in state buildings.

    Head of the two constituencies for the district Ahmet Hajdari and Hasan Halili said that all efforts are undertaken to carry out all the election procedures within legal schedule as a condition for normal election campaign./ake/ak/sh/

    [03] ITALIAN COMPANY JOINS SPANISH TROOPS

    SHENGJIN, JUNE 18 (ATA) - By Zef Pergega: An Italian company which is part of the 187 regiment of the Alba mission was deployed in Shengjin, North western Albania, under the command of Spanish forces, a spokesman of the Spanish troops said.

    A parachute company of 80 forces backs the Spanish troops deployed in Shengjin seeing that their operation in support of humanitarian aid covers a wide territory of the road axis of Lezha-Shkoder-Koplik and escort of OSCE observers in Puka and Kukes.

    The spokesman Garzon said that the decision of General Forlani that this special force joins the Spanish troops is strategic and precedes a study on deploying a Spanish unit near Shkodra.

    369 Spanish troops and 80 Italian parachute troops are in Shengjin. ake/kled/sh/

    [04] ITALIAN INSTITUTIONS, NOT NANO, RESPONSIBLE FOR ILLEGAL ACTIVITY OF LEVANTE & CO - lawyer

    TIRANA, JUNE 18 (ATA) - The lawyer of the Socialist leader Fatos Nano said that the responsibility for illegal activity of "Levante & Co" does not rest on Nano but on Italian institutions, the paper Koha Jone quoted Perparim Sanxhaku as saying on the reopening of investigations about Levante & Co in which Nano was implicated when he was prime minister.

    "Levante Company is charged to invest in Albania three days before Nano becomes prime minister," Sanxhaku said adding that the aid of the Italian firm was planned to be delivered in two stages.

    "An amount of 10 thousand lira allocated for the second period has been accorded 10 days after Nano resigned," Sanxhaku said.

    Nano took over from Adil Carcani and was replaced by Ylli Bufi. The three were communists or socialists (after June 1991).

    "Regarding the aid accorded in the first stage when Nano was in power, Sanxhaku demands his innocence in 300 hidden pages of the investigation file of his client," the paper says.

    "We do neither ask nor base the innocence in Roma," the paper quoted Sanxhaku as saying.

    Fatos Nano was sentenced to 12 years in prison after being convicted of embezzlement of state property and abuse of power in complicity and falsification of official documents on Italian aid to Albania during his stint as prime minister in 1991./kled/ak/sh/

    [05] PARTY OFFICIALS TO MEET PRIME MINISTER AND CEC HEAD

    TIRANA, JUNE 18 (ATA) - Leaders of the ten parties will meet on Wednesday the Prime Minister Bashkim Fino and head of the Central Election Commission Kristaq Kume.

    Heads of the small parties welcomed on Tuesday the initiative of President Berisha and accused the Socialist party of blocking every possibility to achieve an agreement on sharing 40 seats of proportional representation, the newspaper Albania reports today.

    The newspaper has interviewed the leader of the Social democratic Union Teodor Laco, Christian Democratic leader Zef Bushati, head of the Human Rights Union party Vasil Melo, National Front leader Hysen Selfo, Republican leader Sabri Godo, Perikli Teta of the Democratic Alliance and the leader of the Democrat Union Remzi Ndreu.

    They told the paper that the Socialist party is the only one who opposes the sharing of votes of proportional in the meeting of 10 parties.

    Political parties have strongly reacted against the decision of the Constitution Court which rejected two points of the election law approved by parliment based on a law suit presented by the SP and Council of Ministers. The two points favoured the small parties in the proportional representation (75 percent with 25 percent in favor of small parties).

