  • [01] DP CHAIRMAN MEETS WITH EU REPRESENTATIVES

    TIRANA, MAY 3 (ATA) - The chairman of the Albanian Democratic Party, Tritan Shehu, and the Secretary of International Relations, Leonard Demi, held Friday a meeting with Mr Rheim and other representatives of the European Union in the DP headquarters, press and information office of this party reports.

    Shehu expressed in the meeting the DP resolution to respect the March 9 accord in all its points, by stressing the necessity of a serious engagement of all the other political parties for its respecting.

    The recent stands of Premier Fino run contrary to the March 9 agreement, whose main duty is to govern the country, to open all the towns for all the political forces and not to keep alive the committees, stressed Shehu.

    "This is the main duty of the government, stressed Shehu, and not the attempt to block the political life of the country with the election law, which, in the proportional variation, as well as in the majority one, is democratic. It is our duty to choose that variation which assures a stable government in Albania and this is the majority law".

    The participants in the meeting shared the same opinion with Shehu, regarding the fact that the law should be democratic, whatever it is, proportional, or majority, in order to secure free and fair elections, free movement of people, free activity of the political forces in the whole territory of Albania. /s.sh/kled/mt/k

    [02] INSECURITY OF THE STAFF OF REGIONAL HOSPITAL IN GJIROKASTER

    GJIROKASTER, MAY 3 (ATA) - By Hysni Çani: Armed persons entered on Thursday night the ward of surgery in the regional hospital of Gjirokaster, by damaging it partially.

    This was confirmed by the director of the hospital, Hodo Çela, who asked the police forces of the district to secure the life of the staff in this hospital.

    Çela expressed his profound indignation, by considering this act not human and dangerous for the life of the patients and the staff of the hospital.

    The doctors have also been threatened previously by armed persons in other towns of Albania, such as in Tepelenë, Vlorë, Shkodër, etc. /a.ke/kei/mt/sh/

    [03] 35 % OF SCHOOLS IN BERAT RESTART THE TEACHING PROCESS

    BERAT, MAY 2 (ATA) - By I. Manka: More than 35 % of the schools in the district of Berat restarted Friday the teaching process.

    The 8-year schools "22 Tetori", one of the biggest in the district, had the largest number of pupils, participant in classes.

    Two other small schools were opened in the town, while in the villages of 11 communes were opened the primary schools.

    The first schools in the district were opened in the commune of Vertop, where the local government answered to the persistence of the parents and teachers to start the teaching process. But the teachers insisted in the bodies of local government to provide the continuity of the teaching process by the police.

    The teaching process is expected to start on Monday in all the schools. /kei/mt/k

    [04] DYNAMITE EXPLOSION IN HOUSE OF ELBASANI PREFECT

    SHKODER, MAY 3 (ATA) By M. Malja An explosion of dynamite happened on Friday evening in the flat of the Prefect of Elbasan, Tonin Alimehilli in Shkoder. Due to the explosion, the windows and doors of the fourth and fifth floor were destroyed, as well as the furniture inside them. The windows of the nearby flats were broken.

    According to the sources of the police commissariat, unidentified persons had put a considerable quantity of dynamite near the door of the apartment.

    The investigating group is working to uncover the causes and the authors of this terrorist act.

    No people are reported injured by this explosion. /s.sh/kei/mt/k

    [05] "ILIRIA" FERRYBOAT REACHES THE PORT OF VLORE

    DURRES, MAY 3 (ATA) By S. Gjordeni: Sources of the naval agency "Iliria Lines" in Durres report that the ferryboat "Iliria" of this company started Friday at 23.00 from Brindizi and arrived on Saturday morning in the port of Vlore. Today, at 11:00, this ferryboat will turn back to Brindizi.

    All the security measures are taken by the multinational and order forces in the port of Vlore to start the normal work in this port, which was wept by the violent riots three months ago.

    This is the first ferryboat which reaches the port of Vlore after an interruption of more than three months. /mt/e

    [06] LENNY FISCHER SENDS LETTER TO ALBANIAN PREMIER

    TIRANE, AMY 3 (ATA) - On May 2, 1997, the chairwoman of the Parliamentary Assembly of the Council of Europe, Mrs Lenny Fischer, sent a leter to the Prime Minister of Albania, Bashkim Fino, through which she informs him of the debate of April 24 held in the Council of Europe Parliamentary Assembly on the situation in Albania and the Recommendation 1 328 it approved on this occasion.

