  • [01] PEOPLE INVOLVED IN RECENT EVENTS IN ALBANIA TO FACE COURT

    TIRANA, FEB 6 (ATA) - By A Keko: Attorney General reports that the attorney's offices in the districts where there were torching and destruction of various public institutions, are working to gather proofs of guiltiness for the people involved in these events.

    The attorney's office of Dibra started penal prosecution on January 27 for 16 people who have damaged and ruined. 15 of them have been arrested, while 9 cases have been sent to court of Dibra.

    The attorney's office of Fier district has sent for trial the case of three defendants and of one in absentia, whereas that of Berat has two people who are facing court for the same reasons.

    The trial will be held in the Tirana district court. The Supreme Court has transferred the procedures from the courts of the districts of Lushnja, Berat and Fier to the Tirana district court. kled/xh/sh/

    [02] PRESIDENT RUGOVA MEETS U.S. DIPLOMATS IN PRISTINA

    PRISTINA, FEB 6 (ATA) - The U.S. diplomats Nikollas Hill, second secretary of the U.S. embassy in Belgrade and Catherine Hellgerson of the political sector in this embassy met Thursday the President of Kosova, dr. Ibrahim Rugova.

    President Rugova considered the situation in Kosova tense, especially after the last murders and arrests of hundreds Albanians. He told the U.S. diplomats that Kosova people, with big sacrifices, are avoiding the provocations, and are resolute to realize their political will for independence by political means, contrary to the systematic violence of the Serbian regime. /b.j/p.ta/kled/mt/sh/

    [03] POLITICAL LINE OF ALBANIAN BKP TO BE DEFINED BY NATIONAL COUNCIL

    TIRANA, FEB 5 (ATA) - By Atlant Frasheri: The Balli Kombetar Party of Albania has not declared it would leave the Parliament, said today the leader of this Party, Hysen Selfo, refuting some articles of various left parties that this party will leave the parliament.

    "This is a personal idea of some individuals, leaders of BKP branches in districts. Such questions are to be settled in the National Council and this may be discussed in the meeting due on Feb 16, in which committees of our party in other countries will attend. Only then the policy and line that the BKP will follow may be decided," said Selfo.

    Regarding various articles in newspapers which said that BKP will leave the parliament and that this party and its alliance with the Movement of Legality Party (MLP) is in crisis, Selfo said: "We are not in crisis at all, the 'Right wing United alliance' is being formed in all the branches of the BKP and MLP."

    Selfo opposed a request by the left wing extreme parties and the Forum for Democracy, led by Kurt Kola, for the creation of a technical government.

    "We are not for a technical government," said Selfo, "because this would be the same as if we give the power to the Communist Party, today Socialist. A technical government would be a catastrophe for the moment the country is passing." kled/xh/sh/

    [04] COMMISSION 3+3 FOR THE REALISATION OF AGREEMENT ON EDUCATION MET IN BELGRADE

    PRISHTINE, FEB 6 (ATA) - The mixed commission 3+3 for the implementation of the agreement on the return of Albanian pupils and students of Kosova in their schools convened in Belgrade yesterday under the direction of the mediator of the "Saint Egidio" Community of Vatican.

    Mr Abdyl Ramaj, member of the group of Kosova, said that the implementation of the agreement was to be considered at every level of education. Yesterday's meeting decided that within 10 days, the representatives of Kosova and Serbia examine the situation in all the school and university facilities and in other premises included in the agreement. The coming meeting will be held in Prishtine. ag/eva/xh/e

    [05] INITIATING GROUP OF COUNCIL OF GJALLICA CREDITORS SETS UP

    TIRANA, FEB 6 (ATA) - A group of 15 creditors, initiators of the council of Gjallica creditors was set up in Vlora, aiming at analysing, managing and putting into efficiency the economic activities of Gjallica company.

    Another aim of the activity of the group is the exploition of its immovable assets and the use of any other possibility with the only aim to start quickly the repayment of Gjallica creditors.

    According to the press release, this group requests the establishment of relations with the government commission which analyses the situation of Gjallica company in order to take the results of the real balances and possible activities of Gjallica company.

    This council, which represents the creditors even after the reorganization of the initial work will be approved or replaced by the leading board of Gjallica company to have the vote of confidence from the creditors' essambly.

    Vlora citizens protested on Wednesday and Thursday on the streets of the city demanding their money invested in the loan-taking company "Gjallica".

    Fitim Gerxhalliu, one of the operators of Gjallica declared on Tuesday that "with the financial situation of the company, he is not able to open the offices and give money to the creditors".

    "All the capital investments of the company will be used to repay the creditors according to the possibilities to be created in the future", he said.

