  • [01] MEETING OF PRESIDENT BERISHA WITH DP PARLIAMENTARY GROUP

    TIRANA, DEC 20 (ATA) - Today the President of Albania Sali Berisha had a working meeting with the Democratic Party parliamentary group.

    President Berisha stressed in the meeting the fact that the government and the parliament have worked and are working with a special commitment to implement the program of the Democratic Party.

    President Berisha appreciated the parliament for its work in the adoption of new laws. The law under way for the electronic media and creation of space for private mediae is a great achievement in the field of information in Albania but also for the Albanian democracy.

    President Berisha stressed that although the law on justice is considered as very good, a group of experts, among the best, in cooperation with the Council of Europe, is preparing a better law which will be soon sent to the parliament for approval.

    But, said Berisha, 1996 was the year of the wisest decisions of the Albanians but it unfortunately has been accompanied with an increase of the budgetary deficit. This has been because of an increase of expenses but a result of non-realisation of the revenues because of the lack of responsibility and the manifestations of corruption in the institutions which are directly responsible for their realisation.

    "I fully support and consider in full terms with the DP program the lawmaking initiative of a group of deputies to present in the parliament a package of provisions for the fight against crime and corruption.

    The aim of this package, said Berisha, is to give the deserved response to the drug traffickers and those involved in prostitution, to killers and those who abuse with children, fiscal evasion which threatens to block the reforms and kills competition and the free market spirit, as well as a number of other crimes such as illegal possession of arms, smuggling, etc.

    "The program of the Democratic Party and its commitments before the Albanian electorate express clearly our solemn commitment to guarantee the life, activity and property of the individual.

    "I think that with this package of laws a very important step forward is made in the realisation of this program," said Berisha. xh/E

    [02] MEMBERS OF COMMISSION ON RENTING ACTIVITY OF FIRMS NOT YET DEFINED

    TIRANA, DEC 21 (ATA) By Agim Baci: The parliamentary commission on economy, budget, finance and privatization examined Friday the names proposed by the commission to secure the transparency in the activity of lending, which will pass for approval to a plenary session.

    "We will soon inform you of the names which will make up this commission", declared the chairman of the DP parliamentary commission, Ali Spahia.

    The commission of economy discussed on the same day the draft-law "On the new customs evaluation", which passed for approval to the parliament, in a plenary session.

    This draft-law helps Albania to be accepted as a full right member of the World Trade Organization, because she has so far only the status of the observer.

    "Albania, which wants to become member of the WTO, is obliged and at the same time interested in these methods of evaluation for the imported goods, so that they are the same with those used by other member countries, " said Dhrima. /jz/mt/E

    [03] LUSHNJA SPORT-CLUB SIGNS CONTRACT WITH ARGENTINIAN KEMPES

    TIRANA, DEC 20 (ATA) - By Atlant Frasheri: The President of the Lushnja Sport-Club Pellumb Xhaferri and the footballer of Argentine Mario Kempes will sign Saturday a contract for the coming two years. Kempes will be paid a total of 350 thousand dollars a year.

    "I love football and I think that Kempes will make a great contribution to this sport," said Xhaferri.

    "I like to work in Albania," said Kempes, who is supposed to start on January 3, 1997.

    The Lushnja Sport-Club has made another contract with a Nigerian football player, who will start to play in the Lushnja football team in January 1997. eva/xh/k

    [04] CONTEST IN THE ALBANIAN LIGHT SONG FESTIVAL FOR 1996 CONTINUES

    TIRANA, DEC 20 (ATA) - By Flora Nikolla: The 35th Song Festival which started Thursday in the Palace of Congresses in Tirana brought on the stage not only the best songs of Albanian light music within a year but it also paid homage to Albanian song in the past festivals.

    Thirty two songs selected among 102 songs presented for the contest, were interpreted in the festival. The prologue-festival shown during the first two nights of the festival brought before two thousand spectators and thousands of TV viewers the emotions of the festivals on radio-television in the past years.

    A collage of Albanian folk songs brought before Albanian music fans an original pop-folk.

    The contest was presented by the composer and singer Ardit Gjebrea, who in the past festival won the first prize, the Miss-Photography of 1991, presently student in Fine Arts in Athens, Valbona Coba.

    Four juries established in the cities of Korca, Shkodra, Gjirokastra, Struge and one in Bari of Italy (Tele Norba) during the first two nights of this Festival, through a direct line, reminded the participants that they were together in the Festival and "against them."