    As the spokesman of the Prime Minister reports, the letter voices the commitment of the Council of Europe to continue its efforts in coordination with the European Union and the OSCE to help Albania on the basis of this joint political position. It stresses that the Ministers' Committee will spearhead its assistance programs to Albania and will make the distribution of the sources to the extend of the crisis in order to realise as well as possible the coordinated efforts of the European international institutions.

    The letter also mentions the Order 532 attached to the said recommendation which carries the decision for a positive response to the request of Albanian authorities to monitor the coming parliamentary elections in Albania.

    Further on the letter writes that a special committee of the Parliamentary Assembly Bureau has been created with 40 members, which will observe the polls and the acts following a visit to Albania by the chairmen of the Political Groups and the Rapporteur of the Political Questions Committee due on May 4-5, 1997.

    Mrs Fischer also informs Mir Fino that she has addressed a similar letter to the President of the Republic and to the Chairman of the Presidency of the People's Assembly of Albania. xh/k

    TIRANA, MAY 3 (ATA) - "Fino, threaten less and work more" - is the editorial of Rilindja Demokratike. "When Mr Fino threatens that he will resign, he should know that he does not represent the essence of the political accord but simply its instrument," says the editorial. Under the title "The Council of Europe to ovserve the elections in Albania," the paper reports that Albanian President Sali Berisha has received a letter from the Chairman of the Council of Europe, Leni Fischer.

    Under the title "The law and the March 9 accord are gravely infringed", the paper carries a statement of the Democratic Party. "The crime continues to hit the Southern districts of Albania," reports the paper under the title "Murders and robberies in Vlore."

    "The last chances have remained for the approval of law on the new parliamentary elections," says the editorial of Zeri i Popullit under the title "The last chances". Under the headline "Through the labyrinths of the presidential secrets," the paper publishes the article "Berisha would flee away...". "After he took away the children and a part of the guards, he is preparing to escape himself. Everything changed after the establishment of the National Reconciliation Government," underlines the paper.

    On the fourth page the paper carries opinions of the leader of the Democratic Alliance Party, Neritan Ceka, and the Social Democratic leader, Skender Gjinushi under the titles "The party of Berisha has both wings armed", and "The people seized the weapons so that to rpevent Berisha from keeping the power by weapons." In the economic page the paper carries the article "The citizens are waiting for the transparency of 'pyramids'".

    "The right wing in the center takes lectures from the grass root" is the editorial of Republika. "It is clear now for many Albanians that the so- called major parties DP and SP are trying to present the issue of power in Albania as their familiar problem," says the editorial among others.

    "Accuses for Zhulali: He has sold Sazan", reports the paper on the second page. "According to a senior official, Safet Zhulali presented several times to President Berisha the request for giving the island of Sazan to the Americans, but Berisha has asked an official written request from the Americans," reports the paper. The paper publishes an interview with the Republican leader Sabri Godo under the title "An election law to prevent the rule of a single party."

    Rilindja covers the news conference of President Rugova under the title "Our stand is: not to remain in Serbia".

    "The Albanians ask more from "Alba" is another article published on the fourth page. "The Albanian government aims to ask the enlargement of the mandate of the multinational force, to allow her to observe the abandoned ammunition depots and the Albanian boarders, the paper cites Premier Fino."

    Under the title "Malaj prepares the plundering of Albanians," the Albania paper reports that the Minister of Finances Arben Malaj is preparing a draft-law in which the southern districts are excluded from taxes. The paper carries the editorial "Bashkim Fino is now the main figure of the Socialist Party." The paper also reports "Fino government prepares the great reduction - 620 officials discharged." In the heading 'chronicle', under the headline "Vlore: money-changer killed, chief banker and his brother are taken hostage", the paper reports "The criminals ask the safes of the banks." The paper also reports that the penal process has started regarding the explosion in the military depot in Qafe Shtame, Burrel, and two officers are arrested.

    Koha Jone carries the editorial "The stretched hand", regarding the invitation that the U.S. government has made to the Albanian Premier, Bashkim Fino to visit USA. With regard to the telephone talk of Fino with the Italian Premier, Romano Prodi, the paper quotes the later as saying "The victims of Otranto will be dragged up on Monday". The paper carries the article "How did the people in SHIK disappear". In the heading 'chronicle', the paper reports: "Alarm of bombs in Tirana and Gjirokaster," as well as "Violence on the football players of Vlore."

