  • [01] UNCONTROLLED FIRE IN KUKES INJURES 46 PEOPLE

    KUKES, MARCH 24 (ATA)- By R.Hoxha, Despite the apparently calm situation in the Kukes district, northeastern Albania, uncontrolled gunshots continue, bringing the number of the injured to 46, seven of whom in a critical condition.

    Some have been wounded due to skirmishes between one another.

    Sources of the town's hospital told ATA that the injured are out of danger. a.ke/lm/sh/

    [02] SITUATION IN SHKODER RETURNING TO NORMAL

    SHKODER, MARCH 24 (ATA)- By M. Malja, The situation in the Shkoder city is calm. The local government bodies are working to make evident the damages caused by the recent turmoil.

    They are also working to make active the recently damaged enterprises. Most of trade units are functioning normally.

    The city's hospital sources say that during the last two days no one has been wounded by fire arms.

    The public order forces in the city are being reorganised. a.ke/kled/lm/sh/

    [03] TENSE SITUATION IN BERAT CONTINUES

    BERAT, MARCH 24 (ATA)-Last night was as well tense in the Berat town. Besides gunshots, numerous have also been the explosive devices, which disturbed the calm of the night. No group, no individual has claimed responsibility for them.

    The local government structures, public order and justice bodies are almost paralysed.

    Fear and panic reigns among the Berat families as armed people have break into their houses, ask large amounts of money in return for their lives and even threatened them of kidnapping their children.

    Meanwhile, the number of the families leaving their houses and their town is increasing with each passing day. The rest of the inhabitants call on the government for urgent intervention. a.ke/kled/lm/e

    [04] FRENCH HUMANITARIAN AID TO ALBANIA

    TIRANA, MARCH 24 (ATA) - France will deliver on Tuesday 40 ton humanitarian aid to Albania, French diplomatic sources in Tirana report.

    This is the first aid of France since the beginning of the crisis in Albania.

    Ksavier Emmanueli, French state secretary for the humanitarian action, will pay a short visit in Tirana on this occasion. /eva/mt/k

    [05] FORMER SOCIALIST PARTY DEPUTY CHAIRMAN CONSIDERS INDISPENSABLE SP'S PARTICIPATION IN THE PARLIAMENT

    TIRANE, MARCH 24 (ATA) - In an interview with the Voice of America, the former Socialist Party deputy chairman, Servet Pellumbi said that in the present conditions the SP deputies should go to the parliament because it is indispensable that "they address the people through the parliamentary tribune by giving those messages which they need."

    "Certainly, I do not change anything from what we have said about May 26, 1996, but since that time many things have changed. One could not imagine, if we consider it from one viewpoint, the Agreement of March 9, 1997, one could not imagine that a government of national reconciliation be created, but, in fact the reality led to these and this reality should be seen directly in the eye, the Albanian policy must be unblocked at any cost to open the way to new visions, to a total emancipation of the Albanian policy, to new ideas so that it also reflect the good undestanding we see everywhere, in the international factor, by the United States of America, by the European Union, the European Parliament, the Council of Europe, by all the states which are really concerned about the situation in Albania," said Mr Pellumbi.

    Asked how his proposal would be understood in the SP, Pellumbi said that he wished it be well-understood. "I too have spoken before not to join the Parliament and in those conditions it was really logical what we said. But it is equally logical what I am saying today, because conditions have changed, circumstances have changed, the people expect from the political forces, it expect from the politicians new ideas, new solutions, an end to the blockage of the Albanian policy. It seems to me that this would be a moment to unblock the Albanian policy, a moment which would show SP as an emancipating political force which knows to make compromises, which knows to make reconciliation even with those it has named the main opponents and opponents of the policy," said Pellumbi. kled/pas/xh/+++

    [06] TURKEY EXPRESSES READINESS TO HELP ALBANIA OVERCOME THE CRISIS

    TIRANA, MARCH 24 (ATA) By Eva Allushi: A delegation of the Turkish Foreign Ministry, headed by its Secretary General Onur Oymen, is paying Monday a working visit in Albania, Foreign Ministry spokesman reports.

