[05] ALBANIA FULLY SUPPORTS GONZALEZ'S REPORT

TIRANA, JAN 4 (ATA)- Albanian fully backed Spanish premier Felipe Gonzalez's report on the November 17 local polls in Serbia which was examined at the special session of the Permanent Council of this organisation in Vienna on Friday.

The Press and Information office of the Albanian Foreign Ministry announces that the Albanian representative, Zef Mazi, expressed in his speech Albania's full support of the report and called for its complete and prompt implementation.

The session endorsed the report of Gonzalez, special envoy of the OSCE chairman, and its recommendations and called for its prompt implementation.

The essence of the report is the request that the Serb government recognises the victory of the opposition in 14 cities of the country, also including Belgrade.

Various participants speaking at the session described the decision of the Serb government to annul the elections result as a failure of the legitimacy of the political system at home which at the same time compromises the relations of the Yugoslav federation with the rest of the world.

The Permanent Council rejected the presence of the Yugoslav representative in it. The EU, U.S. and Albanian representatives opposed the integration of the Yugoslav Federation into OSCE as well.

"Albania keeps to the opinion that it is still early to think of Yugoslavia's integration into OSCE," Albanian representative Zef Mazi said.

Expressing full support of the OSCE report, the representative of the Netherlands, which is the current holder of the EU presidency, on behalf of the later asked the Serb authorities to show self-control and not hinder the peaceful protests.

The chairman of the U.S. mission, Sam Brown, asked that the OSCE recommendations be completely and promptly implemented by Belgrade. He also requested that the issue of the national rights of the Kosova Albanian be considered seriously.

One of the recommendation presented in the report by Gonzalez is the return of the OSCE mission to Kosova.

Albanian representative Mazi, too, urged the solution of the Kosova issue and raised the need of changes there.

"The solution will be a result of the political dialogue between the Albanians and Serbs, at the presence of a third side, and in accordance with the will of the Kosova people," the announcement of the Foreign Ministry Press and Information Office cites Mazi as saying. s.sh/jz/lm/Z/