    On January 24th this year, the Court of the Vlora district declared the beginning of procedure of Gjallica's failure. /kei/mt/E

    [06] PRESSURE EXERCISED ON SP CHAIRMAN IN POGRADEC, AFTER SIGNING STATEMENT AGAINST VIOLENCE

    POGRADEC, FEB 7 (ATA) By B. Fejzullahu: The SP presidency of Pogradeci (southeastern Albania) has exercised pressure on the chairman of the SP branch in Pogradeci, Tajar Koleci, for signing a joint statement against violence and destructions which occurred in several cities of Albania, according to the town hall reports.

    This statement was signed in a round table called recently by the Pogradeci Mayor,Bashkim Myrtezaj, with the representatives of the Democratic Party, Socialist Party, Republican Party, Social Democratic Party, National Front, Legality Movement Party of this district.

    In this round table they discussed about the problems after the collapse of pyramid foundations, and all the political forces agreed and expressed through the statement the support for the measures taken by the government to freeze the money of the foundations "Populli" and "Xhaferri", and the distribution of their deposits.

    In the statement they call on the Pogradeci to show self-control, to respect the laws institutions and the civil culture. /s.sh/eva/kei/mt/e

    [07] PROTESTORS IN VLORA DISPERSE PEACEFULLY

    VLORA, FEB 7 9ATA)- The crowd of the Vlora citizens protesting the loss of their money after the collapse of the "Gjallica" company, was peacefully dispersed by midday.

    After leaving the Prefecture, the crowd headed for the Flag Square. The number of the participants in the rally increased and they stayed for some time at this square, protesting and chanting slogans such as "We want our money" as well as slogans against the government.

    Later the people occupied the square of the Vlora city-hall, chanting the same slogans in a peaceful way.

    [08] SDUP CHAIRMAN SUPPORTS PROTESTS BUT DENOUNCES VIOLENCE

    TIRANA, FEB 7 (ATA)-By A. Frasheri, The Social-Democratic Union Party (SDUP), supports the latest people's protests but is against violence, fires and the politicisation by some political forces of the situation created, the SDUP chairman, Teodor Laco, told a news conference today.

    Laco said that "the politicisation of the problem would not help improve the situation and Albania's relations with the world".

    Laco blamed the government for not intervening earlier.

    "However, the government's intervention, although delayed, is energetic, " he said.

    Laco also blamed all the political forces for not denouncing these companies earlier through the press. jz/lm/Z

    [09] ANNOUNCEMENT OF INTERIOR MINISTRY

    TIRANA, FEB 7 (ATA)- The Democratic Party for Tirana addressed on February 6, 1997 a request to the Police Department in Tirana asking permission for a rally on February 8,1997 at the "Scanderbeg" square.

    The request says that the Tirana DP branch wants to hold the rally to protest against red terror and defend democracy and state institutions.

    The Interior Ministry spokesman reports that the Tirana Police department has not given permission for holding this rally.

    In response to this request the Tirana Police department says that :"As regards gatherings in public places the organisers should ask permission in written form from the chief of the commissariat no later than three days before the rally".

    The spokesman of the Interior Ministry reports that the police commissariat 3 in Tirana has also negatively responded to a rally at the "Scanderbeg" square on Saturday at 12.00, a request made on February 7, 1997 by the Forum for Democracy.

    In response to these requests the Interior Ministry also clarifies that unless the demands of the law "On the right to gathering" are respected, the police will take all legal measures regarding the organisers and participants in these gatherings based on the sanctions envisaged by the penal Code. a.ke/jz/lm/Z

    [10] DISTRIBUTION OF MONEY OF FAILED COMPANIES CONTINUES IN LUSHNJE

    LUSHNJE, FEB 7 (ATA)-By I. Manka.

    Also today the offices of the National Commercial Bank and those of the Savings Bank in the Lushnja town continue the distribution of the money the citizens had deposited in the failed foundations "Populli" and "Xhaferri".

    Today the offices of these banks have been working more intensively than a day before and the people are now more clear of the technical procedures for retrieving their money.

    In Lushnje, some 147 767 people have plunged their money only in the "Xhaferri" foundation. According to the official documents, also published in the press, the money deposited here amounts to 382 592 000 leks.

    Lushnja is the epicentre of this foundation, which was created by Rapush Xhaferri on March 8 in 1992. Initially he borrowed money from his own relatives and used it as a mini-capital. Through this money he lured the people and with each passing month he managed to attract hundreds upon hundreds of people. a.ke/jz/lm

    [11] NATIONAL ROAD IN MEMALIAJ BLOCKED BY PROTESTERS

    MEMALIAJ, FEB 7 (ATA)- By Hysni Cani, Inhabitants of Memaliaj town, mainly creditors of the cheating foundations "Xhaferri", "Populli" as well as of the "Gjallica" company blocked today at 10.00 the national road on the Vjosa river bridge, half a kilometre far form the Memaliaj town.

