[01] STATEMENT OF ALBANIAN GOVERNMENTTIRANA, FEB 10 (ATA) - The Albanian Government declared that it provides secure evidence for the conspiratorial activity of the groups of the left extreme in Vlore, Premier press office reports.These groups, which are also the main organizers of the protests in the city, organized Sunday afternoon, in an important religious holiday, an unexpected and unmotivated attack on the Vlora police commissariat, injuring a big number of citizens and policemen with stones and Molotov cocktails. They have decided to provoke conflicts with the armed forces of order during the demonstrations. In these conditions, the government calls on all the citizens of Vlora and the nearby villages to distance themselves from the illegal protests and their organizing groups, because they are very dangerous for the life of the citizens themselves. The government also declares that the police forces are totally decided to respond in complete accordance with the law to the terrorist actions, ends the report of the Premier press office. /a.ke/kled/mt/ Albanian Telegraphic Agency[02] REPORT OF MINISTRY OF HEALTHTIRANA, FEB 10 (ATA) - A great number of wounded people have gone for treatment to the hospital of Vlora in the afternoon of February 9, 1997 between 18.00-20.30, reports the spokesman of the Ministry of Health, referring to the sources of the city hospital.6 persons are hospitalized, wounded especially on the head with hard objects, mainly with stones. One of them Kreshnik Resuli, 20 years old, had fracture on the head. After the surgical intervention, his situation is improving. There is no injured with fire arms, stresses the spokesman of the Ministry of Health. Some 23 other persons were treated and left the hospitals. At this interval of time, a dead person arrived in the hospital. He was Istref Llanaj, 50, and died of heart attack. He did not have any signs of physical maltreatments. He had suffered for long from heart disease and was hospitalized many times for this pathology. His family members confirmed that what happened had nothing to do with the confrontations, spokesman of the Ministry of Health reports. /kled/mt/ Albanian Telegraphic Agency[03] ON EVENTS IN VLORA CITYTIRANA, FEB 10 (ATA) - Today in the morning, the protestors in Vlora city gathered again in the center of the city, attacking the police forces with stones and other hard objects, Interior Ministry spokesman reports.The spokesman said that the terrorist elements, masked inside the crowd have shot with fire arms towards the police forces. According to the sources of the Vlora Police Commissariat it is reported that there have been injured from both sides. On Sunday afternoon, a group of protesters attacked with stones the Police Commissariat of the city. Along with the slogans against the government, they requested to set free some citizens detained a day ago because they have committed violent acts. Some of the protesters tried to enter inside the police commissariat. In a statement distributed Monday, the Albanian government declared that "it provides secure evidence for the conspiratorial activity of the groups of the left-wing extreme in Vlora". /a.ke/kled/mt/sh/ Albanian Telegraphic Agency[04] DP PARLIAMENTARY GROUP SUPPORTS GOVERNMENT FOR SOLUTION OF SITUATION IN ALBANIATIRANA, FEB 10 (ATA) By Agim Baçi: The parliamentary group of the Democratic Party, which convened Monday to discuss about the situation created recently in Albania, especially in the southern city of Vlore, where the protests have continued for the six consecutive day, has supported the measures taken by the government."We are taking all the measures to guarantee order and the institutions as well. It is important the political support that the government has in the Albanian Parliament is complete and unanimous", said deputy Genc Pollo, spokesman of President Berisha, right after the meeting. According to the DP parliamentary group, the solution of this situation presented by the government is completely transparent, but it is important to make known to the people the measures taken. The DP parliamentary group has strongly reacted against the violence manifested recently in Vlora city. "The armed attacks against the Vlora police commissariat and the bridge of Mifoli are unacceptable. In both case fire weapons and dynamite were used. It is a clear terrorist activity, against which each rule of law should take respective measures and the DP parliamentary group supported the government and especially the acts of the Interior Ministry and the Defence Ministry to implement the mandate given by this Parliament", said Pollo. Asked about any possibility of the government withdrawal or reorganization, Pollo said: "This is an issue which is not in the agenda today and the situation in Vlora has reached such a point as we consider of priority the solution of that armed attack against public