    The Constitutional Court decided on June 7 that the small parties will take from the proportional representation as much seats as votes they will win according to a percentage of votes in 115 constituencies. kled/ak/sh/

    TIRANA, JUNE 18 (ATA) - "Fatos Nano is declared thief in two states two days ago," Rilindja Demokratike says in its editorial entitled "Nano - a thief forever." "Vranitzky: June 29 is fixed" the paper reports in its first page. "Albanians should not allow gangs to threaten elections" the paper quotes Vranitzky as saying. President Berisha made his last call on Prime Minister, the paper says under the title "Fino, make a transparency on pyramid schemes!". In its second page, the paper covers the electoral campaign of the DP leaders. "DP guarantees freedom, property, integration," the paper reports on yesterday's meeting of president Berisha in Vora. Under the headline "Fatos Nano continues campaign in the south: six killed and 14 others injured," the paper says in an article entitled "Massacre in Kapinove of Skrapar." "A day before, Nano's gang had warned of vengeance when it prevented police accompanying Prime Minister Fino to enter Kucova," the paper says under the title "Anti-tank weapons on blue uniforms".

    "Albanians destroy Berisha's barricades," Zeri i Popullit says under the headline "Massive support of the electorate for the SP in the South and North." "Socialist party brings peace messages," the paper says on the meeting of the Socialist leaders in the Ura Vajgurore and Berat. "What does the left offer to Shkodra?" the paper questions in its fourth page. "Contrary to the DP which continues to offer abuse to Shkodra, the SP and the left in general are offering the alternative of regional development," the paper says.

    "No democracy can be built with Berisha" this is the title of an article carried in the ninth page.

    "Four Albanian prime ministers under investigations," Republika says. "Parties declare armistice!" "The Albanian crisis is solved neither with insults nor with accusations," the editorial says. Under the title "The force of a modern party stands in reflection of different stands and opinions," the paper carries an interview with Secretary General of the Republican party Dr Cerciz Mingomataj. "70 thousand marks disappeared from the bank," the paper says in the fifth page. "Blerim Cela hides corruption. His firm orders closing of investigations,: the paper reports.

    Rilindja covers the letter of President Berisha to Prime Minister Fino under the title "Keep your promise on transparency regarding pyramid schemes." "We hope elections be on June 29," the paper says referring to the visit of Austrian Defence Minister to Albania. "Religion represents a national seal to Albanians," the paper says in its 12th page.

    "Money of the foundations are in Greece," Tribuna reports. "A white van has transported series of thousands of dollars to Greek banks," the paper says quoting "messenger" of the foundations's and pyramid schemes firms as saying that "this adventure would have cost his life." "Berisha to Fino: Tell who is the competent persons for 'pyramid schemes', the paper says in its fifth page.

    Albania entitled its editorial "Why do Socialists fear a transparency on pyramid schemes?" "Socialists against all". A meeting of ten parties with Prime minister and head of Central Election Commission. "Nano blooded Berat," the paper says under the headline "Macabre tour of Socialist leaders continues in the South." "Three dead, dozens injured and a destroyed villa from Nano's bodyguards.

    "Vranitzky made a strong call to avoid any doubts on the June 29 elections," the paper says under the title "Berisha, indisputable president." "South gangs controlled by Socialists are a problem," the paper underlines.

    "Red Tuesday: 55 victims", Koha Jone says. "A terrorist attack in Ure Vajgurore. Police attacked by anti-tank weapon," the paper says under the title "Anti-tank on police armoured carrier." "OSCE ultimatum: Polls to last till 18 00 p.m. otherwise we will retreat," the paper says in its third page.

    "Italian right attacks Nano?" is another article carried by Dita. "Vranitzky and Allbright: Elections in June 29," paper says.

    Foresti left Albania but remains in the Albanian political scene," the paper says under the title "Foresti, a priviliged of Berisha."

    "Yes or no to elections" - this is the title of the editorial of Independent. In its first page the paper says "A mountain of pyramid schemes on Malaj." In its second page referring to the SP election campaign, the paper says "Nano takes Fier's barricade". In its fourth page, referring to Berisha Grossruck meeting, the paper cites the statement of president Berisha "We will accept the election outcome."

    "Tank against Nano's police," Gazeta Shqiptare says. A battle after a SP meeting in Kucova: two killed," the paper says.