    Dita paper carries the editorial "The symbolic violence", regarding the violence exercised on the three football players from Vlore in Tirana. The paper carries an exclusive interview of the Albanian Premier, under the title "The elections, within June by every means", which says that "The political parties mine the work of the National Reconciliation Government." With regard to the invitation made to Premier Fino to visit USA, the paper reports "The socialists find America". In the heading 'actuality', the paper reports "The Albanians 'storm' the psychiatry."

    Gazeta Shqiptare report "The football players of Vlore attacked in Tirana". The paper publishes the editorial "The election law: The dangerous play of the politicians." The paper reports that Premier Fino has asked help from the foreign soldiers to patrol the customs-houses and the arm depots. The paper also reports regarding the false alarm of the bomb in the capital. /kled/kei/mt/k

    [08] $ 6.1 MILLION TO RECONSTRUCT THE POLICE COMMISSARIAT IN POGRADEC

    POGRADEC, MAY 3 (ATA) - By Behar Fejzullaj: The Albanian Government has accorded 6.1 million dollars for the reconstruction of the police commissariat in Pogradec, which was torched and destroyed during the riots.

    According to the chief of this commissariat, Agron Hima, the reconstruction has almost started and at the same time the offices of the officers, who are on duty have been already arranged.

    The town of Pogradec continues to remain without court and prosecutor's office, and without isolating rooms, which make the order more unstable.

    "The author of two murders was detained recently in the town of Pogradec and because this town does not have isolation rooms, he was sent to Tirana," chief of the police commissariat reports.

    Four killings, of which two criminals and two accidental, and 65 injuries have occurred in this districts during the days of riots. But the most significant phenomena have been the robberies which still continue. All the offices of the local government, the U.S. library, the largest hotel of the town, the touristic villa on the lake-side, have been destroyed during the recent riots. /a.ke/kei/mt/E

    [10] ALBANIAN INTERIOR MINISTER MEETS U.S. AMBASSADOR IN TIRANA

    TIRANA, MAY 3 (ATA)-Albanian Interior Minister Belul Celo received today at a separate meeting the U.S. ambassador in Tirana, Marisa Lino, the spokesman of the Interior Ministry reports.

    The two discussed the current situation in Albania and the measures taken by the police to guarantee order and peace, normal functioning of work in all state, diplomatic, social and private institutions. s.sh/eva/lm/e

    [11] ROMANIAN MILITARY TROOPS IN ALBANIA SOON

    TIRANE, MAY 2 (ATA) - By Flora Nikolla: The Romanian military unit Shen Gjergji will reach the port of Durres on May 4 on the board of Etoria ship, sources of the Rumanian Embassy in Tirane report.

    This military unit which comes to Albania in the context of the Alba operation, consists of 392 officers and soldiers, among whom a military priest and a psychologist doctor," the same source said.

    The military unit from Romania will stay in the Port of Durres, the main Albania's sea port, until May 7, during which representatives of this troops will make a reconnaissance of the territory and an exact calculation for the troops who will be deployed in the district of Gjirokaster, a zone determined by the United Nations for the realisation of the Alba humanitarian mission in Albania.

    The Romanian troops, according to the information available, have about 100 armoured vehicles of various types, and armoured transporting means.

    Their activity will be directed by the International Aid General Staff, member of which also is a group of Romanian officers.

    This troops will secure the roads of communication and the delivery of the humanitarian aid in the zone where they are to be deployed (the district of Gjirokaster, around 160 km from Tirane,) and to assist local government structures. The Rumanian troops are among the last troops to come to Albania. They will arrive in Albania on May 4 for technical reasons.

    According to the sources of the Alba Operation Central Staff, the Danish governnment will send to Albania 65 soldiers to join the multinational force in this country, led by Italy. The Danish contingent, consisting of staff officers, military police forces, specialists of communication and a scouting unit, is expected to join the French battalion in Albania, by May 10, 1997.

    The 6 000 troops started to arrive in Albania on April 15, on the basis of a three-month mandate, adopted on March 28. So far, 2 755 Italian troops, 923 French, 345 Spanish, 630 Greek, 691 Turkish and 116 Austrian troops have been deployed in Albania. jz/xh/Z/+++