institutions, against which every rule of law will act with all its force. In the organization of these attacks is included the former Sigurimi, encouraged by some socialist leaders. This testifies that the mentality to get the power by violence is still present in them. Our aim is to punish the guilty persons and in a quieter situation other measures can be taken. It is unacceptable for a government with a democratic mandate to fall under the pressure of terror, under the pressure of street", stressed Pollo. The protests in Vlora city started six days ago, a day after it was declared the collapse of loan-taking company "Gjallica", on which the DP has presented the idea to convert the creditors into shareholders "as the most suitable way in this situation". "I don't know any other political force to have presented any better idea for the financial solution of this problem", ended Pollo./s.sh/mt/sh/ Albanian Telegraphic Agency[05] REPORT OF MINISTRY OF HEALTH AND ENVIRONMENTTIRANA, FEB 10 (ATA) - The Ministry of Health and Environment reports that it has taken the following information from Vlora hospital:Today, on February 10, 1997, from 7.30 until 14.00, 81 damaged persons have come in the hospital, of which 26 are under treatment in the hospital, while 55 others have left after taking the medical aid. The citizen Artur Rustemi, injured with fire weapon, is brought to the hospital in a grave situation. The wound was extended from the shoulder to the spine, damaging the chest and the backbone. In spite of the efforts of the surgeons and reanimation doctors, the citizen died some hours later after he arrived to the hospital. The other patients hospitalized have contusion damages and fractures of different parts of the body and their lives are out of danger. At the same time, by 9.00 the citizen Maliq Banushi,53, came to the hospital in thermal situation. In spite of the electric shock applied by the doctors, the patient could not turn to life. After the medical-legal expertise, done with the request of the specialist doctors, as well with the request of the family members, it came out that he had no signs of violence. He died while he was loading some sacks of flour together with his son. His wife confessed the same thing. At the same time, from the Central Military Hospital in Tirana it is reported that there was a considerable number of injured from the police forces. 15 are transported in this hospital, 9 of them are hospitalized, while the others are treated in their units. The Ministry of Health expresses its concern for the extraordinary work in the Vlora hospital. It calls on the citizens for well-understanding, not to prevent the doctors during their work, not to prevent other specialist doctors from Tirana to come, and what is more not to prevent the transportation of the wounded persons who need a more specialized aid, ends the reports./s.sh/kled/mt/sh/ Albanian Telegraphic Agency[06] RALLY OF PROTEST IN GJIROKASTERGJIROKASTER, FEB 10 (ATA) By Hysni Cani: Today, in the square in front of the Gjirokastra stadium, southern Albania, some 700 people gathered in a meeting called by the opposition parties, protesting for the money lost in the pyramid schemes.In the statement, read before the crowd, was requested the resignation of Meksi government and the establishment of a technical government, as the only one which can face the grave situation created. The opposition leaders asked in their address to show self-control and not to undertake violent acts. The chief of the Police Commissariat, Ilir Kokalari, told ATA that this meeting was illegal. Police attended the rally from near. The notice reports that in Vlora are also 18 others injured by the violence exercised from the crowd of protesters. /s.sh/kled/mt/sh/ Albanian Telegraphic Agency[08] STATEMENT OF DP PARLIAMENTARY GROUPTIRANA, FEB 10 (ATA) - The parliamentary group of the Democratic Party, convened Monday, on February 10, 1997, taking into consideration the situation created after the collapse of the pyramid schemes, following with concern the developments and the acts of violence taken place in several cities of Albania, stressing that in Vlora are undertaken terrorist acts against the forces of the Interior Ministry and the Army, including shots with fire weapons, throwing and explosion of dynamite, petrol bottles, being convinced that the latest acts have nothing to do with the mass of investors in these firms, who want the best technical solution of this problem, but with the segments of the former Sigurimi which aim to topple the legitimate regime through violence, categorically condemns the terrorist acts against the forces of the Interior Ministry and Army, as well as the attacks against the public institutions, demanding the identification, detention and bringing before law of the authors. It calls on the citizens of Vlora and the whole Albania, that in this very delicate