    "Berisha and Nano accused each other in their electoral meetings," the paper says under the title "Pyramid schemes, Berisha and Nano in a battle of accusations." kled/ak/sh/

    [08] ITALIAN SOLDIER OF MPF SHOT BY STRAY BULLET IN VLORE

    TIRANA, JUNE 18 (ATA) - By Keida Kostreci: An Italian soldier of the Multinational Protection Forces was hit on Tuesday evening in Vlore by a stray bullet inside the tent, where he was working in the computer, a spokesman of the MPF in Tirana told ATA on Wednesday.

    The bullet hit the soldier Carmine Castiello in the left forearm and later in the leg.

    Castiello is in the medical ward of the "Taurinanza" brigade in Vlore. /mt/

    [09] PRESIDENT BERISHA AWARDS ITALIAN AMBASSADOR PAOLO FORESTI

    TIRANA, JUNE 18 (ATA) - By R. Floqi: The Albanian President, Sali Berisha, awarded the Italian Ambassador the golden order "Mother Tereza", on the occasion of finishing his mission in Albania .

    "The estimation of the ambassador of the friendly Italy is done along with the estimation of the great solidarity, of the very important role and contribution of Italy during all the time to topple the communist dictatorship in Albania," said Berisha, stressing the continuous aid of Italy for democracy, as well as the humanitarian missions.

    Berisha stressed that to Albanians and Albania, the friendship and cooperation with Italy are of prior importance in their road towards democratization and integration in Europe.

    "The Ambassador, Paolo Foresti, said Berisha to the participants, for many years during his stay in Albania, with his friendly feelings for the Albanians, with the profound sensibility and his humanism, with the wisdom and dynamism that characterizes him, gave all his energies to strengthen continually the relations of friendship between our countries, the love between the Albanians and Italians, on behalf of the highest human values that citizens like Paolo Foresti share in our common world."

    The Ambassador Foresti thanked the President of Albania, the Government of National Reconciliation and the Albanian people.

    "This is before all an award given to my country for the deep, strong and sincere relations of these years," said Foresti, stressing that "the relations between both countries lie on the history, tradition, culture and in our spirits."

    We should be helped to help you, said Foresti, defining this as the goal and duty of his country to lead Albania, together with the other countries, towards progress, towards Europe."

    [10] SOCIAL PACT AMONG PARTIES LIKELY TO BE SIGNED IN THE AFTERNOON - two preconditions of the Republican leader Godo

    TIRANA, JUNE 18 (ATA) - By D. Koca: The invitation of the chairman of the Republican Party, Sabri Godo, sent on Tuesday in the chancelleries of the political parties to discuss signing of a social pact, has received positive answer by the political parties and the Prime Minister, Bashkim Fino.

    So, today at 19:00, the parties, in the presence of Premier Fino and CEC chairman, Kume, are expected to discuss the proposal of Godo.

    The proposal to sign a social pact among the political parties, as the base for the normal conduct of June 29 elections, was made for the first time by the Democratic Party on May 17.

    The Republican chairman has asked as precondition for the signing of this pact, the reduction of the voting time and the discussion of the new formula for the division of 40 seats of the proportional, 35 % for the first two parties and 65 % for the parties which pass the limit of 2 % , that gives the right to take up seats in Parliament. /pas/mt/

    [11] SOCIALISTS PROMISE TRANSPARENCY AFTER THE ELECTIONS - DURRES

    DURRES, JUNE 18 (ATA) - By S. Gjordeni: The chairman of the socialists in Durres, the candidate for deputy, Bardhyl Agasi, in a meeting with inhabitants of Durres said that the Socialist Party will realize the transparency on the issue of pyramid investment schemes, but after the June 29 elections.

    "We, the socialists, said Agasi, learning from the mistakes of DP ruling, will apply a discreet and fair policy, the policy asked by the people, and not by particular persons".

    The Socialist Party, said Agasi, will fight for the reconstruction of honest state institutions, to serve to the people and restoration of order in the base of a real rule of law.