    In the meeting that this delegation held with the deputy Foreign Minister, Albert Rakipi, the later familiarized Oymen with the latest political developments and the current situation in Albania.

    Further on, Rakipi stressed the importance to respect the democratic institutions and their support by all political forces, which also corresponds with the application of the platform of the agreement reached among Albanian political forces, which concluded in the establishment of the National Reconciliation Government.

    "This, stressed Rakipi, is the only way to solve the crisis in Albania and make possible the normal atmosphere to hold free and democratic elections".

    Oymen on his side ensured that the support of Turkey would be present in the bilateral plan, as well as in the context of the international organization where it adheres.

    Oymen estimated the resolution of the Albanian political forces for the establishment and support of the National Reconciliation Government, which guarantees respect for the democratic institutions and avoids violence which causes big problems not only for Albania, but also for the Balkans and broader. /kei/mt/k

    [07] NEW CHIEF OF GJIROKASTER POLICE COMMISSARIAT NOMINATED

    GJIROKASTER, MARCH 24 (ATA) - Vasil Zoga, former commander of the police unit of guarding objects, was nominated Monday chief of the police commissariat in Gjirokaster, southern Albania.

    This nomination was seen by the citizens as a hope to return the lost order and tranquility. After the order issued by the new chief of police commissariat, none of the policemen is allowed to exercise his duty without uniform.

    Meanwhile the last night was relatively calm, except the first hours of the night, when the fires into the air have been often. The occupation of different public objects by citizens is still considered a problem.

    In the axe of the national road, the movement of vehicles have been normal, meanwhile that the custom-house in the boarder with Greece is being put in complete efficience. /kei/mt/k

    [08] ARBNORI MEETS AMBASSADOR OF GREAT BRITAIN IN TIRANA

    TIRANA, MARCH 24 (ATA) - Albanian Speaker Pjeter Arbnori met Monday on his request the Ambassador of Great Britain in Tirana, Trezorier, speaker of People's Assembly reports.

    Arbnori stressed that the Albanian Parliament is engaged to give its maximal contribution to restore the constitutional order and stabilize democracy in the country.

    "The Parliament has supported and supports the National Reconciliation Government, meanwhile that it does recognises none of the military committees, except legal bodies", said Arbnori.

    Trezorier expressed his support for the legal institutions in Albania and particularly for the Albanian Parliament.

    Trezorier made an invitation to Arbnori for a visit in England of the Albanian parliamentarians.

    Arbnori accepted the invitation and underlined that the Albanian parliamentary delegation, who will visit England on the occasion of the elections to be held there, would be made up of all the parties which take up seats in parliament. /s.sh/kei/mt/k

    [09] DEFENCE MINISTRY CALLS ON SOLDIERS TO CONTINUE MILITARY SERVICE

    TIRANA, MARCH 24 (ATA) - The Albanian Defence Ministry called on the Albanian soldiers who are under the obligatory military service and who have left temporarily from their military units, to show up as soon as possible in the nearest unit of their dwelling, to complete the obligatory military service.

    "The Homeland calls on you in these days of the state of emergency, the Homeland is waiting for you", says the appeal.

    "With your abilities, possibilities and forces we could be able to reorganize the army, as symbol of the nation, to defend the freedom, independence and the territorial integrity," continues the appeal. /s.sh/kei/mt/k

    [10] ALBANIAN PREMIER MEETS TURKISH DELEGATION

    TIRANA, MARCH 24 (ATA) - Albanian Premier Bashkim Fino met Monday with the delegation of the Turkish Foreign Ministry, headed by its Secretary General Onur Oymen, Premier press and information office reports.

    Fino stressed that the Government of National Reconciliation is considered by the Albanian people and the international countries and institutions as the only solution to stabilize the situation in the country.