    According to police commissariat in Tepelene, a protest was staged in Memaliaj today at 9.00, as it was warned yesterday, by the protestors who had lost money in the pyramid schemes. The protestors asked full compensation for the lost sum of money by the government. They did not agree that the state compensates their losses with half the amount deposited. They also asked that the state supports without reserves the creditors who have lost their own house.

    Afterwards, at 10.00 some 800 protestors blocked the national road, making in this way impossible the movement of the vehicles.

    The road was also blocked during the afternoon hours and the protestors say that this situation will continue. a.ke/jz/lm/Z/

    [12] CASE OF THE DETAINED OF "GJALLICA" TO BE TRANSFERRED TO TIRANA

    TIRANA, FEB 7 (ATA)- By M.Kora,

    The Supreme Court has decided that the custody form of all the detained of the Gjallica company be considered at the Tirana Court.

    By decision of the Vlora prosecutor's office 12 managers of the Gjallica company and accountants in the Vlora affiliate as well as its director Fitim Gerxhalliu have been detained.

    Also, for the commitment of this crime the arrest order for Shemsie Kadria, president of "Gjallica" and Gani Kadria, partner and her husband, haS been issued and they are declared wanted as their destination is still unknown.

    Because of the situation created in Vlora, at the request of the Attorney General's office, the Supreme Court has decided to transfer the case to the Tirana Court from that of Vlora.

    The detained are expected tomorrow to be brought at the Tirana Court, which will decide their custody form.

    The Vlora prosecutor's office started on December 30 the legal proceeding against defendant Hysni Basha, financial director of the Money- change Agency of the "Gjallica" affiliate in Vlora. He is arrested on embezzlement charges.

    A meeting, presided over by the prosecutor general, was held today with the judicial police prosecutors and officers, charged with the penal prosecution, and were assigned concrete tasks to sequester the movable and immovable property owned by the company and its operators, to intercept all documentation in order to study the responsibility of any person connected with Gjallica and to carry out complete and objective investigations. jz/lm/Z

    TIRANA, FEB 7 (ATA)- In a letter addressed to the Deputy Prime Minister and Minister of Foreign Affairs of Albania, Tritan Shehu, the State the U.S. Secretary of State, Medeleine Albright writes:

    "As I begin my service as Secretary of State, I look forward to working with you to build on the relationship between our countries and promoting together our shared interest in a more secure, democratic, prosperous and peaceful world.

    I am confident that with continued cooperation we will be able to advance those common goals.

    The United States remains committed to the security of an undivided Europe. In this regard, the consolidation of peace in Bosnia through the continuing implementation of the Dayton Accords is vital to the stability of the region. It is also essential to regional stability that each country in the region move rapidly to build democracy, respect for human rights and a firm basis for economic progress", concludes the letter dated February 3, 1997.     TIRANA, FEB 7 (ATA)-Asked to comment on Albania's reservation upon the appointment of Mr Van der Stoel as Special Envoy of the Chairman-in-Office of the OSCE on Kosova, the Spokesman of the Ministry of Foreign Affairs stated the following: "Since more than two years ago Albania has expressed its disapproval for the candidature of Mr Van der Stoel. This is because the Albanian Government is of the opinion that this function as the OSCE High Commissioner on National Minorities would complicate the attainment of success of his mission in Kosova. This position of the Albanian Government is not at all linked to the personality of Mr Van der Stoel for whom it holds a high consideration.

    A testimony to this high consideration, emphasises the Spokesman of MFA, Cani, is also the suggestion of Albania that Mr Van der Stoel be representative of the European Union for Kosova or even of the OSCE itself, but without simultaneously holding the office of the High Commissioner on National Minorities in this organisation"./JZ/

    [15] PROTESTS OF "GJALLICA" COMPANY CREDITORS CONTINUE -Leaders of Centre Pole Gjinushi and Ceka among protesters-

    VLORE, FEB 7 (ATA)-By H.Koci,

    Protests of the creditors of the failed "Gjallica" company continue in the Vlore city also this afternoon.

    Also joining the protestors are the leaders of the Centre Pole, Skender Gjinushi and Neritan Ceka.

    Meanwhile, the people again carry in their hands candles and lighted papers as well as numerous placards with slogans such as "We want our money", "Our money is pure" as well as "Down with the government", "Down with the thieves", "Students join us" as well as a big red and black flag.

    It is also reported that the ferries on service do not approach the designed place in the port and the travelers are landed in different ways. The work in the Vlora port has been reduced substantially. a.ke/jz/lm/Z