    The Albanian President made public a letter on Tuesday, asking Premier Fino to realize the transparency with regard to the pyramid investment schemes, stressing that it could have been done during the four months of the existence of the National Reconciliation Government. /pas/Z/

    [12] ELECTORAL RALLY OF FATOS NANO IS NOT HELD IN RRESHEN

    RRESHEN, JUNE 18 (ATA) - By Zef Pergega: The meeting of the socialist leader, Fatos Nano, with the electorate of Rreshen, planed to be held today, at 11:00, was not launched, because, according to some sources, he was prevented to go there.

    The supporters of the SP, waited for about two hours and then dispersed. During the time of expectation, several armed young men fired into the air with pistols and Kalashnikovs, in the presence of the participants and police forces.

    According to the unconfirmed sources from Burrel, Nano should have been stopped in the town of Mamurras, which caused the failure of his rally with the electorate of Rreshen.

    While the police of Rreshen told ATA that after being connected with the police of Lac, the later informed that they had no confirmation on the arrival of Nano in their town.

    Meanwhile, it is reported that 5-6 vehicles from Rreshen went to Tirana to escort Nano and to guarantee his journey to Rreshen. /s.sh/jz/mt/Z/

    [13] OSCE GROUP DEPLOYED IN SHKODER

    SHKODER, JUNE 18 (AA) - By M. Malja: A group of OSCE is deployed even in the district of Shkoder to monitor the electoral preparations for the June 29 polls.

    The inspector of the Prefecture, Daut Mema, told ATA that "The OSCE representatives were familiarized with the preparations done in 11 constituencies of this prefecture, which covers the districts of Shkoder, Puke and Malesi e Madhe, and started immediately the observations in the constituencies 4, 5 and 6.

    Today has also finished the registration of candidates for deputy in the People's Assembly in the 11 electoral constituencies, and the voters' lists have been announced near the polling stations.

    The OSCE representatives are interested in the meetings of the candidates for deputy in these constituencies, and if they have had problems.

    They are escorted by the Multinational Protection Forces of the "Alba" mission. /jz/mt/Z/

    [14] PRESIDENT BERISHA MEETS WITH AMBASSADOR OF LUXEMBOURG

    TIRANA, JUNE 18 (ATA) - The Albanian President, Sali Berisha, met Wednesday with the Ambassador of Luxembourg, Mr Ives Spautz, on the occasion of the rotating presiding turn of the European Union by Luxembourg, accompanied by the Ambassador of Holland, Mr Henk Heijken. In the meeting was also discussed on the pre-electoral situation and the conduct of elections on June 29.

    President Berisha, after he appreciated and thanked for the contribution and precious role of the European Union during the period Holland had the rotating presidency, as well as for the efficient mission of its ambassador in Albania, expressed the deep conviction that the current cooperation with the European Union will continue to be fruitful even under the presidency of the friendly country, Luxembourg.

    President Berisha confirmed once again the importance of these elections as the only and vital option for the fate of Albania. He stressed the necessity of recognising the voting result of these elections by all the political forces, as the first condition for the restoration of public order and restoration of democracy. Berisha confirmed that the Albanian Democratic Party is completely resolute to recognise the result of these elections.

    The Ambassador Spautz supported the analysis and the estimation about the situation in the country and in particular the request of President Berisha for assistance and logistic aid for the Albanian police, which, as he said, not only now, but even in the future, will have to face a very difficult task, but decisive to pull Albania out of the crisis. He assured President Berisha for the continuity of the engagement of the European Union in the preparation of elections and their conduct in time, as well as for offering of the economic aid after the elections for the restoration of Albania. /mt/Z

    [15] USA TO STRONGLY SUPPORT RECONSTRUCTION OF ALBANIA AFTER ELECTIONS

    TIRANA, JUNE 18 (ATA) - By Keida Kostreci: The U.S. President, Bill Clinton, expressed on Tuesday the readiness of the U.S. administration to strongly support the reconstruction of Albania, right after the establishment of the Government, elected by the June 29 polls, informs the national Austrian radio.