    Besides, there was another jury, that of the youths, based on the telephone calls for the best song, which was directed by Rudina Magjistari. kei/xh/k

    TIRANA, DEC 21 (ATA) Rilindja Demokratike highlights the yesterday meeting of President Berisha with the DP parliamentary group under the title "Blows to crime and corruption". "A group of deputies from the Democratic Party presented Friday to the DP parliamentary group a package of laws, aiming at neutralizing crime and corruption", reports the paper among others. "Ulqini requests again the postponement of the meeting of Tirana Leading Committee", reports the paper regarding the yesterday debate, considered as a marathon of the Tirana socialists.

    With regard to this meeting, Zeri i Popullit carries the article "Everything to the strengthening of the party". "It is necessary to get free from the complexes of the past and to evaluate the free debate as a mean for the emancipation of the party", the paper cites the SP Secretary General, Rexhep Mejdani". "The parliament applies DP program", reports the paper under the headline "Through the labyrinths of Democratic Party".

    "The State Control sues Tirana municipality", reports Republika paper. "VEFA, this Albanian giant", reports the paper regarding the ceremony held Friday in Tirana on the occasion of the 5th anniversary of its foundation".

    Under the headline "Democrats ready for the battle of the clean hands", Albania carries the article "Corruption under manacles!". "Socialists separate in a draw", reports the paper regarding the yesterday meeting of Tirana SP, which was still postponed.

    Rilindja paper highlights the news conference of Kosova Democratic League under the title "Airport of Pristina - new center of the maltreatments of Albanians". In the heading "Opinions", the paper runs the article "Albanians with one or two visions". "Confusion among the socialists of the capital" reports Dita Informacion, regarding the SP meeting of Tirana. The paper publishes an interview with the executive director of the Non- government Organizations Forum, Artan Spahiu under the title "Which is the position of the non-government organizations with the government".

    Under the title "Stop smuggling", Koha Jone reports that the customs officials of Gjirokastra, Kapshtica, Durresi etc, are suspended from work and will be under penal prosecution. "Flux of emigrants for Christmas", reports the paper.

    "Only the cursed writer belongs to all the times", reports Bashkimi in the heading "The tribune of intellectuals". "Tirana SP divided: Should the presidency resign or no?", reports Gazeta Shqiptare. "Mejdani has called on strengthening the unity within socialists", underlines the paper. Under the title "That is what Gramoz Ruci did on April 2", the paper cites the chairman of the Parliamentary Commission on Defence, Order and National Information Service (NIS), Azem Hjdari, who confirms the accuses against Ruci, regarding the April 2 massacre. /kled/mt/k

    [06] ALBANIAN WEIGHT-LIFTING FEDERATION ASKS MONEY FOR FIVE WEIGHT-LIFTERS SOLD IN GREECE

    TIRANA, DEC 21 (ATA) - Greek Weight-lifting Federation owes $90 000 to the Albanian federation of Weight-lifting as a result of not paying the money of buying our five talented weight-lifters, who contest for Greece, confessed the Albanian Wight-lifting Federation.

    "We do not exagerate in raising the voice when they are considered Greek sport men", told ATA the Secretary General, Ferit Berberi on Friday.

    Many Albanian weight-lifters take part in teams of other countries, although they have achieved the highest point of their success here in Albania, like Pirro Dhima (flagholder of the Greek team in the U.S. Olympiade), Luan Shabani and many others.

    Apart from the movements of the last years, which led to the fall of mant sport men in Albania, the weight-lifting moved forward to the course of successes, all this thanks to the specification it has, but also to the abilities and work done with these talented sport men. /e.gjyz/kei/mt/k

    [07] THREE NEW DEPUTIES OF DEMOCRATIC PARTY SWORN IN

    TIRANA, DEC 21 (ATA)- By A. Frasheri, Three new deputies of the democratic Party were sworn in on Saturday.

    Base on law 7556, dated February 4,1992, changed by law 8055, dated February 1, 1996 on "The elections in the People's Assembly", Pandeli Pasko, currently Albania's ambassador to Italy, Visar Zhiti, Counsellor at this embassy, and Genc Juka, director of the Rural Development project, the three deputies of the Democratic Party, asked to leave the deputy mandate because their state tasks run counter to this mandate.

    At the meeting of December 19, 1996, the Commission of Mandate, Immunity and Regulation of the People's Assembly proposed the replacement of these three deputies by Mitro Cela, Orion Rusi and Burhan Kaceli, according to order of the multi-nominal list of the Democratic Party, deposited at the Central Electoral Commission.

    Mitro Cela has also been deputy of the Democratic Party in the past two years, while Rusi and Kaceli are joinining parliament for the first time. kei/lm/Z/

    [08] TIRANA SP MEETING INTERRUPTED WITHOUT RESULT

    TIRANA, DEC 21 (ATA)- By A. Baci,

    The request for an emergency conference of the Socialist Party and the resignation of its presidency has been suspended because of an equal voting in yesterday's meeting of the Tirana Steering Committee.