    "We thank all the countries for the help offered in this grave situation. The help of Turkey is the expression of the friendship and our very good relations," said Fino.

    Oymen ensured Premier Fino for the all-round help by his government in the bilateral plan, and through different international bodies. /s.sh/kei/mt/k

    [11] AIRLINES AND INTERNATIONAL BUSES START WORKING

    TIRANA, MARCH 24 (ATA) By Agim Baçi: The international air lines and international travels by buses have begun to function regularly in Albania.

    Thus, the flight of "AUSTRIA AIRLINES" and "Alitalia" started on Monday, while on Tuesday it is expected to start "Swissair", and on Wednesday "Lufhansa".

    At the same time, the line of the buses which travel abroad has started, and the respective agencies have informed on the time of their departure. /kei/mt/k

    [12] ALBANIAN DEFENCE MINISTER MEETS TURKISH DIPLOMAT

    TIRANA, MARCH 24 (ATA) - Albanian Defence Minister Shaqir Vukaj held Monday a special meeting with the Secretary General of the Turkish Foreign Ministry, Onur Oymen, spokesman of the Defence Ministry reports.

    "We have presented a request to the international community for an international police force to cooperate with our forces, to help us organize the work in ports, airports and communication roads, to provide the distribution of aid to the people," said Vukaj.

    He stressed that in the military field "we have only asked for aid in the field of logistics to face the grave situation in the military units which were damaged."

    "We have not asked form any country particular aid to restructure our army, we are doing that on our own," said Vukaj Defence Minister declared to the Turkish guests that we are working to establish an Albanian national army based on the Albanian tradition and territory, on the experience of the international military bodies, first of NATO.

    Secretary General of the Turkish Foreign Ministry, Oymen, expressed the support for the Government of National Reconciliation and spoke about the aspects of the aid and support for the Albanian army.

    Turkey is making intensive efforts with the International Community to help Albania as soon as possible.

    With regard to the international police force, Turkey, declared Oymen, is ready to take part. /s.sh/kei/mt/k

    [13] PRESIDENT BERISHA MEETS OYMEN

    TIRANA, MARCH 24 (ATA) - Albanian President Sali Berisha met Monday the Secretary General of the Turkish Foreign Ministry, Oymen, President's press and information office reports.

    President Berisha thanked for the all-round support of President Demirel, of Premier and the Turkish government in this difficult period for Albania and stressed that the same as before "we are engaged to strengthen the friendship and cooperation with Turkey in all the fields."

    "Actually, he said, along with the humanitarian aid which are urgent and the assistance to reconstruct the institutions which are destroyed, there would be of extraordinary importance for the rapid restoration of Albania the financing by friendly countries of the losses that their investors have had in Albania, as well as the creation of financial resources to credit the Albanian investors."

    "We addressed to the Western European Union because we have made a political solution in cooperation with the European Union and the application of this solution should be made in the context of this Union. We except the contribution of Turkey in this direction, being convinced that Turkey has been and is always interested in the stability of Albania," stressed Berisha.

    "I have the pleasure to convey the greetings and the personal message of President Demirel," said Oymen to Berisha, and "to express the complete readiness to help Albania overcome the crisis."

    Oymen stressed that Turkey strongly supports the Platform of National Reconciliation, it recognizes only the constitutional and legal institutions of Albania, in the center and in districts, and favours the solution of all problems in the legal and constitutional framework of Albania.

    "The way you have chosen to overcome the crisis is a democratic way and has found wide support, he said. Turkey does not interfere in the interior affairs of Albania and insists that nobody has the right to do this. Turkey is ready to offer humanitarian aid to the friendly country, Albania, and is resolute to continue and increase the bilateral cooperation in all the fields."

    "At the same time, Turkey is engaged to provide aid for Albania from all the Islamic countries and other friendly countries of Albania," he stressed. /s.sh/kei/mt/k