    The stand of Clinton was expressed during a meeting with the OSCE special envoy for Albania, Franc Vranitzky, in the White House, where the later asked Clinton his support and of the State Department, so that the elections are held on June 29.

    "7000 multinational troops in Albania will be mobilized to secure the polling stations and normal conduct of elections," said Vranitzky, with regard to the role of MPF during the elections.

    Informing Clinton on the situation in Albania, Vranitzky has considered it tense. He said that "the situation can become worse, if the election date is not respected, already accepted by all the Albanian political forces."

    Vranitzky also held a meeting with the U.S. State Secretary, Madeleine Albright, who, after being familiarized with the preparations done for the conduct of the parliamentary elections in Albania, has appreciated as very positive the engagement and support of Europe for Albania. /jz/mt/Z/

    [16] PREMIER FINO MEETS WITH AMBASSADOR GRUBMAJER - The June 29 elections should not be postponed in any circumstance - confess President Clinton, Franc Vranitzky and Foreign Ministers of the European Union -

    TIRANA, JUNE 18 (ATA) - The Albanian Premier, Bashkim Fino, held Wednesday a working meeting with the Ambassador Grubmajer, OSCE envoy of Franc Vranitzky in Albania, who informed him on the result of the meetings that Dr. Vranitzky had in USA with the senior officials of this country, with regard to the new parliamentary elections in Albania, Premier's spokesman reports.

    He gave Fino a message of Franc Vranitzky, in which it was confirmed that the Foreign Ministers of the European Union and the U.S. Government agree with his thought that the elections, planned to be held in June 29, should not be postponed in any circumstance. This was also confirmed in the meeting that Vranitzky held with the U.S. President, Bill Clinton.

    Grubmajer informed on today's meeting of the OSCE Troika, which will discuss especially on the issue of elections in Albania. Further on, he informed on the preparatory measures with regard to the necessary material base within the defined deadlines, the presence of OSCE observers during the election campaign, etc.

    Premier Fino expressed the delight for the results of the visit of Vranitzky in USA and for the fact that now, the International Community, as well as the Albanian Government, are clearly expressed for the necessity of the conduct of elections on June 29. In response to the issues presented by Grubmajer, Fino said that with the engagement of all the governmental and electoral structures, all the procedures will be soon completed, to guarantee the conduct of election in time.

    [17] FROM ELECTION CAMPAIGN OF POLITICAL PARTIES FOR JUNE 29 POLLS

    TIRANA, JUNE 18 (ATA) - The Secretary General of the Albanian Democratic Party, Genc Pollo, the Organization Secretary, Ylli Vejsiu and Mr Azem Hajdari held a meeting in the commune of Poshnje and in the village of Vanaj. They presented the candidates for deputy of the Democratic Party, respectively Pirro Bica and Vasil Ndreko.

    DP guarantees restoration of order, meanwhile that the Socialist Party is able to realize only that order restored by the committees in Vlore, was said in the meeting.

    The socialist leader, Fatos Nano, held several electoral meetings on Tuesday in the district of Fier. He began them in the town hall of Roskovec, and later in the commune of Marinzes, to stop then in the town of Patos.

    Attending these rallies were also the Social Democratic leader, Skender Gjinushi, as well as Pandeli Majko.

    In Fier, Nano conveyed the message of reconciliation among the Kosova, aameria and Myzeqe people, due to the problems caused by the policy of DP during these years. In the pronunciation on the pyramid schemes, Nano declared that "the stolen money will be found to the thieves, and will return to the people 100 per cent."

    SP will be presented in this district with four joint candidates and three candidates of it.

    The leader of the Democratic Alliance, Neritan Ceka, launched electoral rallies in Rubik and Lezhe, on the occasion of the presentation of the only candidate in the constituency no. 18, Gjok Jaku. While the constituency no. 17 is left free, in support of the independent candidate, Nikolle Lesi.