    The Tirana Steering Committee, split into two different clans, has failed to provide a solution to the final draft of the report to be handed over to the SP presidency.

    "Because of the party's great problems, which are not being resolved, the resignation of the presidency and the holding of an emergency conference of the SP has been requested," the member of the steering committee and presidency of the Tirana branch, Spartak Baci, told ATA.

    "Besides the request for a new vote of confidence for the presidency and the emergency conference, there were also other problems which can be widely discussed at an expanded meeting of the General Steering Committee of the SP," said another member of the Tirana branch council, Lush Perpali. jz/lm/Z/

    [09] SEMINAR HELD WITH ALBANIAN MILITARY ATTACHES ABROAD AND ALBANIAN REPRESENTATIVES TO NATO

    TIRANA, DEC 21 (ATA)- The topic of the seminar with Albanian military attaches abroad and Albanian military representatives to NATO, held over the last four days in Tirana was: "The Albanian renovated army has attained substantial results in all fields of defence".

    The Defence Ministry spokesman says in this regard that an indication of these results are the relations and broad cooperation of the Albanian army with those of various countries, NATO members and partners.

    The realisation of several bilateral and multilateral exercises including "Peaceful eagle '96" has testified to these relations and cooperation. Of interest was the joint Albanian-German exercise "Mati '96" and others. The peacekeeping company has been created and our troops joined the IFOR and in the future they will join the SFOR," the spokesman says.

    The seminar stressed that under the democratic governing Albania's active role for interaction into the Eur.-Atlantic Security structures has been intensified.

    The secretary of State for Defence, Leonard Demi, deputy Minister Moisiu and other officials of the Defence Ministry read topics making evident the serious performance of the Albanian army for interaction and for reaching European standards. They also stressed Albania's determination for NATO membership.

    The seminar also tackled professional issues and reports were read on the Albanian army in the vision of the years 2000./JZ/LM/Z/

    [10] CHRISTIAN-DEMOCRATS WANT PARTICIPATION IN DRAFTING CONSTITUTION

    TIRANA, DEC 21 (ATA)-By A. Baci,

    The Presidency of the Christian-Democratic Party (CDP) and representatives of this party in the local government discussed at a meeting Saturday the request for participation in the parliamentary commission to engage in drafting the constitution and for participation in the government, the spokesman of this party, Fran Bruka, reports.

    The CDP, being a party of government coalition, has furthered its demand for a greater participation in the government.

    "The Christian-Democrats ask the cabinet of the construction minister to complete the coalition framework with the DP", the participants in the meeting said.

    The meeting also discussed finding concrete ways for supporting the two communes in which the Christian-Democrats have won. jz/lm/Z/

    [11] SUCCESSFUL OPERATIONS OF POLICE FORCES IN BAJRAM CURRI

    TIRANA, DEC 21 (ATA)- The police forces in Bajram Curri, northern Albania, have carried out a series of successful operations, which have resulted in the arrest of several very wanted persons, authors of grave crimes, according to the Interior Ministry spokesman.

    Mustafa Dollapi, accused of killing a citizen, and Ylber Gjonpalaj, accused of killing a citizen and wounding another are now under arrest.

    Gezim Demiri, charged with wounding, has also been arrested.

    Also arrested are two other persons accused of robbing a citizen of his property and of violent theft of the property of another citizen. s.sh/jz/lm

    [12] PARLIAMENT EXAMINES LAWS AND ADOPTS DECREES

    TIRANA, DEC 21 (ATA)-By A. Baci,

    Albanian parliament on Saturday continued proceedings to examine a series of laws and adopt several decrees.

    The draft-law on "The further privatization of banks of commerce with state capital" was approved. Whereas the draft-law on a change to the law on "The areas of priority in tourism" was put off for January.

    The draft-law on standardisation, after remarks by the parliamentary commissions was referred back to the government for reexamination.

    The draft-law on "Ratifying the loan agreement between the Islamic Bank of Development and the Government of the Republic of Albania, on the project to supply villages with drinking water", was approved.

    The draft-law on "The ratification of the financial contract between the Republic of Albania and the European Bank of Investment for the project of the Vlora 220 KV substation of the Vlora-Fier line," was not approved.

    Finally, the draft-law on "Some changes to the budget 1996", was approved with the change made by the economic committee to article 4, an article which had to do with the increase of funds for the customs department.

    "The government should explain to the parliament the reasons of the deficit", the RP chairman, deputy Sabri Godo, said. jz/lm