situation, with civil responsibility, to distance themselves from every terrorist and violent act. It invites all the Vlora citizens not to follow the violent scenario, but to protest with calmness and culture.The DP parliamentary group expresses the support for the forces of the Interior Ministry and the Defence Ministry in the implementation of their legal mandate./s.sh/mt/sh/ Albanian Telegraphic Agency[09] CHIEF OF ARMY GENERAL STAFF OF GREECE VISITS ALBANIATIRANA, FEB 10 (ATA) - The Chief of the Army General Staff of Greece, general Athanasios Tzoganis arrived Monday in Albania, spokesman of the Defence Ministry reports.In the airport of Rinas he was received by the Chief of the Army General Staff of Albania, general Sheme Kosova and senior officials of the Defence Ministry. Defence Minister Safet Zhulali met in a special meeting general Tzoganis. Zhulali said that "The links and relations with mutual interest between our neighbouring countries have served to the climate of confidence and security". Further on, they talked about issues of the current situation in the region, on the necessity of increase and further enlarge of the mutual cooperation in the military field. Minister Zhulali informed the Greek general on the situation created in Albania after the collapse of the pyramid schemes and for the use of the limited military units to defend the government institutions. General Tzoganis said that the relations will become concrete in the future even by signing on Tuesday the two documents of cooperation between our armies. Tzoganis met on the same day the Chief of the Army General Staff, general Sheme Kosova. Both delegations held talks in one of the grounds of the Defence Ministry. The Greek military delegation continues the visit in Albania. /s.sh/kled/mt/sh/ Albanian Telegraphic Agency[10] INTERIOR MINISTRY SPOKESMAN REPORTSTIRANA, FEB 10 (ATA) - Today in the morning, hundred upon thousands of protestors in Vlora city gathered again in the center of the city, attacking severely the police forces with stones, hard objects, Molotov cocktails, Interior Ministry spokesman reports.Terrorist elements inside the crowd have shot with fire weapons towards the police forces. They have attacked barbarously a group of policemen, hitting them from near and the heights and as a result of this a considerable number of policemen have been injured. Further on, the protesters gathered again around the Police Commissariat and attacked it by hurling stones, hard objects and explosive matter, demanding the resignation of the government and the setting free of the detained people. In these circumstances, many other policemen have been injured, most of whom were transported by helicopters in the Military Hospital of Tirana. The protesters warned that they would set on fire the building of the Police Commissariat, whatever the price of this act would be. As a result of these confrontations, a considerable number from both sides have been wounded. The crowd of protesters, which stayed for a long time in the Scanderbeg Square, moved again at about 17.00 towards the Police Commissariat. They hurled stones and considerable quantities of explosive matter in this building for about 2 hours, injuring another number of policemen, as well as preventing them from taking the necessary medical aid. At about 19.00, the protesters dispersed and the situation is calm, ends the report of the Interior Ministry spokesman. /s.sh/kled/mt/sh/ Albanian Telegraphic Agency[11] ALBANIAN PREMIER SEEKS TO IMPOSE STATE OF EMERGENCY IN VLORETIRANA, FEB 10 (ATA) - By Agim Baçi: Albanian Premier Aleksander Meksi asked parliament on Monday to impose the state of emergency in Vlora city."The events in Vlora has nothing to do with the peaceful protests. The Albanian state has not been prepared for a rule of violence, that's why I ask the intervention of the army and introduction of the state of emergency in Vlora city and for a control of all the movements in the whole Albania", declared Meksi on the behalf of the government he heads. Premier Meksi has expressed his regret for the non understanding of the government decisions for the solution of the crisis, but was convinced that "Vlora does have such forces as to say 'no' to violence". Meksi has declared that the government has sufficient evidence for the conspiracy organization for the organizers of the attack against the Police Commissariat and other institutions. The request of the Premier is immediately supported by the Interior Minister Halit Shamata, who has stressed the aggravation and paralysation of the economic and institutional life. "The week that passed has been among the difficult ones for the Albanian police. This was due to the degradation of the protests. Special elements have provoked the crowd and the citizens, until it came to an extraordinary state. I support the decision of the government", said Minister Shamata.