    The Democratic Union Party opened the election campaign in the town of Lezhe.

    In the electoral rally, the leader of this party, Remzi Ndreu, said that DUP participates in this campaign with a program of emergency.

    [18] MEETINGS OF ALBANIAN PARLIAMENT SPEAKER IN 9TH SESSION OF THE BSEC PARLIAMENTARY ASSEMBLY

    TIRANE, JUNE 18 (ATA) - The 9th plenary session of the Parliamentary Assembly of the Black Sea countries Economic Cooperation, which is attended also by a delegation of the Albanian Parliament led by the chairman of the Presidency of the People's Assembly, Pjeter Arbnori, started in Athens on June 17, 1997.

    In a reception by the President of the Greek Republic Kostic Stefanopoullos, Mr Arbnori had a brief meeting with the Greek President, in which they exchanged opinions on the situation in Albania during the electoral campaign.

    Mr Arbnori had a separate meeting with the chairman of the Greek Parliament Speaker, Apostolos Kaklamanis.

    Mr Kaklamanis said that the Greek Parliament is trying to send as many observers to Albania as possible from all Greek political forces. ssh/jz/xh

    [19] OSCE STARTS PRINTING IN ITALY THE BALLOTS FOR ALBANIAN POLLS

    TIRANE, JUNE 18 (ATA) - By Eva Allushi: "After the completion of the lists of the candidates for deputies in many constituencies of the country, today starts the printing of the ballots in Italy," said OSCE spokesman Mark Smith.

    OSCE sources say that "until Friday, all the lists will be ready for the printing of the ballots."

    OSCE is totally committed to observe the deadline for elections on June 29, as the set day for the elections in Albania, which is also considered as a reference point for the beginning of the solution for the Albanian crisis.

    In accordance with the latest stand of OSCE mediator for Albania, former Chancellor Vranitzky from Washington, who was resolute that the elections will be held on June 29, the officials of of this organization in Tirane are finally taking sure steps towards the last preparations which will make possible the realisation of the fresh elections in Albania.

    According to reports in the CEC, today all the lists of the candidates according to constituencies will be handed over. The printing has already started for 60 constituencies whose lists of candidates were ready earlier. jz/xh/

    [20] ELECTORAL COMPETITION IN CONSTITUENCY 106 IN VLORE BETWEEN MEMBERS OF THE SALVATION COMMITTEE

    TIRANE, JUNE 16 (ATA) - By R Floqi: The constituency 106 will have as candidates members of the salvation committees of Vlore.

    "This is the top-list where all the committee members will compete," said the Central Election Commission member, Republican Arben Voshtina, who took the election material from Vlore.

    Competing in the constituency 106 of the city of Vlore will be 10 candidates. Among them will be representatives of DP Afrim Myfit Jupe, director of Albpetrol, the main figures of the Salvation Committee of Vlore, Albert Artistidh Shyti who represents SDP, Luiza Musa Hoxha for SP, Albert Azem Rama as independent candidate.

    But what strikes one's eye is the candidacy of Shemshedin Caushi, known with the name "Zani", the armed wing of rebellion in Vlore, accused frequently of numerous killing and crimes.

    According to Mr Voshtina all the candidates have presented "regular" documents in the constituency election commission.

    In constituency 107 there are the candidacies of Esat Njazi Hasani of DP, of Skender Gjinushi of SDP and Frrok Cupi of the DAP. The latter's candidacy was not approved by the High Officials Scrutiny Commission.

    According to the law, all the elements involved in the defunct State Sigurimi are exempted from the right of candidacy. jz/xh/

    TIRANE, JUNE 18 (ATA) - By Eva Allushi: The international coordinator who will prepare the final report on the polls outcome in Albania and the way how they are conducted will be the European parliamentarian Catherine La Lumiere, OSCE spokesman reports.

    Besides the former President of the Council of Europe, La Lumiere, the final report on the earlier elections in Albania will also be prepared by a CE member and a OSCE member.

    Due to the latest political developments in Albania, the political parties approved a proposal by the Special Envoy for the solution of the Albanian crisis, former Chancellor Franz Vranitzky, for the compilation of a report which will show whether the elections will be fair, equal and free.

    Mr Vranitzky has insisted that the final data of the report be incontestable by the Albanian political parties, which must accept the people's verdict and respect the election outcome whatever it be.

    In the mean time, the international organizations are making efforts that in the role of the coordinator be a reliable figure and with a good reputation, who will manifest commitment and neutrality in the realisation of this activity in Albania.

    The appointment of Catherine La Lumiere as international coordinator for the solution of the crisis in Albania puts an end to the polemics in the Albanian press, which by seeking "differences" in the positions of international organizations regarding the Albanian question, attributed this important role to the CE or OSCE. xh/

    [24] EQUILIBRIUM IN TV AIRING FOR FORMER GOVENMENT COALITION AND EX-OPPOSITION

    TIRANE, JUNE 18 (ATA) - By Keida Kostreci: Albanian equilibrium is noticed in the Albanian TV airing for former government coalition and the ex-opposition during the electoral campaign, was said in a news conference on a TV observation for Albanian Radio and Television, realised by the Observator of Radio-TV Communication of the University of Pavia.

    "The legal framework for the TV airing for the political forces during the campaign has been observed," said Riccardo Barranca, one of the members of the observation group, which will continue until election day.

    "The political debate is focused on two poles" on the one side there is Berisha and DP and on the other side is the former opposition," said Andrea Caretta, one of the members of the observers.

    The former government coalition (excluding the coverage for RP which is not in the right wing coalition,) takes 35 per cent of the electoral feature program, the left coalition 25.1 per cent and the right wing coalition 11.3 per cent.

    "It is interesting to stress how the figure of the king is presented. As a subject he has a considerable TV airing. Nobody speaks ill of him and his presence is acceptable among institutional figures."

    According to a survey covering the period from June 9 to June 15, politics is not dominating in the TV broadcast. jz/xh/

    [25] TNT EXPLODES IN A BAR IN RUBIK

    RUBIK, JUNE 18 (ATA) - By Z Pergega: A amount of TNT exploded in a bar in the town of Rubik today.

    The event took place at 2 a.m. when unidentified people had planted about 30 kg of TNT in the bar premises, police sources say.

    Glasses were smashed, walls cracked and damage was caused in a number of electric appliances in four blocks of flats and in some homes round the bar.

    Police are investigating to find the motives of the event, to identifiy and catch the authors of the crime.

    Last night too, some other people opened fire against some wholesale trade units in Rubik. As a result, the commodities of some traders were damaged. ssh/jz/xh./

    [26] OSCE CONCERNED THAT ELECTORAL CAMPAIGN CANNOT BE CONDUCTED THROUGHOUT ALBANIA

    TIRANE, JUNE 18 (ATA) - By Keida Konstreci: OSCE is concerned that the electoral campaign cannot be held in all the constituencies of the country by all candidates," was said Wednesday in a joint news conference of the Multinational Force spekesman and the OCE spokesman.

    "All the candidates and political forces must be free to conduct the electoral campaign throughout Albania," said Melissa Fleming regarding a proposal of the Prime Minister Bashkim Fino that the campaign be not held outside Tirane but through television.

    Fleming said that a meeting is going on in Vienna with all ministers and with the participation of the OSCE special envoy for Albania, Franz Vranitzky, in which a special place will be devoted to the question of Albanian ballot.

    "We expect to convey a strong message for the elections in the afternoon, after the news conference due in 17.30," said Fleming. She added that the lists of voters were being handed over that the ballots are being printed in Italy.

    "Some of the lists are expected to be handed over on Friday," said Fleming who added that two CEC representatives are in Rome where the polling materials are being prepared.

    She expressed her worry over the difficulties in the distribution of the voting material throughout Albania.

    Fleming confirmed that the total number of OSCE observers, short-termed and long-termed, will be 450.

    Fleming was also worried for the polling closing hour. xh/
